The works, performed for the last three years at the request of various ministries and departments for decision-making on transition of the Russian Federation to green economy, are considered and critically analysed in the article. The purpose is to formulate the main approaches to the measurement of green economy, the concept of transition, measures for realization, etc. The results, received by the authors of this research, were used within the preparation of the meeting of the State Council, held on December, 27, 2016, and they can become the basis for the development of the scientifically proved Concept of transition of the Russian Federation to green economy and for the preparation of “Methodological recommendations on the inclusion of an ecological component in investment projects of regions in Russia”. The research was carried out on the basis of the Russian practice. However the research materials can be used both by domestic and foreign experts, who are engaged in studying green economy, green growth, green technologies, sustainable development, greening of economy, and for the heads, who are responsible for the economy development.

The Russian Federation has a huge potential for the development of agricultural production. Sustainable agricultural development is the basis for ensuring the country's food security. The 2030 Rural Territories Sustainable Development Strategy of the Russian Federation emphasizes the necessity to develop environmentally determined agriculture strengtheninig the sustainability of ecosystems and sustaining life and activities of rural dwellers. The subject of the article is the importance of bioenergy as one of the promising areas of generating electricity from renewable sources for the sustainable development of agriculture, as well as its role in reducing the negative impact on the environment of agricultural production. Bioenergy as one of the high-tech components of the green economy allows us to ensure the return of organic agricultural waste to the production cycle. Thus, the development of bioenergy can make a significant contribution to solving the problem of agricultural waste disposal and at the same time provide rural regions with heat and energy, which is especially important for remote regions of the country with poorly developed infrastructure. At the same time, the need to attract initial investment is one of the main problems that prevent the widespread introduction of bioenergy facilities in our country. In the last decade, a number of positive developments have taken place in the field of legal regulation of renewable energy in the Russian Federation. Only through the development of legal regulation, taking into account the current Russian and foreign experience, can we create a truly effective renewable energy industry in the country – bioenergy, which will simultaneously solve the problems of environmental protection in agriculture.

This article examines the issues and problems of ecology and climate change that concern an increasing number of people. In Russia, in particular, the attention of Russian companies and the government to the problem is increasing. Green finance is a tool that allows for a carbon transition to a green economy, providing extra-budgetary sources of funding for projects that provide this transition. To facilitate the transition of business to the principles of sustainable development, the Ministry of Industry and Trade of the Russian Federation has supplemented the compensation program for green bonds with green loans, and banks are developing new mechanisms to provide companies with a clear tool for cofinancing environmental projects.

The article is devoted to the approaches to achieve sustainable development of the Arctic territories. Measuring sustainability is one of the important aspects in the formation of state and corporate policies. Sustainable development of the region requires to solve three issues: 1) to improve the quality of life of the population; 2) to reduce social inequality; 3) to reduce the anthropogenic pressure on ecosystems. The article analyzes two author’s methods: compiling a sustainable development rating of the Russian Federation’s regions, fully or partially included in the Arctic zone of the Russian Federation, and companies operating in the Arctic zone of the Russian Federation (Polar Index); development of a sustainable development rating for the regions and companies of the Barents Euro-Arctic Region (Barents-Polar Index). These studies will be useful to representatives of companies and the leadership of the Russian regions to move towards sustainable development based on the “green” economy.

The paper considers the concept of sustainable development that has been shaped under the influence of the planetary ecological crisis associated with the increasing anthropogenic impact on the environment and awareness of progressive mankind of the need for developing a new, non-anthropocentric, approach to environmental management and nature in general. The authors perform a historical review of the origin and development of the concept of sustainable development as it appears in the international regulatory documents that reverberate the decisions on changing the course of the entire world community from technogenic to sustainable development. The study highlights the contribution of proposals to the legislation of the Russian Federation to take joint actions in order to promote the “green economy” with the Constitution of the Russian Federation dwelling upon the environmental articles, e.g. the major legislation of the environmental law On Environmental Protection adopted recently, and a number of codes to ensure nature management scoping the regulations for environmental and legal responsibility. According to the Russian experts, the transition to sustainable development in each country and in the same country throughout history may have different priorities, which is reflected in the legislation. In particular, the Government has approved the Strategy for Sustainable Development of Rural Areas of the Russian Federation for the period up to 2030. Currently, the legislation dwells upon the prevailing anthropocentric trends, but when the idea of sustainable development reaches the critical mass, a transition from the consumer worldview to a respectful and friendly attitude of humans to nature where they belong seems hopeful.

The new phenomena of the world infrastructure practice are analyzed in the context of the paradigm of sustainable development. Special attention is paid to the conceptual and doctrinal design of new approaches to infrastructure development – the concepts of sustainable and high-quality infrastructure, responsible in-vestment. The efforts of the Russian Federation in this area are considered through the prism of the main trends in global infrastructure development. Conclusions are drawn about the key barriers that hinder the full-fledged development of the infrastructure complex, suggestions and recommendations are made on improv-ing approaches to the infrastructure development of Russia to achieve sustainable development.
