Globally, higher education institutions (HEIs) adopt different strategies to curb plagiarism, which undermines the integrity of educational qualifications issued by these institutions. One of the key strategies adopted by HEIs is the development of anti-plagiarism policies. Emerging research from literature do indicate that effective strategies are educational and developmental intended to equip students with skills of acknowledging materials from other sources. Further, research indicates that anti-plagiarism policies reinforce negative attitudes towards plagiarism, hence adopting punitive strategies against the would-be perpetrators. The study reviewed the National University of Lesotho (NUL) anti-plagiarism policy, to determine the type of messages and discourses the policy communicates to its users. The study used document analysis, using the NUL anti-plagiarism policy as the unit of analysis. Content and discourse analysis were applied as research techniques. The study revealed that the policy communicated punitive and moral discourses. These discourses undermine the developmental aspects of academic writing. The study recommends the review of the policy to include educational and developmental discourses that would encourage that students’ academic writing is developed. Further, the University should review its policy not only to address students but members of staff.

The author investigates and analyzes the state Chernivtsi National University during the Romanian period in Bukovina’s history. During that period in the field of education was held a radical change in the direction of intensive Romanization. In period of rigid occupation regime in the province, the government of Romania laid its hopes on the University. The Chernivtsi National University had become a hotbed of Romanization ideas, to ongoing training for church and state apparatus, to educate students in the spirit of devotion Romania. The article looks at the problem of the development of Vasyl Stefanyk Precarpathian National University and the Europeanization of its education policy. The ways to improve the efficiency of research, through participation in international grant projects in particular, are in the focus of this paper.  The fact that the papers by the University’s scientists are published in various SCOPUS indexed journals is evidence of the high quality and impact of their research outputs. It is an important factor in improving the University’s academic performance; it has allowed Precarpathian National University to rise to the level of the leading higher education institutions of Ukraine. The University has significantly increased its participation in various joint Ukrainian–European research projects; distinguished European scientists are invited to make presentations at the international conferences and symposiums held by the University. An ambitious project of reconstructing the astronomy observatory on Pip Ivan, a peak in the Carpathians, is being carried out in cooperation with the University of Warsaw. The Precarpathian National University has successfully implemented the double degree programme; now its students can receive the degree from Precarpathian National University and a European university. There has been developed a comprehensive programme of further Europeanization of the University’s policies

Transgender people suffer from others’ negative attitudes in many situations. The university context is one environment where further progress has to be made to ensure the inclusion of transgender people. In this study, a sample of 376 undergraduate students was collected and their attitudes towards transgender people were analyzed. A comparison was made between number of years in university, and a sample from the general public. In addition, comparisons were made by gender, since the literature shows more negative attitudes toward transgender people in men than in women. The results show relatively positive attitudes toward transgender people among higher education students, but they have little knowledge of transgender identity. In turn, researchers found significant differences between different years in the university and between genders. These results support the need to expand knowledge about transgender people in the university environment.

This article presents a critical analysis of key elements within the conference question as the basis for proposals for an inclusive and systematic approach to the development of mainstream disciplinary higher education curricula designed to meet the needs of students and societies in a multicultural globalizing world. The critical analysis considers key objectives, understandings and limitations of GII ‘competencies’, how we conceptualize ‘students’ within a globalizing higher education, how ‘effective’ strategies might be framed, and how internationalization abroad and at home might be re-envisioned in the era of the post-national university. The article illustrates how this critical analysis points to the need to embed internationalization efforts, and their success indicators, within the mainstream curriculum across the disciplines.

Reflection on the nature of the university and its role in contemporary society occupies an important place in the work of the philosopher Alasdair MacIntyre. His academic career and his view of the incommensurable nature of moral discourses combine to suggest an original and provocative proposal for a new model of higher education. This model is characterized by a unity based on a philosophical and theological formality capable of dispelling the dangers of fragmentation and utilitarian specialization. In MacIntyre’s proposal, the university becomes the most important vehicle for organizing knowledge and, consequently, for ordering social life.

Taking a part in foreign language learning in Indonesia has been an effort for the Indonesian people to be able to absorb and keep up with the development of science and meet the demand of global challenge. This study aims to investigate the implementation of foreign language learning policy at one of the state Islamic higher education as well as the challenges it encounters. The method used is descriptive qualitative by using instruments of observation, interviews, and document analysis. The results of this study show that the university implements language learning through the SKS program in regular classes, through courses in the language center, learning in the fields of Ma’had Lughawy and Ma'had Aly (Campus dormitory). Meanwhile, the problems faced in the implementation process are related to human resources, facilities, and learning methods used.

Fiji, an island nation located in the South Pacific has three major higher education institutions namely, “The Fiji National University, The University of the South Pacific which is also ‘the oldest university’ in the country and The University of Fiji”. This paper reviews key emerging issues that are being encountered in higher education (HE) in Fiji. The key issues’ faced by these universities, is showing a similar trend in higher education internationally which this paper examines. Plagiarism continues to be a global phenomenon which the literature objectively highlights along with problems arising due to heavy workload and negligence of not incorporating inclusive education. The paper explores possible solutions to these issues drawing evidence from the available literature. Further research on individual universities would provide greater data for analysis as well as broader solutions to the issues.

In the higher education environment, lecturers play an extremely important role in higher education of universities. Assessing the higher education quality based on many standards such as the training program, the facilities, the teaching staff, the supporting staff to the learners, the measures of quality improvement, ... In which, improving the qualified lecturers who meet the training needs and implementing the strategic goals of each university is as one of the requirements important. Assessing lecturers' competences is considered one of the mandatory requirements for measuring the quality of university education. The assessment of lecturers' competences is based on a variety of criteria, in which the competences of teaching, scientific research and community service are considered the core competences of the lecturer. The paper presents the necessity of proposing criteria for assessing lecturers' competences. Besides, the paper also analyzes some of the basic criteria for assessing lecturers' competences. Then, some solutions are proposed to apply these criteria in assessing the competences of lecturers at the University of Social Sciences and Humanities, Vietnam National University-Hochiminh.

The research work is devoted to the survey of the power economy of Lviv Polytechnic National University to assess energy security, to improve the strategy of energy use, and to develop measures for improving the energy security of the university. The first chapter provides a brief description of the proposed method of studying the energy security of the university. It is based on the method of determining 46 indicators according to which five criteria of energy security are formed: Energy efficiency, Energy independence, Energy security, Reliability of heat supply, Economic stability. In the eighth chapter, according to the mentioned indicators the estimates of criteria are calculated and the analysis of their levels is carried out. Based on this analysis, the principles of improving the energy security of the university are proposed.

“The National University? Of course, I use it for political purposes—pay a student to stay in school to fight the communists. Yes, he's 35 years old, been there quite a while. The name of the Rector? I don't know.”“No, I've never given any money to the university—I've never been asked. Library? I don't know whether they have one or not. Don't the students listen to the lectures?”These comments illustrate the widespread feelings of public indifference and hostility toward higher education in Central America today. They also underscore the need for better information about higher education and the need to reduce the gap between the universities and the societies in which they operate.The universities of Central America have long been tottery towers built on inadequate structures of national public education. Their marginal utility as centers of learning and intellectual leadership is evidenced in many ways: in low levels of financial support; rundown physical facilities; weak administrations and consequent weaknesses in the standards of teaching, research and student academic performance.
