The evolution and preconditions of formation, challenges and factors for circular economy development are investigated in the article. Were analyzed and generalized the existing scientific approaches to the definition of "circular economy", which are conditionally systematized into 9 groups: section of economy, paradigm, strategy, model, system, ecological opportunity, recycling technology, tool of "green" economy, type of economic activity. It is proposed to consider the term "circular economy" from such aspects as: the modern paradigm of logistics systems’ development; sustainable development strategy; sustainable business model of the national economy; economic model based on industrial waste recycling technology; logistics flow management tool, which is based on an integrated approach (integration of system, process, situational, functional); activities aimed at implementing a closed cycle of logistics flows to increase the level of the national economy environmental security. Were was accomplished a statistical analysis of the national logistics system development in consideration of the environmental component. It was established that the "green" transformation of Ukrainian logistics system in a circular economy is not effective enough. This is due to the limited amount of funding for environmental protection and insufficient development of the industrial waste recycling system. These issues require the development of a set of appropriate institutional measures and the adoption of radical logistics decisions based on European best practices.

AbstractThe implementation of circular economy in wood industries is an effective way for future sustainable development. The wood industries in China are not in the direction of circular economy approach due to less availability of assessment/calculation data of pollutants as per life cycle assessment (LCA) criteria. The present study focuses on the calculation of emission and pollutants from wood industries as per LCA; the emission and pollution data were collected from fiberboard Medium-density fiberboard (MDF), plywood and particleboard (PB) production. The comparative analysis of dust emissions, industrial waste gases and chemical oxygen demand (COD) were performed among three wood industries. The results revealed that the fiberboard industry was the highest emitter of dust, industrial waste gas and COD; and particleboard industry was the least emitter. Further, results indicated that pollutant index of wood industries were significantly changed between 2015 and 2017; the industrial waste water discharge increased five folds and the COD, dust and industrial gases increased two times. This study provides with the emission and pollutants data of wood industries as per LCA to promote the sustainable development for circular and low carbon economics.

The joint application of bioeconomy (BE) and circular economy (CE) promotes the sustainable use of natural resources, since by applying a systemic approach, it improves the efficiency of these resources and reduces the impact on the environment. Both strategies, which belong to the area of green economy, provide a global and integrated approach towards environmental sustainability, as regards the extraction of biological materials, the protection of biodiversity and even the primary function of food production in agriculture. The objective was to analyze the implications for sustainability of BE and CE joint application. A systematic and bibliometric review has been applied to a sample of 1961 articles, selected from the period 2004–May 2021. A quantitative and qualitative advance is observed in this field of study. The expansion of scientific production is due to its multidisciplinary nature, since it implies technical, environmental and economic knowledge. The main contribution of this study is to understand the state of research on the implications for sustainability that BE and CE have when combined, in relation to their evolution, the scientific collaboration between the main driving agents, and the identification of the main lines of research developed.

The article examines the infrastructure approach to the implementation of the concept of sustainable development in the Arctic zone of the Russian Federation (AZRF). This is done from the point of view of compliance of this development with the so-called megatrends of the world economy, highlighting theoretical, conceptual, and technological aspects. he characteristic of modern geoeconomic and geopolitical factors of development of the AZRF is given. A brief comparative analysis of applicability of economic models that are relevant the concept of sustainable development in the case of the Russian Arctic: bioeconomy, green economy, and circular economy. A few conditions for the implementation of the circular economy model in the Russian Arctic is considered. In connection with the representation of the AZRF as a heterogeneous socio-economic, real-virtual, socio-cyber-physical space, a special role of logistics infrastructure is shown as necessary condition for ensuring the sustainable development of this largest Russian region. The emphasis is made on the need to conceptualize the concept of "logistics infrastructure". Based on a holistic approach to logistics, a 5-layer (underwater, water, ground, air, space) conceptual research holistic model is proposed that could be used for designing, constructing, and monitoring the system of logistics flows in the Russian Arctic. The result of an analytical assessment (in dimensions of "digitalization" and "sustainability") of the state of the Art and possible development for the underwater layer of the logistics infrastructure of the Russian Arctic. The conclusions of the article could be useful both for designing the logistics infrastructure of the Russian Arctic, and for designing the courses of disciplines of higher education relevant to the problem under consideration.

Coal resource utilization system, based on circular economy, is an opening, complex and time-varying system. It composes of subsystems such as industry, population, economy and environment etc. Taking the industry subsystem as prime object, this paper builds its system dynamics model adopting the system dynamics method based on full life cycle. The adjustment parameters such as utilization rate of by-product of mining, the proportion of coal use in each industry and waste recycling rate etc. were confirmed. As a case of coal utilization system being designed, thirteen development projects belong to two types of scenarios were run on the model. The efficacy coefficient method was applied to analyze the simulation results and determine the comparatively best project of coal resource utilization system for the first time. The results indicate that the C4 among them are the best project comparatively, its waste emission is the least, and the benefits of economy, environment and society are the maximum. Research shows that extending industrial chain, increasing production proportion of high added-value product and raising waste recycling rate are beneficial to decrease coal-mining quantity for unit output value, protect coal resource and achieve sustainable development, namely that adopting circular economy development pattern is undoubtedly worthy of advocating for sustainable development of economy, environment and society.

Today’s realities dictate to Ukrainian companies a management philosophy that requires them not only to maintain their position in the market, but also to increase the efficiency of their operations and development in the context of favorable and unfavorable changes in the market environment, which necessitates significant amounts of financial resources. In the face of global competition and the increased turbulence of the external environment, securitization is one of the alternative tools to attract additional financing as well as to minimize risks by which financial markets can support sustainable finance in the transition to a green economy. The article deals with the essence of securitization as one of the major financial innovations of our time. It is established that this financial mechanism allows to diversify sources of financing, to effectively manage the structure of the balance sheet of the enterprise, as well as to significantly increase the level of liquidity of its assets. It also describes the main types of securitization and their impact on the structure of balance sheet indicators. The practical relevance of the study is that the authors’ highlighted areas of change in financial performance make it possible to make an smart decision on the use of a particular securitization mechanism, considering the purpose of its implementation and the capabilities of its initiators, including in the transition to a green economy. It is suggested for the successful implementation of the concept of a “green” economy aimed at achieving sustainable development goals in Ukraine, using such financial instrument as sustainable securitization through the use of the collateralized loan obligation mechanism.

In recent years, china are paying attention to the development of the circular economy and the ecological industrial parks, industry, as the industry of the largest emissions of industrial waste, the circular economy is more concern by people. The recovery transport process of industrial waste recycling is the important part of the industrial circular economy, reasonable scheduling solution is the effective means to improve the recovery and processing speed of industrial wastes and make the cost of recycling lower. In this paper, through analysis and research the recovery transport links of industrial waste recycling, points out that the vehicle scheduling problem of industrial waste recycling is the scheduling problem combined full load with not-full load, and for this problem, build vehicle scheduling optimization model, use ant colony optimization algorithm to solve it, and that achieved good results.

Promoting the sustainable development is currently a key global issue posing a challenge to all of us on personal, professional and political levels. The education plays a major role in this path, in particular the education for sustainable development (ESD). The traditional one-way transfer of knowledge is no longer sufficient to inspire the students to behave as responsible citizens. This article suggests a number of competencies, which must serve as a basis for ESD, as well as application of the multiple intelligence theory as a mechanism for implementing the competencies derived by students from ESD at the basic education level. It is proved that security competencies in the broadest sense (covering all levels, from personal to the global space) should also be included in the modern educational process. As for the university education, it is required to explain the concept of "sustainability" to all specialties without exception, including the political scientists, engineers and others. This is particularly important for training of experts dealing with the economic law issues. A lack of economic analysis in modern legal studies and development of regulations results in writing and adoption of idle laws hazardous for the country. To upgrade the education system in Ukraine, it is appropriate to develop the National Strategy on Education for Sustainable Development and its implementation plan based on the global Sustainable Development Goals. It is required to switch from traditional education to the model focused on sustainable development with the underlying extensive interdisciplinary knowledge based on an integrated approach to the development of society, economy, and environment. Implementation of this strategy should consider the adaptive nature of the regional education component, in particular the economic features of a relevant region. It is important to focus on the learning processes underlying the circular economy. Many people today are raising the issue of sustainable development in the face of the danger of an ecological crisis. The economic, social and cultural evolution poses questions to which each of us is called to respond by reflecting on what are the emergencies of the planet, but at the same time to operate for the protection of health and the reduction of environmental damage. The natural disasters that have occurred in recent years lead us to reflect on the responsibility not only of man, but also the social responsibility of governments. So we ask ourselves: is it possible to achieve a green economy model? A famous economist has already mapped out a path to a non-violent economy, based on a model of accountability. This model states that every discovery must be evaluated by civil society, taking into account the balance between the resources used and the results obtained. To achieve a sustainable green economy, it will be essential to build a biodemocracy in which scientific options are widely supported and accepted.
