Culture is one of the main tools for developing regions and reducing regional disparities. It is a significant job creator; it participates in social cohesion representing a catalyst for economic growth. In practice, when boosting the potential of cultural and creative industries, we encounter an insufficiently developed approach to evaluating the initial conditions for the allocation of financial resources for its development. This paper’s objective is to identify, map, and analyse spatial concentration of cultural institutions in Slovakia. The intention of the analysis was the identification of regions and districts with the potential for full use of cultural capital as a tool for sustainable regional development as well as the setting of cultural policy. The cluster analysis pointed out significant differences in the representation of cultural institutions in individual regions and districts of Slovakia. The regions with the most desirable results (e.g., Bratislava, Trnava, or Nitra) have some common characteristics linked to the local context, such as historical development, good infrastructure, concentration of educational institutions. The results also confirmed the assumption that within the regions, cultural institutions will be concentrated in larger district cities, specifically in the case of Bratislava even inside the city. From the cluster analysis it is possible to observe a “belt of districts” of Southern, Central, and Eastern Slovakia, which do not have sufficient cultural infrastructure. Since the process of shaping the supportive policy for cultural industries is now ongoing in Slovakia, we consider mapping the situation as one of the key elements in the policy-making process.

PurposeDuring the twentieth and twenty-first centuries, debate about the governance and management of national cultural institutions has largely focused on the problematic relationship between art and the economy. However, several more recent changes have made this discussion outdated. These include loss of autonomy in the art world, transformation of cultural production and distribution and instrumentalisation of cultural policies to generate a new context leading to the emergence of art managers.Design/methodology/approachIn terms of cultural policy, the interplay between the governance and management of national cultural institutions is currently problematic, with the work of art managers now replacing the previous “art versus economy” binomial. Here, we demonstrate the growing centrality of the governance paradigm and generation of public value in the local context, by qualitatively examining the discourses of politicians and national cultural institution managers in Barcelona.FindingsWe concluded that a new interface between policymakers and managers has appeared in twenty-first century cultural institutions, and that this has replaced the previous antagonism between artistic directors and managers. Finally, although there is a consensus that the objective of national cultural institutions should be to enhance public value, we also identified the presence of a symbolic battle over how this public value is defined and who should evaluate it.Originality/valueThis paper reveals the centrality of this new debate: policymakers and managers have developed discourses and strategies so that their vision of public value now predominates. In turn, this debate has become the new “battlefield” of cultural policy and reflects a rebalancing between the artistic and political spheres.

Thai farmers face various risks associated with natural disasters, adversely affecting their income. Such events appear to be increasing each year in Thailand, which is one of the world leaders for harvested area of rice. Despite this, its yields are lower than various nations with a considerably smaller crop area. With a view to helping farmers to manage the relevant risks and so improve their socio-economic lot, there is a real need to adopt an agricultural financial tool called 'area-yield crop insurance'. Therefore, on the basis that area selection is the first key step towards introducing this type of policy at district level, this paper aims to group together similar districts. Hence the author conducted a cluster analysis of districts in six provinces in north-eastern Thailand. The results reveal differences between rice cultivation in the districts studied but also certain similarities, with the characteristics of some districts in a given province resembling those of districts in one or more other provinces. As a result, five groups of similar districts are mooted. These clusters, each having their own features, provide a powerful and useful mechanism for practical implementation, enabling the expected premium rates to be tailored better to the local context and mitigating a specific drawback, namely the basis risk of a prospective area-based crop insurance policy for the designated area.

The history of art in Argentina in the XX-XXI centuries is studied mainly in three directions: the genre system, the spiritual and content aspect of works and creative biographies of outstanding masters. Special attention is paid to the links between the art of the Old and New World. Nowadays, the issue of connecting the artistic culture of the regions of Argentina — the center of the country, the northeast, and the northwest - is becoming urgent. The provinces not only perceived the trends of the capital's cultural policy, but also built their own cultural institutions that contributed to the creation and translation of the meanings of works about the uniqueness of human and nature connections far from Buenos Aires, and what is especially significant - about the diversity of ethnic types and characters. Such outstanding masters as Lino Enea Spilimbergo, Antonio Berni, Raul Monsegur, Eddie Torre taught in provincial art schools. They moved quite often from city to city, from province to province. We can assume that in the 40-50s of the XX century. in Cordoba, Mendoza, Tucuman and Resistencia, there were already professionals in all kinds of art. Argentine domestic scientists began to study these processes not so long ago. In this article, special attention is paid to the analysis of cultural heritage and the museum collection of the association El Fogón de los Arrieros (EFA, "Hearth of teamsters", hereinafter - Fogón), located in Resistencia, the capital of the province of Chaco, now known in the country as the City of Sculptures. Fogón became famous for its diverse cultural, educational activities, which began in 1943 and continues to this day. In the history of Fogón, a new type of educator has developed in the person of Aldo Boletti, Juan de Dios Mena, Hilda Torres Varela. The study used the historical and typological method and the method of art criticism analysis.

Subject. The article addresses a strategy for socio-economic development of the region. Objectives. The purpose is to define contradictions and opportunities to achieve the expected results of the "Strategy of Socio-economic Development of the Chuvash Republic until 2035". Methods. The study rests on the systems approach, using the methods of statistical, neural network, and cluster analysis. Results. The statistical analysis of trends in expected outcomes of the Strategy implementation enabled to build a median hierarchy of their growth rates, where the indicator of an increase in the number of visits to cultural institutions is a priority in setting the goals for the region’s development. The neural network analysis demonstrates the importance of the growth rate of real accrued wages of employees of organizations and the insignificant value of the increase in the number of visits to cultural institutions for effective achievement of all objectives of the Strategy. The cluster analysis shows the importance of growth rates of indicators of the proportion of organizations engaged in technological innovations, and the proportion of shipped innovative products. The analysis of growth rates of GRP and expenditures of the consolidated budget of the Chuvash Republic reveals a decrease in the cyclical lag of the first dynamic pattern from the second one. Conclusions. For the Chuvash Republic, a strategic priority is to overcome the GRP growth limit through the innovative development of backbone areas of economic activity.

This essay offers an appreciation of Stuart Cunningham's substantial and diverse contributions to ‘reframing culture’ in Australian research, policy and industry practice, from his early reformulations of Australian film history to his recent work on digital media disruption. The essay discusses the range of Cunningham's institutional and intellectual legacies, suggesting that his advocacy for cultural policy and the creative industries together with his leadership of major collaborative research initiatives in the humanities and social sciences have been especially important for media and cultural studies in Australia. Further, his approach to the project of ‘reframing culture’ is likely to remain a critical task.

In the 21st Century, it is possible to observe a pattern of numerous changes in the sphere of functioning of the cultural institutions also in cities divided by a border. These trends include globalization of culture, development of cultural industries and creative industries, rapid technical and technological growth, occurrence of new cultural management concepts and marketing strategies. Therefore, this chapter presents models of marketing strategies that can be applied in cities divided by a border. Based on individual interviews with 40 experts, four model marketing strategies are proposed which can be used by managers of cultural institutions in cities such as Cieszyn-Czech Cieszyn. Proposed strategies are in relation to specified target markets - residents of a city divided by a border. The practical application aspect of this chapter is evident in the indication of the direction future marketing efforts of cultural institutions should take to improve their market position.

The city-state of Singapore commemorated its 50th year of independence in 2015. In that 50-year period, Singapore defied the odds by forging itself into an important media and communication hub, one that services the Asian region by linking it to other global media centres. This article examines Singapore’s efforts to develop its media sector over the years from a historical (and) policy perspective. The article begins by explaining how early policy discourses were bifurcated along internal versus external lines, where the development of a national media system to mould a fledgling society was the internal mission, while externally, the vision was to promote Singapore to the rest of the world as a reliable port (where media and cultural goods can be safely and reliable transported to/through) and teleport (where messages and satellite signals can be exchanged via reliable telecommunications infrastructure and uplink–downlink facilities). It was not until the early 2000s, with the launch of Media 21 and the Creative Industries Development Strategy (both in 2002), that the external mission began to dominate. In 2009, the Singapore Media Fusion Plan (SMFP) declared that Singapore would become a ‘Trusted Global Capital for New Asia Media’. While articulating that a strong media sector engenders a better understanding of Singapore culture, the latest policy does little to promote local culture. Instead, the cultural footprint of Singapore has expanded to include not just Asia, but ‘new Asia’, defined very problematically in the report as ‘newly confident Asian countries’ (p. 26). This article unpacks the ‘Asian media fusion’ discourse and contends that the positioning of Singapore as a 21st century media hub is arguably the most overtly economic media and cultural policy that Singapore has yet produced. It is clear that the media sector is a little more than a cluster of economic activity, where the goal of the government and the agencies involved is to boost Singapore’s status as the best business city. The media hub policy rationales have thus been, for better or worse, coherent with the Singapore government’s broader economic ideologies over the past 50 years and look set to continue into the foreseeable future.
