Despite the institutionalisation of volcanic eruption early warning and response systems, casualties are still seen among local farmers who are reluctant to evacuate. Farmers may also prematurely return to their farms to save livelihoods and take care of animals. Case studies and media reports show the importance of understanding the cultural beliefs of residents when developing emergency plans. By reviewing literature from different scientific disciplines in relation to volcanic eruptions and livestock emergency preparedness, differences can be identified in the underlying risk and control paradigms, including the meaning given to volcanoes and livestock. Concurrently, livestock emergency preparedness approaches fall short of people-orientation. Using selected studies that consider these aspects, a people-centred and culture-sensitive framework to improve local learning and participation in emergency preparedness is offered. With disaster events becoming more frequent, participatory learning is useful to strengthen emergency management and preparedness programs.

In recent years, major public safety incidents occur frequently in smoke-free cities. Under the complex and severe situation, the emergency preparedness capacity of smoke-free cities in China needs to be improved. In this paper, 50 fire emergency plans in smoke-free City F are taken as samples, and the qualitative comparative analysis method of clear set (csqca) is applied to explore the improvement path of emergency preparedness ability. Three influence paths are obtained to improve the emergency preparedness ability, which are information resource integration mode, business collaboration pre control mode and system route mode. The results provide reference for improving the effectiveness of pre disaster prevention, enhance the emergency preparedness capacity of smoke-free cities and improving the effect of emergency management.

Aim. The aim of this study was to carry out an audit of healthcare plans in New Zealand and Oman. Methods. The study utilizes a deductive content analysis method. Written plans from New Zealand District Health Boards (DHBs) and the Omani secondary and tertiary hospitals were analyzed. A checklist was used to score the plans against twelve elements which are command and control, hazard analysis, surge capability, communication, standard operating procedures (SOPs), life-line backups, public and media, training, welfare, coordination, and recovery. Results. There were 14 plans from New Zealand and 7 plans from Oman analysed. The overall coverage of New Zealand plans was 67.5% compared to 53.3% in Oman. Plans from both countries scored similarly in “command and control,” “hazard analysis,” “surge,” and “communication” elements. Omani plans scored lower than those of New Zealand in “media and the publicv” “training,” “coordination,” and “recovery.” Both countries scored very low in addressing the welfare of responders. Conclusion. This study highlighted the value of health emergency plans in New Zealand as reflected by the high score of DHBs’ coordination. Therefore, a similar approach in Oman will enhance emergency preparedness. Responders’ welfare is an issue that needs to be addressed by emergency preparedness plans in both countries.

Abstract Emergency preparedness programs have evolved over the last several decades as communities have responded to natural, intentional, and accidental disasters. This evolution has resulted in a comprehensive all-hazards approach centered around 4 fundamental phases spanning the entire disaster life cycle: mitigation, preparedness, response, and recovery. Increasing frequency of outbreaks and epidemics of emerging and reemerging infectious diseases in the last decade has emphasized the significance of healthcare emergency preparedness programs, but the coronavirus disease 2019 (COVID-19) pandemic has tested healthcare facilities’ emergency plans and exposed vulnerabilities in healthcare emergency preparedness on a scale unexperienced in recent history. We review the 4 phases of emergency management and explore the lessons to be learned from recent events in enhancing health systems capabilities and capacities to mitigate, prepare for, respond to, and recover from biological threats or events, whether it be a pandemic or a single case of an unknown infectious disease. A recurring cycle of assessing, planning, training, exercising, and revising is vital to maintaining healthcare system preparedness, even in absence of an immediate, high probability threat. Healthcare epidemiologists and infection preventionists must play a pivotal role in incorporating lessons learned from the pandemic into emergency preparedness programs and building more robust preparedness plans.

Purpose The purpose of this paper is to review the vulnerability and challenges faced by Canadian pet owners in times of disaster and evaluate emergency preparedness measures put in place to address the identified issues. Design/methodology/approach Emergency preparedness strategies from different countries were identified to weigh against Canada’s state of preparedness. Findings Pet/animal owners without emergency plans for their animals are more vulnerable than non-pet owners when they need to flee from disaster; and as Canada faces disaster challenges, proactive preparedness in emergency demands awareness, cooperation and commitment from everyone –governments, corporations, community groups and individuals become a necessity. Originality/value Based on the identified need, the paper reviews strategies that engages pet owners in preparing for emergency in order to keep individuals and their communities safe. This paper will be beneficial to policy makers, researchers, health educators, scholars and emergency management professionals that read the journal.

In response to the need to address the safety challenges in the use of artificial intelligence (AI), this research aimed to develop a framework for a safety controlling system (SCS) to address the AI black-box mystery in the healthcare industry. The main objective was to propose safety guidelines for implementing AI black-box models to reduce the risk of potential healthcare-related incidents and accidents. The system was developed by adopting the multi-attribute value model approach (MAVT), which comprises four symmetrical parts: extracting attributes, generating weights for the attributes, developing a rating scale, and finalizing the system. On the basis of the MAVT approach, three layers of attributes were created. The first level contained six key dimensions, the second level included 14 attributes, and the third level comprised 78 attributes. The key first level dimensions of the SCS included safety policies, incentives for clinicians, clinician and patient training, communication and interaction, planning of actions, and control of such actions. The proposed system may provide a basis for detecting AI utilization risks, preventing incidents from occurring, and developing emergency plans for AI-related risks. This approach could also guide and control the implementation of AI systems in the healthcare industry.

Purpose – The purpose of this paper is to present a new method for evaluation of emergency plans for unconventional emergency events by using the soft fuzzy rough set theory and methodology. Design/methodology/approach – In response to the problems of insufficient risk identification, incomplete and inaccurate data and different preference of decision makers, a new model for emergency plan evaluation is established by combining soft set theory with classical fuzzy rough set theory. Moreover, by combining the TOPSIS method with soft fuzzy rough set theory, the score value of the soft fuzzy lower and upper approximation is defined for the optimal object and the worst object. Finally, emergency plans are comprehensively evaluated according to the soft close degree of the soft fuzzy rough set theory. Findings – This paper presents a new perspective on emergency management decision making in unconventional emergency events. Also, the paper provides an effective model for evaluating emergency plans for unconventional events. Originality/value – The paper contributes to decision making in emergency management of unconventional emergency events. The model is useful for dealing with decision making with uncertain information.

Although there is current research describing technology efforts utilized in the 21st century as it relates to emergency management, there are adult educational factors to examine regarding Information Communication Technology (ICT) and the Social Communication Skills (SCS) of emergency personnel. Technology is quickly evolving and the the population is becoming increasingly more diverse, driving the efforts of emergency personnel to harness more technological emergency advances and navigate the culture of each community to assure effective emergency measures are taken. Within the ICT and SCS framework, emergency management must concern itself with: (a) the basic tenets of emergency management; (b) the changing and new nature of global threats in the 21st century; (c) evolving emergency management technologies; (d) social considerations when interfacing with the communities served; and (e) recommendations for those who are involved in emergency management mitigation, preparation, response, and recovery emergency efforts. All of these factors revolve around the education and re-education of adults; therefore, the focus of this chapter explores subsequent educational implications for the emergency personnel workforce as well as positive results for affected communities. This chapter proposes a larger implication, one of emergency personnel professional development within technology-based response systems as well as the cultivation of social communication in an effort to build a Sense of Community (SOC) with the diverse citizenry they serve. Emergency first responders, as well as other emergency personnel, must be educated in technology and social skills to better serve the community and to become a part of a holistic community. It is in this way that safety, and ultimately social justice, efforts for specific groups who may be marginalized and disenfranchised during an emergency are enhanced.

Introduction:In emergencies, infants and young children are disproportionately affected due to specific food and fluid requirements, immature immune system, susceptibility to dehydration, and dependence on others. Provision of safe food and water to infants and young children is critical. However, it is challenging in the emergency context. Specific planning is vital to support infant and young child feeding in emergencies (IYCF-E).Aim:To identify the extent to which Australian emergency management plans and guidance account for the needs of infants and young children.Methods:An audit of Australian emergency management plans and guidance was conducted as a part of the 2018 World Breastfeeding Trends Initiative assessment of Australian infant feeding policies. All national and state/territory emergency preparedness plans, and a sample of local government area preparedness plans, response plans, and other guidance were identified and searched for content related to the needs of infants and young children. Plans and guidance were searched for content related to the needs of animals as a comparison.Results:Vulnerability of infants and young children was commonly noted. However, content related to supporting the specific needs of infants and young children through appropriate IYCF-E was almost totally absent. In some cases, the guidance that did exist was misleading or dangerous. No agency at the federal, state/territory, or local government level was identified as having met the responsibility for ensuring the needs of infants and young children. The absence of any coordinated response for the needs of infants and young children is in stark contrast to consideration of animal needs, which have a delegated authority, plans, and guidance at all levels of government.Discussion:Planning for the needs of infants and young children in emergencies in Australia is dangerously inadequate. Action should be taken to ensure that appropriate plans exist at all levels of government.
