<p class="Abstract">In this protocol we complete the first three stages of action research to analyze possibilities for continuous improvement of processes in public universities. We define the problem or area of improvement in the organization; we identify the relevance of the topic to generate an academic contribution and propose an action plan or work protocol. Although we have focused on a public higher education organization, this protocol can be applicable without requiring too many adaptations, to any public service (at least in the Spanish context).</p><p>[Protocolo: plan de acción para investigación-acción sobre mejora continua en servicios públicos. Aplicación a educación universitaria</p><div><p class="TtuloAbstract">Resumen</p></div><p class="Abstract">En este protocolo completamos las tres primeras etapas de la investigación acción para analizar posibilidades de mejora continua de procesos en universidades públicas. Definimos el problema o área de mejora en la organización; identificamos la relevancia del tema para generar una contribución académica y proponemos un plan de acción o protocolo de trabajo. The current globalized world requires organizations to apply strategies that allow them to live competitively, which makes it necessary to continuously improve products and processes in order to be productive; providing added value and thus stay in the market. The article is generated from a documentary research on models of continuous improvement triggers of productivity, with the purpose of serving as a reference to propose a document model of improvement management with a systemic approach feasible to apply in a public higher education organization that allow to increase the established organizational productivity indicators; reflected in the achievement of objectives and goals set to integrate, collaborative work, effective communication among all stakeholders (customers, suppliers, society, staff, competition, users, etc.). Follow-up, through the use of information technology, providing recognition to staff achievement; possibility of managing the improvement from the operative part. Evaluate the level of maturity for improvement.

One of the consequences of globalization was an increase in the response between companies. In this way, companies increasingly seek continuous improvement using various mechanisms and tools aimed at improving their processes, products, and services, thus making them more competitive. In this scenario, FMEA stands out as a unique tool for detecting and reducing failures in products and processes in order to improve their confidence. This article is the result of the study of the application of the FMEA in an equipment to the production process of insertion of components. For this, action research was carried out, where equipment failure data was collected. As a result, a 5W2H action plan was prepared with the support of a GUT matrix to apply the recommended improvements in the FMEA.

To address some of the inconsistencies in the literature regarding links between public service motivation (PSM) and individual performance, this study proposes and tests a three-path mediation model in public higher education in which the relationship is mediated by person–organization fit (P-O fit) and organizational commitment (OC) in serial. Based on a sample of 692 faculty at an urban public university, we find that P-O fit and OC as a causal chain mediate the relationship between PSM and organizational citizenship behavior and that this mediated relationship varies depending on the specific context of the performance dimensions. While PSM has positive influence on service through its effect on P-O fit and OC in serial, the results indicate an indirect negative effect on research productivity and no association with teaching. The results regarding both direct and indirect effects further reveal that the directions and significance of the relationships can vary depending on how performance is conceptualized.

The general objective of this study was to analyze and compare the stress in a public higher education organization of Minas Gerais in two years. The organization object of this study is a public organization, focused on teaching, research and extension, located in Belo Horizonte - Minas Gerais. The methodology used here was qualitative and quantitative. It was observed that there was a reduction in the means, when the years 2016 and 2018 were compared, suggesting that there was a significant disagreement between the data from 2016 and 2018. Thus, it was concluded that the The evolution of stress in a public institution is increasing, some of the possibilities that can be taken into account is lack of motivation, frozen wages for several years, and may also feel devalued as to professional growth, as many of those involved seek professional development and better wages.

Alinhados ao movimento de profissionalização da docência, apresentamos, neste texto, resultados de uma pesquisa-ação colaborativa, de abordagem qualitativa, realizada numa instituição de Educação Superior pública do interior do Estado da Bahia, cujo objetivo foi conhecer as representações de professores-pesquisadores sobre a profissão docente. Considerados produtores de conhecimento sobre as suas próprias práticas educativas, os docentes têm se implicado nesse processo formativo, de forma espontânea. Os dados tomados como corpus de análise foram coletados em reuniões de formação, que acontecem quinzenalmente, no próprio locus de trabalho dos professores. Contribuições de Tardif (2009), Soares e Cunha (2010), Carbonneau (2006), Bourdoncle (2006), D’Ávila e Soneville (2008) e Rios (2009) deram a principal sustentação teórica para a interpretação dos dados produzidos. Para análise desse material, aproximamo-nos da técnica de análise de conteúdo de Bardin (2006). A análise dos dados produzidos no primeiro ano desta pesquisa indicam que os professores exercem a profissão intuitivamente, sem o domínio dos conhecimentos didáticos e pedagógicos. Assim, a profissão docente, no ensino superior, vai sendo construída mediante a socialização profissional e a troca de experiência com os pares. Os resultados sinalizam fragilidades na profissionalidade docente dos colaboradores da pesquisa, aspectos que podem estar atrelados a não existência de uma política de formação e desenvolvimento profissional para os docentes da Educação Superior.Todavia, com a participação nesta pesquisa-ação colaborativa, os professores têm tido oportunidade de refletir sobre suas práticas, teorizar sobre elas e experimentar inová-las, o que nos anima a continuar avançando nesse processo de desenvolvimento profissional.Palavras-chave: Profissão Docente. Profissionalidade.ABSTRACTAligned to the teaching professionalization movement, we present in this text, results of a collaborative action research, with a qualitative approach, performed at a public higher education institution in the state of Bahia, Brazil. It aims to a better understandingonthe professors-researchers’ representations about the teaching career. Regarded as producers of knowledge about their own educational practices, professors have been involved spontaneously in this formative process. Data taken for the analysis set was collected in training meetings, which take place at every two weeks, at the professors’ own working locus. Contributions from Tardif; Soares and Cunha; Carbonneau; Bourdoncle; D'Avila and Soneville; Rivers and Enguita, gave the main theoretical framework for the interpretation of the data produced. For the analysis, we approached Bardin’s (1977) content analysis technique. Analyzing the data produced in the first year of this research, we came up with the conclusion that the professor sactintuitively, having no domain of didactics or pedagogy. Thereby, the teaching profession for higher education is being built by professional socialization and exchange of experience among pairs. The results indicate some weakness in the teaching profession, aspects that may be linked to a lack of training policies, and professional development for these professors. However, with the participation in this collaborative action research, professors have had the opportunity to reflect on their own practice, to theorize about it, and to experience innovatingthem. This encourages us to continue moving forward in this process of professional development.Keywords: Teaching Profession. Así, la profesión docente, en la enseñanza superior, está siendo construida por la socialización profesional y el cambio de experiencias con sus compañeros. Los resultados indican fragilidad en la profesionalidad docente de colaboradores de la investigación, aspectos que pueden estar vinculados a falta de una política de formación y desarrollo profesional para los profesores de la Enseñanza Superior.Todavía, con la participación en esta investigación - acción colaborativa, los maestros han tido la oportunidad de reflexionar sobre sus prácticas, teorizar a respecto de ellas y experimentar hacer innovaciones, lo que nos anima a seguir avanzando en este proceso de desarrollo profesional.Palabras clave: Profesión Docente. Once this perception is known, decisions can be made and actions taken to improve the teaching-learning process. Although the protocol is presented focused on a public higher education organization, and a specific degree and subject, this protocol can be applicable without requiring too many adaptations, to any subject and degree.</span></p>

O presente artigo buscou demonstrar quais os meios que vem sendo empregados para a efetiva garantia desse direito aos estudantes das universidades públicas brasileiras, bem como demonstrar o aumento e permanência dos estudantes das classes "D e E" nessas instituições. Afim de que se possa  realizar esse estudo  sobre a progressão da assistência estudantil, que culminou no aumento e permanência dessas classes no ensino superior,  cabe discorrer  brevemente sobre o histórico da educação superior no Brasil, com o intuito de discorrer sobre sua implantação, e delimitar os momentos principais, onde mudanças foram inseridas, demonstrando desta forma, a atual situação do ensino superior público brasileiro.   PALAVRAS-CHAVE: Assistência Estudantil; Política Pública; Programa Nacional de Assistência Estudantil.     ABSTRACT The present article sought to demonstrate the means that have been used for the effective guarantee of this right to the students of Brazilian public universities, as well as to demonstrate the increase and permanence of students of classes "D and E" in these institutions. In order to carry out this study on the progression of student assistance, which culminated in the increase and permanence of these classes in higher education, it is necessary to briefly discuss the history of higher education in Brazil, in order to discuss its implementation, and to delimit the main moments, where changes were introduced, thus demonstrating the current situation of Brazilian public higher education. Para llevar a cabo este estudio sobre la progresión de la asistencia estudiantil, que culminó en el aumento y la permanencia de estas clases en la educación superior, es necesario discutir brevemente la historia de la educación superior en Brasil, para discutir su implementación y delimitar los momentos principales, donde se introdujeron cambios, lo que demuestra la situación actual de la educación superior pública brasileña. <p>The evaluation of the lecturing performance in East Timor is a key part of the Timorese education system that declares, in accordance with the Law on Education (2008), that higher education is oriented towards the development of national human resources. Higher education institutions are therefore called upon to provide a wider public service and simultaneously more efficient and with better results. However, the evaluation of professors in the public higher education sphere follows the exact same procedures and criteria that are being applied to all public servants of Timorese administration. This article aims to argue there is a real need for the implementation in the higher education institutions of an assessment tool that meets the specific role and goals of public higher education institutions, thus filling a gap in the study of lecturer’s performance evaluation in East Timor.</p>
