In Portuguese public administration, the absenteeism rates were 6.8% in 2017, 4.8% in 2016, and 4.5% in 2015 (INE, 2018). Towards such high absenteeism rates, the Portuguese government has set as priorities, in the 2021 State budget (Ministério das Finanças, 2020), the investment in good working conditions and the control of absenteeism in the Public Administration.

In this study we are interested in the organizational and human implications of ICTs especially for HRF as we see them as more crucial to the effectiveness of the organization as a whole. Mobilizing a contextualist approach, our contribution consists in reconsidering the field of study in order to integrate public administrations, which, like private companies, are strongly challenged by requirements of efficiency and effectiveness. We opted for a quantitative approach by administering a questionnaire to HR managers in about 40 public administrations and used various documents to enrich and complete the field study. The introduction of ICT in public administration has led to a reorganization of work and a change in working conditions, so the HRF becomes more flexible and communicative. However, interactive services and activities that contribute to skills development are scarce. An ICT culture based on the ethical sense and the mobilization of all the stakeholders is necessary for a complete success of the computerization project of the Public Administration.

One important means on the Management of human resources in a organization is the creation of job satisfaction of employees. Job satisfaction is an individual attitude, the greater aspects of the work in accordance with the wishes and goals, the higher the perceived level. Based on the above, the authors are interested in making the study titled "The Effect of Motivation and Working Conditions on Job Satisfaction In PT. Insurance Mega Pratama Jambi Branch. To obtain empirical evidence of the level of job satisfaction is influenced by two independent variables, work motivation and working conditions to the population of employees of PT. Insurance Mega Pratama Jambi Branch, it can be formulated hypotheses as follows: (1) allegedly motivated, good working conditions and job satisfaction of employees are satisfied at PT. Insurance Mega Pratama Jambi Branch; (2) allegedly contained significant influence motivation and working conditions on job satisfaction at. Insurance Mega Pratama Jambi Branch. to determine the relationship anatara independent variables with the dependent variable which is formulated as follows: Y = a + b1X1 + b2X2 + e. PT. Mega Pratama Insurance has been operating under the name PT. These Insurance Pledge Lloyd since 1959. In mid-2003, PT. Prima Executive acquire all shares of Bakrie Finance Corporation (BFC) in PT. These Insurance Lloyd Pledge. On March 8, 2004, PT. Insurance Mega Pratama officially operates with the new name. F test result showed that motivation and working conditions affect the job satisfaction. This is indicated by the value Fhitung 22.791. When compared with F table of 2.61, then the F count> F table (22.791> 2.61). T test results showed that motivation does not affect the job satisfaction while working conditions affect the job satisfaction. Based on the authors research will provide useful suggestions for the company: (1) the Head of Branch PT. Insurance Mega Pratama Jambi Branch to provide motivation and improvement of working conditions / work environment in order to improve employee job satisfaction, because based on research results and the motivation given the company a good working environment can improve employee job satisfaction, so as to improve employee performance; (2) for further research, is expected in future studies variables should develop research in order to gain a better understanding of the job satisfaction.

Relevance of the research topic. The current stage of socio-economic development of both countries with developed and transformational economies is characterized by uncertainty of the external environment, intensification of globalization processes, which raises the issue of substantiation of financial strategy, specification of its tasks and development of tools for their solution. Formulation of the problem. With increasing volatility of socio-economic dynamics, the COVID-19 pandemic raises the need to develop a public financial strategy that will improve the quality of fiscal risk assessment, develop tools to minimize them, increase coordination of public authorities, reduce unproductive government spending. Analysis of recent research and publications. Problems of formation and implementation of financial strategy in the system of public administration are revealed in many scientific researches of domestic and foreign scientists: J. Keynes, P. Samuelson, J. Stiglitz, S. Kucherenko, L. Levaeva, L. Lysyak, I. Lukyanenko, L. Marmul, V. Makogon, V. Fedosova, I. Chugunova and others. Selection of unexplored parts of the general problem. Increasing volatility of socio-economic dynamics impairs the chances of rapid economic recovery. In this regard, an important task is to develop a public financial strategy aimed at implementing measures to minimize fiscal risks. Problem statement, research goals. The objectives of the study are: to substantiate the role of financial strategy in the system of public administration in conditions of increasing volatility of socio-economic dynamics, the COVID-19 pandemic; to determine the features of the formation and implementation of financial strategy in the system of public administration; to analyze and estimate state budget expenditures. The purpose of the study is to reveal and substantiate approaches to the formation and implementation of financial strategy in the public administration system. Method or methodology of the study. To achieve the goal of the article, a set of general scientific and special methods was used: theoretical generalization and comparison; systemic; comparative analysis; scientific abstraction. Presentation of the main material (results of work). The role of financial strategy in the system of public administration in the conditions of increasing volatility of socio-economic dynamics, pandemic COVID-19 is revealed. Peculiarities of formation and implementation of financial strategy in the system of public administration are determined. The analysis and estimation of state budget expenditures is carried out. Approaches to the formation and implementation of financial strategy in the public administration system are substantiated. Field of application of results. The results of the study can be used in the process of reforming the financial system and its components. Conclusions in accordance with the article. The formation and implementation of a sound public financial strategy is a prerequisite for ensuring the stability of macroeconomic dynamics through the synergy of tools of the components of the public administration system, the development of tools to minimize fiscal risks.

Different work environments and working conditions can affect or influence levels of well-being and job satisfaction. This study's aim was to analyze the well-being and job satisfaction of 66 psychologists working in the public healthcare services of two municipal healthcare centers and a federal university. Data were submitted to descriptive, variance and correlation analyses. The results revealed general averages with values close to the scales' midpoints. The analysis of variance among the groups of psychologists working in the three different facilities showed significant differences in levels of satisfaction regarding working conditions and the perception of accomplishment/expressiveness. The satisfaction scales were significantly correlated with the well-being scales. The conclusion is that the results show possible interventions designed to reduce or eliminate negative factors and increase well-being and job satisfaction.

The study deals with determining financial rules which permit contemporary civil service to function, the subject itself going in line with the title of the conference devoted to the contemporary multiform character of public administration. The aim of the study is to point to the title aspect of the functioning of civil service and the chosen subject is interesting and relevant, since the financial aspect of the functioning of public administration conditions the activity of its organs within the public sphere. The amount of financial means provided from the state budget or from those of local governments is the factual determinant of the execution of public tasks by organs of public authority which are appointed for this purpose. The author has undertaken to discuss only some chosen issues concerning financial aspects of the functioning of these organs (run by the government or local governments) because their considerable number exceeds the scope of the study. Moreover, the aim is to merely inspire and to found a platform for polemics in this respect. Obviously, it was possible to conduct the study primarily on the basis of effective laws and regulations, views of doctrine and the established judicature in this respect.

The public demand for health service professionalism and transparent financial management made some Puskesmas in Semarang regency changed the status of public health center to BLUD. The implementation of Puskesmas BLUD and non-BLUD requires resources that it can work well in order to meet the expectations of the community. The aim of this study is to know the difference of work motivation and job satisfaction of employees in Puskesmas BLUD and non-BLUD. Method of this research is a comparative descriptive with a quantitative approach. The object of this research are work motivation and job satisfaction of employees in Puskesmas BLUD and non-BLUD Semarang regency. This Research showed that Sig value. (P-value) work motivation variable was 0.019 smaller than α value (0.05). It showed that there was a difference of work motivation of employees in Puskemas BLUD and non-BLUD. Sig value (P-value) variable of job satisfaction was 0.020 smaller than α value (0.05). It showed that there was a difference of job satisfaction of BLUD and non-BLUD. The average of non-BLUD employees motivation were 76.59 smaller than the average of BLUD employees were 78.25. The average of job satisfaction of BLUD employees were 129.20 bigger than the average of non-BLUD employee were 124.26. Job satisfaction of employees in Puskesmas BLUD was higher than non-BLUD employees.
