In the Fifth Plenary Session of the Nineteenth Central Committee of the recent past, it was pointed out that in order to achieve comprehensive prosperity and eliminate poverty completely, my country must focus on the “three rural issues” and implement the rural revitalization strategy. As a large agricultural country, our country has a large rural population, and the rural land is relatively vast. Therefore, if our country wants to achieve full prosperity, it must promote the implementation of the rural revitalization strategy, so as to enable the rapid development of rural areas. Looking at this problem from a micro perspective, there are still certain restrictions and constraints, such as the serious loss of rural labor, resulting in an empty nest phenomenon, or the serious aging of the rural population. These reasons all restrict rural development and rural modernization. The advancement of urbanization. This article mainly focuses on the problem of rural labor loss under the current rural revitalization strategy, and further proposes countermeasures and suggestions to solve the problem in response to this phenomenon, in order to provide a certain reference and reference for rural development.

The article analyzes the number, employment and dynamics of monetary income of the population of the Orenburg region for a long-term period. The production of social and engineering arrangement of rural territories of the region for a number of years is analyzed in detail. Negative destructive changes and trends in employment and social development of rural areas are revealed. The directions of improvement and dynamic development of agricultural production, rural areas, and employment of the rural population are proposed.

Manipur lives in villages. The rural population contributes to about 76.12% of the total population. Enhancement in the quality of life of the economically weaker section of the society has been one of the basic objectives of development planning of the State. Rural development, by empowering the rural masses through economic self-reliance, is one of the priority areas of the Central and State Govts. This chapter presents the importance of developing rural areas with an emphasis on good governance and poverty alleviation through the use of electronic government in Tanzania. With such concern, the authors show that rural areas are as significant as the economy of most of the developing countries, including Tanzania. As such, putting sufficient efforts on rural development is unavoidable for rapid development. Further, the authors note how Tanzania improves its rural areas through the use of e-government, but efforts are constrained by the existence of poor Information Communication Technology service providers, ineffective policy, and unreliability of rural electricity. In order to address such shortfalls, the authors propose several solutions that could motivate the increase in the use of rural e-government and revise rural development policy.

<strong>English</strong><br />Environmental degradation, especially upland area agro ecosystem, is a serious threat to both current and future generations. Failure of conservation farm management technology development in upland rural areas is the breakdown of environmental improvement. This is an incoming danger to overall people especially those in rural areas. This paper describes strategy to develop conservation farm management technology for sustainable rural development. Through agriculture industrialization strategy based on sustainable rural development, it is expected that development of conservation farm management will be successful. Strategy of the technology development needs to consider some aspects, such as producing high value-added agricultural products and environmental services, conducive to local capital resources and economic development, favorable to young rural labor, encouraging modern farm management innovation, and contributing to established agribusiness organization and institution.<br /><br /><br /><strong>Indonesian</strong><br />Kerusakan lingkungan, khususnya agroekosistem kawasan perbukitan (upland area) harus dipandang sebagai ancaman serius bagi kehidupan masa kini dan terutama bagi generasi mendatang. Gagalnya pengembangan teknologi usahatani konservasi di pedesaan lahan kering perbukitan dan dataran tinggi dapat dipandang sebagai bobolnya upaya perbaikan lingkungan dan khususnya kawasan perbukitan. Hal ini dapat dimaknai sebagai semakin mendekatnya ancaman terhadap kehidupan masyarakat secara keseluruhan, terutama masyarakat pedesaan. Tulisan ini berupaya merumuskan strategi pengembangan teknologi usahatani konservasi untuk pembangunan pedesaan berkelanjutan. Dengan strategi industrialisasi pertanian dalam bingkai pembangunan pedesaan berkelanjutan, pengembangan teknologi usahatani konservasi diharapkan akan mencapai hasil yang lebih baik. Strategi pengembangan teknologi tersebut perlu memperhatikan berbagai aspek yaitu diarahkan untuk menghasilkan produk pertanian dan jasa lingkungan yang bernilai tambah tinggi, kondusif terhadap tenaga kerja muda pedesaan, kondusif terhadap sumberdaya kapital dan pengembangan ekonomi setempat, kondusif terhadap inovasi usahatani mutakhir, serta terbangunnya keorganisasian dan kelembagaan bisnis pertanian.

Since the first document of the Central Committee in 2015 first proposed the integrated development of rural primary, secondary and tertiary industries, relevant departments of the State Council and local governments at all levels have introduced supportive policies, and the integrated development of rural primary, secondary and tertiary industries has thus entered a rapid development track. This article will clarify the related theories of the integrated development of rural primary, secondary and tertiary industries, analyze the main problems existing in the integrated development of rural industries, and put forward corresponding countermeasures and suggestions for the problems.

For a long time, the Communist Party of China Central Committee and the State Council have attached great importance to rural development. At the report of the 19th National Congress, the Communist Party of China clearly pointed out that we should firmly “implement the Rural Revitalization Strategy” and “adhere to the priority development of agriculture and rural areas”. With the improvement of rural ecological environment and the development of economic construction, rural tourism has become more and more popular among the public, and has become one of the important pillars of Rural Revitalization and poverty alleviation. At the same time, rural tourism has greatly increased villagers’ income, improved villagers’ quality of life, and improved villagers’ happiness index. It can be seen that the rural tourism industry and the implementation of Rural Revitalization Strategy promote each other, and the positive development of rural tourism is the only way to promote the construction of new socialist countryside. This paper discusses how to realize the sustainable development of rural tourism in the context of Rural Revitalization from the perspective of the long-term significance of rural tourism to Rural Revitalization and the ways to develop rural tourism.

Since reform and opening up, the development of Chinese urban and rural areas has shown an evolution of integration from isolation. The government promulgated national policies and related planning strategies, aiming at realizing the goal of rural revitalization through the system reform and planning adjustment of balancing urban and rural development. In the complex process of social development, there are many problems with rural areas, such as lack of infrastructure, unbalanced economic development, dilapidated living environment and insufficient sharing between urban and rural areas. On the premise of meeting the requirements of national laws and policies, this paper takes the planning of Batang village in Yunfu city of Guangdong province as an example. Combine with ReBAM theory to make sure Batang village is suit for developing tourism. And based on field survey made a Batang plan by planning knowledge. Through literature review and field survey to explore how to realize the revitalization of the rural areas under the development mode of balancing urban and rural development. The conclusion of the research took rural tourism as the breakthrough point, and formed complementary and dislocation development mode with the city. In living aspect, the research optimized infrastructure and improved people's living environment as well as summarized cultural elements to inherit rural civilization. In production aspect, it exploited rural commercial potential and income-generating path, and completed the transformation from passive development to active revitalization to achieve prosperity industry and life. In ecology aspect, it combined with sustainable development model to create an ecological and livable rural landscape. At last, the research established urban and rural co-management system and shared rural information platform to achieve effective governance, to ensure that tourism mode as a starting point for rural revitalization planning can be sustainable development. The research of this paper practiced the national experience of rural revitalization as a pilot project, facilitated the implementation of relevant policies and supported planning for rural revitalization, and explored the methods of rural revitalization under the background of balancing urban and rural development. Based on the acceptance of the plan by local villagers, the approval of Guangdong Postgraduate Education Innovation Project in 2018 and got the third prize of National Competition for Ecological Wisdom Inspired Urban and Rural Practice in 2019, it is hoped that the research will contribute to the rural revitalization under the background of balancing urban and rural development.

Purpose The purpose of this paper is to identify key missions in the “three nong” domain (i.e. issues related to agriculture, farmers and rural areas in China) that should be successfully accomplished to successfully implement the rural revitalization strategy. Design/methodology/approach Specified objectives involved in the grand goal of “Completing the Building of a Moderately Prosperous Society in All Respects” and China’s current achievements in the “three nong” domain are systematically compared; weak points are discussed and priorities to address these weak points are outlined. Findings In this paper, four key missions are identified: first, to win the battle against poverty; second, to stabilize the bedrock of agricultural and rural development; third, to complete key missions (i.e. to build and develop thriving businesses, pleasant living environments, socialized etiquette and civility, effective governance and prosperous life) in the initial stage of rural revitalization; and finally, to establish an efficient policy framework for prioritizing agricultural and rural development and mobilize resources to support the four priorities in agricultural and rural development (i.e. priorities in personnel, resource, funding and public service allocation). Originality/value This paper is the first to systematically summarize and identify key missions that should be accomplished for the successful implementation of the rural revitalization strategy.

Rural development has been and remains a relevant government task. Dynamic structural and technological changes in the agricultural sector lead to the need of reassessing the mutual influence of the level of development of agricultural production and rural areas. The study deals with quantitative assessment of the dependence of rural population size as an integral indicator of socio-economic well-being of rural areas on selected factors and indicators that characterize the level of agricultural development, its sectoral specifics and the structure of agricultural producers. Empirical estimates were obtained from panel data of municipal districts in Leningrad oblast for 2012-2018. The greatest positive impact on the rural population size among the considered characteristics of agriculture is determined for the factor of sown areas that is associated with the specifics of agricultural sub-sectors, their different needs for such factors as land and labor, the development potential for small-scale farming. It was found that the concentration of agricultural production in the large commercial sector has a negative impact on the rural population size. This is explained by difference in employment dynamics and redistribution of resources between categories of agricultural producers. Modeling results showed that agrarian subsidies received by agricultural producers have a statistically insignificant impact on rural population that justifies the need to adjust the orientation and forms of agricultural state support to achieve a synergetic effect on rural development.
