In Algeria, the issue of water management is of great importance and represent a major contest in the context of a chronic shortage of rainfall from global warming. The catastrophic situation of water resources in Algeria during the years 2000 and 2001 was mainly due to drought that has prompted the government to give priority to this vital field. After a diagnosis of the situation of water resources, Algeria has adopted effective institutional, legal and technical arrangements for the sound management of water resources in order to overcome the inconsistencies that have profoundly influenced during antecedent decades. However, the expected results are not yet satisfactory and the state water resources remains negative. In this context, it is necessary to adopt new practices and efficient ways of management "sustainable" our water heritage in the context of a policy of good governance of water resources must go through a dialogue between the different actors and integrated management of all economic and all planning activities.

The article describes the peculiarities of implementation of the watershed management of water resources management in Ukraine under the conditions of reforming the state water management system, the sphere of water supply and wastewater. The connection between the implementation of the basin principle of water resources management and the search for an effective model of management of water supply and wastewater enterprises are determined. The article deals with the peculiarities of the existing management of the water supply and wastewater system of the country according to the administrative-territorial principle, presents a map of Ukraine by regional division, shows the population of the regions, the number of water supply and wastewater companies operating in the regions, lists the basic water supply and wastewater enterprises. The hydrographic map of Ukraine is presented, it is stated that the modern administrative- territorial division of the territory of Ukraine does not coincide with the hydrographic boundaries of the basins of water bodies of Ukraine, which also complicates the implementation of integrated management in the water sphere. The author of the article proposes to solve the issues of management and production efficiency of water supply and wastewater enterprises by consolidation of water supply and wastewater companies within river basins, separate territories (or regionalization of water supply and wastewater services) and creation of regional water companies on their basis. The article describes the advantages of consolidation of water supply and wastewater companies and gives examples of such consolidation in Ukraine and the prospects for its further implementation.

Abstract Improper utilization of water resources has the potential to result in reduced availability of high-quality water and adverse effects on societal development. In fact, what appears to be a serious gap in comprehensive water resources studies is the lack of a coherent approach that can link different social, economic and environmental parts within the framework of the integrated water management paradigm to extract strategies and operational plans. Comprehensive water resources management (CWRM) is a process that intends to develop and manage water, land and other resources in a way that maximizes the social and economic well-being of human societies, without compromising the integrity and sustainability of vital ecosystems and future benefits. This chapter discusses the definitions of integrated and comprehensive water resources management describing the steps of using integrated management in practical examples.

For integrated water management in river basins in Ukraine, there is no toolkit for system modeling and selection of management structure in river basins according to environmental and economic criteria, which corresponds to the creation of water management systems under conditions of sustainable development. Therefore, the urgent task is to develop a system model of integrated water management on the example of the Ingulets River basin. The purpose of the work is to create a system model of integrated water resources management in Ingulets River basin, which provides scenario modeling of technological solutions, their evaluation and optimization of economic criteria for efficient water use under environmental constraints and criteria for achieving a good or excellent ecological status of the river basin. The system model is used as a toolkit, the method of decomposition of the river basin into subsystems, analysis of subsystems and their composition into a holistic model of integrated management by the basin principle. Telecommunication methods are proposed to improve monitoring. A method of scenario analysis is proposed, which performs simulation modeling of prospective management scenarios at the first level of the hierarchy, and at the second level - options are evaluated according to the criteria of cost-effective water use with environmental objectives and regulatory restrictions. For simulation modeling, a system of balance difference equations for the dynamics of water masses, mixing and spreading of pollution in rivers and reservoirs is formalized. A system of combined control for the impulse method of river washing was developed. Multicriteria optimization of variants of the control structure is carried out on the Pareto principle. A system model has been developed for integrated water resources management in the Ingulets River basin that meets the requirements of the EU Water Framework Directive on the establishment of cost-effective water use while ensuring good or excellent ecological status of rivers. The structural and functional diagram of the system model includes the subsystems: the water supply subsystem of the Dnipro-Ingulets canal; a subsystem for flushing the Ingulets River from the Karachunivske reservoir and displacing the saline prism into the Dnipro River; subsystem of environmental safety when discharging pollution into the river Ingulets; subsystem of water supply for irrigation in the Ingulets irrigation system, prevention of soil salinization. A system of technological, economic and environmental criteria for evaluating integrated management by the basin principle has been developed. They include maintaining the water level in reservoirs, displacement of salt water prism and limitation on water quality, ensuring the ecological condition of the river, and the dynamics of water resources consumption. Technological criteria determine the maintenance of water levels in reservoirs. Cost-effective water use is estimated on the basis of the dynamics of water consumption for river washing and irrigation. The formalized integrated management system in the Ingulets River basin includes operational water resources management and structure management. Integrated management is carried out according to subsystems, types of management and a system of criteria. For operational management the balance differential equations of water exchange in reservoirs are formalized. A two-layer model of water masses dynamics, pollutants distribution and mixing when flushing rivers from reservoirs is used. Scenario analysis is offered to select the optimal structure of the management system. Simulation scenarios are being simulated. Scenario optimization is performed on the Pareto principle. An example of evaluating the effectiveness of the proposed system and its comparison with the existing regulations for Ingulets River flushing is given.

The water crisis can alternatively be called a governance crisis. Thus, the demand for good water governance to ensure effective water resources management and to attain specific water goals is growing. Many countries subscribe to the Integrated Water Resources Management (IWRM) approach to achieve this goal. The Integrated Water Resources Management approach aims to ensure a process that promotes the coordinated development and management of water, land, and related resources in a drainage basin to maximise economic and social welfare equitably without compromising the sustainability of vital ecosystems. The design of the Integrated Water Resources Management approach, including its pillars and principles, aspires to good water governance and effective resource management. However, empirical studies examining this hypothesis and analysing the impact of the Integrated Water Resources Management approach on water resources governance are limited, especially in developing countries. Therefore, we characterised and compared the water resources governance aspects of two catchments in Uganda’s Lake Albert basin. One of the catchments was exposed to integrated water resources management projects, while the other had no exposure to integrated water resources management projects. Some of the factors that supported the comparability of the two sites included spatial proximity linking into a related hydrological and social-economic setup, common water needs and belonging to the same water administration zone. Comparing both areas led us to analyse whether there was a difference in water resources governance actions, as well as in the quality of water resources governance, under the same overall water management and administrative zone. The data were based on field surveys using questionnaires and information guides in both catchments. The results show that the performance of water resources governance is markedly better in the catchment with Integrated Water Resources Management practices than the base catchment unaffected by these practices. Key themes examined include water resources governance styles, water resources governance systems presence, functionality, the performance of good governance principles, and water resources management effectiveness. The findings contribute to the aspirations for the promotion of integrated water management approaches for improved water resources governance, and the concept that the effectiveness of water resources management measures depends on governance effectiveness. Water governance is significant, as it spells out the power, rights, decisions, and priorities relating to given water resources and communities.

Forest is the part of customary system of the tribe society. However, the forest management done by them is not facilitated in the forestry policy. The centralistic forestry policy causes the overlapping conception of the tribe forest to the state  forest. While it formal normative aspect causes the acces of the tribes to the forest closed and causes reduction of wisdom-based supervision conducted by them. In fact, the community wisdom-based supervision in the socio-culture potential needing a revitalization and  development as the new basis of the change of natural resources management policy which is recently controlled by the goverment proved to be the cause of law and economy harassment to the tribes society of Indonesia. Now we need to change the perception about the forest natural recource management policy controlled only by the government of the forestry instances. It should be the policy based on the community and its development principles to realize the regulation of the forest natural resources consumption. Therefore, the area division is needed to overcome the problems.

The level of the water management complex development affects the state of the resource potential of the region and its structural and sectoral features. The purpose of this article is to reveal the relations and interdependence of the processes of strategic development of the water management complex and regional economy; to form recommendations that contribute to the development of these relations. The problem of forming a strategy for the water management complex development is considered within the framework of the sustainable development concept, which takes socio-economic and environmental aspects into account. As a result of the study the influence of the water management complex on the socio-economic potential of the southern Russian regions was analyzed. Scenario variants of the water management complex development in the regions are identified, their typology is carried out. The necessity of forming a mechanism of interdepartmental coordination to improve the efficiency of the management system for the strategic development of the water management complex is justified. Conclusions are drawn about the need to supplement the basin approach to water resources management with a regional-sectoral approach. This will make it possible to link the development strategy of the water management complex with the sectoral structural changes in the region. The results of the study can be used by regional authorities and water resources management to solve the problems of increasing the sustainability of water and regional ecosystems.


The water resources management affords many solutions to manage water more holistically and optimally. In essence, they are a call to stop fragmentary approaches to water management and high-handed development decisions made for the benefit of a single user group of action.The Integrated Water Basin Management and its components are used to find a suitable flood mititgation measure. The study area is Orathur of Kancheepuram district. The data that are used in this work is been taken for the consecutive 20 years and it has been analysed. With the overall data the GIS mapping is done using ArcGIS software to locate the area precisely. Its tributaries and origin from Manimangalam tributary is located clearly to estimate the inflow and outflow of the water and the demand for water at the particular region is found and then analysed for the planning of water management and flood control..

This study is based by the cancellation of Act No. 7 of 2004 on Water Resources by the Indonesian Constitutional Court. Over the past 10 years, the law is the basis for the water resources management in Indonesia. The cancellation of the law would provide great impact for water resources management policy, especially with regard to the provision of right to water. Hence, this study aimed to determine the legal status of Right to Water provided by the local government after the cancellation of Act No. 7 of 2014 on Water Resources. The object of this normative study includes legal principles and systematic. This is due to the focus of this study is the meaning of the right principle to ruled state in the context of realizing the peoples’ prosperity and the position of Water Resources Act as the basis for the issuance of Government Regulation and Right to Water. The results of study indicate that in order to provide legal certainty for permit holder for Right to Use Water and Right to Commercialize Water, the ministry has issued various ministerial regulations, although the nature of these regulations only fills a legal vacuum. In the case of permit to Use of Water Resources, all permits for use of water resources that use surface water issued before the decision of Constitutional Court No. 85/PUU-XI/2013 are still valid. To permit referred to it, evaluation is conducted based on 6 (six) the principles of water resources management. Request new permit are in the process or for renewal of permit to use water resources that use surface water, processed as 6 (six) principles of water resources management. Although, in order to ensure legal certainty, the government should immediately issues the Act in Lieu of Water Resources Management which will be the basis for water resources management in Indonesia.
