Volunteered geographic information (VGI) has been widely adopted as an alternative for authoritative geographic information in disaster management considering its up-to-date data. OpenStreetMap, in particular, is now aiming at crisis mapping for humanitarian purpose. This paper illustrated that natural disaster played an essential role in updating OpenStreetMap data after Haiti was hit by Hurricane Matthew in October, 2016. Spatial-temporal analysis of updated OSM data was conducted in this paper. Correlation of features was also studied to figure out whether updates of data were coincidence or the results of the hurricane. Spatial pattern matched the damaged areas and temporal changes fitted the time when disaster occurred. High level of correlation values of features were recorded when hurricane occurred, suggesting that updates in data were led by the hurricane.

Despite increased global interest in the impacts of natural disasters on tourism, less study executes exploring how tourism sensitivity is addressed at the destination level. Generating a link between tourism and natural disaster management is vital in places that rely heavily on tourism and are prone to natural hazards. Ranau, Sabah (Malaysia) is one of the disaster-prone tourists' destination area. Hence, this paper applies the case study of Ranau earthquake 2015 to explore tourism sensitivity towards natural disasters. A qualitative of in-depth interview is applied to acquire information needed from the Ranau tourism entrepreneurs and operators. To analyse the qualitative data, a thematic analysis is conducted. Overall findings show that tourism activity in Ranau are identified to be sensitive towards the 2015 earthquake with a significant percentage of sensitivity level on two elements. These elements are known as Source and Power. The Source element includes tourism products, size of business, development, and natural disasters management with a significant sensitivity compared to the Power element (social capital). This provides insight to the need of specific tourism system adaptation as response to the earthquake and considering the integration of natural disaster management into tourism development to enhance long term sustainability.

Natural disasters play a main role in human life. It should be taken into consideration that it is impossible to predict these disasters from happening, but preparation for a good response for these disasters can be a good solution to decrease post-damage casualties in the cities. Herein, Disaster Management Bases in terms of prevention, preparation and dealing with the crisis play a key role, especially in Tehran and in times of natural disasters. There is no doubt that a high level and efficient function of these bases has a striking correlation with the way they are located in both an urban and regional level in a way that in addition to providing security of the bases against disasters, based on the service area they could be able to provide good services for the areas of crisis. This paper tries to use Multi Criteria Decision Making (MCDM) techniques and spatial analysis method in order to assess the effectiveness of these bases. Based on assessments Disaster Management Bases have spontaneously distributed in Tehran and have located in inappropriate places. Thus using MCDM with GIS analysis, the best locations in case study area was proposed.

Abstract Managing natural disasters amid the Covid-19 pandemic needs a special strategic approach. Indonesia, as a natural disaster-prone country, is now facing a problem due to areas with high vulnerability and a lack of disaster literacy. A multi-disaster e.g., the occurrence of natural disasters in the middle of Covid-19) management strategy is badly needed to face up to this situation. This paper offers a multi-disaster management strategy based on empirical experience as a reference for stakeholders, especially government at all levels. Five strategies are offered to overcome the impacts of a multi-disaster event, especially in natural disaster-prone areas with high Covid-19 case rates. Strengthening government institutions is the first priority to be addressed as coordination among government at all levels (from central to regency and city governments) will minimize the casualties. Logistic and infrastructure arrangements should be well managed to avoid any panic and chaos during multi-disasters. Recruitment of volunteers could be very helpful during the emergency response stage. Provision of evacuation sites and temporary shelters that meet the Covid-19 requirements is a must to prevent virus spread during evacuation and emergency response stages. Last but not least, increasing individual disaster literacy should be considered an essential component of a multi-disaster management strategy. Finally, well-managed coordination between all stakeholders is paramount, especially in natural disaster-prone areas with a high level of Covid-19 spread.

Palu City is one of the provincial capitals in Indonesia which is right on the Equator line. In addition, this city is one of the many regions in the eastern part of Indonesia that have a considerable potential for natural disasters. The natural disaster that occurred in Palu on September 28, 2018 consisted of three types of disasters, the first was an earthquake, the second tsunami and the last was liquefaction. This natural disaster caused damage to supporting infrastructure and thousands of people died. The large number of fatalities illustrates that the preparation and preparedness of the community and local government authorities are still low, mainly due to a lack of knowledge and concern for these natural phenomena and their consequences. The earthquake and tsunami disaster that took place in the city of Palu Sigi and Donggala was a momentum to change the paradigm of disaster management by increasing community preparedness. This research tells the story of the phenomenon of the three natural disasters, also tried to explain the steps and design of disaster mitigation. Disaster Mitigation must be implemented to reduce the risk of natural disasters. Public policy about community preparedness towards disaster management is very important and urgent to do in order to reduce disaster risk. Disaster cases in Palu City as a case study are considered relevant for the implementation of disaster management systems.

ABSTRACT This paper would like to describe the synergy between the Army and the Government in the handling of natural disasters, by taking case study on the cooperation of Kodim 1611/Badung with Local Government of Badung Regency, both in the pre-disaster stage, during the disaster and after the disaster as for the research methods and approaches used is qualitative descriptive. Theories and concepts that are considered relevant to this research are related to disaster management and synergies. Based on the results of the research, it can be understood that the synergies held by Kodim 1611/Badung with Badung District Government are quite effective, although there are still obstacles in the handling of natural disasters, in the form of budget constraints, infrastructure, quality of personnel, sectoral ego between agencies, both parties, and low awareness of the community in the handling of natural disasters. Therefore, what should be done by both agencies is strengthening coordination, communication and collaboration on budget, means, personnel embodied in the MoU Keywords: synergy, army, government, natural disaster.

ABSTRACT Indonesia is a disaster-prone areas. To meet the logistical  needs of the victim  and the officer needed a common kitchen. Common kitchen that is generally in the form of tents, buildings used as shelters, or modified car. Common kitchen there is an emergency nature,  improvise, and how far from the disaster site. These problems need to design a common kitchen for natural disaster management,  which can meet the needs, the officer and the victim. In designing  methods Pahl and Beitz with steps Planning and explanation  of the task,  design concept,  design forms, and design details. Collecting  data using methods Individual  Questionnaire  and Focus Group Dis- cussion the results obtained attributes  required in the design. Results of the research is a com- mon kitchen design for a natural disaster  are portable, easily assembled and disassembled, can be set  up in various  locations  condition,  easy to operate, able to accommodate facilities  and needs. Memenuhi kebutuhan logistik korban dan petugas diperlukan dapur umum. Dapur umum yang ada umumnya berupa tenda peleton, bangunan yang dijadikan posko, atau mobil yang dimodifikasi. Dapur umum yang ada sifatnya darurat, seadanya dan lokasinya jauh dari lokasi bencana. Dari masalah tersebut perlu desain dapur umum untuk penanggulangan bencana alam, yang bisa memenuhi kebutuhan, baik petugas maupun korban. Dalam mendesain menggunakan metode Pahl dan Beitz dengan langkah-langkah Perencanaan dan penjelasan tugas, Perancangan konsep, Perancangan bentuk, dan Perancangan detail. Pengumpulan data menggunakan metode Individual Questionnaire dan Focus Group Discussion yang hasilnya didapatkan atribut yang diperlukan dalam desain. Hasil dari penelitian berupa desain dapur umum untuk penanggulangan bencana alam yang portable, mudah dirakit dan dibongkar, dan dapat didirikan di lokasi yang beraneka kondisi, mudah dioperasikan, mampu menampung fasilitas dan kebutuhan. Desain dapur umum yang dihasilkan dalam bentuk model tiga dimensi berskala, blue print spesifikasi teknis, dan protoype. Kata kunci: bencana alam, desain, dapur umum, portable.

Crowdsourcing and open licensing allow more people to participate in research and humanitarian activities. Open data, such as geographic information shared through OpenStreetMap and image datasets from disasters, can be useful for disaster response and recovery work. This chapter shares a real-world case study of humanitarian-driven imagery analysis, using open-source crowdsourcing technology. Shared philosophies in open technologies and digital humanities, including remixing and the wisdom of the crowd, are reflected in this case study.

Natural disasters, including earthquakes, Tsunamis, floods, hurricanes, and volcanic eruptions, have caused tremendous harm and continue to threaten millions of humans and various infrastructure capabilities each year. In their efforts to take countermeasures against the threats posed by future natural disasters, the United Nations formulated the “Hyogo Framework for Action”, which aims at assessing and reducing risk. This framework and a global review of disaster reduction initiatives of the United Nations acknowledge the need for information systems research contributions in addressing major challenges of natural disaster management. In this paper, the authors provide a review of the literature with regard to how information systems research has addressed risk assessment and reduction in natural disaster management. Based on the review the authors identify research gaps that are centered around the need for acquiring general knowledge on how to design IS artifacts for risk assessment and reduction. In order to close these gaps in further research, the authors develop a research agenda that follows the IS design science paradigm.

Since 1998, Indonesia has experienced a major transformation in the relationship between the rulers and the ruled. State–society relationships were previously subject-object, military-civilian, or superior-inferior. In other words, the state played a central role in all matters, while civil society ‘Muhammadiyah’ was limited to political and social activities. This tended to negatively impact community involvement in prevention and risk-reduction for natural disasters. This paper examines the role of civil society in disaster management in Indonesia. It does so in relation to the particular example of Yogyakarta, a special province where local values traditionally have more inherent authority than government-imposed law. The paper further discusses how there are important lessons for the future to be drawn from a Yogyakarta case study of how the national government has generally failed to build a private–public partnership and state–society relationship to deal with natural disasters based on local community needs.
