The new phenomena of the world infrastructure practice are analyzed in the context of the paradigm of sustainable development. Special attention is paid to the conceptual and doctrinal design of new approaches to infrastructure development – the concepts of sustainable and high-quality infrastructure, responsible in-vestment. The efforts of the Russian Federation in this area are considered through the prism of the main trends in global infrastructure development. Conclusions are drawn about the key barriers that hinder the full-fledged development of the infrastructure complex, suggestions and recommendations are made on improv-ing approaches to the infrastructure development of Russia to achieve sustainable development.

Global problems and trends in the development of world fisheries and aquaculture are considered. The reasons and factors of the extensive development of the world industrial fisheries and the sustainable development of the production of world aquaculture products are shown. The contribution of fisheries and aquaculture to the GDP of the national economy of the countries is noted. Russia needs to actively develop industrial mariculture, based on the existing significant scientific and practical groundwork and the formation of regional clusters.

Th e article discusses practical aspects of sustainable development necessary for the introduction of public-private partnership in the work of the Institute in the Russian Federation. Th e author analyses the requirements of the fi nancier for a private partner in terms of sustainable develop-ment mechanisms in diff erent countries of the world. Th e requirements that currently exist in the methodology for calculating the economic effi ciency of public-private partnership projects in the Russian Federation are also analyzed. Th e article describes not only diff erences in effi ciency assessment mechanisms, but also proposes an author’s method of integrating the principles of sustainable development into fi nancial mechanisms for implementing public-private partnershipprojects. Th e author proposes to change the methodology for assessing the risks of public-private partnership projects, introduce into the Russian methodology for assessing the eff ectiveness of projects requirements not only on the need to substantiate the applied calculation mechanisms, but also on the development by a private partner of strategies for the sustainable development of the project, as well as a strategy for the sustainable development of the project region. Th e changes will qualitatively supplement the fi nancial settlement mechanisms that aff ect the implementation of all public-private partnership projects in the Russian Federation, including minimizing thefi nancial risks of the state partner.

The methods of increasing the level of competitiveness of the Russian Federation in the world through sustainable development of human capital have been studied. The analysis of the most considerable indicators in the social and economic development of Russia and other leading economies in order to understand the current place and role of the Russian economy in the world society has been presented. Based on the analysis a number of reasons influencing on the further development of the Russian economy, taking into account the more active use of human capital in the global structure of the economy, has been revealed. The result of the study was to identify the weakest issues of the Russian economic structure including the fundamental difficulties in the development of human capital. At the end of the article, the main recommendations for fixing the identified problems have been given.

Aim: to determine the relationship between the adoption of a sustainable development policy and the effectiveness of the implementation of infrastructure development projects of the JSC Russian Railways. We prove that the functioning of the Holding within the framework of the established principles of sustainable development Environmental, Social, and Corporate Governance (ESG) contributes to the improvement of its operational activities. Methods: The research methodology is based on the analysis of international approaches and assessment criteria for ESG factors using analytical procedures for identifying cause-effect relationships of the strategy for the development of railway transport in the Russian Federation within the framework of ESG. The work was carried out with a focus on the current state of the railway industry in the Russian Federation in the context of sustainable development goals and is based on the analysis of reports from international organizations and data from the JSC Russian Railways, indicated in the Concept of financing sustainable development projects. Results: The evaluation of the strategic priorities of JSC Russian Railways in the strategy of sustainable development with the justification and criteria of development trends. The format of compliance of the strategy for the development of railway transport in Russia with the goals of sustainable growth was established with a comparison of national projects, government programs and strategic goals for the development of the transport complex of the Russian Federation. Conclusion: The analysis confirms the possibility of using the main results of the study when making decisions on sustainable development of infrastructure sectors of the economy and, in particular, transport to attract green investments in projects for the development of backbone infrastructure with priority settings for energy efficiency, environmental friendliness and safety of the railway transport system.

One of the main UN Summit 2015 outcomes is the adoption of global Sustainable Development Goals (SDGs) built on achievements of the Millennium Development Goals (MDGs) to guide the path of sustainable development in the world after 2015. World leaders gathered at the United Nations to take responsibility for the implementation of 17 Sustainable Development Goals – a truly universal and transformative global development agenda. The article analyzes main common features and distinctions of SDGs and MDGs. It addresses priorities for the 2030 Agenda on Sustainable Development and primary SDG targets. The SDGs are intended to go beyond the MDGs and apply in general terms to all countries, including developed states, emerging economies and developing countries. At the same time, examining the main achievements of MDGs on national and international levels, the authors stress their importance. SDGs provide a framework for every country to create focused and effective implementation strategies and plans within its own domestic context. The article demonstrates the importance for Russian Federation under its UN obligations to elaborate two documents: Sustainable Development Strategy of the Russian Federation and the 2030 SDGs adapted to national priorities. The authors develop main principles of SDGs adaptation to national priorities, conditionally dividing them into two groups: "internal" (combating poverty, education, health, sustainable production and consumption) – Russia has to realize them drawing on its own potential, and "external" (combating climate change, enhancing a global partnership for sustainable development) – Russia can play an important role in the world coordinating with other countries. The article, while demonstrating the importance of climate change issues for Russia after weather and climatic anomalies caused huge social, economic and ecological damages, discusses possible economic tools, such as carbon taxes, introducing the price of carbon, Stock Exchange for carbon trading. The article investigates two large components of global partnership support in international policy of the Russian Federation: financing the assistance to the international development, and forgiveness of considerable debts to developing countries. It is almost impossible to propose new ones, but previous practices are becoming new in signifcance. In the specifc economic and political conditions of 2021, several initiatives were announced and serious decisions were made regarding territorial administration in the Russian Federation. The Sustainable Development Goals (SDGs) are increasingly being integrated into the policies of modern states, and the Russian Federation is no exception. The World Natural Heritage site Lake Baikal is of special attention to the world community. The study is based on the need to achieve 17 SDGs both in the Russian Federation and in the Baikal region. For the Baikal natural territory, priority areas were identified for achieving sustainable development goals in the economic, environmental and social spheres. Then the analysis of the current situation in areas that need to be improved to achieve sustainable development was made. The most difficult moment in the implementation of sustainable development goals on Lake Baikal is to achieve a balance between socio-economic development and the goals of protecting the Baikal ecosystem.

Background: Nowadays, the transport industry faces unconventional challenges such as the need to modify the transport service and reduce dependence on resource leverage. At the same time, it is necessary to take into account the decline in business activity associated with the pandemic crisis and, as a result, the drop in demand and prices for hydrocarbon fuel in the medium term until the end of the crisis. Also, the implementation of a forward-looking transport policy has a close relationship with the economic category of time, since the value of time, converted into speed, shifts the emphasis of value from the initial price of the purchased transport service to the total cost of owning it. The railway transport system of the Russian Federation, as one of the leaders of the world transport system, has every opportunity to actively participate in global restructuring in response to the global climate and environmental crises. Aim: Determination of the relationship between the adoption of a sustainable development policy and the effectiveness of the implementation of projects for the development of backbone infrastructure in Russia. We confirm that the activities of transport companies within the framework of the established sustainable development goals (hereinafter referred to as ESG Environmental, Social, and Corporate Governance) contributes to the improvement of their operational activity. Methods: The research methodology is based on the analysis of international approaches and assessment criteria for ESG factors using analytical procedures to identify cause-and-effect relationships of the strategy for the development of railway transport in the Russian Federation within the framework of ESG. The information base of the study is based on an analysis of reports from international organizations and data from JSC Russian Railways in terms of funding, expected prospects and effects. Results: as a result of the study, the conditions for the transformation of the sustainable development of railway transport systems in the world and in the Russian Federation were determined against the background of changes in the geography and structure of commodity markets, favorable prospects were established from the direct participation of business in the implementation and implementation of the goals and objectives of sustainable development. Conclusion: on the basis of the study, an assessment was made of the benchmarks of JSC Russian Railways in the sustainable development strategy. In order to implement environmental infrastructure projects, the parameters of the compliance of the strategy for the development of railway transport in Russia with the goals of sustainable growth have been established.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.
