The article presents the results of a study of the possibilities of the social protection system to improve the quality of life of substitute families in the Republic of Mordovia. The authors conclude that a substitute family is not a legally defined term for any type of family that accepts a child (children) left without parental care. Social protection of a substitute family is a system of support provided by providing a set of social services to the family in order to preserve and strengthen the social, psychological and physical health of members of the foster family and prevent secondary abandonment of the child. Professional formation and support of substitute families is one of the most important stages in the work of specialists working with a child placed in a family and members of this family. The results of the research presented in the article suggest that in General, substitute parents in the Republic of Mordovia are satisfied with the socio-psychological and socio-legal knowledge obtained during the preparation and decision-making on the creation of a substitute family. Adaptation and upbringing of a foster child, the features of children who have a traumatic experience of breaking up with their biological parents and the features of their development in adolescence – are the topics that were most significant for the substitute parents. The authors observed that adoptive families are heterogeneous both in terms of social well-being in General, and by the presence and intensity of elements, and therefore family policies should focus not only on the institution of foster families in General, but to be differentiated in relation to different groups. The results obtained provide a scientific basis for such a differentiated policy, which corresponds to the principle of targeting, widely declared in social policy and social work.

The study investigates the changes taking place in the domestic market of social services expressed in the appearance of "new players" in the form of socially oriented non-profit organizations (SO NPO) within its field in addition to public institutions for social protection and social services of the population. The authors identify the advantages and disadvantages of SO NGO compared to government organizations and social services, describe the processes of shadow economy expansion to the social services market and formation of regional "quasi-markets". The empirical part of the article is based on the data of two studies conducted in the form of indepth interviews. First, with experts on "Practices of interaction and prospects of cooperation between NPO and government organizations of social services in the Volgograd region", N = 52 (27 representatives of the public sector, 25 representatives of NPO, January-March 2018). Then with recipients of social services from government organizations and clients of SO NPO on the theme "Availability and quality of paid and free social services provided in the Volgograd region for retiring aged women" N = 46, 60 years and older (21 people-clients of SO NPO, 25 people-recipients of social services. services, October 2017 – January 2018). The analysis of these in-depth interviews with experts allowed to draw the following conclusions. There is a duplication of functions of the organizations of public and non-public sectors providing social services to the population. The activities of modern SO NPO operating in the social services market contain innovative and commercial components. The expansion of the "platform" of the social services market does not yet lead to full competition between organizations, encouraging them to constantly improve the quality of services. The analysis of in-depth interviews with recipients of social services from government organizations and customers of SO NPO showed that the commercialization of activities of SO NPO does not make social services more accessible to those who are in need of them. There is the necessity of changes in the way social services are being provided in the Volgograd region as they do not meet the needs of women of retirement age, do not take into account their level of income and material well-being.

Abstract Global demographic trends for the most recent years shows an ageing population, concentrated mainly in Europe and Asia in countries like Italy, China and Japan. This can be seen as an issue in the future, considering the social protection system that should adapt, or as a big opportunity in keeping elders active. In both cases, the importance of social policies and the modernization of social protection system has become crucial in the world. In order to avoid major economic issues or social tensions, as a first step it is required to identify main areas with big impact for ageing population and consider benefits for them. The purpose of this research is to investigate the opportunities raised for the ageing population in the context of quality of life, based on the nine dimensions proposed by Eurostat in the publication Quality of life indicators and show that silver (population) is the new gold for society. As a preliminary research, ageing will impact mainly material living conditions, health, leisure and social interactions and also the overall experience of life. For instance, in medicine there will be a challenge to switch from traditional medical checks to tele-medicine based on gadgets that monitor health or can assist persons in their daily life and fight with illness.

The article analyzes the activities of the social protection system and social services of Ukraine. The concept of «social protection» is defined, the classification of the social protection system according to the models of social policy of other countries (Austria, England, Germany, USA, France, Japan) is given. The only principle of social protection according to the given models is formulated – joint action of a complex of measures which are directed on increase of well-being and quality of life of the population (economic, household, social). The socially-oriented policy of Ukraine, which is aimed at overcoming poverty, introduction of social insurance and targeted assistance, solving problems related to unemployment, is indicated. It was found that the basic state social standard in the field of income is the subsistence level. The social service is defined as a multifunctional state executive body that acts as a guarantor in ensuring the stability of the functioning of the system of social protection and social security of socially vulnerable groups. It is established that social services are an organizational form of social work, because they implement the practice of social security. Ensure orderly communication and interaction of all social work bodies (departments and social services). The organizational structure of the social security system is an orderly connection and interaction of all bodies of social work (departments and social services), which provide general conditions for rational organization and normal functioning of the support system for individuals, groups of communities at risk of social risk. The leading direction in social security is to support a person who finds himself in a difficult life situation at the minimum (not lower) social and household level – the provision of cash benefits, social benefits, benefits, subsidies and more.

<p>The article considers the economic conditions for the formation of the quality of life for a regional society, the Republic of Tatarstan. This research bases on comparing the economic indicators of the development of the region and the results of a public opinion survey on the economic components of the quality of life and the material well-being of a family. Statistical indicators of the economic development in the Republic of Tatarstan over the past decade show a positive dynamics of growth, while the satisfaction of the population with the main components of economic well-being does not always has a similar picture. Our studies show that the material well-being of a family and an individual citizen is determined not only by the growth of the aggregate income of the family, but also by such macroeconomic indicators as the level of inflation, the growth of tariffs for utilities. Consequently, the social well-being of the population is more correlated with the real incomes of a family than from macroeconomic growth indicators.</p>

A definition of social management has been given, a narrow and broad understanding of social management have been highlighted. The structural elements of social protection defined by the system approach have been clearly delineated and defined. The importance and relevance of public administration of the social protection system of the population, which covers more and more of the population, has been noted and it becomes more targeted. The system of social protection within the framework of social management has been considered. It has been noticed that in recent years, social problems escalated in Russia, characterized by a decrease in the level and quality of life of the broad segments of the population. The current social situation requires implementation of a set of measures aimed at improving social relations in society, enhancing the social well-being of people.

BackgroundPerceived health-related quality of life (HRQOL) is fundamental to well-being and is a meaningful way to measure physical and mental health.Local ProblemNo standard method exists for measuring perceived HRQOL during the COVID-19 pandemic in participants as they attempt to improve their self-determined wellness goals. An implementation plan that considers the social distancing limitations imposed can be used to predict an individual’s likelihood of long-term success.MethodsDuring the four, 2-week plan-do-study-act (PDSA) cycles, the Social Cognitive Theory model informed the implementation of the four core interventions. To guide iterative changes, the data was analyzed through Excel and run charts.InterventionsThe four core interventions were the shared decision-making tool (SDMT), health mobile app tool (HMAT), wellness tracker tool (WTT), and the team engagement plan.ResultsAmong 28 participants, perceived quality of life increased by 70%, engagement in shared decision-making increased to 82%, app use and confidence increased to 85%, and goal attainment reached 81%.ConclusionsThe SDMT, health app, and wellness tracker created a methodical plan of accountability for increasing participant wellness. The contextual barrier of the COVID-19 pandemic added a negative wellness burden which was mitigated by creating a patient-centered culture of wellness.

This article examines the relationship between gender and cancer survivorship. I argue that gender is as critical as a category of analysis for understanding cancer survivorship as it is missing from survivorship studies, particularly as concerns the identificatory basis of survivor culture and clinical studies regarding survivors’ quality of life (QOL). This under-studied question of the gendering of survivorship is critical because the consequences of the social production of disease is far-reaching, from the nature of medical research to social awareness, to funding to the well-being of cancer survivors themselves.

The article analyses the main sources of financial provision for the social protection of persons with disabilities in Ukraine, including their own resources, budget resources at all levels and resources of enterprises of all forms of ownership; social trust funds, funds of charitable and social organizations and other sources. It is justified that socially oriented objects of expenditure are growing and account for a significant share in the structure of expenditure of the state budget. An analysis of the expenditure of local budgets on the social protection of persons with disabilities showed that expenditure in this area has been increasing since 2015, owing to the reform of decentralization. An evaluation of the activities of civil society organizations of persons with disabilities showed a decrease in the number of persons with disabilities who are employed and in the proportion of expenditures allocated to the social needs of persons with disabilities. Measures to improve the social protection and welfare of persons with disabilities in Ukraine are also financed from social welfare funds. Analysis of the provision of medical and social services by the Social Insurance Fund of Ukraine shows an increase in the number of persons with disabilities as a result of an industrial accident and an increase in the cost of medical and social services. It has been established that financial provision for the social protection of persons with disabilities from charitable organizations is provided in most cases in the form of targeted charitable assistance. The structure of the recipients of charitable assistance by category showed that the proportion of people with special needs among the recipients of charitable assistance was about 10 per cent. On the basis of the study, a number of problems affecting the well-being of persons with disabilities have been identified. Priorities have been set for the development of financial provision for the social protection of persons with disabilities. These include improving the targeting of social assistance, development of locally funded social protection programs, enhancing the social and labour integration of persons with disabilities, gender mainstreaming in the financial provision of social protection for persons with disabilities.
