The peculiarities of the regional development of Kazakhstan, the variety of production, the initial level of resources in different regions, various reforms of the market economy have led to the uneven development of the regions of Kazakhstan. A region or regional economy is a subsystem of the “national economy” macrosystem. And the national economy is the internal system of the global world economy. Regional development is development based on three characteristics and qualities: interrelated stability, proportionality and social orientation. Basically, the effective development of an individual region means the use of certain factors and potentials through the creation of value in a market economy. However, it is not possible to have a common development strategy for the whole regions. Because each region has its own conditions of development, economic and social potential. Therefore, these factors should be taken into account in the development of the regional economy. The main task of the regional policy of Kazakhstan is to increase the competitiveness of the region in a market economy, employment and living standards of the population of the region through the full use of its production and resource potential. The purpose of this article is to identify trends in the socio-economic development of the regions of Kazakhstan. The article defines the concepts of “region”, “regional development” as a system and gives their main characteristics. Trends in the socio-economic development of the regions of Kazakhstan were determined by grouping the regions of Kazakhstan on the basis of socio-economic indicators and analysis of statistical data and facts. In conclusion, it was noted that the socio-economic development of the regions of Kazakhstan is at a high level. Today, the socio-economic development of the regions of Kazakhstan is much higher than in previous years. This means that the development of certain regions means an increase in the quality of life, employment, economic growth of the country.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

Formulation of the problem. Economic safety is a conception which estimates the modern state of national economy. Therefore, economic safety depends on the level of economic development. The purpose of the research analyze еconomic security, which protects national interests, implements the development of the national economy and supports its adaptation to the economic interests of state bodies. The object of the research is the process of modeling of economic security is a concept that assesses the current state of the national economy. The hypothesis of the research is the dynamics of the socio-economic development of the state is one of the conditions ensuring its economic security. The methods of the research – analysis, synthesis, scientific generalization, systems approach. The statement of basic materials. Along with the protection of the country's national interests, economic security is the readiness of state bodies to ensure the real development of the country's economy in accordance with national interests and the socio-economic stability of society. The dynamism of the country's socio-economic development is a necessary condition for ensuring its economic security. There are a number of tasks that determine economic security, one of them is the assessment of its geopolitical state and the protection of the national interests of the state. All this is analyzed in detail in the article on the example of Azerbaijan. The originality and practical significance of the research. In the Azerbaijani context, various issues determined by economic security, assessment of the geopolitical state and national interests are also analyzed. Conclusions and perspectives of further research. Consequently, economic security depends on the level of economic development. Economic security protects national interests, realizes the development of the national economy and supports its adaptation to the economic interests of state bodies.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

<p>What are the most important factors related to economic development? This paper explores the essential variables necessary for destination development and inward direct investment. These variables include: quality of living, quality of infrastructure, and quality of workforce. Quality of living is considered the most important of these to spur on economic development. Many business operators would rather live where they invest making quality of place an equally important variable that is intrinsically linked to quality of living. Destination development through place-building techniques, informed by the concept of <em>baukultur,</em>is assessed using quality of living, economic development and economic diversification as markers. Quality of living and quality of place are inherently connected when attracting business and growing employment, therefore, these two terms will be referred to as QLP throughout this paper..  Intended to help program and policy planners understand these concepts, this paper will explore cases of successful exercises of destination development that involve recreation and culture-oriented place building. Тhe creation and development of the digital economy in the regions of Russia is a new factor in their socio-economic development. This should be reflected in near future in the strategies of socio-economic development of regions. In the Russian Federation, at present, for developing and evaluating the implementation of the socio-economic development strategy of the region, a universal methodology has not been developed, and the standard approaches for implementing strategic planning have been adapted from the management of corporate structures.The purpose of the article is to test the methodology of statistical evaluation of the socio-economic development of the region in the digital environment. The methodological basis of the study are: the general statistical method of dynamic standards, index and coefficient analysis, the method of pairwise comparisons. The scientific novelty of the presented results are the author’s methodological developments: the system of indicators of the socio-economic development of the region in the digital environment and the regulatory assessment model. The practical significance of the research results lies in the possibility of applying the author’s assessment methodology for monitoring regional development strategies.The creation of integral statistical measures (models) for monitoring traditional and new factors of the region’s development will provide solutions to their quantitative assessment, allow clarify both the planning and implementation stages of the region’s shortcomings and problems, ensure the implementation of the principle of integrated socioeconomic development of the region, contribute to enhancing the consistency of the objectives of regional development strategies, it will allow diagnostics of the development of the digital economy and develop new strategic orientations at the regional level, which in turn will make it possible to develop organizational mechanisms for involving people in the region in resolving issues of territorial strategic development.
