This article discusses modern approaches to the organization of distance learning for students with disabilities in higher education. The positive aspects of this system are identified and some risks that cause a decrease in the effectiveness of teaching students with disabilities in higher education institutions are highlighted, the main components of the distance learning system. The distance learning method has changed the conception of classical education and training. In Turkey the distance learning mission has been undertaken by Anadolu University Open Education Faculty (OEF). Therefore, the presence of OEF in higher education has been considered as the need and demand for higher education through “distance learning system”. However, studying the state’s OEF move “a demand” is not sufficient for an integral analysis. The economic and political structure in the period when OEF was integrated into the education system was critical. In this context, there are significant social dynamics underlying the foundation of OEF as well. In this study, the differences between the distance learning experience in Turkey and other countries are analyzed. Besides the role and share of the OEF in higher education in Turkey is discussed and the socioeconomic reasons of the foundation of the OEF, as specified above, are studied within the framework of the background of the state’s educational move. Finally, the positive and negative views of the individuals on the OEF are presented in the study and suggestions are made in this framework.

Distance education requires the teacher to conduct systematic classes with the student, methodologically competent use the developed content for distance learning, means of communication, and educational resources of the Internet, as well as implement technical support for the educational process. The purpose of the study is to develop educational and methodological support for the process of professional self-improvement of teachers in higher education institutions when working remotely. The study analyzes the role of a teacher in the distance learning system, identifies the types of teacher’s activities, as well as the requirements and conditions for their successful work. Working online expands and renews the teacher’s role, makes them a mentor-consultant who coordinates the cognitive process, constantly improving their course and increasing creativity and qualifications in accordance with innovations. Based on empirical research using the survey method, the dynamics of teachers’ readiness to work online before and after passing the interdisciplinary course “Distance Education Technologies in the Educational Process of the University” were determined. Positive results in the formation of teachers’ readiness to work online after completing the course were obtained. The study concluded that the readiness of teachers to work remotely can be increased if the appropriate educational and methodological support is developed and implemented in higher education institutions, which will lead to an increase in the effectiveness of teachers’ work.

The article describes the teacher’s readiness for distance learning of students with disabilities in higher education institutions of the Republic of Kazakhstan. The article defines the leading principles of distance education and formulates the problems of managing this process. The authors have conducted a research including questionnaires and interviews with teachers of universities that provide educational activities to disabled students. Resulting data are analyzed, factors affecting the formation of teachers personal attitude to distance education students with disabilities are elicited. The authors revealed a positive attitude of teachers towards the education of disabled students, it is noted that they have a positive motivation in providing all necessary conditions for effective education of this category of students. Teachers are interested in obtaining the necessary knowledge on the organization of distance education for students with disabilities and increasing their own professional qualifications. However, the results of this survey have identified the lack of teacher’s understanding of the characteristics of the psychophysical development of disabled persons, ignorance of the perception specifics of students with hearing and visual disabilities, insufficient understanding of psychological features (fatigue, attention and perception, the visual thinking prevalence, etc.). Teachers of higher educational institutions had difficulty in determining the form of presentation of lecture material, the selection of pedagogical techniques and means of organizing and monitoring the performance of independent practical work. The teachers had some difficulties with the adaptation of educational materials in accessible forms for students with impaired vision and hearing, the materials should be specific and accessible for their understanding. There were particular difficulties in explaining by teachers of abstract concepts and theoretical positions. Based on the identified difficulties in the implementation of distance learning for disabled students describes the possible risks inherent in inclusive higher education. The necessary conditions for organizing the process of distance education for disabled students are highlighted, it should increase readiness of teachers to work with students with disabilities.

Despite that the system of higher education has been greatly affecting during the crisis of COVID-19, the Higher Education institutions forced to adapt to the new situation quickly and change the models of education from traditional system to distance learning system because of the increasing of student enrollments. Although there are different systems of Distance Learning which helps students get their education, still doubts of achieving the planed learning outcomes. The aim of this paper is to try understand the most requirements needed to build a good distance learning system, and to know the impact of distance learning requirements in achieving learning outcomes during COVID-19 at the private Jordanian universities. The results revealed that the Jordanian Private Universities operating at Amman are aware of the importance of distance learning requirements (The Human Resources, the Infrastructure, the Academic, the Financial, and the Managerial). And the learning outcomes (the knowledge, skills and competencies) were achieved by using distance learning as a substitute of face to face education. For this purposes a purposive sample was selected consisted of (11) Universities that are operating at AmmanGovernorate, and the sampling unit was consisted of those who occupied the positions of dean and head of academic department in the (11) universities, and their number reached (235). The most important recommendation of this paper is to strengthen the human resources, the infrastructure and the academic requirements, and to get attention more to the financial and the managerial requirements on achieving leaning outcomes.

It is evident that there is an increase in the enrolment of students with disability in Higher Education, particularly Students with Visual Impairments (SVI). However, it is also sad to note that, this group of students remain excluded and thus are less visible in Open and Distance Learning (ODL). The current pandemic (COVID-19) has put to test, the preparedness and pro-activeness of most higher education institutions to include students with disabilities in different modes of teaching and learning. This paper observed, reviewed, and analysed various legislatives to determine the preparedness of different ODL Centres of selected HEIs in Namibia. Amongst others, some national and institutional legislatives revealed lack of obliging guidelines to compel HEIs to commit to the inclusion of students with disabilities particularly the SVI. The paper concludes that there is lack of policy guidelines in HEIs toward inclusive education and consequently most institutions remain reluctant to prepare and be proactive to include SVI in the ODL programme. The paper calls for policy transformation at national, ministerial, and institutional, to move toward inclusive education through all modes of learning.

This chapter gives an overview of Indian Higher Education system with special reference to Open and Distance Learning. It enlists the merits and limitations of Open and Distance Learning system. It also focuses on complexities and weaknesses of Indian Higher Education comparing it with the educational policies in other Asian Countries. The chapter describes the limitations of Higher Education System in India and discusses the reforms and restructuring announced by the ministry of education in India. It further unfolds the success story of Yashwantrao Chavan Maharashtra Open University's ‘School of Agricultural Sciences' by explaining in detail the innovative practices in Agricultural ODL.

The Open and Distance Learning system has been able to make a positive impact in the conflict-ridden communities of Kashmir valley in India. This part of the India has long been under the influence of armed militancy which drastically affected the access to higher education. The Open and Distance Learning systems started operating in this area with a modest beginning made by Directorate of Correspondence Courses but had a limited impact. IGNOU which is the largest provider of ODL Programmes in India started developing its network in Kashmir valley in 1999 with its unique approach based on collaboration and sharing of resources. The target groups dominantly composed of unemployed youth, school drop outs, working population, rural folks, women etc has traditionally been deprived of Higher education. This chapter describes the approach of IGNOU and its impact in such conflict-ridden societies which is worth replicating in similar socioeconomic setups across the developing world.

PurposeThe purpose of the study is to identify the strengths, weaknesses, opportunities and threats in higher education regarding distance learning system in Pakistan.Design/methodology/approachA mixed-method research design was used in this study. The population of the study was all the previous students of research work and all the teachers of these students working at MPhil and PhD level in AIOU in Pakistan. Stratified random sampling technique was used in this study. This study used the questionnaire and interview technique to collect data. Data of questionnaire was in numbers and data of interview was narrative. So it was the need of the study that a mixed-method approach, i.e. both quantitative and qualitative techniques should be used in this study.FindingsThe findings of the study show that AIOU has also strengths, weaknesses, opportunities and threats in higher education related to distance education like all the formal and distance universities of Pakistan and World. This study reflected that AIOU is a great blessing for those who cannot acquire their education regularly because of financial/family problems or they are job holders. But this study also described that at higher level students are facing a lot of problems especially there is a delay in research process and provision of no scholarships to students. The teachers have a low salary package than the other public universities of Pakistan and a lot of responsibilities to attend meetings, seminars, conferences and workshops. So they have less time for research work. And AIOU provides them fewer opportunities to go abroad for further studies or to attend conferences/seminars. This study recommended that there should be adopted such policies in AIOU that students could get their study materials, assignments duration, workshops schedule and degrees in time, the teachers of the concerned departments should allow to take more in numbers the students under their supervision, the pay package for the teachers working at MPhil and PhD level should be raised and the opportunities for the faculty members to go.Research limitations/implicationsThis study is limited to analyze the higher education system especially the distance learning system in Pakistan.Practical implicationsThis study has indicated the strengths, weaknesses, opportunities and threats in higher education which the AIOU is facing recently and the policymakers can develop plans/strategies to make better the distance learning system especially at higher level in Pakistan. This study can be helpful for the stakeholders who are interested in distance learning system. This study was conducted at higher level in the distance learning system but it can open the ways for the other researchers to conduct research in other disciplines related to distance education, i.e. at matric level, F.A/F.SC, B.Sc programs, Master level and M.Sc programs at AIOU.Social implicationsThrough this study, it can be acknowledged how the AIOU is providing the opportunity of education to a large number of people in the society who cannot study regularly in the formal institutions especially those who are job holders, some financial problems and women who have some family problems and above one million people are benefitting from AIOU in Pakistan and world.Originality/valueThis study is original in this respect because the data has been collected from the participants, i.e. students and teachers of AIOU. And it has also great value because this is the first SWOT analysis which has been conducted in this university to examine the strengths, weaknesses, opportunities and threats facing AIOU at present time. This study can also become a base for the stakeholders', i.e. policymakers, administration and higher education depart. of Pakistan in developing strategies to improve and amend the distance learning system of Pakistan especially at higher level in AIOU.

At present, people have a tendency to carry out higher education in a distance mode due to their busy lifestyles. However, open and distance learning (ODL) educational organizations encounter difficulties when delivering laboratory experiments. This paper presents the development of an online laboratory platform as a solution. It can be used to deliver laboratory experiments, using electronic components and instruments such as a signal generator and oscilloscope. Students are able to perform experimental tasks remotely utilizing real equipment and components. The system users can view laboratory environments via a camera which provides a sense of reality.The platform provides facilities to customize and rebuild the laboratory experiments according to the requirements of the organization. It can also be utilized as a useful educational tool to acquire pre-experience before entering the real laboratory. Thestatistical analysis shows no significant difference between the face-to-face laboratory (FFL) and online remote laboratory (ORL) experimental results within a 95% confidence level.The system can enhance the existing open and distance learning system by sharing the resources in a flexible manner.This system reduces the difficulties that distance learning students encounter when participating in FFL sessions. It also reduces the number of FFL sessions and is helpful to working students. One of the main objectives of ODL is to provide a learning environment for those who missed the opportunity for higher education for a variety of reasons. This system will help to achieve this objective.
