Over the last two decades, Ireland has proactively marketed its educated workforce, its favourable corporate tax rates, membership of the European common market, and other advantages, to multinational technology corporations. The resulting foreign direct investment in high-tech manufacturing operations has driven a booming Irish economy that has come to be characterized as the ‘Celtic Tiger’. Today, however, Ireland is looking to the research and development sector to drive future growth. Competition from low-wage economies, such as those of Eastern Europe, India and China, threatens Ireland's position as a low-cost, high-tech manufacturing base. Across government, industry and the higher education sectors, Ireland is now focused on fashioning an ecosystem of research and innovation that can guarantee its continued prosperity.

Growing tax competition among national governments in the presence of capital mobility distorts equilibrium in the international corporate tax market. This paper is related to the literature that examines impact of international tax policies on corporate accounting statements. Employing international firm-level data, this study revisits the race-to-the-bottom hypothesis and documents that tax exemptions lowering effective tax rates relative to statutory rates increase pre-tax returns. This finding directly contradicts the implicit tax hypothesis documented by Wilkie (1992), who provided empirical evidence on inverse relationship between pre-tax return and tax subsidy. We also find evidences that relative importance of permanent versus timing component depends on the geography and that decline in corporate tax rates reduces impact of tax subsidies on profitability. Our findings suggest that tax subsidies play a different role than in 1968-1985, which was examined by Wilkie (1992). These results are consistent with the race-to-the-bottom hypothesis and income shifting explanation

ABSTRACT The first tax inversion in 1983 was followed by small waves of subsequent inversion activity, including two inversions completed by Transocean. Significant media and political attention focused on transactions made by U.S. multinational corporations that were primarily designed to reduce U.S. corporate income taxes. As a result, the U.S. government took several actions to limit inversion activity. The Tax Cuts and Jobs Act of 2017 (TCJA) significantly lowered U.S. corporate tax rates and one expected impact of TCJA is a reduction of inversion activity. Students use the Transocean inversions to understand the reasons why companies complete a tax inversion and how the U.S. tax code affects inversion activity. Students also learn about the structure of inversion transactions and how they have changed over time as the U.S. government attempted to limit them. Students also assess the tax and economic impacts of inversion transactions to evaluate tax policy.

The MSME sector occupies a position of strategic significance in the Indian economic structure. This sector contributes nearly eight per cent to country’s GDP, employing over 80 million people in nearly 36 million widely-dispersed enterprises across the country; accounting for 45 per cent of manufactured output, 40 per cent of the country’s total export, and producing more than 8000 valueadded products ranging from traditional to high-tech. Furthermore, these enterprises are the nurseries for innovation and entrepreneurship, which will be key to the future growth of India. It is also an acknowledged fact that this sector can help realise the target of the proposed National Manufacturing Policy to enhance the share of manufacturing in GDP to 25 per cent and to create 100 million jobs by the end of 2022, as well as to foster growth and take India from its present two trillion dollar economy to a 20 trillion dollar economy. Despite the sector’s high enthusiasm and inherent capabilities to grow, its growth story still faces a number of challenges. In this light, the present paper examines the role of Indian MSMEs in India’s economic growth and explores various problems faced by the sector. The paper also attempts to discuss various policy measures undertaken by the Government to strengthen Indian MSMEs. Finally, the paper proposes strategies aimed at strengthening the sector to enable it to unleash its growth potential and help make India a 20 trillion dollar economy.

Abstract The paper presents new generation plasma optical devices based on the electrostatic plasma lens configuration that opens a novel attractive possibility for effective high-tech practical applications. Original approaches to use of plasma accelerators with closed electron drift and open walls for the creation of a cost-effective low-maintenance plasma lens with positive space charge and possible application for low-cost, low-energy rocket engine are described. The preliminary experimental, theoretical and simulation results are presented. It is noted that the presented plasma devices are attractive for many different applications in the state-of-the-art vacuum-plasma processing.

International labor migration is one of the most important elements of the modern global economy. Amid growing knowledge economy, migration of highly skilled specialists plays an increasingly important role. For Israel, as an immigrant society, migration issues have been of paramount importance since the early days of the independent state. However, in the first decades the discussion focused mainly around the influence of immigrants on the economic development of the country and identification of the most effective ways to adapt immigrants. At present, the Israeli economic model is built in such a way that the institutions of the knowledge economy are at its core, that requires a significant amount of labor with an appropriate level of skills. At the same time, today Israel witnesses emigration of such specialists, mainly to the United States. This paper is devoted to the analysis of the current situation. The article substantiates the relevance of the chosen topic not only for Israel, but also for other economically developed countries and gives a brief bibliographic review in the field. Next, the author analyzes the tendencies of high skilled work force immigration to Israel at the present stage through the analysis of the supply and demand in the country's labor market in the high-tech sector and assessment of the government programs created to attract foreign non-Jewish specialists to the country which appear to be not effective. The article also deals with the problems of emigration of high skilled workers from Israel. An overview of the magnitude of the phenomenon is given based on international comparisons; main reasons of the trend are identified and analyzed; government programs for the return of compatriots are assessed. It is argued that Israel should pursue a more effective policy to attract highly skilled non-Jewish immigrants into the country, which will fully realize the existing positive externalities and dampen the problem of brain drain.

High tech industrial fields on modern development stage are in need of construction materials with an optimal ratio of volume and surface properties, along with low cost of material itself. As evidenced by studies, in order to give a set complex of properties to a workpiece that operates under specific conditions, it is often sufficient to only modify its surface area. Over the course of studies, by means of gravimetric, influence of technological parameters (temperature and time samples are kept in the melt) on specific mass change of cobalt samples, that act as substrate, during electroless diffusive saturation with dysprosium in eutectic melt of lithium and potassium chlorides have been studied. A mathematical dependency was established for specific mass change of cobalt samples on time spent in melt for temperature range of 873–973 K. Composition of intermetallic coats obtained on surface of cobalt samples was studied means of EDX and SEM analyses. It was discovered, that for chosen temperature range, diffusion layers formed on surface of cobalt samples consists of two structural zones that correspond to Co-Dy and Cp2Dy phases.
