This article is devoted to the study of perspective direction and educational programs of higher education institutions of the Republic of Kazakhstan that produce specialists who are competent in the design of urban space, as well as its elements. The study was conducted on the basis of an analysis of educational programs (architectural design, landscape design, architecture, urban planning) for applicants entering higher educational institutions of the Republic of Kazakhstan in the 2020 academic year.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Considerando a dinâmica e a estrutura urbana de Belém no início do século XXI como expressão da acumulação das intervenções urbanas e das práticas de planejamento e gestão do espaço da cidade, analisa-se a genealogia do planejamento urbano para compreender a produção de um espaço que tem como característica a negação da natureza e a produção da desigualdade entre classes sociais. Nesse aspecto, identificou-se três períodos específicos que produziram impactos significativos na produção do espaço urbano de Belém: o terceiro quarto do século XVIII (1755 – 1777) com as reformas promovidas no período Pombalino na Amazônia, momento de expressão de uma modernidade urbana e arquitetônica; o final do século XIX e a primeira década do século XX (1890 – 1910), momento de ascensão da economia regional a partir da intensificação de atividades extrativas que produziram reformas urbanísticas com tons higienistas e; por fim, o período entre 1940 e 1970, que marcou uma série de propostas de planejamento com viés técnico-burocrático na produção do espaço. Do ponto de vista da metodologia adotada, estabeleceu-se como percurso de pesquisa: i) levantamento bibliográfico de caráter teórico e empírico da temática; ii) levantamento documental acerca das práticas de planejamento e intervenção dos períodos destacados com base em legislação, planos e projetos de cada um dos períodos; iii) coleta de iconografia representativa da época as quais as políticas foram executadas. Apresenta-se como resultados a hipótese de que a narrativa de uma pretensa ausência de planejamento como fator explicativo dos problemas da cidade é um discurso que não tem base na realidade, posto que historicamente é exatamente o oposto que a pesquisa indica, as modalidades de planejamento efetivadas em Belém acentuam problemas como a segregação socioespacial.Palavras-Chave: História, Planejamento Urbano, Modernidade, Belém.AbstractConsidering the dynamics and urban structure of Belém at the beginning of the 21st Century as an expression of the accumulation of urban interventions and planning and management practices of the city, the historical genealogy of urban planning is analyzed as a way of understanding production of a space that has as characteristic the negation of the nature and the production of the inequality between social classes. In this aspect, three specific periods were identified that produced significant impacts on the production of the urban space of Belém: the third quarter of the seventeenth century (1755 - 1777) with the reforms promoted in the Pombaline period in the Amazon, a time of expression of an urban and architectural design; the end of the nineteenth century and the first decade of the twentieth century (1890 - 1910), a time of great rise of the regional economy from the intensification of extractive activities that produced urban reforms with hygienic tones; and finally, the period between 1940 and 1970, which marked a series of planning proposals with a bureaucratic technical aproach in the production of space in Belém. This work established as following research methodology: i) survey bibliographical of theoretical and empirical character of the analyzed subject; ii) documentary survey of the planning and intervention practices of the highlighted periods based on municipal, state and federal legislation, as well as the master plans and development plans of the periods; iii) collection of iconography representative of the time to which the policies were executed in the urban space. The hypothesis is that the narrative of a supposed absence of planning as a factor of the city's problems is a discourse that has no basis in reality, since historically it is exactly the opposite that the research indicates, that is, the modalities in Belém accentuate problems such as socio-spatial segregation.Keywords: History, Urban Planning, Modernity, Belém.

The article covers education integration, application of the integrated approach in developing educational programs for the vocational training of experts in primary and preschool education; different approaches to the interpretation of the concept of «integration» are analyzed. It is noted that the use of interdisciplinary links was a prerequisite for the emergence of an integrated approach in education. The sequence of implementing integrated educational programs in the practice of higher education institutions is determined; the advantages and problems of using integrated educational programs in the vocational training of preschool and primary school teachers are characterized. The most effective ways of developing integrated educational programs are identified; the expediency of using the experience of training specialists for preschool and primary education of the Republic of Poland and Romania is shown.

From the 28/29 academic year of the school-sanitary organization, mountains. Kazan is entrusted with servicing universities, workers' schools, technical schools. Back in July 1927, by order of the Council of People's Commissars of the RSFSR, medical doctors who previously served higher educational institutions were excluded from their states, and the health authorities were simultaneously proposed to organize medical and sanitary services for students along three lines: medical, housing and sanitary and school sanitary. The lack of experience of the school-sanitary organization in working in higher education, the peculiarity of the conditions and methods of work here - these circumstances insistently require taking into account the experience of "university" doctors at the very first stages of their work, especially since it begins at a time when all questions Much attention is paid to the training of specialists by the Soviet public.In large centers of student concentration, like Kazan, where there are more than 10,000 students, in the near future, naturally, wide work should be launched in all types of medical and sanitary assistance to students.

To remain competitive, expand access to education, and meet the needs of students, institutions of higher education are offering larger numbers of online courses. As online instruction increases, educational institutions, students and society need to make sure that online courses and programs are as effective as traditional classroom courses and educational programs. To address this need, this paper focuses on the question, “Are online courses and programs as effective as those taught in the classroom?” Numerous authors have addressed the question of the effectiveness of online classes (Keegan, D., 1996; Russell, T., 1999; Schulman, A.H. and Sims, R.L., 1999; Harasim, L. 2000; Ryan, R.C. 2000; Rivera, J.C. and Rice, M.L., 2002; Bernard, R.M., et al, 2004; Frantz, P.L. and Wilson, A.H., 2004; Suanpang, P., Petocz, P. and Kalceff, W., 2004; Fjermestad, Hiltz, S. and Zhang, Y. 2005; Weaver-Kaulis, A. and Crutsinger, C., 2006). Most studies center on student satisfaction and/or student learning. The studies have produced mixed results. This paper provides a summary of a number of important studies on the effectiveness of online courses and educational programs. It synthesizes the results from the studies and presents possible reasons for the differences in findings. It concludes with a discussion of future trends and suggestions for areas of further study.

Spain is currently experiencing a difficult economic situation, and in recent years a significant change has been observed in the behavior of the demand for educational programs as a result of this situation. Recent studies reveal a change in student demand that does not have the same effect on all academic institutions. Bearing this behavior in mind, the present study focuses on providing an overview of the situation of the Spanish distance education university system over a six-year period, from the 2007/08 to the 2011/12 academic year, analyzing the different variables that influence the demand and new enrollment in official degree programs. We also conduct a comparative analysis of the patterns these variables follow depending on the methodology applied by the different universities examined in our study, making a distinction between classroom and distance education universities.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

The manual in a brief reference form includes such aspects of the implementation of higher inclusive education as pedagogical conditions for teaching students with disabilities, technical equipment of the educational process and the regulatory framework of inclusive education, the creation of adapted educational programs of higher education for persons with disabilities and the development of adaptation courses. The manual can be recommended to teachers, staff and administration of higher educational institutions of different profiles, assistants, psychologists, employees of centers of inclusive education and used in conducting briefings on work in inclusive groups.

The article is devoted to the analysis of the peculiarities of forming the competences of future economists in the process of obtaining educational services in higher educational institutions. The views of domestic and foreign scholars on the essential characteristics of the «competence», which are necessary for the qualitative fulfillment of official duties by future economists, are presented. The requirements of the labor market for future specialists in economics and accounting are analyzed, in particular, regarding to the effective possession of information and communication competencies. The results of the admission campaign of 2017-2018 academic year in the specialties 076 «Entrepreneurship, trade and stock-taking», 051 «Economics» and 071 «Accounting and taxation» of the bachelor and master's levels are demonstrated. The content of educational programs for preparing the economic direction specialists, competitive in the labor market, is considered. The ways of improving the quality of educational services for the preparation of future economists in order to ensure the possibility of their further employment in the specialty are proposed.

The article examines the need for a treasury information system in public finance management in the digital economy and the importance of using software packages in the execution of the treasury budget. The analysis of off-budget funds on the accounts of higher educational institutions of the Republic of Uzbekistan and funds received from the contract form of education is carried out. The treasury system provides scientific proposals and practical recommendations for improving the accounting of funds received from payment contracts in higher education institutions.
