Caracterización del proceso histórico de balnearización del frente litoral de Puerto Madryn (Chubut) desde sus inicios hasta la actualidad

The objective of this paper was to analyze the occupation of the coastline of Puerto Madryn, province of Chubut, from its foundation to the present day. It describes the process of seaside resort development and identifies the different models of facilities built on the beach. For this purpose, a bibliographic and photographic review and a documentary search were carried out and events, actions and social processes that have modified the coastline from 1865 were recorded. The geo-historical approach complemented by Dagwood's "sandwich" methodology was applied. The compilation of facts and specific actions for the occupation of the studied waterfront allowed the identification of a continuous process of coastal transformation. Six temporal sections were distinguished; they illustrate relevant changes in the processes of anthropic intervention on this space: 1865-1914, 1915-1929; 1930-1959; 1960-1979; 1980-1999, 2000-present. It is concluded that the occupation of the coastline and the consequent territorial transformation has been taking place with greater intensity for over two decades through a sustained process of coastal seaside resort development and its associated impacts. The seaside resort models described in this study lay the foundations for the proposal of actions for the sustainable occupation of the dune-beach system in Puerto Madryn's waterfront.

Resumen:El pragmatismo y la sociología son, por decirlo así, primos hermanos ya que fueron engendrados en la segunda mitad del siglo XIX por la modernidad y la imperiosa necesidad de contrastar procesos sociales y económicos mediante una postura científica, crítica y participativa. Sin embargo este lazo de parentesco no significa que en la actualidad se haya dado una relación real a través de la constitución por ejemplo de un programa sociológico de corte pragmatista. La tradición pragmatista no es sino una fuente entre muchas otras para el pensamiento de autores tan diversos como son Jürgen Habermas y David Bloor. Lo único que encontramos cuando se revisan las fuentes son contados casos de acercamiento teórico entre ambas miradas y formas de acción, esto es, mediante textos de Emilio Durkheim (1913-1914), Charles W. Mills (1968) y hoy día con Hans Joas (1998 y 2002). En este artículo se pretende discutir sobre los posibles aportes del pensamiento pragmatista para la reflexión sociológica, los cuales giran en torno a buscar soluciones a problemas metodológicos-teóricos. En este sentido la concepción “práctica” de la realidad social como un proceso continuo y situado en un espacio “plástico” o, conforme a G.H. Mead y John Dewey, el re-planteamiento del concepto de acción social como “acción creadora culturalmente situada” pueden ser de gran interés para ampliar las perspectivas de la reflexión sociológica.Palabras clave: Sociología, Pragmatismo, Acción Creadora, Creencia y Continuidades.AbstractPragmatism and sociology are sort of first-cousins as both emerged from modernity in the second half of the nineteenth century, upon the need to contrast social processes with economic ones from a scientific, critical and participative approach. However, this does not mean there is currently a real link between the two of them given by, for instance, the development of a sociological programme based on pragmatism. The pragmatic tradition is only one of the many other sources for various thinkers like Jürgen Habermas and David Bloor. The only theoretical link and ways of action connecting these two disciplines are given in cases such as Emilio Durkheim (1913-1914), Charles W. Mills (1968) and nowadays Hans Joas (1998 and 2002).  This article aims at discussing about the potential contributions of the pragmatic thought to the sociological one in order to find answers to methodological and theoretical problems. In this sense, the "practical" conception of the social reality as a continuous process placed in a "plastic" space, as stated by G.H Mead and John Dewey, reshaping the social action concept as a "creative action culturally placed" may be of help to expand sociological perspectives.Key words: sociology; pragmatism; creative action; belief and continuities

Abstract. In recent years, flooding has become one of the main natural disasters which poses the greatest risk, impact and bearing on the coastal areas of southeast peninsular Spain. Traditionally, the analysis of torrential precipitation events that cause floods has been predominant in the assessment of the factors that lead to this type of catastrophe. At present, despite considering this meteorological phenomenon as the trigger of river overflows, responsibility corresponding to the human factor in the perpetration of the risk of a natural disaster should not be forgotten. This study will ascertain the influence of urban and real estate development in increasing exposure to floods. In this sense, the pluviometric observations obtained in different precipitation events have been counted, mapped and analysed. Likewise, the evolution and development of the real estate portfolio is examined. The information obtained has been crossed with the digital cartography of flooded areas (National System of Flood Zones Cartography, SNCZI in spanish acronym). The main finding of the study shows that there seems to be unquestionable evidence to attribute a good part of the existing risk to the territorial transformation and to the continuous process of artificialization of the soil recently carried out.

Abstract The goal is to analyze the tendencies of the formation of recreational landscape of the Palanga resort and, after reviewing the planning experiences of other south-eastern Baltic resorts, present measures for landscape optimization. To achieve this, an analysis of changes of the seaside recreational landscape after 1990, the current state of resorts, scientific literature, and seaside resort planning was conducted. After assessing the changes in the recreational landscape, it has been noticed that for a quarter of the last century, planning of seaside resorts was aimed at attracting and accommodating an increasing number of holidaymakers, which caused an ever increasing need to intensify the construction in the territories, increasing the scale of buildings, and urbanizing natural territories without taking into consideration the existing natural and cultural environment. Natural, anthropogenic and social factors are affecting the recreational landscape of seaside resorts, which are important in the context of resort development and regional development. The article presents the means of Palanga resort optimization based on these factors.

Ethical dilemmas encountered by psychologists have previously been studied in surveys and as formal ethical complaints. No previous publications have been found in which data from an ethics counseling telephone service for psychologists has been analyzed. The present study examines ethical dilemmas, as presented by members of the Norwegian Psychological Association calling the Ethics Telephone Counseling Service (ETCS) from 2001 through 2003. Psychologists seek counseling for a range of ethical dilemmas. Ethical dilemmas concerning confidentiality are those most commonly presented. Dilemmas concerning integrity are also fairly common, whereas dilemmas concerning competence are rarely presented. The study shows virtually no difference in frequency and nature of consultation based on how long a psychologist has been licensed. This study also shows only minor gender differences in the use of the ETCS. Possible implications for ethics education as a continuous process are discussed.

The article describes experience of creating and implementing information-managing educational environment at university. The model of creating information-managing educational environment of university with elements of artificial intelligence and indicative management is described. This environment contributes to improve quality of training and management of educational processes and resources. The stages of creating and implementing information-managing educational environment are considered systemically, as continuous process focused on a consumer. The inhibitory and facilitating conditions for introduction of the model at university are described. To provide subject-oriented approach to the use of information resources of environment, recommended clusters of information subsystems for each category of users are described.Practically implemented scientific and methodological recommendations for subjects of educational process to overcome resistance to innovations introduced in educational organizations are proposed.Features of adaptation of the developed information-managing educational environment for schools are presented.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.
