Subject. The article discusses how management transforms as artificial intelligence gets more important in governance, production and social life. Objectives. We identify and substantiate trends in management transformation as artificial intelligence evolves and gets more important in governance, production and social life. The article also provides our suggestions for management and training of managers dealing with artificial intelligence. Methods. The study employs methods of logic research, analysis and synthesis through the systems and creative approach, methodology of technological waves. Results. We analyzed the scope of management as is and found that threats and global challenges escalate due to the advent of artificial intelligence. We provide the rationale for recognizing the strategic culture as the self-organizing system of business process integration. We suggest and substantiate the concept of soft power with reference to strategic culture, which should be raised, inter alia, through the scientific school of conflict studies. We give our recommendations on how management and training of managers should be improved in dealing with artificial intelligence as it evolves. The novelty hereof is that we trace trends in management transformation as the role of artificial intelligence evolves and growth in governance, production and social life. Conclusions and Relevance. Generic solutions are not very effective for the Russian management practice during the transition to the sixth and seventh waves of innovation. Any programming product represents artificial intelligence, which simulates a personality very well, though unable to substitute a manager in motivating, governing and interacting with people.

This special issue focuses on the role of civil society in international relations. It highlights the dynamics and impacts of public opinion on international relations (Zaller, 1992). Until recently, it was usual to consider public opinion in terms of its influence on policy makers and in terms of moulding public opinion in the broad frame of the policy makers in one's country. Given that public opinion in the United States was assessed and judged so frequently and diffused so globally, it was natural to frame questions guided by those concepts which pertained to the global and domestic context of the United States.

AbstractCulture is a demanding word, particularly when it is used in the context of the contemporary academic discipline of international relations (IR). It is often employed in order to distinguish one identity from another, allegedly illuminating idiosyncrasies embedded in a particular society or group of people. The essentialized understanding of culture is also detectable in the case of the current debate on the non-Western international relations theories (IRT). Non-Western politicians and scholars often employ the term culture in order to distinguish their values from alleged Western values. However, culture has another important function mainly advanced by a left-wing Kyoto School philosopher Tosaka Jun, that is, culture as a mirror for critical reflection for morality (Tosaka, 1966). This article is based on Tosaka's argument that culture has an important function for moral reflection beyond that of a mere means to identify one's distinctiveness from the West, and it criticizes Japan's soft power diplomacy or the total absence of it from that point of view. It also argues that this absence is the result of the soft power discourse's over-simplified interpretation of culture that results in confrontation between the West and the rest, particularly when it is employed in non-Western IRT discourses. Towards the end, I examine Miyazaki Hayao's films,Princes Mononokein particular, as examples of cultural works facilitating a moment of critical reflection, and I extract embedded messages of relevance to critical reflection on contemporary IR literature, particularly non-Western literature.

Perceptions of attractiveness and trustworthiness impact the prosperity and influence of countries. A country's soft power is not guaranteed. Countries have their brands, an image shaped by the behaviour of governments, by what they do and say, whom they associate with, and how they conduct themselves on the global stage. Increasingly, digital diplomacy plays a crucial role in the creation and application of soft power. This paper argues that digital diplomacy is increasingly vital in the articulation of soft power. Digital diplomacy is a new way of conducting public diplomacy, offering new and unparalleled ways of building trust with previously disengaged audiences. Soft power is now the driving force behind reputation and influence on the global stage, where increasingly digital diplomacy plays an essential role.

Abstract Soft power is an important instrument of foreign policy and a tool in safeguarding national interests. Under various regimes after the advent of democracy in 1950, Nepal has experienced a turbulent effect of international influence on technology, governance capability, policy transfer, labor migration and climatic affairs. In these contexts, traditional diplomatic effort based on persuasive bargaining requires an interest based practice which is complicated for the countries like Nepal where military power and economy are considered to be public goods rather than strategic base for the expansion of domestic policy making the other countries follow. Nepal creates an exemplary image in coping with the internal and external threats even during the major political transitions in 1950, 1990 and 2006. In all these power sharing mechanisms, the immunity that galvanized internal forces with minimum experience of indirect influence from the neighbouring countries shows that soft power values in Nepal became the major component for managing internal tensions and mitigating external interests. At one hand, the sources of soft power rests on ancient value system and on the other, Nepal celebrates new political system confronting the values earlier regime survived on. Political crisis before 2015 and the natural disaster after it plunged Nepal into a serious threat. During the time of crisis it is need and the value that functions compared to the interest. This paper posits a central question that how soft power became a variant during the war to peace transition from 2006 to the period of implementation of constitution stipulated in 2015 with the result of a stable government. The first part of the paper explores the dimensions of soft power in Nepal- both perceived and practiced- after Jana Aandolan II. The effectiveness of soft power in maintaining the geostrategic importance through a constant coupling of soft power diplomacy adopted and endorsed in Nepal by the external powers and Nepal’s own soft power standpoint will be analyzed in the second part of the paper. The last section of the paper analyzes the challenges for effective implementation of soft power diplomacy in meeting the national interest. This article aims to analyse the Jean Monnet programme as a soft power instrument of the European Union to achieve its objectives in the international arena. This research, through a quantitative and comparative analysis, explores the tendencies of the Jean Monnet Programme in terms of number of Jean Monnet projects per year in the countries, which have benefitted the most from the programme. From this study, it has emerged that regions neighbouring the European Union have trends very different from other third countries that are also active participants in the Jean Monnet Programme.

AbstractThe present chapter focuses on the role of the Visegrád group (or V4, comprising Slovakia, Hungary, Poland and the Czech Republic) in international investment law-making. The chapter starts with a brief overview of the V4 group as a sub-regional system in Europe, including its modus operandi and main achievements in the field of economic cooperation. Subsequently, it turns to the regulation of foreign direct investment (FDI), both at the level of each V4 state and at EU level—with particular regard to the implication of the EU’s exclusive competence on FDI. Special attention is paid to the approach of the V4 countries towards the question of termination of intra-EU bilateral investment treaties (BITs)—including an overview of the related objections to jurisdiction that the four countries have raised over the years in investor-state arbitrations based on intra-EU BITs—and to the relationship of the V4 group with non-EU countries—especially with (selected) East Asian countries. The main question is whether—and to what extent—the V4 group as a sub-regional system has a role to play in international investment law-making. The chapter highlights the proactive and advocacy role that the V4 group has traditionally played in manifold subject-matters, including the promotion and protection of FDI, and supports the positive “soft power” the V4 may exercise in this respect.

Summary This study examines the confluence of sport and soft power within public diplomacy. It analyses professional baseball player Ichiro Suzuki’s role in the United States as a sporting ambassador from Japan — potentially catalysing goodwill, cultural interest, perceptions of national personality traits and even views of policy issues such as international trade and country relations. In doing so, this research draws from non-state public diplomacy, which considers the transnational impacts of non-traditional communication vehicles such as cultural and sporting exchanges. It measures US public sentiment towards Japan through quantitative analysis of survey responses collected by Pew Research Center in conjunction with the Sasakawa Peace Foundation. The success of Japan’s cultural and sporting exports highlights their potential and realised role in binding national ties. Furthermore, Tokyo’s hosting of the Summer Olympiad emphasises the role of sport not only as a vehicle for competition and entertainment but also its utility in global engagement.

The article examines the influence of external actors on the processes of integration and regionalization in Central Asia. The authors view Central Asia as a region undergoing reformatting. In their previously published articles, they analyzed intraregional processes that affect integration. In this article, I analyze the role of external actors, namely, global and major regional powers in the formation of the region. The authors note the increased competition from integration projects in the region, especially transport and logistics infrastructure projects. In this regard, the article raises the topic of pairing integration projects proposed by external actors. Using the example of the analysis of attempts to pair the Russian EAEU project and the Chinese one “Belt, One Road”, the authors point to the difficulties of achieving interaction between competing partners. The article notes that in spite of the available resources for using “soft power” in the region, Russia must take into account the growing rivalry on the part of external actors for influence in the region and respond flexibly to emerging challenges.
