The aim of the research is to assess the quantitative impact of education on the emergence of externalities and economic development. It has been shown that the increase in the education of specialists in interaction with innovative activity contributes to the emergence of external effects, which have a high level of significance for economic dynamics. As a result, the total contribution to GDP, as a result of an additional year of study for a specialist with a higher education, increases by about 50%. Realizing this effect, the largest economies of the world (the USA, the European Union, China and Japan) have been increasing the share of specialists with tertiary (vocational) education approximately linearly at a rate of 0,8 ±0,2% per year over the past 25 years. For Russia, the positive effect of a high level of tertiary education is significantly reduced due to the problems of interaction with the economic environment. The income that innovators themselves receive is, in a significant proportion of cases, relatively small. In particular, for the «Open Distance Education» innovation, the innovator's income was about 0,3% of the income of other recipients of benefits from the innovation. A significantly large share of the income from innovation is realized as an external effect of other users of the innovation, especially the consumers of the manufactured products and followers. Quantitative estimates of the external contribution to GDP of the innovation «Open Distance Education» show that they amount to about 14 thousand dollars per graduate, and only 340 million dollars a year. The findings can be used to assess the impact of education and develop strategies for staff training and innovation development.

The smart specialization concept was implemented in the EU in 2014, stating that regions have to specify specialization areas for development of innovations. Economic specialization reveals a comparative advantage in that field. However, there are different arguments linking specialization to economic development. This study analyzes these arguments and aims to investigate the impact of economic specialization on regional economic development and to give insights into identifying prospective areas in regional economies. A panel fixed effect estimation of industry-level regional data suggests that economic specialization in broader regional employment, called relative specialization, is ambiguously associated with economic development. Our findings suggest that neither economic specialization nor economic diversity are a clear-cut solution for ensuring economic growth. Economic structure in EU regions differs, and there is no one answer for which approach is better for economic development. Specialization measures, particularly the location quotient, cannot fully capture the dynamics in the industry structure that could be essential for formation of regional development strategy.

Nurturing critical thinking (CT) has been acknowledged as a core objective of tertiary education, and drawn attention from academia of teaching English as a Foreign Language (EFL), particularly in EFL argumentative writing. It has been claimed that collaborative learning which stimulates the active exchange of ideas within small groups not only increases interest among the participants but also promotes critical thinking. One of the important aspects of learning and teaching through collaboration is the group composition or grouping “who with whom”. The present study was an attempt to investigate the impact of homogeneous and heterogeneous groupings on critical thinking in collaborative writing. Having been required to write an argumentative essay as a pre-test, 75 participants, who were categorized by their prior critical thinking levels, were assigned into three group types: heterogeneous, homogeneous high and homogeneous low groups. As a consequence, four types of students were considered their improvement before and after the experiment: high-level students in heterogeneous groups, lowlevel students in heterogeneous groups, high-level students in homogeneous groups, low-level students in homogeneous groups. The results demonstrated that learners improved their critical thinking level through collaborative writing, whether working with stronger or weaker peers. However, heterogeneous grouping showed superiority over homogeneous grouping at the low level. The results revealed that cooperative learning could be especially beneficial for low students. It is hoped that the findings of the present study will give teachers deep insights into group compositions in collaborative learning courses, and will help them make better group experiences for students.

A large literature in both sociology and political science has theorized about the importance of skill formation systems for macroeconomic performance, for the transition from school to work, and for labor market outcomes. However, consensus on how countries fit into these theoretical groupings has been difficult, and empirical evidence that these groupings matter has been elusive. Focusing on labor market outcomes across twenty-one European countries, this paper demonstrates that the strength of linkage between specific educational outcomes and occupational destinations is an important source of these institutional effects. Stronger linkage is generally associated with higher relative earnings and greater chances of employment, though heterogeneity exists both across age and gender groupings and across educational levels. Country-level structure matters because it is related to the local linkage strength of pathways, even as there is considerable heterogeneity within countries in the coherence of pathways from educational outcomes to occupations. Pathway effects clearly matter, particularly in how they shape the consequences of working in an occupation that is well matched to one's educational level and field of study. The strongest evidence for macro-structural effects concerns the impact of macro-structure on the earnings gap between well-matched and not-well matched workers with non-tertiary and with upper tertiary education. The findings suggest that policies to improve labor market outcomes do not require wholesale transformations of a country's skill formation system, but instead can focus on improving pathway coherence one pathway at a time.

Ukraine is an associate member of the European Union and in the coming years it is expected that all data and services already used by EU countries will be available to Ukraine. The lack of quality national products for assessing the development and planning of urban growth makes it impossible to assess the impact of cities on the environment and human health. The first steps to create such products for the cities of Ukraine were initiated within the European project "SMart URBan Solutions for air quality, disasters and city growth" (SMURBS), in which specialists from the Space Research Institute of NAS of Ukraine and SSA of Ukraine received the first city atlas for the Kyiv city, which was similar to the European one. However, the resulting product had significantly fewer types of land use than the European one and therefore the question of improving the developed technology arose. The main purpose of the work is to analyze the existing technology of European service Urban Atlas creation and its improvement by developing a unified algorithm for building an urban atlas using all available open geospatial and satellite data for the cities of Ukraine. The development of such technology is based on our own technology for classifying satellite time series with a spatial resolution of 10 meters to build a land cover map, as well as an algorithm for unifying open geospatial data to urban atlases Copernicus. The technology of construction of the city atlas developed in work, based on the intellectual model of classification of a land cover, can be extended to other cities of Ukraine. In the future, the creation of such a product on the basis of data for different years will allow to assess changes in land use and make a forecast for further urban expansion. The proposed information technology for constructing the city atlas will be useful for assessing the dynamics of urban growth and closely related social and economic indicators of their development. Based on it, it is also possible to assess indicators of achieving the goals of sustainable development, such as 11.3.1 "The ratio of land consumption and population growth." The study shows that the city atlas obtained for the Kyiv city has a high level of quality and has comparable land use classes with European products. It indicates that such a product can be used in government decision-making services.

Abstract The digitalization of public administration is a necessary condition for the economic and social development of each country. In this context, e-government is developing and diversifying its forms of implementation, contributing significantly to the efficiency of public administration, to increasing the degree of transparency and to reducing corruption in public institutions. The aim of the research was to know how the states of the European Union evolved from the point of view of e-government and what influence it had on the economic development of the analyzed states and on the European citizens during the analyzed period. For this we selected ten research variables from several databases: Eurostat, the World Bank and the United Nations E-Government Development Database (UNeGovDD) of the United Nations. The period for which we did the analysis is 2010 – 2019. Using EViews 12 we applied panel Principal Component Analysis to reduce the 10-variable panel into a lower dimension of 3 principal components to find the underlying simplified structure. The three principal components retained explain about 76.5 % of the initial information. The research results show significant differences between the states analyzed, in terms of e-government, but also in terms of the impact it has on government effectiveness, controlling corruption, e-participation of European citizens and the economic development of Member States. In countries with a high level of e-government implementation, governance is efficient, corruption is low, citizen involvement is higher and economic development is faster.

Purpose The first well-known liner shipping conference was created for the UK/Calcutta trade in 1875. However, the European Union (EU) decided to abolish repeal the liner conferences system with effect from October 18 2008. This paper aims to study the governing regulations on shipping conferences in Taiwan along with investigating the impact on the EU to repeal conferences. The regulation on liner conferences in the USA is also briefly referred. Design/methodology/approach Literature review and questionnaire survey are used to conduct the study. This paper reviews important literature relating to the EU to repeal the conferences system and its impact on liner market competition to/from European trade routes, with discussions on the US and Taiwan regulations on shipping conferences. Questionnaire survey data, collected from published report and this research present shippers’ and carriers’ responses on the changes of regulations on liner conferences. Findings Shippers are strongly supporting the repeal of the conferences system. Academic research results basically reveal that the liner market will be more competitive in the trades to/from the USA and the EU after the repeal of the conferences. For Taiwan, its regulations are rather simple and loosely control over the liner conferences; therefore, if the shipping administration intends to enhance the inspection of the agreements of conferences and strategic alliances, more detailed regulations should be prepared, and the provisions of the EU or USA would be a good reference. Practical implications Through the discussions on the legal treatments of shipping conferences from the USA, the EU and Taiwan perspectives, this paper provides shipping researchers with not only a clear evolution of the liner conferences but also a deep understanding of the impact to repeal the conferences on liner market competition. Originality/value This paper reviews important literature and related legislations on liner conferences including the USA, the EU and Taiwan. The different responses on the EU to repeal the conferences system from shippers and carriers are discussed. The impact on liner market competition is presented.

The European Union (EU) is a heterogeneous political and economic structure comprising 28 nations, differing in terms of size, population, economic development and institutional efficiency. National socio-economic context determines countries’ growth potential and their ability to compete for foreign markets. The socio-economic discrepancies present, respectively, between the Western, Northern, Southern and Eastern EU nations still persist, thus reducing the community’s ability to compete on the global market, especially with the USA, Japan and China, which are considered the main powerhouses of the world’s economy capable of challenging economic positions of the European Union. Consequently, the present research aims to assess to which extent economic growth determinants in the European Union differ taking into account the regional context. An individual per region regression analysis was developed intending to identify which are the determinants of economic development at the level of EU’s geographical regions. The results reached confirm this assumption underlining the fact that there are significant dissimilarities between the motivators of economic progress in the EU. This fact should particularly concern the European elites as these variations determine the further accentuation of development disparities not only among the countries but also between entire groups of states.

The aim of this article is to compare and assess the impact of the recent financial crisis on the retail electronic commerce in the economies of the European Union, the USA and Poland. Therefore the selected data from the biggest international companies connected with the retail electronic commerce from the years 2007 and 2008 in comparison to the previous year, and the selected economic data from the economies of the USA, the European Union and Poland till the year 2009, concerning the utilization and value of the electronic commerce trade and the number of people doing shopping online, and conclusions drawn from the analyses of those data are presented and discussed.

This paper empirically investigates the impact of Foreign Direct Investment (FDI) on inequality using a panel data set of 65 developing counties. While the existing literature mainly examines the impact of FDI on growth, this study explores the importance of domestic conditions of the host countries in determining the distributional effects of FDI. The results show that the impact of FDI is not homogenous on host countries as FDI inflows exert inequality-narrowing effect only in countries that have stronger investment in human capital, better financial sector and a high level of economic development. While FDI accentuates not ameliorates inequality in countries with low level of economic development, findings of the study are robust to the use of different specifications, different estimation methods, inclusion of regional effects and time specific effects.
