The purpose of this article is to check Russia’s strategic planning system and anti-crisis measures against the United Nations 2030 Agenda for Sustainable Development by monitoring the documents for policy objectives directly or indirectly corresponding to the targets of the sustainable development goals (SDG); comparing the indicators present in the Russian documents with those in the 2030 Agenda; assessing the impact of anti-crisis measures on the sustainable development outlook in the country; and tracing the changes present in the latest socio-economic development initiatives of the Russian government. The scope of the study in terms of the number of documents analyzed was determined in accordance with the provisions of Article 11 of the Federal Law No. 172-FZ On Strategic Planning in the Russian Federation, and includes a vast array of federal strategies, sectoral strategic planning documents, national and federal projects, state programmes, the 2020 Presidential Decree No. 474 On the National Development Goals of the Russian Federation for the Period Until 2030 and its auxiliary documents, as well as other ad hoc anti-crisis planning instruments, such as the 2020 Nationwide Action Plan. The results of the analysis make it possible to trace the paradigm shift in Russia’s decision-making toward incorporating more elements of the sustainability discourse characteristic of the 2030 Agenda and other multilateral arrangements, particularly in regard to climate change and environment, taking place in 2020–21.


The paper discusses the impact of the competition level on the sustainable development of a regional market in order to manage competitive and industrial policies. The authors proposed to calculate the impact of the competition level on the economic affordability of food products to the population according to the Herfindahl-Hirschman index. For this purpose, the paper determines the correlation coefficients between the Herfindahl-Hirschman index and indicators affecting the economic availability of milk for the population of the Russian Federation. According to the data for 2010-2016, the market of milk and dairy products of the region of the Russian Federation (by the example of the Republic of Tatarstan) was analyzed. On the basis of the approach proposed, a regression model was obtained depending on the level of competition on the share of population expenditures on milk and dairy products. The proposed tool can be applied in any territory, what determines its universality.

Однако, исследование сущности данной категории и определение ее места среди смежных понятий остается нерешенной проблемой. В статье приводится сравнительный анализ подходов российских ученых к оценке инвестиционной активности региона и рассматриваются принципы ее повышения на мезоуровне. The sustainable development of the socio-economic system of a constituent entity of the Russian Federation presupposes a high level of its investment activity. However, the study of the essence of this category and determination of its place among related concepts remains an unsolved problem. The article provides a comparative analysis of the approaches of Russian scientists to assessing the investment activity of the region and examines the principles of its increase at the meso-level.

OThe main directions for finding ways to improve the rating of the Russian Federation in international statistical comparisons in the field of telecommunications/ICT are presented, taking into account the need to harmonize various activities related to assessing the impact of telecommunications/ICTs on achieving the sustainable development goals, as well as the advent of the new International Telecommunication Union Index instead of the ICT Development Index (IDI).

The article presents the results of a research aimed at studying the spatial polarized development of regionally oriented production systems. An overview description of the prevailing preferential regimes aimed at the formation of poles of growth and sustainable development of the regional economy is given. The main elements of the organizational and economic mechanism for the formation of innovative scientific and technological centers (ISTC), which represent a new form of such preferential regimes, are revealed. The following issues are studied: procedural aspects of ISTC creation; conditions of tax and customs preferences for ISTC members; topical issues of choosing areas of scientific and technological activities of ISTC in relation to the conditions of an industrially developed region and taking into account the conditions of the state scientific and technical policy of the Russian Federation. Also, a brief overview of the established practice of creating ISTC in the Russian Federation is presented. The results of the study make it possible to systematize the composition of management tasks associated with the development of regional initiatives on the creation of this preferential regime. So that the introduction of ISTC and the corresponding state allocations lead to effective socio-economic effects and serve the goals of sustainable development of the region's economy. The materials of the article can be useful in solving practical issues of innovation policy in regional management, as well as in scientific and practical research on the problems of effective organization and sustainable development of regionally oriented production systems.

After analyzing the documents of the strategic planning of the Russian Federation, the state policy of the Russian Federation in the Arctic until 2035, the author makes an attempt to consider current legal problems in the field of environmental management and environmental protection in the region, ensuring the sustainable development of the Arctic zone of the Russian Federation. The article highlights the main threats and risks of ensuring the environmental safety, including when applying innovative, genomic technologies in the field of agriculture. In conclusion, a summary is made about the need to amend the legislation of the Russian Federation in terms of ensuring the environmental safety and sustainable development of the Arctic zone of the Russian Federation

The article covers the activities of the Commissioner for Human Rights in the Russian Federation in the field of political rights. The current dynamic of the institution of political rights is emphasized not only by increasing the powers to exercise constitutionally enshrined political rights and by numerically increasing of the group studied, but also by broadening their objectives, for example, maintaining trust in authority. The author concludes that the prevention of risks in the field of political rights through legal education in the field of human rights, raising the level of legal awareness of citizens today is a relevant and necessary activity of the Commissioners for Human Rights in Russia. Ultimately, their educational activities — at first glance, indirect in terms of political rights, should be aimed at restoring confidence in public authority. Trust is the base for the sustainable development of the Russia and civil society, which is the basis for an active living position, manifested primarily in the field of political rights. On the base of the analysis of sectoral legislation, was formulated proposals for its reform and directions of activities within the stated topic.
