Neste artigo enfoca-se o papel dos visitantes que chegavam à Deutsche Schule urbana, Collegio Allemão de Pelotas, no sul do Rio Grande do Sul, provenientes da Verein für das Deutschtum im Ausland (V.D.A.), (Sociedade de Apoio ao Deutschtum no Exterior), em 1921, 1923, 1924, 1925 e 1933, situada em Hamburgo e Berlim, na Alemanha. O objetivo desses visitantes era inspecionar o projeto educacional alemão e a manutenção do Deutschtum, que mesclava elementos do nacionalismo alemão, vigente, à cultura escolar deste educandário em tempos de Nacionalização do Ensino no Brasil. Consequência dessas visitas era o envio de livros, material didático e professores alemães, bem como a troca de correspondência entre os alunos do educandário de Pelotas e alunos alemães. Trata-se de pesquisa qualitativa, bibliográfica e documental cujas fontes principais são os Relatórios Escolares da Deutsche Schule de Pelotas dos anos 1921, 1923, 1924, 1925 e 1933.* * *This paper focuses on the role of visitors arriving at the urban Deutsche Schule, German College of Pelotas, in the south of Rio Grande do Sul from the Verein für das Deutschtum im Ausland (VDA), a Society for Supporting Deutschtum Abroad, in 1921, 1923, 1924, 1925 and 1933, located in Hamburg and Berlin, Germany. The purpose of these visitors was to inspect the German educational project and the maintenance of the Deutschtum, which merged elements of German nationalism, in force, into the school culture of this educandário in times of Nationalization of Teaching in Brazil. The consequence of these visits was the sending of books, didactic material and German teachers, as well as the exchange of correspondence between the students of the educator of Pelotas and German students. It is a qualitative, bibliographical and documentary research whose main sources are the School Reports of the Deutsche Schule of Pelotas of years 1921, 1923, 1924, 1925 and 1933.

Abstract Objective: To describe the interactions between incarcerated adolescents and their grandparents during the processes of living and ageing. Method: An exploratory, descriptive, qualitative study was carried out, based on a semi-structured interview with 11 adolescents aged from 17 to 20 incarcerated in a youth detention center in the state of Rio Grande do Sul, Brazil. The discourse of the adolescents was analyzed based on content themes. Results: Categories that were both intertwined and complete among themselves were constructed: a) grandparents as affective support for incarcerated adolescents and b) relationships of reciprocity and healthy coexistence between the adolescents and their grandparents. Conclusion: The results showed that despite relational conflicts, the participants perceived the role of their grandparents in their lives as beneficial, as they offer a familial reference space, providing shelter and affection against the anxieties of the adolescents and those related to their families. This form of coexistence was a potential part of the development of young people in conflict with the law, and a favorable environment of mutual exchanges and learning, and as figures continuing the transgenerational family culture. Family separation was mentioned as a recurring and underreported process in the lives of adolescents and their grandparents.

Molluscs collected in five localities in the State of Rio Grande do Sul (Brazil) were digested and examined. The infected slugs were identified as Phyllocaulis variegatus and the larvae found were inoculated per os into mice. After 50 days, worms with the caracteristics of Angiostrongylus costaricensis were recovered from the mesenteric arterial system. The results establish the role of P. variegatus as intermediate host of A. costaricensis in south Brazil, where many cases of abdominla angiostrongyliasis have been diagnosed.

Atualmente, os processos de inovação configuram-se em um importante agente para o desenvolvimento social e econômico de regiões e de países. Assim, no âmbito do que se convencionou chamar de “paradigma heterogêneo da Geografia Econômica”, as capacidades específicas regionais são fundamentais para tais empreendimentos de desenvolvimento, dos quais uma tem sido cada vez mais valorizada: a do conhecimento proveniente das instituições de Ensino Superior (IESs) locais. O artigo tem o objetivo de debater o papel das IESs nesse contexto, em termos gerais, e de analisar a situação do Estado do Rio Grande do Sul, entre 2000 e 2010, por meio de sua estrutura de pós-graduação, em termos específicos. Ao final são delineadas algumas considerações a respeito de uma agenda de pesquisa para os municípios de Pelotas e Rio Grande sobre seu desenvolvimento territorial na perspectiva heterogênea. Os resultados ressaltam a fortaleza do quadro de pós-graduação gaúcho e, consequentemente, do Ensino Superior em geral, enfatizando também as potencialidades do Estado para o progresso científico, tecnológico e de inovações.Palavras-chave: instituições de ensino superior; pós-graduação; ciência, tecnologia e inovação (C&T&I); desenvolvimento territorial; Pelotas; Rio Grande. The Role of Higher Education Institutions to the Territorial Development: Analyses of the Postgraduate Community from Rio Grande do Sul and the Case of the Cities of Pelotas and Rio GrandeABSTRACTNowadays, the process of innovation has become an important agent to social and economic development of regions and countries. Thus, within the context of the “heterodox paradigm of economic geography”, the region-specific capacities are fundamental for such activities of development, which one has been more and more appraised: the knowledge from the higher education institutions (HEIs). This article analyses the role of HEIs in general and the situation in the State of Rio Grande do Sul (Brazil) in particular, in the period of 2000 through 2010, by means of the postgraduate structure. The paper ends with some considerations about a regional agenda of research to the municipalities of Pelotas and Rio Grande in the sense of their territorial development within the heterodox perspective. The results highlight the strength of postgraduate structure of the region and, consequently, higher education in general, also stressing the State potentialities for scientific, technological and of innovative progress.Key-words: higher education institutions; postgraduate; science, technology and innovation (S&T&I); territorial development; Pelotas; Rio Grande.

Almost a hundred years later, this present work celebrates the reediting of Alcides Maya’s literaryproduction. As a writer, Alcides Maya represents the Brazilian literature and that of Rio Grande do Sul State. As anauthor of fictional books, he also had a militant participation in the press and was one of the first literary critics inRio Grande do Sul. As a narrator, Alcides Maya brought the influences of the Rio Platense cultures into theBrazilian literature. In his critical rendering, Maya announced the European culture, being faithful to the nationalistproject on promoting Brazil’s intellectual growth. As it reads in his literary work, Maya was a comparatist “avant lalettre” who performed the role of an intercultural mediator. The importance of his work lies on the updated issuesthat he dealt with, as violence in the countryside and the land issue.

Abstract In the late 1990s, the Workers' Party (PT) government of the Brazilian state of Rio Grande do Sul introduced participatory budgeting, a process in which citizens establish annual investment priorities in public assemblies. This innovation was one of several attempts by incumbent parties to structure political conflict using budget institutions. The character of participatory budgeting is most evident in its policymaking processes and policy outcomes. The process circumvented legislative arenas where opponents held a majority, privileged participation by the PT's voter base, and reached into opposition strongholds. The outcomes favored the interests of potential supporters among poor and middle-class voters. The political project proved vulnerable to its own raised expectations: it failed to sustain the image of clean government; brought tax increases along with fiscal insecurity; and left unfulfilled the participants' expectations for targeted investments. This article highlights the role of participatory budgeting, indeed all budgeting, in partisan actors' institutional choices.

LIBERDADE DE CONCORRÊNCIA NA UNIÃO EUROPEIA: CONVERGÊNCIA DA DOUTRINA E DA JURISPRUDÊNCIA NO RECONHECIMENTO DA DISCIPLINA CONCORRENCIAL COMO BASE PARA O MERCADO INTERNO  FREEDOM OF COMPETITION IN THE EUROPEAN UNION: CONVERGENCE OF THE DOCTRINE AND THE CASE LAW IN THE RECOGNITION OF COMPETITION LAW AS A BASIS TO THE INTERNAL MARKET               Nicole Rinaldi de Barcellos* RESUMO: O objetivo deste estudo é investigar o papel da liberdade de concorrência no mercado interno da União Europeia, mediante análise doutrinária e jurisprudencial. A disciplina concorrencial compõe os instrumentos fundacionais do referido bloco econômico desde as primeiras versões até o presente momento, mantendo uma considerável estabilidade ao longo do tempo. A aplicação do direito da concorrência, por sua vez, encontra-se em constante aprimoramento, sendo objeto de discussão constante no âmbito do Tribunal de Luxemburgo, conforme os objetivos integracionistas são alargados, estimulando o desenvolvimento econômico equilibrado dos atores no mercado interno. Para desenvolver os objetivos propostos, a pesquisa foi dividida em duas partes. Na primeira seção são abordados os principais fundamentos teóricos da liberdade de concorrência no âmbito da União Europeia. Na segunda parte são apresentados casos jurisprudenciais considerados relevantes na consolidação da liberdade de concorrência como base ao mercado interno. Por fim, é destacada a essencialidade da liberdade concorrencial no processo de integração da União Europeia ao garantir e amparar as demais liberdades econômicas. PALAVRAS-CHAVE: Direito Internacional da Concorrência. Tribunal de Justiça da União Europeia. ABSTRACT: The purpose of this study is to investigate the role of freedom of competition in the European Union internal market based on doctrinal and case law analysis. Competition law composes the founding instruments of the European Union since its first versions to the present moment, maintaining a considerable stability over time. Application of competition law, however, is in constant improvement by the Luxembourg Court as integrationist goals are extended, in order to stimulate balanced economic development to the actors in the internal market. To develop the proposed objectives, the research is divided into two parts. The first section examines the main theoretical foundations of the freedom of competition within the European Union. In the second part it is presented a case law summary, considered relevant to the consolidation of the subject. Ultimately, it is highlighted that freedom of competition is substantial to the European Union process of integration by ensuring and supporting the other essential economic freedoms.  KEYWORDS: International Competition Law. Este artigo apresenta um trabalho desenvolvido com 30 estudantes do 7º ano de uma escola municipal de Ensino Fundamental, localizada na região metropolitana de Porto Alegre, Rio Grande do Sul, em parceria do Museu de Ciência e Tecnologia (MCT/PUCRS), cuja finalidade foi promover o conhecimento científico por meio de atividades iversificadas e investigar o papel de um museu interativo no estudo das células. Em visita realizada ao MCT/PUCRS, os alunos participaram de um roteiro previamente planejado, incluindo atividades como a observação e/ ou interação com dioramas e exposições que incluíam a temática proposta e a visualização de seres vivos e estruturas celulares ao microscópio, no laboratório de microscopia do Museu. Com base nos resultados qualitativos coletados, antes e após a visita ao MCT/PUCRS, por meio de questionários e uma mesa de discussões, percebeu-se que houve maior interesse por parte dos alunos após realização das atividades no Museu. Desta forma, foi possível perceber que, mesmo sendo essa uma ferramenta pouco utilizada no estudo das células, saber explorar as oportunidades que um museu interativo pode proporcionar é relevante para o ensino de Ciências. Sendo assim, a parceria museu-escola é uma possibilidade para que o processo de socialização do conhecimento aconteça de modo mais eficaz, pois ações em conjunto propiciam aos alunos experiências de aprendizagem diferentes daquelas tradicionalmente privilegiadas em sala de aula.Palavras-chave: Museu Interativo. Células. AbstractThis article presents a study carried out with 30 students from the 7th year of a municipal school in elementary school, located in the metropolitan area of Porto Alegre, Rio Grande do Sul, in partnership with the Museum of Science and Technology (MCT/PUCRS), whose purpose was to promote scientific knowledge through diversified activities and investigate the role of an interactive museum in the cells study. The visit made to the MCT / PUCRS, students took part in a previously planned script, including activities such as observation and/or interaction with dioramas and exhibits that included the proposed theme and visualization of living beings and cellular structures under a microscope in the Microscopy Laboratory of the museum. Based on the qualitative results collected before and after the visit to MCT / PUCRS through questionnaires and through a discussion table, it was realized that there was more interest by the students after completion of activities at the museum. So we see that, even being an underused tool in the cells study, an interactive museum is relevant to science teaching, considering the opportunities that it can provide. Thus, the museum-school partnership is a possibility so that the process of knowledge sharing could be more effective, because colective actions provide students with learning experiences different from those traditionally privileged in the classroom. Keywords: Interactive Museum. In West Frontier region of Rio Grande do Sul production and industrialization of rice is quite intense , assuming a position of prominence on the national scene . However, to ensure the quality of these grains and competitiveness of products, factors such as storage, processing and transportation are key as infrastructure deficiencies can substantially reduce the competitive potential of these products in the Brazilian agribusiness. In this context, this paper analyzes the system of logistics and transportation of grain harvest, identifying marketing channels adopted by rice processing companies in the municipality of Itaqui, checking the main destinations of the product and the critical points highlighted by marketing organizations. To do s o, through a case study, we analyzed the choices made by four major companies. The results of this work show that the surveyed companies operate significantly to the national scene. It was found that the Southeast Region as the main and most competitive market by companies absorbing on average about 80 % of processed rice in the city , which represents approximate volume of 1,041,102 tons in 2012. In coordinating the chain points to the important role of industry as to connect farmers with retailers, making the governance chain.
