The article discusses the role of the oil and gas sector in the foreign policy of the Republic of Kazakhstan. It is known that the oil industry of Kazakhstan is one of the main sectors of the economy of Kazakhstan. The economic, and therefore social development of the country as a whole depends on the export of this mineral. The article analyzes the main large oil fields such as Tengiz, Kashagan, Karachaganak, Uzen, Zhetybai, Zhanazhol, Kalamkas, Kenkiyak, Karazhanbas, Kumkol, Northern Buzachi and others, which are the most attractive investment sectors for foreign investors. The article also shows the proportionality of the production and consumption of oil and gas resources in the republic, as well as the dynamics of their development from the period of independence to the present. According to some reports, the production of the so-called "liquid currency" exceeds its consumption in the republic. According to Kazakhstan experts, oil production in Kazakhstan will continue to grow in subsequent years, which will undoubtedly attract more investors, especially in the oil and gas sector. Along with this, the negative side of the resource is considered in the work, for example, oil production in the region can destroy its ecosystem and have a negative impact on the environment as a whole. Thus, the article is devoted to the most urgent issues in Kazakhstan and its purpose is to show what role the oil and gas resource plays in the foreign policy of Kazakhstan as a whole.

The article analyzes the Russian-Turkmen relations, which at the present stage are characterized by special dynamism. Thanks to the return of Russian Gazprom to the energy market ofTurkmenistanin 2019, cooperation between the two countries has intensified. The leading role of the energy factor in the relations betweenRussiaandTurkmenistanis substantiated. The problems arising in cooperation between the two countries in the oil and gas sector have a negative impact on the overall background of bilateral relations. The article considers the external and internal challenges faced byRussiain the Turkmen direction.Russia’s focus on strengthening military-political cooperation withTurkmenistanis shown. Despite the fact that the interests ofRussiaandTurkmenistanoverlap, approaches to their implementation are markedly different.Turkmenistan’s foreign policy actions are entirely determined by its domestic political priorities.Turkmenistan, fearing excessive dependence onRussiaand relying on its neutral status, is in no hurry to establish closer ties withRussia, limiting itself exclusively to the gas sphere. It is concluded that the future of Russian-Turkmen relations will largely depend on the ability of the two countries to come to agreed decisions on the oil and gas issue.

AbstractThe Republic of Serbia must make significant efforts to promote and exploit renewable energy sources and increase energy efficiency in all energy sectors to ensure energy security and economic competitiveness, reduce the negative impact on the environment from energy production and use, and contribute to global efforts to reduce greenhouse gases. Within the paper several issues of integration of recently realized CHP plant are introduced and discussed. Firstly, the legal and energy policy issues in the Republic of Serbia regarding connecting CHP to the grid are presented. The challenges and technical solutions for CHP connection to the grid, as well as power quality issues and the role of the CHP plant during the restoration of power supply during the maintenance of the substation and unplanned loss of high voltage supply, are presented and discussed. Finally, the impact of prospective massive integration of CHP on the energy balance and CO2 emission reduction in the province of Vojvodina in Serbia is investigated and discussed. Since it is the first CHP plant realized in Serbia, it is crucial that experience be shared to all potential stakeholders in the future energy efficiency projects.

Abstract The model of Blue Economy by G. Pauli is inspired by nature. Its main task is to develop innovative methods based on the use of available resources and the use of nature-based solutions. The principle of Blue Economy requires close cooperation of research and development and business activities; and it seeks implementation options in the structure of local economies. Based on the theory known as ‘blue economy’, in order to overcome certain problems of mankind – for example, energy production and consumption –, we must recognize and use some methods given to us by nature. This may be provided to us by new innovations that think according to system theory, that is, occupy the exceptionally effective self-regulating processes of nature in the economy. Methanol may play a key role in succeeding sustainability regarding nature, economy and society. Methanol economy can contribute to reducing human impacts on Earth’s climate by reversing atmospheric carbon dioxide, and it provides the opportunity to get rid of our dependence on dwindling oil and gas resources.

This paper examines the role of oil and gas companies in community crises in the Niger Delta. The major conclusions are that oil and gas companies have encountered various forms of community crises in their work environment. These crises have negative impact on the performance of these companies. The paper thinks that adequate community relation will significantly reduce the level of also that oil and gas companies in the Niger Delta should adopt community relation strategy through community development projects as this would minimize the level of community crises and hence enhance the performance of oil and gas companies Industry/community crises in the Niger Delta region

Abstract Interest in offshore investment is growing: the oil and gas sector has been developing offshore reserves for some time; more recently, the renewable energy sector has also been investing offshore. In that context, this paper considers the legal uncertainties that overlapping sovereign claims in offshore areas create for investments. It then canvasses the commitments that States can accord to address these legal uncertainties, whether unilaterally or through inter-State authorities that jointly regulate areas subject to overlapping claims. This paper is then principally devoted to considering the role of bilateral investment treaties in enforcing such commitments, and otherwise addressing the legal uncertainties generated by overlapping maritime claims. By way of conclusion, this paper considers analogies to other situations where investments are subject to the sovereign rights of more than one State.

Significance The oil and gas sector -- which was in any case in long-term decline, owing to a lack of investment -- suffered serious disruption after civil war broke out in March 2015, with oil, liquefied natural gas (LNG) and refining facilities closed, and ports blockaded to prevent delivery of oil products. The internationally recognised government of President Abd Rabbu Mansour Hadi has renewed efforts to encourage a recovery in oil production since late 2016, but these are hampered by the civil war and lawlessness in remote areas. Impacts Saudi Arabia and the UAE will be the main sources of oil imports, probably on concessional terms. Hydrocarbon exports will not provide sufficient finance for post-conflict reconstruction. Exports of LNG are unlikely to restart before 2020 at the earliest. A crisis of power provision will expand the market for small solar panels.

The oil industry, like the world economy as a whole, has been shaken by the previously unseen crisis triggeredbytheCOVID-19pandemic.Urgentmeasuresrequires tochallenge andovercomeit. Believing that only reliance on innovation, technological progress, human capital will ensure the survival of the industry, the article below outlines the essence of fundamentally new, patented or diploma-protected scientific discoveries, technologies that address to resolve the challenges and ensure the Kazakhstan’s economic, environmental and commercial supremacy in every step of oil production – from oil exploration all the way to a gas tank. The National Engineering Academy of the Republic of Kazakhstan has accumulated a large base of such solutions. In the field of exploration: space sciencecomplimenting geologicalinnovative methods, both regional and detailed, allow for an order of magnitude cheaper, more accurately identify promising search sites and discover new oil and gas fields. In the field of oil production and transportation: GALEX technologies will ensure the production of ultra-viscous, hard-to-recover oil, high water cut, depleted fields at a cost of not exceeding 4–5 dollars per barrel; transportation by pipelines of oil volumes times greater than the base volume at no costs increase. Inthefieldofoilrefining:low-temperaturehydro-conversiontechnology,technology foron-site synthesizing petroleum products from crude oil will allow deep processing of hydrocarbon products of any specifications at relatively low temperatures, produce market-demanded products with the possibility of rapid reprofiling of production. In the area of hydrocarbon fuel efficiency and environmental efficiency: to reformat hydrocarbon fuels prior being burned in internal combustion engines with savings of 30% or more, 10 НЕФТЬ И ГАЗ 2020. 3–4 (117–118) АКТУАЛЬНО with a reduction in greenhouse gas emissions by 30% or more, the elimination of poisonous substances emissions into the biosphere by 95–98%, can be used with patented andproven SALF technology and devices. In the field of renewable energy: renewable energy technologies will significantly reduce the energy intensity of the entire industry, provide the population of hard-to-reach and remote areas with cheap energy and fresh water.
