The actualization of social protection of the population consists in the fact that the concept of “social protection” is associated with the concept of “social care” of the state, when individual assistance to a person, groups of people organized by professionally trained people and expressed by the concept of “social work” will have the support of confidence as its ultimate goal man in his strength, his capabilities. That is why in recent years, most specialists of social protection of the population refuse from such a broad, but non-specific concept as "state regulation of the social sphere", and use the term "social support of the population by the state" more and more. The social policy of any state is the most important part of its domestic policy. In the context of Kazakhstan's transition to sustainable development, the problem of improving the social security system of the population becomes especially acute and relevant. The right to social security of citizens is exercised in practice using a specific organized financial mechanism, which includes a set of interrelated organizational, economic, legislative and other measures.

We clarify the possibilities of organizing nurseries for foundlings at the governorate and county hospitals and maternity wards. We note the role of particular medical workers in the development of civic initiatives and public service in the rescue of foundlings. We identify the historiographic traditions of both domestic and foreign historians in the study of the orphans charity in the context of the social work organization and the social institutions development, including nurseries. Based on the analysis of a wide range of historical sources, it was possible to identify the most successful and effective practices of organizing nurseries both in the peaceful years and in the periods of Russian-Japanese War of 1904–1905 and World War I 1914–1918, which allowed us to consider various little-studied aspects of the stated scientific problem. We reveal the regional features of the social protection system for orphans through the prism of nursery care. We clarify the position and role of the Orthodox Church on the organization of orphan charity in monasteries during the war years of 1914–1918. We reveal the main posing issues of the prospects for studying a wide range of problems in the history of orphanhood in the Tambov Governorate in the early 20th century. The need for R&D of social workers was due to the development of theoretical and methodological approaches and concepts of social work, the application of which involved the use of specific research tools. It is substantiated that the research subsystem of social work can be represented in the form of a model of the research environment, which reflects the relationship of three components: the social problem, methods of its research and tools for solving. The dialectical nature of social work, as well as the dynamic conditions in which it is carried out, determine a set of socio-economic, managerial and pedagogical factors that actualize the need for research in the social field. It is substantiated that R&D today is an integral element of professional social practice and is implemented both in the process of working with different categories of clients and in administrative and managerial activities. R&D provides adequate social order development of targeted comprehensive programs, projects and technologies of social protection, design and implementation of models of social institutions and services. As a result of a comprehensive study of the problem, the essential characteristics of R&D were clarified, which means the activity of obtaining new scientifically based knowledge aimed at purposeful change of social reality, which is realized in a logical sequence through the use of appropriate forms and methods of scientific knowledge. It is proved that R&D in the system of social work is realized at three levels (reflexive-theoretical, experimental-theoretical and research), each of which involves step-by-step actions (problem definition; hypothesis formulation, choice of research methods and tools; implementation of research plan; evaluation of results) and the use of appropriate research methods.

The article presents the results of a study of the possibilities of the social protection system to improve the quality of life of substitute families in the Republic of Mordovia. The authors conclude that a substitute family is not a legally defined term for any type of family that accepts a child (children) left without parental care. Social protection of a substitute family is a system of support provided by providing a set of social services to the family in order to preserve and strengthen the social, psychological and physical health of members of the foster family and prevent secondary abandonment of the child. Professional formation and support of substitute families is one of the most important stages in the work of specialists working with a child placed in a family and members of this family. The results of the research presented in the article suggest that in General, substitute parents in the Republic of Mordovia are satisfied with the socio-psychological and socio-legal knowledge obtained during the preparation and decision-making on the creation of a substitute family. Adaptation and upbringing of a foster child, the features of children who have a traumatic experience of breaking up with their biological parents and the features of their development in adolescence – are the topics that were most significant for the substitute parents. The authors observed that adoptive families are heterogeneous both in terms of social well-being in General, and by the presence and intensity of elements, and therefore family policies should focus not only on the institution of foster families in General, but to be differentiated in relation to different groups. The results obtained provide a scientific basis for such a differentiated policy, which corresponds to the principle of targeting, widely declared in social policy and social work.

The study of some indicators of the components of socio-economic development of the region on the example of Vinnytsia region, namely production, financial, demographic, scientific and technical, social, environmental. It is stated that the provision of socio-economic development of the territorial community is realized through the financial content of the social sphere at the expense of own municipal funds and subsidies from the state budget. The assessment of expenditures proves that the social protection of the Vinnytsia region ensures compliance with the constitutional guarantees of citizens. The studied indicators of the Vinnytsia region prove that the socio-economic development of the community is aimed at ensuring the statutory guarantees of social protection of citizens, as well as streamlining the existing system of municipal assistance, benefits and compensation. One of the most successful system technologies that allows you to assess the impact of external and internal factors is a SWOT-analysis. The results of the SWOT analysis make it possible to assess the ability to withstand threats, as well as to overcome internal shortcomings. Thus, the internal factors of socio-economic development of the Vinnytsia region are dominated by strengths. With regard to agriculture and industry, the situation in the region is currently exacerbated by a shortage of skilled labor, namely, specialists in engineering and manufacturing. External labor migration increases the risk of further development of the labor industry. Declared indicators of socio-economic development of the territorial community are considered in terms of a set of different social and economic goals, rational and reasonable use of municipal and state financial resources. The given separate indicators characterizing social and economic development of territorial community allow to define acceptability of conditions for life and development of the person, social and economic stability of community. Changes in social and economic indicators under the influence of internal factors are the basis for the formation of qualitative socio-economic development of the region and the state as a whole.

The actuality of the given topic comes from the approach of the concept of social justice in relation with factors of decisions and power of the state. One of the solutions identified by the state organization is the creation of the system of social work, which represents a component of the national system of social protection, within which the state and civil society is engaged to prevent, limit or remove the temporary or permanent effects of some events considered as social risks that could generate the marginalization or exclusion of the persons and families in difficulty. In our vision, the social justice represents the equality of chances of each individual in relation with the equity and equality as fundamental principles of social coexistence. In a “healthy” state, any person, regardless of experience or life circumstances, succeeds to achieve the maximum potential. We believe that there is no human society that is entirely based on social equality or equity, but this is only an additional motive to make efforts in this direction.
