The National Disability Insurance Scheme (NDIS) is a major paradigm shift in funding and support for people with disability in Australia. It is a person centered model that has at its core a change in government funding away from service providers direct to individuals with disability. In principle it is heralded as a major step forward in disability rights. Nonetheless, the implementation poses threats as well as benefits. This paper outlines potential threats or risks from the perspective of not-for-profit organisations, workers in the sector and most importantly people with disability.  It draws on a range of recent reports on the sector, person centered models of funding and care, the NDIS and past experience. Its purpose is to forewarn the major issues so that implementers can be forearmed.

This paper considers the risks and opportunities inherent in a major national change process through a descriptive approach to the implementation challenges for Australian non-profit disability service providers as they grapple with the implementation of the transformational National Disability Insurance Scheme (NDIS). It highlights the leadership challenges associated with the newly developed NDIS Implementation Framework and, in doing so, recognises the risk and opportunity issues contained with that implementation process. The research used grounded theory coupled with framework analysis in a qualitative study that, in part, sought to identify leadership characteristics deemed necessary to minimize risks, capitalize on opportunities, and support positive change outcomes leading to successful NDIS implementations amongst several participating organisations, each with differing demographics and at different stages in the implementation process. The findings, which have been grouped into phases, suggest a range of leadership attributes at key phases of the NDIS implementation that are necessary to minimise implementation risks and maximise opportunities associated with the NDIS. These phases have been identified as: (i) An input phase where the emphasis must be on internal change preparedness and external environmental impacts and drivers; (ii) A process phase where the emphasis is on direct implementation issues; and (iii) An outcomes phase where active consideration needs to be on organisational mission sustainability, as well as the risk and opportunity challenge. The study is crucial in revealing leadership challenges and lessons for large scale change and risk management in the non-profit sector, within and beyond the specific case of Australia’s NDIS implementation, useful for both scholars and practitioners.

This paper examines community projects funded under the federal government's Networking the Nation program, and compares these with community broadcasting. Since the early 1990s, rural community ICT projects have enjoyed considerable government support, but now face closure as government funding dries up. A comparison with the community broadcasting sector offers some insights into the relationship between community and not-for-profit organisations and the problems associated with adopting government and business strategies in the delivery of community services.

Social inclusion for people with disability is bound up with experiences of place in everyday life. In Australia, the inclusion agenda has been recently propelled by the National Disability Insurance Scheme which promotes – and funds – the full inclusion of people with disability so that their lives are conducted in everyday settings. This article addresses what lies between the aspirational policy principles of full inclusion and the experience of family life with a young child who has Down syndrome. Through auto-ethnographic inquiry, a series of vignettes describe my own encounters in everyday places such as shops, childcare centres and public swimming pools. I focus on ‘sense of place’ which is generated through everyday practices and can shape individual identity and belonging. Using ideas from feminist poststructuralism and critical disability studies, I argue that ableist discourses on disability are produced by people in everyday places through their attitudes, actions and expectations, disrupting regular family life and imposing oppressive modes of subjectivity upon children with intellectual disability and their parent-carers. In response, parents of children with intellectual disability are challenged to undertake the political labour of everyday disability advocacy. It is important for social work to recognise that this labour can become a significant part of the contemporary parent-carer role.

The National Disability Insurance Scheme (NDIS) is considered to be the second greatest reform in healthcare in Australia after the introduction of Medicare in Australia in 1983. This reform was introduced in 2012 in two phases. The first phase as a trial took place for three years. The expectation was that the reform will be rolled out by 2019 or 2020. This article argues that the trial implementation process has achieved very positive outcomes in the lives of a great number of people with disability in Australia. At the same time, NDIS is facing many serious challenges in some areas. One of the obvious challenges is that this reform is a market approached reform. The second challenge relates to meeting the needs of minorities. People with disabilities from Culturally and Linguistically Divers (CALD) backgrounds are one of the five most venerable, underutilised users of NDIS services in Australia. They have no strong voice and negotiable abilities. The main question here is how NDIS is to meet its commitment to satisfy the needs of these vulnerable people in Australia.

AbstractTo promote the rights, well-being and development of the child, and for the benefit of families and the community, attachment should be a central focus of early childhood intervention (ECI) under the National Disability Insurance Scheme (NDIS). ECI Key Workers have the opportunity to positively influence parent–child relationships and are encouraged to do so by the ECI national guidelines. This article identifies how elements of the NDIS design and implementation may be counterproductive to fostering attachment security in children. These elements can lead to delayed intervention; increased parental stress; reduced expertise of service providers; and financial disincentives for best practice in working with disadvantaged families. The article highlights the implications for children with a disability and their families in Australian society and identifies lessons for the design and implementation of social policy.

The combination of choice as a contested concept and its increasing adoption as a policy principle necessitates a critical analysis of its interpretation within Australia’s reforms to disability services. While choice may appear to be an abstract and flexible principle in policy, its operationalization in practice tends to come with conditions. This paper investigates the interpretation of choice in the National Disability Insurance Scheme (NDIS), via an interpretive policy analysis of assistive technology (AT) provision. Analysis of policy artefacts reveals a diminishing influence of disability rights in favor of an economic discourse, and contradictory assumptions about choice in the implementation of legislation. The language of choice and empowerment masks the relegation of the presumption of capacity to instead perpetuate professional power in determining access to resources by people with disability.

In mid-2013, the Australian federal government introduced the National Disability Insurance Scheme (NDIS), a ground-breaking reform of disability support services, encapsulated by the mantra of increasing “choice and control”. The scheme provides eligible persons with disabilities a legislated entitlement to supports they may require to increase their independence and social and economic participation. The NDIS has been hailed as a major step forward in Australia’s efforts to realize the human rights of persons with disabilities, in accordance with the UN Convention on the Rights of Persons with Disabilities (CRPD). A core aspect of the CRPD is guaranteeing persons with disabilities their civil and political right to equality before the law, including their right to enjoy legal capacity on an equal basis with others, as provided by Article 12 of the CRPD. The purpose of this paper is to examine how the concept of choice and control has been operationalized within the NDIS and to critically analyze the extent to which it accords with the requirements of Article 12. It will be argued that even though the NDIS expressly seeks to implement the CRPD as one of its key objectives, it ultimately falls short in fully embracing the obligations of Article 12 and the notions of autonomy and personhood underlying it.

Egypt has a population of roughly 80 million, served by about 9000 psychiatric beds, 1000 psychiatrists (one psychiatrist per 80 000 citizens), 1900 psychiatric nurses and about 200 clinical psychologists (Okasha, 2004). Service providers fall into three main sectors: public, private, and not-for-profit non-governmental organisations (NGOs). The public sector is managed essentially by the Ministry of Health and bears the brunt of service provision.
