This article describes the foundations of Soviet ideology, theoretical and practical layers of the concept of scientific atheism, solutions and principles of Bolshevik politics. This characteristic is a definition showing how and what ideological speculative methods were used in the field of Javitology, formulated on a scientific basis. The patterns of Soviet ideological interpretations of the doctrine, culture, heritage, path, philosophy, history are defined. The dilemma between the values of modern culture and Soviet scientific atheism was conducted on a philosophical level. And some kind of clairvoyant concept was used for anti-religious agitation groups in Soviet politics.

This article analyzes the modern Crimean Tatar costume from the perspective of succession of the traditional elements. The author systematizes general approaches towards design of the traditional and modern costume, indicating the characteristic features. At the present stage, the elements of the traditional Crimean Tatar costume are growing in popularity. Interpretation and modern stylization of the traditional elements of national costume leads to the formation of the unique style. The leading phenomenon in the approach towards design of the modern national costume is the scientific basis, which helps to preserve the traditional elements. The object of this research is the modern Crimean Tatar costume, while the subject is decorative and graphic approaches towards design. The primary task consists in determination of the principles of creation of Crimean Tatar image and its implementation into Crimean modern culture. The novelty of this research is defined by insufficient examination of the modern Crimean Tatar costume on the scientific level, although actively implemented into modern youth culture. The creative direction in the works of modern Crimean Tatar designers is divided into three approaches: verbatim reproduction of ethnic costume (mostly used wedding gear and theater costumes), authorial interpretation, and avant-garde approach, using metaphors as the basics of style. It is noted that in the approach with allusive metaphors it enough to complement modern costume with headwear similar to the traditional to add national flavor to the image. The author underlines the importance of development of modern Crimean fashion in all three directions, as each approach has a particular function.

The objective of the research is to describe the traditional and innovative trends of Latgale region museums’ work in the field of culture heritage’s maintenance and popularization. The analysis of the documents and theoretical sources, the experience of reflection, the narrative approach are the methods that have been used in the research. Both municipality and private museums work in Latgale and most of them are characterised by the following development tendencies in the maintenance of culture heritage: the search of their own uniqueness and peculiarities, a modern interpretation of the existing museum collections, the interaction of modern culture expressions and cross-cultural communication, the pedagogical function of the museums, the development of museums’ informative environment.

The  dissemination  of  the  local  lore  and  the  strengthening  of  the  educational  and methodological base of local lore in the system of ethno-design education, the popularization of the  historical-lore  heritage  of  the  Vyzhnytsia  art  center,  the  actualization  of  methodologicalfoundations of ethno-design teaching, their scientific substantiation of importantance. Methodology.  The  article  uses  general  scientific  methods  of  descriptive,  comparative,  the method of systematization and synthesis. During the studing of local lore the analytical method of research, as well as the methods of classification of components of professional competencies in  ethno-design  education  of  future  specialists  of  creative  direction,  were  used,  which  will contribute to the direct realization of perspective projects of the graduates of Vyzhnytsia Applied College of Arts and Design named after Vasil Shkribliak in the creativity and the cultural field of Ukraine.  Results. As a result of the research it is established ,that the historical and local lore is the basis of  creative  activity  in  various  fields  of  art  and  design.  It  is  determined,  that  the  processes  of globalization, characteristic of modern society, require the understanding of the problems of the national  revival,  the  reflection  of  the  manifestation  of  the  national  culture  features  in  modern ethno-design. The ethno design methodology is becoming an important component of modern culture and leads to significant changes in the composition of the aesthetic characteristics of the subject environment. The inclusion of the components of the national culture and ethno-design in the educational process gives the opportunity to form the creative professional thinking of future graduates of Vyzhnytsia Applied College of Arts and Design named after Vasil Shkribliak. Scientific  novelty.  The  idea  of  forming  the  scientific  basis  for  exploring  the  perspectives  of conceptual  transformations  of  ethno-design  in  Ukraine,  taking  into  account  the  processes  of globalization and regional specificity, was further developed in the article; the understanding of the influence of socio-political situation in Ukraine on the development of ethno-design. Practical  significance.  The  main  statements  of  the  article  can  be  the  theoretical,  factual  and historiographic basis for the development of general and special lecture courses and seminars at the educational establishments of arts and culture, as well as used in the educational process for preparatory courses in ethno-design.

The article analyzes the state of professionalization of public service personnel. It is determined that professional training of civil servants, able and ready to effectively solve the whole set of managerial tasks in the context of public administration reform in modern Ukraine, constantly increase their managerial potential and practical experience in a dynamically modernizing society is an urgent problem of public management science. Managerial culture is part of the structure of professional culture of civil servants and its actual functioning determines the art of management. According to the results of the analysis of professional activity of civil servants, currently in Ukraine there is a tendency to increase the number of managers who are insufficiently prepared for management activities, who have not formed a high level (so-called «patchwork») managerial culture. At the same time, a modern effective civil servant in the conditions of dynamic changes in many spheres of public life is a specialist focused on modern management priorities, who has the latest management technologies, capable of professional self-actualization and continuous improvement. The formation of a politically neutral, professional, honest, sensitive to the demands of citizens employee, as well as public managers with modern management knowledge, developed innovative worldview, able to act in conditions of uncertainty, is an important task. Socio-psychological factors of managerial activity related to taking into account the individual psychological characteristics of people and patterns of communication in social groups need to be taken into account. The development of a modern culture of governance and responsibility of managers at all levels for human resource management, strengthening the moral and spiritual capital of managers in the context of implementing new principles of civil service is impossible without solving the problem of developing managerial culture of civil servants. Effective development of creative self-realization of a civil servant’s personality is possible when it is provided with a solid legal basis and is carried out on the appropriate scientific basis. The generalized understanding of the requirements for the managerial culture of civil servants also does not fully correspond to the scientific understanding of managerial culture as a complex component.

Introduction: The functional benefits of Early Mobilization (EM) capable of minimizing limitations and deformities in the face of immobility are clear, but there are many barriers to conduct EM as a routine practice in the Intensive Care Unit (ICU), including the use of vasoactive drugs (VAD), since it is directly related to weakness acquired in the ICU, in addition to the resistance of the multidisciplinary team to mobilize the patient using VAD. Objective: The objective of this literature review is to raise a scientific basis in the management of critically ill patients using DVAs for EM in the ICU. Methods: It is an integrative review of the literature, with research in the databases: PEDro, Pubmed, Lilacs, with articles published between 2011 and 2018, in Portuguese and English, using the terms: vasoactive drugs, early mobility, exercise in UCI, vasopressor and its equivalents in Portuguese. Results: Nine studies were included that analyzed the EM intervention in patients using VAD, with or without ventilatory support. There was no homogeneous treatment among the researched works, varying between exercises in bed and outside, with passive and / or active action. However, regardless of the conduct, there was an improvement in the cardiovascular response without relevant changes regarding the use of VAD. Conclusion: EM is not contraindicated for patients in the ICU with the use of VAD, and it was shown to be effective and safe without promoting relevant hemodynamic and cardiorespiratory changes, which would determine its absolute contraindication.Keywords: vasodilator agents, early ambulation, intensive care units, physical therapy specialty.

This article addresses one of the most actively developing types of design activities – light design. The article comprises quotes of the leading Russian and foreign light design specialists published over the previous five years, as well as the authors’ own conclusions. The thoughts quoted in the article are sometimes opposite to each other and reflect the wide spectrum of professional practice. They reflect the initial opinions of analysts and experts which are often diverging. All of the specialists point at the interdisciplinary nature of the new profession, which imposes additional load on a designer overloaded enough already by the scope and speed of the problems being solved nowadays. The discussion of the new profession of light designer initiated on the pages of professional publications is especially important in view of the development of professional standards and standards of design and architectural education, as well as creation of new educational programmes based on various approaches to the subject in technical and humanitarian institutions. The goal of this article is to introduce light design into the field of fully legitimate sections of design culture, to define the authentic scientific basis of the new creative profession, to initiate a foundation for self-determination of the new synthetic area, which materially affects the state of the profession as a whole and the life standards of a wide variety of consumers. In order to reach the set goal, a comparative and analytical method of study was selected, which allows studying the problem to a large extent and from all angles and finding the ways of overcoming the challenges emerging in the area of the new activity.
