Landscape perspectives in hydrological understanding and modelling for water management

<p>The Darcy medal acknowledges water-resources research, engineering and management. In my medal lecture I will embrace these aspects by telling the story of how my team merges numerical models and observations with landscape information to learn about hydrological processes and provide decision-support to society. We predict spatial and temporal variability of water fluxes and resources at local, regional and global scales to estimate hydrological variables in the past, present and future. We also explore “what if” scenarios for societal planning. Such predictions provide useful knowledge to maintain water resources at suitable quantities and qualities, despite on-going global warming, urbanization and environmental change. Water is the basis for all life and most societal sectors; hence, it must be managed properly for sustainable development. I will demonstrate how our scientific findings from the model applications have influenced water resources engineering and management policy.</p><p>Water management is always local but wider landscape information, such as knowledge about upstream/downstream conditions and residence-time, is needed when designing management measures. Water resources are normally shared by many stakeholders often with opposing objectives. Here, we found that models can have added value for science communication, participatory processes and conflict resolution to reach environmental goals.</p><p>It is well known that numerical models are more or less wrong and linked with uncertainties, but nevertheless, models combined with multiple sources of observations can be very helpful to aggregate information, quantify influence from various processes and describe outcome of complex phenomena. From modelling experiments, I will show how we reached deeper understanding of hydrological process when using the landscape perspective and large-sample empirical data across different physiographical conditions. Linking the model to landscape characteristics also gave us the possibility to make water predictions with some confidence even in data sparse regions and for ungauged catchments.</p><p>Large-scale modelling of water resources should be accompanied with site-specific data and local knowledge to be applicable for water resources engineering and management. Therefore, we share our model and I will exemplify how we reach a better understanding and make use of new science in collaborative efforts across the globe. Recently, the modelled data was also aggregated into societal-relevant indicators and provided through web-based climate and water services. During co-development of such on-line tools with practitioners, however, we encountered a large knowledge gap between data producers and data users, which calls for mutual engagement to reach understanding.</p><p>To sum up, my team uses and provides open data, open science and community building world-wide to accelerate water research by sharing local insights and collective intelligence in addressing multiple landscapes. Yet, scientific knowledge is always preliminary and needs to be challenged by peers and explored by users to be practically beneficial. I therefore advocate for science communication as an emerging field to engage more with. Hydrological scientists have a lot to contribute and learn in dialogues to find hope and solutions under global change, which will help in sustaining the water resources and the Planet as we know it.</p>

The article is devoted to the development of theoretical approaches to the formation and implementation of the strategy of water policy of Ukraine in the context of climate change. As a result of the conducted research, it is proved that because of influence of various external factors there are changes of basic imperatives of functioning of modern systems of management of water resources. The need to consider these changes by improving the strategic documents that define the priorities and principles of national water management policy is substantiated. It is established that one of the main reasons for the lack of water of good quality is its low value compared to other natural resources. This leads to a lack of legal, organizational, and financial and economic grounds for ensuring the payback of water and water-dependent ecosystem services, which is the reason for lack of funds and relevant work to improve and restore environmental and hydro morphological characteristics of reservoirs and repair and modernization of existing hydraulic structures. In this regard, emphasis is placed on the need to improve methods of economic regulation and the development of mechanisms and tools for financial support of sustainable water management. In the context of the above, it is proposed to include in the list of main tasks of the draft Water Strategy of Ukraine two groups of economic levers to increase the financial base of investment support for sustainable water management. The first group is aimed at improving the rent regulation of special use of water resources and provides for raising standards for unauthorized groundwater production, for companies that produce beverages and sell bottled drinking water, as well as limiting various benefits and preferences when paying special water use fees. The second - to change the system of water resources management, the development of institutional and legal support for their use in a globalized market environment, the implementation of modern instruments of financial and economic support for the formation of territorial water resources on a corporate basis.

In Algeria, the issue of water management is of great importance and represent a major contest in the context of a chronic shortage of rainfall from global warming. The catastrophic situation of water resources in Algeria during the years 2000 and 2001 was mainly due to drought that has prompted the government to give priority to this vital field. After a diagnosis of the situation of water resources, Algeria has adopted effective institutional, legal and technical arrangements for the sound management of water resources in order to overcome the inconsistencies that have profoundly influenced during antecedent decades. However, the expected results are not yet satisfactory and the state water resources remains negative. In this context, it is necessary to adopt new practices and efficient ways of management "sustainable" our water heritage in the context of a policy of good governance of water resources must go through a dialogue between the different actors and integrated management of all economic and all planning activities.

The Burana Land-Reclamation Board is an interregional water board operating in three regions and five provinces. The Burana Land-Reclamation Board operates over a land area of about 250,000 hectares between the Rivers Secchia, Panaro and Samoggia, which forms the drainage basin of the River Panaroand part of the Burana-Po di Volano, from the Tuscan-Emilian Apennines to the River Po. Its main tasks are the conservation and safeguarding of the territory, with particular attention to water resources and how they are used, ensuring rainwater drainage from urban centres, avoiding flooding but ensuringwater supply for crop irrigation in the summer to combat drought. Since the last century the Burana Land-Reclamation Board has been using innovative techniques in the planning of water management schemes designed to achieve the above aims, improving the management of water resources while keeping a constant eye on protection of the environment.

In contrast to the hydrological and hydrochemical zoning, hydrographic and water management zoning of Ukraine (2016) was created on a basin basis, taking into account the boundaries of river basins, and not physiographic zoning. The main function of hydrographic and water management zoning is water management. Primary is hydrographic zoning, and water management - based on it. The description of modern hydrographic zoning of the territory of Ukraine, approved in 2016 by the Verkhovna Rada of Ukraine and included in the Water Code of Ukraine is given. Hydrographic zoning is carried out for the development and implementation of river basin management plans. On the territory of Ukraine nine areas of river basins are allocated: Dnipro; Dnister; Danube; Southern Bug; Don; Vistula; rivers of the Crimea; rivers of the Black Sea coast; rivers of the Azov Sea coast 13 sub-basins are allocated in four river basins district. The water management zoning is described - the division of hydrographic units into water management areas, which is carried out for the development of water management balances. In the regions of the river basins in the territory of Ukraine allocated 132 water management areas, 59 of which are located in the Dnipro basin. About 9,000 bodies of surface water allocated for monitoring in Ukraine. Approved zoning is the implementation of the provisions of the EU Water Framework Directive 2000/60 / EC in the management of water resources in Ukraine. Modern hydrographic and water management zoning of the territory of Ukraine approximates the management of water resources of the state to European requirements.

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

In many parts of the world, management of water resources and infrastructures is fragmented between agencies at multiple levels – state, provincial, and local – and sometimes between functions within individual agencies. Consequently it is often impossible to take a holistic view of the issues at hand to enable effective management of the resource or infrastructure – either because of the overhead of managing the coordination required, and/or because of politics between the different stakeholders. In their work for IBM, the authors created a concept of an information technology (IT)-enabled “collaboration platform” that integrates different water data sources with IT tools to enable multiple entities to maintain and share a “common operating picture.” This greatly assists with coordination and reduces politics to manageable levels. In this paper, the authors describe the collaboration platform and its benefits by reference to examples of such platforms in use, and propose a reference technical architecture for creating collaboration platforms.

Sustained developments is the target of almost every modern water management policy. Sustainability is focused on human life and on the ecological quality of our environment. Both aspects are essential for life on earth. Within a river catchment area this means that well balanced relations have to be laid between human activities and ecological aspects in the involved areas. Policy analysis is especially looking for the most efficient way to analyse and to overcome bottlenecks. In The Netherlands project “The Aquatic Outlook” all these elements are worked out in a nationwide scale, providing the scientific base and policy analysis from which future water management plans can be derived.

Water resource management policies impact how water supplies are protected, collected, stored, treated, distributed, and allocated among multiple users and purposes. Water resource policies influence the decisions made regarding the siting, design, and operation of infrastructure needed to achieve the underlying goals of these policies. Water management policies vary by region depending on particular hydrologic, economic, environmental, and social conditions, but in all cases they will have multiple impacts affecting these conditions. Science can provide estimates of various economic, ecologic, environmental, and even social impacts of alternative policies, impacts that determine how effective any particular policy may be. These impact estimates can be used to compare and evaluate alternative policies in the search for identifying the best ones to implement. Among all scientists providing inputs to policy making processes are analysts who develop and apply models that provide these estimated impacts and, possibly, their probabilities of occurrence. However, just producing them is not a guarantee that they will be considered by policy makers. This paper reviews various aspects of the science-policy interface and factors that can influence what information policy makers need from scientists. This paper suggests some ways scientists and analysts can contribute to and inform those making water management policy decisions. Brief descriptions of some water management policy making examples illustrate some successes and failures of science informing and influencing policy.
