The article deals with Lithuanian efforts in the field of protected areas landscape cognition and contributing to the planning system optimization. The summarizing of the state of the problem is presented with special accent to the experience the Estonia, Slovenia and Catalonia as potentially most similar and perspective for Lithuania. The methodology and the algorithm of the morphological study of landscape structure morphological research of Lithuanian National and Regional Parks in 2018-2019 are presented. Distinct landscape units have been designated as landscape environs and landscape sites and have been designated the highest local levels of its cognition. Special attention is paid for territorial differentiation of the landscape morphological structure, main visual aspects of landscape perception, enhancing the awareness of national and regional parks landscape and contributing to the optimization of spatial planning processes.

Lithuania is not the only country where public contribution to urban planning and urban design processes is highly procedural and formalistic. Unidirectional and inflexible cooperation between participants of urban planning activities is common in various countries. Cross-purposes and conflict situations once boosted emergence of innovative and effective methods for decision making in urban planning processes in developed countries. Now it’s time to learn from these examples and creatively adopt them for purposes of long-term optimization of our national urban planning system. Paper describes some marginal activities in urban planning and design processes and disputes a growing impact of public participation in development of cities and urban regions.

Seaports in the United States usually are located in urban areas. They are major traffic generators on the landside. However, the landside access needs of ports often are overlooked by the transportation and land-use planning processes. A case study of three ports on the East Coast of the United States was performed: Savannah, Georgia; Wilmington, North Carolina; and Morehead City, North Carolina. Both highway and rail access issues were examined at regional and local levels. Several serious issues and problems are identified and discussed in the paper, including effects on local communities.

Reasons to travel and to visit concrete destinations in the Czech Republic are especially the nature and cultural/historical sightseeing. The presented paper specializes on the first reason and it studies the specific landscape features together with the primary tourism potentials. It focuses on the protected landscape area of Kokořínsko, which is divided into 6 landscape units according to their landscape character. In these landscape units, the authors study the primary tourism potential and the elements of natural, cultural-historical and aesthetical characterization of landscape. The relation between the tourism potential and the landscape features is measured by the Spearman´s coefficient. Moreover, the expert's evaluation of landscape characteristics is confronted with the the landscape perception of tourists which were questioned in the PLA Kokořínsko.

Planning takes place not only within governmental processes but also in a myriad of political activities affected by pressure groups and lobbies. The planning profession is itself part of this world of pressure politics as are other related professions. The range of pressure groups is surveyed, including the world of think tanks relevant to planning. It is argued that there is also a “dark side” of pressure politics which seeks to influence the planning system, like all public policy areas. Study of this murky and hardly regulated field of commercial lobbying firms is presented. The chapter then considers how far this problematic lobbying system may be impacting on planning at central and local levels. It is concluded that there is nothing like a pluralist level playing field in planning in England, with moneyed interests likely to have a strong influence on policy making and local decision making.

AbstractStrategic land use planning in Lothian Region is administered by Lothian Regional Council while the four District Councils and the New Town Development Corporation deal with local planning issues. Lothian Regional Council's Structure Plan interprets government guidelines setting out the strategic guidance for the development of the Region which is reflected in Local Plans.The paper describes the geological input into the land-use planning system at both strategic and local levels in relation to the stability of land and minerals required by the extractive industries.

Between 1969 and 1975 an extensive reform of planning processes was implemented in Denmark. The reform was aimed at several objectives: decentralization, increase of productivity and rationality, institutionalization of the planning processes, and improvement of life quality. This paper examines the patterns of the citizens' participation by means of a communication model, based on the cybernetics approach. Our examination will show that the reform has indeed institutionalized the formal participation channels, through which the planning can be influenced. However, as in the case of the West Zealand county, no actual influence of this participation process was recognized in the planning processes. The participation occurred mainly in the later stages of implementation and was a rather disfunctional factor, restraining and delaying the execution of the plan.

In response to the global energy crisis, the integrated energy system has become an important part of the energy revolution. Aiming at the economic operation of the Integrated Energy System (IES), this paper proposes a system optimization planning model that takes the economic and environmental optimization as the goal and establishes a coupled capacity planning system, and jointly optimizes the capacity configuration and configuration of a single energy supply module. Power output to pursue maximum benefit. In order to illustrate the advantages of this method, on the basis of simulation, a dynamic programming method is used to solve the model. Finally, the simulation results show the effectiveness of the planning optimization model proposed in this paper, and provide a new path for solving the optimization problem of integrated energy system planning.

This article investigates the relationships among severalfirm characteristics and some design parameters of strategic planning processes in 115 large U.S. corporations. The purpose is to increase our knowledge of the strategic planning process and to confirm several propositions developed in previous studies. The findings point out that firms tend to adopt a more flexible planning system as the level of environmental complexity increases. Other hypotheses relating the organization's size, structure, capital intensity, and market life cycle to strategic planning processes are tested, with mixed results.

In modern conditions of territorial development, rational processes of urbanization are especially important. Lessons of economic activity have shown that the solution of important problems of innovative economic and social development of territories is impossible without the organization of fundamentally new relations in the urban planning system, improvement of methods of territorial management, change of management style, psychology and thinking of territorial development, expansion and deepening democracy, increasing the responsibility of all parts of the management of territories. The basis for regulating the processes of general planning at the national and territorial levels is the regulatory and legal support of the urban planning system. According to the world experience, the main requirements for the regulatory support of general planning processes are the following: informativeness and availability of data for all categories of stakeholders in urban planning; development of the system of public control, monitoring of general planning processes, which provides increase of transparency of town-planning processes; ensuring the preservation of cultural, archaeological, architectural, historical heritage in the urban planning system; reduction of corruption in the urban planning system; ensuring the processes of deregulation of the urban planning system as a leading world experience in the organization of regulatory processes. The formation of settlement systems is a multifactorial process, so the modeling of such systems requires a detailed analysis of the functions they perform and their weight priorities for the population. These tasks should be implemented by introducing innovative solutions into the system of legislative support, which is the task of this article. Therefore, it is advisable to determine the prospects for the development of spatial planning systems in Ukraine in accordance with leading global trends and factors of external and internal influence.
