The escalation of the global events that followed the death of George Floyd in USA Minneapolis, Minnesota on May 25th of 2020, and what followed from demonstrations in all over the world; despite the presence of a global pandemic, shows the importance and the complications of an event that started with police miss-behaviour. ‘I can’t breathe’ a slogan carried by Floyd and many others earlier, carries within it, lots of meaning, however, one of the most important of meanings is the police brutality and the way they behave in certain times. This paper reviews the modern policing and specifically the values expected to be embedded in the police culture and the way they behave even in challenging times. The literature review goes into exploiting the importance of police and community engagement through problem-solving programs and the accumulative collective impact on ‘empathetic policing’ that lead to ‘social dialogue’. The case study in this paper focuses on the ‘police inspiration labs’ and how it gave a chance for more police with community engagement towards solving essential society problems. Besides, the paper shows the difference between (systems-driven vs behaviours-driven) police development programs. The paper carries important implication for developing further the role of the police in the ‘quality of life’ and support the government to transform the budget of policing into grey areas, i.e. area where the police are encouraged to execute more efforts towards preventing and developing instead of correcting and reacting towards community incidences and challenges.

Deliberative processes should enable public officials to stay connected to the changing needs and interests of the communities for whom and with whom they work. Theoretically, these practices should enable public officials to help citizens negotiate with each other, and with the government, problem-solving in a way that produces timely solutions to the kinds of wicked problems that are critical to governing in the globalized context where media sensationalizes divisions that create the Us as different from Them. Theoretically, these practices should enable public officials to foster a quality of relationships within a community that supports the community to learn about itself, to become a reflecting community (Laws, 2010). However, it is all too often the case that these practices enact the form of engagement only, without significantly altering the nature of relationships or the (his)stories that are the comet tail of wicked problems. This paper offers a narrative lens on deliberation, describing a practice called braiding, which would allow public officials to weave together the storylines and the identities that anchor them, creating the conditions for public deliberation that could actually transform the publics conflicts.

The study examined the instructional contribution of a community and government school administrator in Pakistan. While using qualitative tools to generate data, the research exclusively examined the administrators’ engagements in such instructional processes as conducting class visits, arranging inschool professional development programs, and contributing to curriculum enrichment. The study noted that as compared to government administrator, the community administrator seemed more active in the instructional processes of his school. The detachment of the government administrator from classroom practices had many implications that also influenced the quality of education in the government school. On the basis of the findings of this study, I maintain that the efficiency of school administrators is contingent upon multiple elements, such as provisions of job related training, introduction of an effective accountability tool, support of instruction oriented educational officials, and contribution of community/parents The study suggested Pakistan should address the above-mentioned elements when defining the instruction-oriented role of school administrators in the country.

This study aims to examine development communication in community participation in village development planning. Community participation is very important because it can guarantee the effectiveness of development programs. There are a number of obstacles to community participation in development planning. Some identified barriers are the absence of legal support (Rumensten, 2012), lack of public awareness, low quality of human resources, length of stay and hours employment type (Wijaksono, 2013), lack of socialization from the government (Sagita, 2016), poverty and limited access provided by the government (Ompusunggu, 2017), and interest of bureaucracy in planning (Mbeche, 2017). These studies, indeed, have not considered yet cultural factor leading to disinvolvement. This qualitative case study extends previous studies by revealing the culture of mamfatin ukunrai discouraging community participation in development planning in Naran Village (pseudonym), Raimanuk Subdistrict, Belu Regency. Mamfatin ukunrai is a custom considering development planning is government's duties and responsibilities. Villagers are merely the executor of development programs. This custom is a legacy of royal government system and dominates the mindset of villagers. The tradition of highly appreciating the government unwittingly creates an invisible distance between government and society. It has discouraged villagers’ participation.

Abstract This study examines the relationship between high-speed railways (HSRs) and environmental pollution by focusing on the mediating role of environmental regulations and the moderating role of officials’ political promotion incentives. Based on a sample of 113 prefecture-level cities, with balanced panel data in China from 2009 to 2017, using the difference-in-differences (DID) model, the results show that HSRs can reduce environmental pollution via the mediating effect of environmental regulations. Additionally, high officials’ political promotion incentives can strengthen this mediating effect. A propensity score matching with difference-in-differences (PSM-DID) model is used to solve endogenous problems, and a placebo test and a parallel trend test indicate that these results are robust. This study encourages the government to rationally promote the construction of high-speed railways and expand the social advantages of high-speed railways to improve environmental regulations and reduce environmental pollution.
