The aim of the study is to assess the effectiveness of quality control of transport environments in accordance with the requirements of domestic and international standards using aerobic and optional anaerobic microorganisms. The results of a comparative assessment of the survival of 10 strains of aerobic and optional anaerobic microorganisms after storage in the semi-liquid transport environment of Ames for 24 and 48 hours at temperatures (4-8)0 C and (20-25)0 C in accordance with the requirements of domestic and international standards are presented. The methodology described in ICC 4.2.2316 causes a number of technical difficulties leading to non-reproducible results. The survival rate of microorganisms in semi-liquid transport environments under ISO 11133-2016 is of high quality. The quantitative assessment is based on two Swab Elution and Roll Plate methods recommended by the CLSI M40-A2 standard.

Abstract Background Limitations of tuberculosis (TB) diagnostic tools and measures restrict proper TB control in places with high drug-resistant TB prevalence. This study aimed to explore gaps in the primary health care (PHC) TB services in Armenia compared to international standards on Assessment of Patients (AOP). Methods We applied mixed methods to assess the AOP standards in 30 outpatient TB centers using observational and documents/medical records review's standardized checklists, in-depth interviews, and focus group discussions. Evaluation was conducted in all 10 regions of Armenia and the capital city Yerevan. Joint Commission International Standards for Ambulatory Care, International Standards for TB Care, and WHO framework, served as a guideline for this assessment. Results PHC physicians are qualified for a set of examinations to diagnose TB. Planned reassessments are conducted continuously, though defined writings for the scope and content of reassessments administered by each clinical discipline is absent. Laboratory departments provide high quality services to the TB patients with the defined timeframes for reporting the results. Laboratory and radiology services staff is qualified and experienced. The biosafety rules are compliant with local and international standards. However, the location and conditions of the laboratory departments are mostly non-compliant with the standards. Lack of modern equipment restricts maintaining proper environmental controls, including ventilation systems. Laboratory technicians have little knowledge of the organization's safety management program and its relation to the laboratory safety program. The facilities have neither formal quality control programs regulated by documents and policies nor an identified radiation safety program protocol. Conclusions On the level of AOP standards, the PHC TB services in Armenia have satisfactory performance. However, assessed standards for this function required certain improvements. Key messages In Armenia, the tuberculosis care in PHC facilities presents high level of compliance for patient assessment international standards. To fully meet the standards, facilities need to reconstructed/renovated laboratories and establish the radiology and diagnostic equipment management, quality control and radiation safety programs.

Abstract Background High quality health promotion (HP) depends on a competent workforce for which professional development programmes for practitioners are essential. The “CompHP Core Competencies Framework in HP” defines crucial competency domains but a recent review concluded that the implementation and use of the framework is lacking. The aim was to develop and validate a self-assessment tool for HP competencies, which should help evaluate training courses. Methods A brief self-assessment tool was employed in 2018 in Austria. 584 participants of 77 training courses submitted their post-course assessment (paper-pencil, RR = 78.1%). In addition, longitudinal data are available for 148 participants who filled in a pre-course online questionnaire. Measurement reliability and validity was tested by single factor, bifactor, multigroup, and multilevel CFA. A SEM proved for predictive and concurrent validity, controlling gender and age. Results A bifactor model (X2/df=3.69, RMSEA=.07, CFI=.95, sRMR=.07) showed superior results with a strong general CompHP factor (FL>.65, wH=.90, ECV=.85), configurally invariant for two training programmes. On course level, there was only minimal variance between trainings (ICC<.08). Structurally, there was a significant increase in HP competencies when comparing pre- and post-course measurements (b=.33, p<.01). Participants showed different levels of competencies due to prior knowledge (b=.38, p<.001) and course format (b=.16, p<.06). The total scale had good properties (m = 49.8, sd = 10.3, 95%-CI: 49.0-50.7) and discriminated between groups (eg by training length). Conclusions The results justify the creation of an overall scale to assess core HP competencies. It is recommended to use the scale for evaluating training courses. The work compensates for the lack of empirical studies on the CompHP concept and facilitates a broader empirical application of a uniform competency framework for HP in accordance with international standards in HP and public health. Key messages The self-assessment tool provides a good and compact foundation for assessing HP competencies. It provides a basis for holistic, high quality and sustainable capacity building or development in HP.

In the production practice, it is essential to establish the optimal relationship between quality, production economy and delivery deadlines. Furniture quality is evaluated by three levels and they are: basic quality, high quality and especially high quality. The results presented in this paper are based on the sample measurements of chairs and tables during 2007 and 2008 at the Institute for Furniture Quality Control.

Abstract. The SeaSWIR dataset consists of 137 ASD (Analytical Spectral Devices, Inc.) marine reflectances, 137 Total Suspended Matter (TSM) measurements and 97 turbidity measurements gathered at three turbid estuarine sites (Gironde, La Plata, Scheldt). The dataset is valuable because of the high quality measurements of the marine reflectance in the Short Wave InfraRed I region (SWIR-I: 1000–1200 nm) and SWIR-II (1200–1300 nm) and because of the wide range of TSM concentrations from 48 mg L−1 up to 1400 mg L−1. The ASD measurements were gathered using a detailed measurement protocol and were subjected to a strict quality control. Background The quality of care for tuberculosis (TB) is deficient in high-burden countries and urgently needs improvement. However, comprehensively identifying the required improvements is challenging. Providing high-quality TB care is an important step toward improving patients’ quality of life and decreasing TB morbidity and mortality. Effective tools for assessing the quality of TB services using international standards and guidelines can identify existing gaps in services and inform improvements to ensure high-quality inpatient TB services. Objective This study aimed to develop evaluation instruments for defining the quality of provision of TB services. Methods To assess quality of services in the largest TB hospital in Armenia, we developed instruments based on the Joint Commission International Accreditation Standards for Hospitals, International Standards for TB Care, TB Laboratories Bio-Safety Standards, and the World Health Organization framework for conducting TB program reviews. A mixed methods approach was utilized, triangulating quantitative (checklists) and qualitative (in-depth interviews) results. A scoring system and strengths, weaknesses, opportunities, and treats analysis was applied to detail results for each of the 122 standards assessed. A scaling approach was used to present overall performances of inpatient services for eight patient-centered functions and five organization management functions. Results Overall, 40 in-depth interviews and 91 checklists (21 observations, 16 policy papers, 20 staff qualification documents, and 34 medical records) were developed, utilized, and analyzed to explore practices of health care professionals, assess inpatient treatment experience of patients and their family members, evaluate facility environmental conditions, and define the degree of compliance to standards. Conclusions The effective comprehensive evaluation instruments and methods developed in this study for quality of inpatient TB services support the implementation of similar effective assessments in other countries. It may also become a platform to develop similar approaches for assessing ambulatory TB services in resource-limited countries. <p><span>Since its founding in 1989, the Global Precipitation Climatology Centre (GPCC) has been producing global precipitation analyses based on land surface in-situ measurements. </span><span>In the now over 30 years the underlying database has been continuously expanded and includes a high station density and large temporal coverage. Due to the semi-automatic quality control routinely performed on the incoming station data, the GPCC database has a very high quality.</span> <span>Today, the GPCC holds data from </span><span>123,000 stations, about three quarters of them having long time series.</span></p><p><span>The core of the analyses is formed by data from the global meteorological and hydrological services, which provided their records to the GPCC, as well as global and regional data collections.  </span><span>In addition, the GPCC receives SYNOP and CLIMAT reports via the WMO-GTS. These form a supplement for the high quality precipitation analyses and the basis for the near real-time evaluations.</span></p><p><span>Quality control activities include cross-referencing stations from different sources, flagging of data errors, and correcting temporally or spatially offset data. This data then forms the basis for the following interpolation and product generation.</span></p><p><span>In near real time, the 'First Guess Monthly', 'First Guess Daily', 'Monitoring Product', ‘Provisional Daily Precipitation Analysis’ and the 'GPCC Drought Index' are generated. These are based on WMO-GTS data and monthly data generated by the CPC (NOAA). </span></p><p><span>With a 2-3 year update cycle, the high quality data products are generated with intensive quality control and built on the entire GPCC data base. These non-real time products consist of the 'Full Data Monthly', 'Full Data Daily', 'Climatology', and 'HOMPRA-Europe' and are now available in the 2020 version. </span></p><p><span>A</span><span>ll gridded datasets presented in this paper are freely available in netcdf format on the GPCC website https://gpcc.dwd.de and referenced by a digital object identifier (DOI). The site also provides an overview of all datasets, as well as a detailed description and further references for each dataset.</span></p>

A joint bilingual Russian-Dutch publication “The Samara Yard” is presented - the result of the work of a group of architects who managed to unite into one research team and win a grant from the Dutch Foundation for Creative Industries. Similar grants in 2019 were provided to two more author’s projects from other countries. The rationale prepared by us at the stage of the competitive competition of applicants for a grant from more than 100 countries made it possible to attract the attention of international expert groups, the Foundation’s management and, as a result, to achieve a high-quality research and publication at the level of international standards. The central theme of the research and publication is a unique urban planning phenomenon - “Samara Yard”, a historically formed architectural and planning unit that translates into the modern discourse of urban practices the most important features of a sustainable urban environment.

Abstract This study examines the extent to which Jordan is committed to principles of compulsory and free basic education, by analyzing legislation in light of constitutional and international standards regarding the right to education. Methodology includes quantitative assessment of these principles using a questionnaire distributed to students and their teachers in a number of public schools in three Jordanian governorates. Three focus group sessions composed of students and their teachers were held. The study suggests that, whilst the Jordanian Constitution has explicitly adopted such principles, Jordanian law yet includes provisions that diminish providing free basic education to all children of compulsory age and that mitigate the number of students who drop out of school. This study proposes amending the title of Chapter II of the Constitution and Article 20 to ensure that all children living in Jordan enjoy the right to education.

Abstract Background Opsonophagocytic assays (OPAs) are an important tool for assessing vaccine-induced functional antibody responses. OPAs are complex assays composed of many biological components (eg serum, complement sources, bacteria, and human phagocytes) which contribute to assay variability and may result in titer drift if not carefully controlled. Rigorous development and validation coupled with routine monitoring of assay performance are required to ensure that high-quality OPA serological data are consistently generated throughout the lifetime of existing and next-generation pneumococcal vaccines. Methods OPA specificity was demonstrated by competing functional antibody activity with pneumococcal polysaccharides. Assay qualification/validation assessed accuracy, precision, and sample linearity. Assay performance over time was assessed through the implementation of quality control serum data tracking systems and longterm serum proficiency panels that are routinely tested during assay performance. Human quality control sera are included on each assay plate to ensure that each plate meets pre-specified acceptance criteria. Proficiency serum panels are comprised of individual human serum samples derived from subjects immunized with pneumococcal vaccines and are used to monitor performance across a range of serological titers and over time. Results The OPAs were shown to be specific and reproducible. Monitoring of assay performance over time demonstrated that the assays are stable. For the 13 serotypes contained in 13vPnC reliable titers have been generated in over a decade of testing which is an essential prerequisite in the evaluation of next-generation pneumococcal conjugate vaccines such as 20vPnC, whose licensure depends on demonstration of non-inferiority to 13vPnC. Conclusion Maintenance and careful monitoring of high-quality assays to measure functional antibody responses, such as OPAs, is critical for the delivery of reliable serological data to support the advancement of pneumococcal vaccine programs. Pneumococcal OPAs must be rigorously maintained to ensure continuity of serological data over time and inform licensure decisions of next-generation vaccines as well as postmarketing and seroepidemiology studies.
