Abstract. As global surface temperature continues to rise, increasing evidences have shown that social and natural systems are deeply influenced by climate change. The government and farmers' awareness, as well as measures to adapt to these climate-driven changes, are critical for local sustainable development. In this study, we established a conceptual model of the relationship among human adaptation, development demand and environment changes to analyze the mechanism of agricultural drought adaptation based on an empirical research at the famer and government level. These results show that under the impact of climate change, the study area of drought risk has continued to expand. With this condition, the government and farmers have constantly taken measures to control the development demand and adjust to environmental changes in order to adapt to agricultural drought. Interactions among environmental changes, development demand and adaptation measures have kept the regional nature-society-economy compound ecosystem in dynamic balance. In addition, the effect of these adaptation measures always has an inertia that may induce a longer and deeper impact on the region, which is considered when making adaptation strategies. Rainfed areas are considered to be the most sensitive and unstable to environment change. This study reveals the mechanism of adaptation from a macroscopic perspective and may provide some references on measures and strategies for drought adaptation in other rainfed areas.

Forests account for 60% of lands in Taiwan. Climate change impacts forests in many aspects and is increasingly likely to undermine the ability of forests to provide basic ecosystem services. To help reduce the impact of climate change on Taiwan’s forests, people must be made aware of the relationship between climate change and forests. Based on questionnaires collected from 17 cities in Taiwan, this study applied spatial analysis to assess the respondents’ understanding of climate change and adaptation strategies for forest management. A total of 650 questionnaires were distributed and 488 valid ones were collected. The results show that (1) Most respondents believe that climate change is true and more than half of the respondents have experienced extreme weather events, especially extreme rainfall; (2) Most respondents believe that climate change will affect Taiwan’s forests with the majority recognizing the increasing impact of extreme events being the primary cause, followed by changes in the composition of tree species and the deterioration of forest adaptability due to climate change; (3) Most respondents expressed that forest management should be adjusted for climate change and called for measures being taken to establish mixed forests as well as monitoring forest damage; (4) In order to address the difficulties faced by forest owners on the impact of climate change, the majority of respondents felt that the government should raise forest owners’ understanding on climate change and adaptation policies, while the subsidy incentives must also be adjusted. The results of this study show that the respondents do realize the importance of climate change and forest management so much so their awareness in this matter led to their support for forest adaptation measures and policies.

Abstract. Analyses of future agricultural drought impacts require a multidisciplinary approach in which both human and environmental dynamics are studied. In this study, we applied the agent-based drought risk model ADOPT to assess the effect of various drought risk reduction interventions on smallholder farmers in the Kenyan drylands. Moreover, the robustness of these (non-)governmental interventions under different climate change scenarios was evaluated. ADOPT simulates water management decisions of smallholder farmers, and evaluates household food insecurity, poverty and emergency aid needs due to drought disasters. Model dynamics were informed by extensive field surveys and interviews from which decision rules were distilled based on bounded rational behaviour theories. Model results suggest that extension services increase the adoption of low-cost, newer drought adaptation measures while credit schemes are useful for cost-effective but expensive measures, and ex-ante cash transfers allow the least wealthy households to adopt low-cost well-known measures. Early warning systems show more effective in climate scenarios with less frequent droughts. Combining all four interventions displays a mutually-reinforcing effect with a sharp increase in the adoption of measures resulting in reduced food insecurity, decreased poverty levels and drastically lower need for emergency aid, even under hotter and drier climate conditions. These nonlinear synergies indicate that a holistic perspective is needed to support smallholder resilience in the Kenyan drylands.

The impacts of climate change on marine capture fisheries have been observed in several studies. It is likely to have a substantial effect on fishers’ income and food security. This study aims to estimate the impact of adaptation strategies on fishers’ income and their household’s food security. Data were collected from small-scale fishers’ households, which own a fishing boat smaller or equal to five gross tonnages (GT). The study sites were the two coastal regions of Malang and Probolinggo in East Java, Indonesia, due to the meager socioeconomic resources caused by climate change. A probit regression model was used to determine the factors influencing the fishers’ adaptation. Propensity score matching (PSM) was applied to evaluate the impact of the adaptation strategies on income and food security. Food security was measured by food consumption score (FCS). The findings indicated that participation in the fishers’ group affected adaptation strategies significantly, and so did the access to credit and climate information. Also, PSM showed that the adaptation strategies had a positive and significant impact on fishers’ income and food security. Those who applied the adaptation strategies had a higher income and FCS than those who did not. This finding implies that the fishery sector’s adaptation strategies can have significant expansion outcome and reduce exposure to risks posed by climate change. Therefore, the arrangement of more climate change adaptation strategies should be promoted by the government for small-scale fishers in Indonesia.

Abstract Background The impact of climate change on insect resistance genes is elusive. Hence, we investigated the responses of rice near-isogenic lines (NILs) that carry resistance genes against brown planthopper (BPH) under different environmental conditions. Results We tested these NILs under three environmental settings (the atmospheric temperature with corresponding carbon dioxide at the ambient, year 2050 and year 2100) based on the Intergovernmental Panel on Climate Change prediction. Comparing between different environments, two of nine NILs that carried a single BPH-resistant gene maintained their resistance under the environmental changes, whereas two of three NILs showed gene pyramiding with two maintained BPH resistance genes despite the environmental changes. In addition, two NILs (NIL-BPH17 and NIL-BPH20) were examined in their antibiosis and antixenosis effects under these environmental changes. BPH showed different responses to these two NILs, where the inhibitory effect of NIL-BPH17 on the BPH growth and development was unaffected, while NIL-BPH20 may have lost its resistance during the environmental changes. Conclusion Our results indicate that BPH resistance genes could be affected by climate change. NIL-BPH17 has a strong inhibitory effect on BPH feeding on phloem and would be unaffected by environmental changes, while NIL-BPH20 would lose its ability during the environmental changes.

Abstract There are concerns about the impact of climate change on Olympic Games, especially endurance events, such as marathons. In recent competitions, many marathon runners dropped out of their races due to extreme heat, and it is expected that more areas will be unable to host the Olympic Games due to climate change. Here, we show the feasibility of the Olympic marathon considering the variations in climate factors, socioeconomic conditions, and adaptation measures. The number of current possible host cities will decline by up to 24% worldwide by the late 21st century. Dozens of emerging cities, especially in Asia, will not be capable of hosting the marathon under the highest emission scenario. Moving the marathon from August to October and holding the games in multiple cities in the country are effective measures, and they should be considered if we are to maintain the regional diversity of the games.

China’s marine fisheries are undergoing large-scale environmental changes associated with climate change, marine pollution, and overfishing. The assessment of marine fisheries vulnerability has become extremely necessary for fisheries management and sustainable development. However, studies on China’s marine fisheries vulnerability remains sparse. This study aimed to provide an analysis of the inter-provincial level vulnerability of China’s marine fisheries under multiple disturbances. The vulnerability measure was composed of exposure, sensitivity, and adaptive capacity indicators specific to marine fisheries based on the Intergovernmental Panel on Climate Change (IPCC) definitions. Results showed that Liaoning, Hebei, Fujian, and Hainan provinces appeared to be the most vulnerable; Shanghai appeared to be less vulnerable among China’s 11 coastal provinces; and the key sources of vulnerability differed considerably among coastal regions. The high vulnerability regions could be divided into two different patterns according to the combination of exposure, sensitivity, and adaptive capacity, but they all had one thing in common: relatively low adaptive capacity. While some existing coercive measures to reduce dependence on fisheries were found to be helpful in China, the reality showed that appropriate adaptation measures such as improving fishermen’s education level and increasing vocational training may be helpful in enhancing the existing policy effectiveness.

India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci. Climate Change is not a stationary phenomenon; it moves from time to time, it represents a major threat to mountainous biodiversity and to ecosystem integrity. The present study is an attempt to identify the current knowledge gap and the effects of climate change on mountainous biodiversity, a special reference to the Gilgit-Baltistan is briefly reviewed. Measuring the impact of climate change on mountain biodiversity is quite challenging, because climate change interacts with every phenomenon of ecosystem. The scale of this change is so large and very adverse so strongly connected to ecosystem services, and all communities who use natural resources. This study aims to provide the evidences on the basis of previous literature, in particular context to mountain biodiversity of Gilgit-Baltistan (GB). Mountains of Gilgit-Baltistan have most fragile ecosystem and are more vulnerable to climate change. These mountains host variety of wild fauna and flora, with many endangered species of the world. There are still many gaps in our knowledge of literature we studied because very little research has been conducted in Gilgit-Baltistan about climate change particular to biodiversity. Recommendations are made for increased research efforts in future this including jointly monitoring programs, climate change models and ecological research. Understanding the impact of climate change particular to biodiversity of GB is very important for sustainable management of these natural resources. The Government organizations, NGOs and the research agencies must fill the knowledge gap, so that it will help them for policy making, which will be based on scientific findings and research based.

Abstract. This paper examines the effects of climate change and drought on agricultural outputs in Spanish rural areas. By now the effects of drought as a response to climate change or policy restrictions have been analyzed through response functions considering direct effects on crop productivity and incomes. These changes also affect incomes distribution in the region and therefore modify the social structure. Here we consider this complementary indirect effect on social distribution of incomes which is essential in the long term. We estimate crop production functions for a range of Mediterranean crops in Spain and we use a decomposition of inequalities measure to estimate the impact of climate change and drought on yield disparities. This social aspect is important for climate change policies since it can be determinant for the public acceptance of certain adaptation measures in a context of drought. We provide the empirical estimations for the marginal effects of the two considered impacts: farms' income average and social income distribution. In our estimates we consider crop productivity response to both bio-physical and socio-economic aspects to analyze long term implications on both competitiveness and social disparities. We find disparities in the adaptation priorities depending on the crop and the region analyzed.

The ongoing climate change requires a quantitative assessment of the impact of weather conditions on the nature and livelihoods of the population. However, to date, the concept of “climate risk” has not been finally defined, and the corresponding terminology is not universally recognized. One manifestation of climate change is an increase in climate variability and extremeness in many regions. At the same time, modern statistics indicate growing worldwide damage from dangerous weather and climate events. The most widely used in climate services is the concept of “Vulnerability index”, which reflects a combination (with or without weighing) of several indicators that indicate the potential damage that climate change can cause to a particular sector of the economy. development of adaptation measures to ensure sustainable development of territories. The main criterion for the vulnerability of the territory from the point of view of meteorological parameters is the extremeness of the basic values: daily air temperature, daily precipitation, maximum wind speed. To fully take into account the possible impacts of extreme climatic conditions on the region’s economy, it is necessary to detail the weather and climate risks taking into account the entire observation network, since significant differences in quantitative assessment are possible. The obtained average regional values of the climate vulnerability indices for the Belgorod Region of the Russian Federation provide 150 points for the winter period, 330 points for the summer season, which indicates the prevalence of extreme weather conditions in the warm season. Most of the territory has a relative influence on climatic phenomena, with the exception of the East and the Southeast Region. Moreover, the eastern part of the region is the most vulnerable in climatic terms.
