The small and medium enterprise sector has played a significant role in theincome and employment generation in the developed and developingeconomies. The current study is conducted to find out the potential of theSMEs to achieve the economic and social objectives. The survey data of 300SMEs indicates the wider gap between the demands for SME financing and thesupply-side. The test result p<0.05 indicates that the lack of access to capitalinvestment, finance, and support from the public sector institutions to upgradethe technology and commutation means are the major obstacles for the SME'sto scale-up their performance in the current market reforms. While the resultof the regression model (r=0.992) indicates a strong correlation between thevariables. In fact, those SME's had overcome the issues of technology, communication, dearth of functional barriers because they had the access tothe formal sources of financing. Therefore, to attain the target of 10 millionjobs and reduce unemployment in the country, the policymakers have to makenecessary arrangements to establish new financial sources and facilitate theexisting financial firms to expand their network for the advancement andmodernization of SMEs operating in the formal and informal fold of theeconomy.

In India micro, small and medium enterprises (MSMEs) play a vital role in the development of economy through their contribution to GDP, employment generation, regional development, export promotion, etc. Irrespective of the achievements of the small and medium enterprise (SME) sector, there are certain issues which eclipse desired growth. Availability of ample and timely credit at reasonable rate of interest is vital for the development of these sectors. There seems to be a gap between demand for and supply of the bank credit to SMEs. The delay in processing of credit and the rate of rejections discourage the borrowers from applying for credit. Hence, this article aims to analyse the discouragement faced by MSME loan applicants from the evidence of rejections and delays in advancing loans in Jorhat district in the state of Assam in India.

Purpose This paper aims to investigate the role of micro, small and medium enterprises (MSMEs) within the Canadian public procurement, by seeking to identify barriers and supporting factors of MSMEs’ participation and success in public tenders. Design/methodology/approach The empirical analysis builds on a unique survey run by the Canadian federal government, which addressed firms either participating or not participating in public tenders. Model estimation on the survey data relies on sample selection methodologies, which allow separating determinants of MSMEs’ decision to participate from determinants of success. Findings Results provide evidence that costs stemming from asset specificity and uncertainty (e.g. costs of bidding, requirements for participation, bundling of contracts and award rules based on minimum price) affect participation in public procurement. Within MSMEs, micro-firms are the most discouraged from participating. However, after controlling for factors affecting participation, micro-firms emerge as having a higher success rate, possibly because of high specialization and joint participation with larger firms. Research limitations/implications Because of the cross-sectional nature of the data used for hypotheses testing, endogeneity may arise if ex post variables affect ex ante decisions. This may apply if participation in procurement feeds on success in past tenders. Social implications Findings may inform policies for the inclusion of smaller firms in the public marketplace. Originality/value To the best of the authors’ knowledge, this study is the first attempting to disentangle determinants of participation in public tenders from determinants of success. Separating the two aspects helps fine-tune SME-friendly public procurement policies, by identifying actions that effectively facilitate success of MSMEs in public tenders.

Despite the fact that small and medium enterprises have been viewed as a major promoter of technological development and employment generation in Nigeria, the sector has been neglected by successive governments (Gideon, 2015). This has resulted in unpalatable consequences on the economy (Gideon, 2015). The major challenge of the sector is poor funding (Afolabi & Ehinomen, 2015). Consequently, policies and efforts should be geared towards accelerating the growth and development of the sector (Afolabi & Ehinomen, 2015). According to Onwumere, (2000) a lack of funding has been a specific obstacle to investment and growth in the sector. The need to contribute to the current debate, update knowledge on the subject matter and make informed recommendations when implemented will lead to a change in fortune for the small and medium enterprise sector in the Nigerian economy which has informed this study. The chapter sets out to explore the qualitative relationship between small and medium enterprises and banks.
