This article is an attempt to frontally pose a question queer theory gravitates around, yet never effectively spells out: what is a togetherness of those who have nothing in common but their desire to undo group ties? First, I consider the take-up of Lacan’s ethical experiment in Seminar VII, the Ethics of Psychoanalysis by queer theorists. I contend that queer theory has not given Lacan’s interpretation of Antigone its full import, which demands its placement in the philosophical tradition of the West brought to its highest fruition in Kant. I further contend, however, that to do so does not quite offer a solution to the queer problem, for, as contemporary debate on the political import of Antigone shows, the purity of her desire does not immediately translate into a sustainable politics. Lacan himself was faced with the problem of translating his ethics into a politics after his "excommunication" from the psychoanalytic establishment, and came to falter before it. Nevertheless, Lacan’s efforts allow us to pose the undoubtedly queer question of how to group together those whose only attribute is to undo group ties. Responding to the unanswerable demands of a theory and a practice that allows us to answer that question, I propose the figure of the smoker’s communism, as elaborated upon by Mladen Dolar, as a preliminary queer suggestion as to how we might go about mitigating the gap between Lacan’s ethical brilliance and his admitted political failure..

AbstractWhy do repressive states create human rights institutions that cost them money and political capital but fail to silence international criticism? The academic literature assumes that states engaging in disingenuous human rights behavior are hoping to persuade (or deceive) liberal Western states and international advocates. But if human rights promoters in the West are the target audience for the creation of these half measures institutions, the strategy appears puzzlingly miscalculated. It reveals that the repressive state is sensitive to international opinion, and often results in increased pressure. The author argues that states engaging in human rights half measures are playing to a different, previously overlooked audience: swing states that can act as veto points on multilateral efforts to enforce human rights. The article illustrates these dynamics with a case study of Sri Lanka’s response to international pressure for postwar justice. The author shows that although the creation of a series of weak investigative commissions was prompted by pressure from Western governments and ngos, it was not an attempt to satisfy or hoodwink these actors. Instead, it was part of a coalition-blocking strategy to convince fellow developing states on the UN Human Rights Council to oppose the creation of an international inquiry and to give them the political cover to do so.

This book presents a remarkable account of the political history of Andalusia(Muslim Spain) during the last phase of its existence. The author adoptsa cyclical approach in the sense that he traces the creation of the Banu Nasrkingdom in Granada, its development, and its decline and fall. He studies theperiod of each ruler in chronological order from the establishment of thekingdom of Granada to its collapse. Instead of limiting himself to descriptionor repetition, he chooses to adopt an analytical approach which permits himto deepen our insight regarding the period of each ruler. He reproduces a clearpicture which combines internal political developments and external relationswith the Christians.The author studies the history of the Muslims of Granada as well as thosein Christian Spain up to the Christian conquest of Granada. He is correct inincluding these two categories, for the religious, cultural, and linguistic criteriaunite these two groups, and also because their fates became similar after thefall of Granada in 1492. Thus both groups can be considered “Moriscos,” a topicwhich Harvey started working on over thirty years ago.The book is not easy to read, because it reflects many years of researchand has tremendous cultural weight. To the author’s obvious strenuous intellectualeffort, one may add his intellectual integrity as a distinguished scholarwho is credible in the West and in the East alike, somethmg which not all orientalistscan claim. He is critical of the history which he studies and its sourceswithout being offensive; the distorting influence of a personal dimension foundin other historians is here minimized. The author criticizes himself before beingcritical of others. His manner of presenting and interpreting history is convincing,as his intentions are exclusively scholarly. The author is a memberof a breed that is not very common in the politically oriented European andNorth American universities with regards to anything related to Islam andMuslims. This is not to say that he is beyond criticism, however, as the bookcould be faulted for not having relied directly on some of the fundamental andprimary Andalusian sources. We could disagree with his approach and suggestother approaches. Fortunately for his readers, the author is perhaps moreconscious of his limitations than anybody else, which is also why he did whathe proposed to do so admirably ...

In 1873, Nietzsche claimed that a generally and uniformly valid designation is invented for things. This designation has normative force: as a matter of fact, the «linguistic» legislation dominating the practice of language establishes the first laws of truth (On Truth and Lies in a Nonmoral Sense). In other words, for Nietzsche the artificial nature of truth, given the artificial nature of language itself, was out of discussion. In this paper, I approach the contemporary debate on post-truth by juxtaposing it with the idea of «artificial» or «conventional» truth typical of legal discourse and by showing the aporia behind each search for truth. In order to do so, I focus on the specific nature of «legal» truth and I invite to consider the centrality of the performative force of truth-making procedures – crucial for lawyers and legal practice – in order to underline the importance played by technology in the construction of truth also in the political discourse.

Abstract Michael Ondaatje’s Anil’s Ghost (2000) is set in civil war-torn Sri Lanka. This contemporary violent moment becomes a rupture through which the writer interrogates the division between Western and Eastern ways of approaching a violent situation. This essay sets out to investigate historical instances of violence and justifications for violence in the Buddhist context. The essay then turns to Buddhist scholars’ contemporary critical examination of violence and war in light of the teachings of ancient Buddhist texts. Then, having established the Buddhist history and contemporary debate around violence and war, the essay explores how Ondaatje comments on this history through the contemporary moment of civil war in Sri Lanka. The essay argues that rather than illustrating the need for a purer Buddhism or the separation between the political and the religious, as some scholars have argued in relation to Anil’s Ghost, according to Ondaatje, the only way to approach the problem of violence with any hope of reaching understanding is through appreciating the different ways of knowing offered by the East and the West.

During the first thirty-three years of his reign as king of the Franks, i.e., prior to his coronation as emperor on Christmas day 800, Charlemagne, scholars generally agree, pursued a successful long-term offensive and expansionist strategy. This strategy was aimed at conquering large swaths of erstwhile imperial territory in the west and bringing under Carolingian rule a wide variety of peoples, who either themselves or their regional predecessors previously had not been subject to Frankish regnum.1 For a very long time, scholars took the position that Charlemagne continued to pursue this expansionist strategy throughout the imperial years, i.e., from his coronation on Christmas Day 800 until his final illness in later January 814. For example, Louis Halphen observed: “comme empereur, Charles poursuit, sans plus, l’oeuvre entamée avant l’an 800.”2 F. L. Ganshof, who also wrote several studies treating Charlemagne’s army, was in lock step with Halphen and observed: “As emperor, Charlemagne pursued the political and military course he had been following before 25 December 800.”3

On 2 January 1625, the English ambassador Robert Anstruther met with King Christian IV of Norway and Denmark and requested his participation in a union of Protestant states against Emperor Ferdinand II and the Catholic League in Germany. Within three days, King Christian proposed to contribute five thousand soldiers for one year, as part of an army of almost thirty thousand men. In early June, despite opposition from the Danish Council of State, reluctant to put a huge amount of money into foreign affairs, Christian decided to join what he called “the war for the defence of Lower Saxony”. He then headed an army of mercenaries southwards through Lower Saxony, secured all crossings over the river Weser and prepared to confront the Catholic forces. On 29 November, it was decided that Denmark would be in charge of military operations in Northern Germany, whereas England and the United Provinces would provide a monthly subsidy. The political and military prospects for Denmark were excellent, to say the least. It had the fourth strongest navy in Europe (after Spain and the two new allies), and only a few years before the Danish warships had been described by a French observer as “merveilles de l'océan”. A small standing army of two regiments had recently been established and Denmark was the fourth European state to do so after France, Spain and the neighbouring Sweden.

Constitutional monarchies have proved to be resilient, and some have made substantive political interventions even though their positions are mostly hereditary, without granted constitutional channels to do so. This article examines how constitutional monarchs can influence political affairs and what impact royal intervention can have on politics. I argue that constitutional monarchs affect politics indirectly by influencing the preferences of the public who have de jure power to influence political leaders. The analyses herein show that constitutional monarchs do not indiscriminately intervene in politics, but their decisions to intervene reflect the public’s preferences. First, constitutional monarchs with little public approval become self-restraining and do not attempt to assert their political preferences. Second, they are more likely to intervene in politics when the public is less satisfied about the incumbent government. These findings are illustrated with historical narratives regarding the political involvement of King Bhumibol Adulyadej of Thailand in the 2000s.

Ideologically motivated attempts to elucidate Shostakovich’s political views and to determine whether and how they may be coded into his compositions have come to characterize the Western reception of the composer’s works since his death in 1975. Fuelled by the political oppositions of the cold war, Shostakovich’s posthumous reputation in the West has been largely shaped by two conflicting perspectives. These have positioned him on the one hand as a secret dissident, bent and broken under the unbearable strain of totalitarianism, made heroic through his veiled musical resistance to Communism; and on the other hand as a composer compromised by his capitulation to the regime – represented in an anachronistic musical style. Both perspectives surrender Shostakovich and his music to a crude oversimplification driven by vested political interests. Western listeners thus conditioned are primed to hear either the coded dissidence of a tragic victim of Communist brutality or the sinister submission of a ‘loyal son of the Communist Party’.1 For those prepared to accept Shostakovich as a ‘tragic victim’, the publication of his purported memoirs in 1979, ‘as related to and edited by’ the author Solomon Volkov, presents a tantalizing conclusion: bitterly yet discreetly scornful of the Stalinist regime, Shostakovich was indeed a secret dissident and this dissidence was made tangible in his music.

How do societies and states represent the historical, moral, and political weight of the terrorist attacks they have had to face? Having suffered in recent years from numerous terrorist attacks on their soil originating from jihadist movements, and often led by actors who were also their own citizens, France and the United States have set up—or seek to do so—places of memory whose functions, conditions of creation, modes of operation, and nature of the messages sent may vary. Three of the main protagonists and initiators of two museum-memorial projects linked to terrorist attacks have agreed to deliver their visions of the role and of the political, social, and historical context in which these projects have emerged. Allowing to observe similarities and differences between the American and French approach, this interview sheds light on the place of memory and feeling in societies struck by tragic events and seeking to cure their ills through memory and commemoration.
