The chapter observes that strong security for internet transactions (information communication) is one of the last technical hurdles to be overcome in achieving true e-governance, enabling the broadest range of online government services while streamlining bureaucracy and providing efficient alternatives to in-person contact between government agencies and their constituents. The chapter argues that the problems of information security threats, if not tackled effectively, can hinder e-governance implementation success. With the increasing role of information and communication technology (ICT) in the society, ICT’s role is gaining importance in the aspect of provision and use of the public sector services for the citizens. Especially in the European Union different activities have been conducted through the years to promote ICT use in the society. It has been mainly based on the Digital Agenda for Europe (DAE), which underlines the key role of ICT in the efforts to achieve its strategic objectives. Slovenia as an EU member state follows these directions but positions itself among less successful states in the EU. The well-known European Digital Economy and Society Index ranks Slovenia to the lower half of member states indicating possibilities for improvement. Although much can be said and done about the service-providers side this paper focuses on the users’ side and especially on their digital inequality. The lack of studies in the area of digital inequality and online government services adoption and use is the main motivation for this research. The research uses the data provided by Slovenian annual survey Use of Information and Communication Technology in Households and by Individuals of the last four years. The analysis of this data, presented in the paper, exhibits that changes for the better are detected in Slovenian society, but the situation in public-sector services is not optima. The results demonstrate the existence of digital inequality considering the income level of households and education level of individual users. The synthesis of the data demonstrates that the Slovenian government and its ministries should consider adding tangible actions to the already set strategies if the country wants to catch up with the leading countries of the EU and achieve goals, set by the DAE.

The role of international security organizations is to create a consensus on values, norms and rules relating to cyber warfare. NATO produces cyber policy and provides for education and the exchange of information also through publicistic activity. To a lesser extent it has also developed operational capabilities for joint cyber defence and cyber warfare. NATO can expect initiatives for close cooperation in cyber defence and the establishment of common cyber capabilities, which are all rational responses to unconventional threats. The benefits stemming from such cooperation differ by state. The author is nonetheless convinced that the United States will benefit the most from the said cooperation as their economy is the most dependent on information and communication technology, the most globalised and allegedly the most frequent target of cyber attacks.

This study examines the relationship between an information and communication technology (ICT) environment developed by strong national policy and the level of user trust in cyberspace in South Korea, using a secondary data analysis of a national survey dataset. We categorised a subsample into the following types of online activities: ‘content creation’, ‘transaction’ and ‘communication’. Each category was analysed by the types of information and the users’ experience while using the internet. The results revealed that the more internet experience a user had, the less they trusted information in cyberspace. In contrast, less experienced users perceived information in cyberspace to be more trustworthy. This was especially evident during transaction and content creation activities. These results differ from existing studies, which showed that developments to the ICT environment with increased internet usage were strongly correlated with increased trust. We present some suggestions drawn from the results of this study that focus on online trust in relation to the ICT environment.
