Based on the assessment of the constitutional developments, the establishment of a social protection system, as well as the assessment of the social protection of the population under the free market economy, the article describes Armenia as a formal social state.

The article presents the results of a study of the possibilities of the social protection system to improve the quality of life of substitute families in the Republic of Mordovia. The authors conclude that a substitute family is not a legally defined term for any type of family that accepts a child (children) left without parental care. Social protection of a substitute family is a system of support provided by providing a set of social services to the family in order to preserve and strengthen the social, psychological and physical health of members of the foster family and prevent secondary abandonment of the child. Professional formation and support of substitute families is one of the most important stages in the work of specialists working with a child placed in a family and members of this family. The results of the research presented in the article suggest that in General, substitute parents in the Republic of Mordovia are satisfied with the socio-psychological and socio-legal knowledge obtained during the preparation and decision-making on the creation of a substitute family. Adaptation and upbringing of a foster child, the features of children who have a traumatic experience of breaking up with their biological parents and the features of their development in adolescence – are the topics that were most significant for the substitute parents. The authors observed that adoptive families are heterogeneous both in terms of social well-being in General, and by the presence and intensity of elements, and therefore family policies should focus not only on the institution of foster families in General, but to be differentiated in relation to different groups. The results obtained provide a scientific basis for such a differentiated policy, which corresponds to the principle of targeting, widely declared in social policy and social work.

This chapter looks at neoconservative Catholicism, and in particular the work of Michael Novak. Neoconservative Catholics were critical of both progressive Catholics and the US Catholic bishops for not recognizing the benefits of the free-market economy. In his work, Novak provides a defense of what he calls democratic capitalism, consisting in a free-market economy, democratic political institutions, and a pluralistic culture. Novak offers a Catholic justification of democratic capitalism, appealing to human creativity and the social bonds created through commerce. The chapter also considers criticisms of Novak’s work, looking at issues such as the role of institutions and structures in the economy and the relationship between human creativity and the call to be a disciple of Jesus Christ.

Social care is an organised network of institutional and non-institutional facilities designed to meet the needs of citizens. The reforms that are taking place in social protection are influenced by modern trends in social work, expressed through decentralization, de-institutionalization, pluralism, strengthening of civil society and the possibility of providing private services, affecting and enriching the content of social work. These change the relationship to the client's position and improve the professionalism of social worker. Changes in social policy, resulting from diverting from central to local level, influence and give direction to the overall social activity. The paper describes the three components thereof (areas): the state of social work and social protection in the Republic of Macedonia, rights and services in the social protection system in the Republic of Macedonia and research part. Starting from the assumption that modern trends affect reforms in the social protection system of the Republic of Macedonia, this paper aims to determine the state of social protection in the Republic of Macedonia. The aim is to gain knowledge about the situation and the changes occurring in the social institutions of public character, influenced by modern trends. Also this paper makes analysis of the legislation in the Republic of Macedonia in the field of social protection. Ultimate goals of the implementation of reforms in the social protection are the welfare of the beneficiary, improving the quality of work and professional development of social workers.

The article discusses the improvement of social protection of families and children in the Republic of Uzbekistan. Based on the analysis, the National System of Child Protection in the Republic of Uzbekistan was obtained, which is made up of certain components. Methods. The content of the article is based on various research methods, primarily on the assessment of the social protection system through interviews with stakeholders. The assessment critically assessed the strategies applied, identified lessons learned and best practices, accelerating the achievement of sustainable results for children in Uzbekistan, especially from the most vulnerable groups. The assessment was aimed at assessing the relevance, effectiveness, efficiency, sustainability, consistency and, if possible, the impact of the strategies adopted to achieve the results of the start program. It was concluded that the effectiveness of the social protection system for children and families is based on the presence of the listed structural components in it. , and in the subsequent parts of this book we will try to analyze the main of these components in relation to the system of social protection of children in Uzbekistan. Results. The article is based on the support for the development of recommendations for the strategic planning of the next program cycle. The level of humanity of the state policy towards its citizens in a difficult situation, a socially vulnerable situation is measured by the system of social support provided, which is aimed at creating opportunities for them to participate in life, equal with other citizens, for socio-political, economic, cultural and intellectual development.

The aim of this study is to examine, in the period between two global economic crises, the progress of economic freedom along with corruptions in Central Asian Republics, integrated into the free market economy according to “the Washington Consensus” since late 1990s. According to exportation of natural sources, Azerbaijan, Kazakhstan and Turkmenistan together with Kyrgyzstan, Uzbekistan and Tajikistan all seemed to have entirely different economic structures. Basic macro economic variables, economic liberty indicators and corruption data covering the period of 2001-2008 are to be discussed. In the light of the outcomes of this study, it is observed that, while the social structure in the countries exporting natural sources is stronger, due to the authoritarian structures of the countries in both groups of countries, bureaucratic corruption increases consistently. As Central Asian Republics are in a state of unsuccessful transition into the market economy, the betterment in legislation does not debug the system called “limbo” (neither planned economy nor free market).

Purpose of the study: This article aims to analyze the theoretical and practical issues of public administration in the social sphere in a market economy; to consider the implementation of social programs of the Republic of Kazakhstan. Recommendations were also made to assess areas for improving the social system. Special attention is paid to the analysis of political activities and policies in all spheres of society. Methodology: The study was based on the analysis of the development of social sectors in a market economy and evaluated the directions for improving the system of social sectors in a market economy. General scientific methods of cognition-dialectical, analysis, synthesis, system and functional approaches, generalization, comparison, analogy; methods of empirical research have been employed for this study. Main Findings: In the article were studied and suggested ways to support the poor and low-income segments of the population, help them find employment in society, reduce the level of crime in society, develop social spheres (education, health, science, culture, residential homes, etc.), and ensure the country's environmental security. Applications of this study: The results of the study can be used by public authorities in the development and implementation of policies in the field of social protection and income regulation, population and development, gender, and family policy. Novelty/Originality of this study: The study includes the development of theoretical foundations of social protection of the population, taking into account the current rules of economic social dynamics; the development of a model for the implementation of social protection of the population related to the justification of parameters of its demographic effectiveness and the justification of new directions and practical recommendations in the development of methodological approaches for the development of social protection of young families.
