This study aims to examine development communication in community participation in village development planning. Community participation is very important because it can guarantee the effectiveness of development programs. There are a number of obstacles to community participation in development planning. Some identified barriers are the absence of legal support (Rumensten, 2012), lack of public awareness, low quality of human resources, length of stay and hours employment type (Wijaksono, 2013), lack of socialization from the government (Sagita, 2016), poverty and limited access provided by the government (Ompusunggu, 2017), and interest of bureaucracy in planning (Mbeche, 2017). These studies, indeed, have not considered yet cultural factor leading to disinvolvement. This qualitative case study extends previous studies by revealing the culture of mamfatin ukunrai discouraging community participation in development planning in Naran Village (pseudonym), Raimanuk Subdistrict, Belu Regency. Mamfatin ukunrai is a custom considering development planning is government's duties and responsibilities. Villagers are merely the executor of development programs. This custom is a legacy of royal government system and dominates the mindset of villagers. The tradition of highly appreciating the government unwittingly creates an invisible distance between government and society. It has discouraged villagers’ participation.

ABSTRACT The key to the implementation of the Village Development Planning Forum (Musrenbangkel) is community participation, so that the priority of development programs in accordance with community needs. However, there is a decrease in the implementation of community participation because no realization of development programs proposed society, especially the poor, as well as the implementation tends to be formal and monotonous so as to make people bored and tired. It happened also in the Kelurahan Semanggi which has the densest population with the highest number of poor people in Sub District of Pasar Kliwon. Under these conditions, the purpose of this study was to determine the public participation in the implementation of Musrenbangkel in Kelurahan Semanggu by reviewing Musrenbangkel process, forms of public participation, the level of community participation, as well as internal and external factors that affect the level of community participation. The method used is descriptive quantitative with a Likert scale for questionnaire, frequency distribution and multiple linear regression, as well as qualitative descriptive with purposive sampling and snowball sampling. This study shows that the bottom-up approach to the implementation of Musrenbangkel only be a compromise because the people (still) very dependent on the role of community and government leaders, as well as very poor community initiatives that the government (still) in control in determining local development priorities. Keywords: community participation, Musrenbangkel, Village ABSTRAK Kunci dari pelaksanaan Musyawarah Perencanaan Pembangunan Kelurahan (Musrenbangkel) adalah partisipasi masyarakat, supaya prioritas program pembangunan sesuai dengan kebutuhan masyarakat. Namun demikian, dalam perkembangannya terjadi penurunan partisipasi masyarakat karena tidak terealisasinya program-program pembangunan yang diajukan masyarakat, terutama masyarakat miskin, serta penyelenggaraannya yang cenderung formal dan monoton sehingga membuat masyarakat bosan dan jenuh. Hal tersebut terjadi pula di Kelurahan Semanggi yang memiliki penduduk terpadat dengan jumlah penduduk miskin terbanyak di Kecamatan Pasar Kliwon. Berdasarkan kondisi tersebut, maka tujuan penelitian ini adalah untuk mengetahui partisipasi masyarakat pada pelaksanaan Musrenbangkel di Kelurahan Semanggi dengan cara mengkaji proses Musrenbangkel, bentuk partisipasi masyarakat, tingkat partisipasi masyarakat, serta faktor internal dan eksternal yang berpengaruh terhadap tingkat partisipasi masyarakat. Metode penelitian yang digunakan adalah deskriptif kuantitatif menggunakan kuesioner dengan skala likert, distribusi frekuensi dan regresi liner berganda, serta deskriptif kualitatif dengan purposive sampling dan snowball sampling. Hasil analisa penelitian menunjukkan bahwa pendekatan bottom up pada pelaksanaan Musrenbangkel hanya bersifat kompromis karena masyarakat (masih) sangat bergantung pada peran tokoh masyarakat dan pemerintah, serta masyarakat sangat miskin inisiatif sehingga pemerintah (masih) memegang kendali pada penentuan prioritas pembangunan daerah.

The study examined the instructional contribution of a community and government school administrator in Pakistan. While using qualitative tools to generate data, the research exclusively examined the administrators’ engagements in such instructional processes as conducting class visits, arranging inschool professional development programs, and contributing to curriculum enrichment. The study noted that as compared to government administrator, the community administrator seemed more active in the instructional processes of his school. The detachment of the government administrator from classroom practices had many implications that also influenced the quality of education in the government school. On the basis of the findings of this study, I maintain that the efficiency of school administrators is contingent upon multiple elements, such as provisions of job related training, introduction of an effective accountability tool, support of instruction oriented educational officials, and contribution of community/parents The study suggested Pakistan should address the above-mentioned elements when defining the instruction-oriented role of school administrators in the country.

Malaria is a serious infection affecting millions of people in Africa. Our study investigated the personal preferences and applications of antimalarial medicines in Ghana. Based on over 1000 questionnaires distributed in Ghana from January to May 2019, we noticed that although Western medications to fight this disease are widely available, most patients in Ghana prefer treatment with locally produced herbal remedies. This preference appears to be due to a combination of traditional venues for obtaining medicines “on the street” rather than in licensed pharmacies, trust in local and “green” products, extensive advertisement of such local products, and an inherent distrust of imported and synthetic or unnatural medicines. Going local and natural is a trend also observed in other countries across the globe, and adds to the acceptance or rejection of drugs regardless of their activity or toxicity. In fact, adverse side effects associated with herbal remedies, such as general weakness and swollen, sore mouth, do not seem to deter the respondents of this study in Ghana. We propose a combination of (a) increasing public awareness of the benefits of modern medicine and (b) an improvement and control of the quality of herbal remedies to raise the standard of malaria treatment in countries such as Ghana.

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.

Purpose The research aims to classify halal hotels based on Islamic values as embodied in both physical and non-physical attributes. Design/methodology/approach This study explores the perceived values of business owners of the halal hotels. Findings Perceptions of hotel owners are divided into three types: those who view the value of halal hotel only in terms of branding and attracting consumers; those who consider the ideology behind halal hotels based on strong Islamic values; and those who avoid halal branding but implement Islamic values in their hotels. For the hotel industry, halal certification is not a priority because a minimum effort at implementing halal standards can already attract Muslim customers. This case is especially true for countries where Muslims make up the majority of the population. Research limitations/implications This study was limited to a case study in Bandung and Bangkok as a representative of halal tourism in Asia. Hence, it could be extended by conducting comparative studies with other cities in Association of South East Asian Nation which already declare to develop halal tourism. Practical implications The findings of this research show that there is a large variety of halal hotel products, depending on the Islamic values upheld, which is causing difficulties for the government in creating standards. Then the result can help inform the government in establishing the strategic framework of halal tourism development, more particularly in the formulation of policy for industrial actors. Originality/value The findings contribute to the concept of product-centered business, in which it is generally assumed that industrial actors are frequently focused on the mere label of “halal” and ignore the true values. However, the research shows that some industrial actors put Islamic values first instead of the mere halal label, and another case shows that some of them implement Islamic values in their business but avoid halal branding. This empirical evidence shows that in halal hotels, the concept of product-centered is not always proper. The quality of halal hotel products depends on the Islamic value of the owner, not always influenced by business imperatives.

This study aims to analyze and understand the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources. This research uses a qualitative case study approach. The data collection technique is done through interviews, observation, and documentation. Data analysis is done through data presentation, data reduction, and concluding. The results showed that the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources was through the Subject Teacher Consultation (MGMP) activities which were carried out periodically by the existing schedule, involving teachers in seminars on learning methods that creative, innovative and fun, holding independent training in schools by inviting resource persons who are experts in the field, and programmed supervision carried out by school principals to employees regarding the achievement of planned educational goals.

The diversity of Indonesian culture is a strong basic capital in development. The government has realized that cultural treasures in Indonesia are valuable assets. Cultural development is one of the government's efforts to improve the welfare and quality of human life in Indonesia. To measure the quality of human life, the Human Development Index (HDI) indicator is used, which explains how the population can access the results of development in obtaining income, health, education, and so on. The Cultural Development Index (CDI) is an instrument used to measure the achievements of cultural development performance, which consists of 7 dimensions, namely dimensions of cultural economy, education, socio-cultural resilience, cultural heritage, cultural expression, cultural literacy, and gender. To find out how much influence the CDI has on HDI in Indonesia, a simple linear regression statistical method is used. The result of this study illustrate that the CDI and HDI have a positive relationship, that is, the higher the CDI achievement, the higher the HDI achievement of a region. From the result of R Square shows that 40 percent of the HDI variable can be explained by the CDI variable, while the rest can be explained by other factors. Through a simple linear regression statistical analysis test found that every one percent increase in the CDI, will increase the HDI by 0.437 percent. This finding is expected to provide recommendations to the government regarding cultural-based national development. All development planning must also consider cultural development.

The analysis comes up with theconclusion that: (1). Development Planning educators: announcement held at thebeginning of the new academic year, the drafting team was formed educatorsdevelopment commission held hearings, the commission meeting is a forum forreviewing, memproduct and developed the concept of the development of educatorswho have been prepared. (2). The development of educators with activities ofinteraction with educators through formal and informal activities. Pendekatan dalam penelitian ini adalah kualitatif dengan tipepenelitian studi kasus. Metode pengumpulan data yang digunakan dalampenelitian ini adalah observasi, wawancara dan dokumentasi. Penelitian inimenggunakan pendekatan deskriptif kualitatif. Untuk mengecek validitasdata, peneliti menggunakan studi ekstensi, observasi ketekunan, dantriangulasi. Berdasarkan analisis data, penelitian ini menyimpulkan bahwa:(1). Perencanaan pengembangan pendidik: pengumuman diadakan padaawal tahun ajaran baru, tim perumus membentuk komisi pengembanganpendidik untuk melakukan rapat komisi, sidang komisi adalah forumuntuk mengkaji, menghasilkan dan mengembangkan konseppengembangan pendidik yang telah disiapkan. (2). Pengembanganpendidik dilakukan dengan kegiatan interaksi melalui kegiatan formal daninformal. kegiatan formal dalam pengembangan pendidik, misalnyamelalui kegiatan mentoring (tutorial), untuk kegiatan informal dilakukanmelalui percakapan informal di ruang guru, halaman madrasah dantempat-tempat lain yang tidak resmi. (3). Problematika dalam pelaksanaanmanajemen pengembanagan pendidik (guru) di SMA Primagandamencakup masalah waktu dan juga banyaknya guru yang belum mampumenggunakan media komputer dalam pembelajaran. Solusi dariproblematika tersebut adalah memberikan waktu kepada guru untukmempelajari media komputer yang dibantu oleh tutor.

Introduction Ensuring the quality of clinical placements has long been a challenge in nursing education. This is partly due to a growing aging population requiring health services, and an increased need for nursing workforce. Both in Norway and internationally, there is a rise in the use of student-dense models, wherein several students are placed together on the same ward at the same time where the supervision of the students is the collective responsibility of the nurses. Objective The aim of this study was to explore factors that promote or inhibit learning in a student-dense ward when used as a model for clinical placement in hospitals. We examined how clinical placement is experienced in a student-dense ward, as well as how learning is facilitated. Methods A qualitative case study design was used to capture the learning environment on the student-dense ward in a comprehensive way. We used focus group interviews, in-depth interviews, and observations with students and employees at a major hospital in Norway. Results Our findings showed that the orientation days and the teaching activities in student-dense wards, the feedback students receive, the clinical facilitator's role and the student community were factors that had particular importance for good learning environments in this placement model. Conclusions To ensure the quality of clinical placements, more attention should be paid to these factors in the planning, organization, and facilitation of new and existing student-dense wards. It is paramount to provide students with thorough written feedback and to secure the clinical facilitators with enough time to conduct student supervision when organizing clinical placement as student-dense wards.
