The difference between the production and productivity of smallholders with private estates describe that the extension is still not carry out the role of extension in accordance with Act No 16 of 2006 or that known as SP3K. This will certainly have an impact on performance and memandirikan educator in empowering farmers. Performance can be seen how the extension educator preparation, implementation and evaluation and reporting on the role of counseling was run. The limited number of extension workers to meet one on one village extension will result in the workload becomes larger extension. This study aims to analyze: (1) The performance of agricultural extension; (2) The level of farmer empowerment, and (3) Independence of farmers in the cultivation of rubber and oil palm. Research methods using ex post facto, (analyze and assess the factual events that occurred on the field), with a sample of 240 farmers (120 smallholders and 120 rubber farmers from four districts in Riau province. Analysis using the Scale Likert’s Summated Rating (SLR). The results of the study illustrate that the extension has been conducting outreach with good especially in preparatory education. Activities undertaken have made quite helpless farmers, but farmers still unable to act independently plantations in doing farming oil palm and rubber. Based on our research, it is suggested extension workers to improve their performance in the extension program, for farmers to improve the quality of human resources and productive economic business for rubber and oil palm commodities, and the government should make efforts to improve the farmers’ marketing institutions to reduce the dependence of farmers on toke.

The purpose of this study are: (1) identify the influence of competence that can improve the performance of agricultural extension in the development of maize farming, (2) examine the influence of competence and performance of agricultural extension on the behavior of corn farmers, and (3) analysis the impact of extension performance agriculture corn farmers on changing behaviors. Research conducted in Gorontalo Province in Maret until Juni 2018. The study was "ex post facto," The smallest unit of observation is the agricultural extension numbering 118 persons. Data collected through interviews using a questionnaire. Data were analyzed using LISREL 8.30 SEM program. Results showed the influence of competence on the performance of agricultural extension is influenced by the dimensions of Capacity building and needs affiliated. Variable motivation of extension agents indirect influence on corn farmers' behavior changes, while the performance of agricultural extension through the dimensions of quality of appreciation of cultural diversity and quality of management information direct impact on farmer behavior with the influence coefficient of 0.83 unit. Impact of agricultural extension agent performance impact on changing behaviors through a dimension of competence corn farmers and farmers with farmer participation coefficient of determination (R2) equal to 69 percent.

As an institution of supervision Inspectorate have a responsibility to review  the drafting of RKA SKPD. In carrying out the functions of supervision, often found the existence of the expectation gap i.e. a difference of wishes or expectations of stakeholders towards the APIP work with the reality of the work shown by the APIP. Expectations of stakeholders sometimes exceeds what the roles and responsibilities of APIP. This research aims to analyze the expectation gap between APIP and stakeholders (auditee) regarding the role and independence of the APIP in supervision of the preparation of the regional budget in the Government of North Sulawesi province. This study used a qualitative approach by taking the location of research in 5 (five) SKPD on the Government of North Sulawesi province with criteria of informant is APIP in North Sulawesi Province of Inspectorate with experience more than 5 (five) years and auditee has the task drafting of RKA. The results of this study showed that at the role of APIP, there is no an  expectation gap but for the issue of perception the limitation of responsibility of APIP, need to be evaluated especially in things still lacking with regards to his responsibilities include improving the quality of human resources such as the understanding of the regulation and its changes and also their skill. Whereas toward independence, on the issue of the perception of the independence of APIP there is no expectation gap but about the influence of the organizational structure of the role and influence of the role of APIP as a consultant found the existence of the expectation gap.   Keywords :  Expectation  Gap, The  Role  Of  APIP, Independence  Of  APIP, Supervision of  The Formation Of The Regional Budget

Menyadari akan pentingnya peranan pendidikan dalam meningkatkan kualitas sumber daya manusia, pemerintah berupaya untuk meningkatkan kualitas guru melaksanakan sebuah program sertifikasi guru. Tujuan penelitian ini ialah untuk mengetahui bagaimana proses implementasi program sertifikasi guru untuk guru madrasah yang dilakukan oleh Kementerian Agama Kabupaten Bandung. Teori yang digunakan dalam penelitian ini adalah teori implementasi program menurut Charles O. Jones yang menyebutkan tiga aktivitas dasar yaitu organisasi, interpretasi, dan aplikasi. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik penentuan informan menggunakan teknik purposive. Hasil penelitian menunjukan bahwa implementasi program sertifikasi guru dalam jabatan khususnya pada guru Madrasah Aliyah Negeri Ciparay yang dilakukan oleh Kementerian Agama Kabupaten Bandung pada pelaksanaannya belum optimal karena masih terdapat beberapa kendala yang dihadapi. Dilihat dari organisasi masih kurangnya sumber daya manusia dan sumber daya finansial yang tersedia. Dari aspek interpretasi, para pelaksana program sudah memahami tujuan dan pedoman program akan tetapi dalam pelaksanaan tugas dan fungsinya masih belum konsisten. Dalam aspek aplikasi, ditemukan pengawasan pada pelaksanaan program tidak berjalan, terlihat pada belum adanya laporan evaluasi untuk pelaksanaan program sertifikasi guru dalam jabatan yang telah dilaksanakan pada tahun-tahun sebelumnya. ABSTRACT Recognizing the importance of the role of education in improving the quality of human resources, the government seeks to improve the quality of teachers to implement a teacher certification program. The purpose of this study was to find out how the process of implementation of the teacher certification program for madrasah teachers conducted by Kementerian Agama District Bandung. The theory used in this research is the theory of program implementation by Charles O. Jones who cites three basic activities, namely the organization, interpretation, and application. The method used is descriptive qualitative determination techniques informants usingtechnique. purposive sampling. The results showed that the implementation of certification of teachers, especially teachers of Madrasah Aliyah Negeri Ciparay conducted by Kementerian Agama District Bandung not optimal because there are still some obstacles encountered. Judging from organizations still lack the human resources and financial resources available. From the aspect of interpretation, all program managers have understood the objectives and guidelines for the program but in the implementation of tasks and functions are still not consistent. In the aspect of the application, found the supervision of the implementation of the program is not running, is seen in the absence of an evaluation report on the implementation of in-service teacher certification program that has been implemented in previous year.

The purpose of this study was to describe the role of knowledge transfer in the education that can improve business in Bengkayang Regency. Information management is one of the things that must be faced by disadvantaged areas, especially in industrial revolution 4.0. Bengkayang Regency is one of the areas directly adjacent to Malaysia so that there are many cross-border businesses. In the era of this industrial revolution, the government has a 4.0 making Indonesia program, namely making Indonesia becomes the 10th largest economist in the world. One of the factors to improve is the quality of human resources. However, the quality of human resources in Bengkayang Regency was is very low due to the poor education quality. This research was conducted using a phenomenological qualitative method with observation and in-depth interviews. The informants were elementary school students studying in Year 4, 5, 6. They studied in the village of Tampe and 4 students in Shanti Bhuana (ISB) institute located in Bengkayang. The results showed that the quality of human resources was strongly influenced by the quality of education and the quality of education was strongly influenced by the knowledge transfer process implemented in schools

<p>The Indonesian government is currently working on improving the quality of human resources so that our country is not far behind overseas and can compete in any field. One of the important factors in improving the quality of human resources is through education. The low quality of human resources can be caused by economic factors. The government moves the Non-School Education program to provide skills for citizens of productive age. The research method used is a qualitative research approach and descriptive research type, the data collection techniques used are literature / literature review, articles. Human resource development is influenced by education, one of which is out-of-school education. Outside school education that is designed to teach citizens to learn to have the types of skills and / or knowledge and experience that are carried out outside the formal education pathway. Efforts to improve human resources require cooperation from parties, especially the provision of education and expertise in accordance with standards set by the government. Quality human resources, targets in Indonesia's development will be easier to achieve.</p>

Psychological attributes are the internal human characteristics which reflect a great impact over the trainees of any programmme. These attributes are distinct for each and everyone. National Institute of Agricultural Extension Management (MANAGE) had launched a individual financed One-year Diploma in Agricultural Extension Services for Input Dealers (DAESI) Programme during the year 2003 for the input dealers in order to make input dealer competent enough in terms of knowledge and skill. In Chhattisgarh, under the flagship of Indira Gandhi Krishi Vishwavidhayalaya Raipur, Directorate of Extension Services had initiated a yearly Diploma course which was started in the year 2017-18. This study is focused to access the role of Psychological Attributes of DAESI dealers in knowledge and skill development. a random sample of 100 participants were selected out of 154 participants. The data was collected through a well prepared Questionnaire & need based online data methods and ex-post facto research design was used. The study reveals that majority of respondents were moderately benefited from DAESI programme 2019-20 in terms of increase in knowledge and gain in skills. Correlation and path analysis between various psychological attributes and increase in knowledge & gain in skill reveals that three attributes namely, innovativeness, risk bearing ability and self-confidence is considered the most important and determining attribute for increase in knowledge and skill level of DAESI dealers

Development is a process of change made by the government to the community. In this paper the development is carried out through CSR activities in Riau Province through the elements of stakeholders consisting of the Company itself, the community as a platform for CSR activities, and the Government as the regulatory and supervisory function. This paper discusses how CSR as an agent for poverty alleviation can be done through community empowerment activities which include development, improving the quality of human resources, education, health, economy and even the environment. The role of stakeholders in this case is the benefits received by the company in implementing CSR activities, the benefits of implementing CSR for the community, and the benefits of implementing CSR for the government. While the CSR controversy can be seen through the aspect of regulation that focuses on sanctions against companies that do not implement CSR and the amount of costs that must be incurred by the company in its implementation. The oversight function in this case is the Regional Regulation in Riau Province where the supervision has not been going well. Whereas the determination of Ring consisting of Ring 1, Ring 2 and Ring 3 also has not proceeded in accordance with what should have been where many villages were supposed to get the Ring 1 category but were not categorized. So this thing needs an action so that in the future it can run as it should.

Abstract:This research aimed to identify the role of parental involvement toward the students’ learning motivation. This research was conducted using quantitative method. The approach of this research was ex-post facto. The subjects of the research were 136 fourth grade students of elementary school. The instrument of the research used was questionnaire. The technique of data analysis was regression analysis. The result of the research showed that the parental involvement role on learning motivation reaches 39.7%. It could be concluded that the parental involvement role has positive effect on the fourth grade students’ learning motivation. This research showed the importance of parental involvement role towards students’ learning motivation. These results were expected to provide understanding from the school committee to assure parents that their supports were important in the process of their children education. Therefore, all parties should be involved in improving the quality of children's education.Abstrak:Penelitian ini bertujuan untuk mengkaji peranan orng tua terhadap motivasi belajar siswa. Penelitian ini menggunakan metode kuantitatif dengan pendekatan ex-post facto. Subjek pada penelitian ini adalah 136 siswa kelas IV Sekolah Dasar. Instrumen yang digunakan adalah angket. Teknik analisis data menggunakan analisis regresi. Hasil penelitian menunjukkan bahwa peranan dalam keterlibatan orang tua terhadap motivasi siswa mencapi 39,7%. Dapat disimpulkan bahwa keterlibaatan orang tua memiliki pengaruh positif terhadap motivasi belajar siswa. Penelitian ini menujukkan pentingnya peran orang tua pada motivasi belajar siswa. Hasil penelitian ini diharapkan bisa memberi pemahaman pada pihak sekolah agar mengingatkan para orang tua siswa bahwa dukungan mereka sangat penting dalam proses pembelajaran. Oleh karena itu, semua pihak harus terlibat dalam meningkatkan kualitas pendidikan anak-anak.

The escalation of the global events that followed the death of George Floyd in USA Minneapolis, Minnesota on May 25th of 2020, and what followed from demonstrations in all over the world; despite the presence of a global pandemic, shows the importance and the complications of an event that started with police miss-behaviour. ‘I can’t breathe’ a slogan carried by Floyd and many others earlier, carries within it, lots of meaning, however, one of the most important of meanings is the police brutality and the way they behave in certain times. This paper reviews the modern policing and specifically the values expected to be embedded in the police culture and the way they behave even in challenging times.The literature review goes into exploiting the importance of police and community engagement through problem-solving programs and the accumulative collective impact on ‘empathetic policing’ that lead to ‘social dialogue’. The case study in this paper focuses on the ‘police inspiration labs’ and how it gave a chance for more police with community engagement towards solving essential society problems. Besides, the paper shows the difference between (systems-driven vs behaviours-driven) police development programs. The paper carries important implication for developing further the role of the police in the ‘quality of life’ and support the government to transform the budget of policing into grey areas, i.e. area where the police are encouraged to execute more efforts towards preventing and developing instead of correcting and reacting towards community incidences and challenges.

Recognizing the importance of the process of improving the quality of human resources, the government, managers of educational institutions, educators and learners in Indonesia are striving to achieve the goals, vision and mission through various activities to build a better quality education through the development of human resources development and improvement of curriculum and evaluation system, improvement of educational facilities, the development and procurement of teaching materials, and training for teachers and education personnel to be more advanced and developed than other countries.
