Triple Helix Systems: An Analytical Framework for Innovation Policy and Practice in the Knowledge Society

This paper introduces the concept of Triple Helix systems as an analytical construct that synthesizes the key features of university–industry–government (Triple Helix) interactions into an ‘innovation system’ format, defined according to systems theory as a set of components, relationships and functions. Among the components of Triple Helix systems, a distinction is made between (a) R&D and non-R&D innovators; (b) ‘single-sphere’ and ‘multi-sphere’ (hybrid) institutions; and (c) individual and institutional innovators. The relationships between components are synthesized into five main types: technology transfer; collaboration and conflict moderation; collaborative leadership; substitution; and networking. The overall function of Triple Helix systems – knowledge and innovation generation, diffusion and use – is realized through a set of activities in the knowledge, innovation and consensus spaces. This perspective provides an explicit framework for the systemic interaction between Triple Helix actors that was previously lacking, and a more fine-grained view of the circulation of knowledge flows and resources within and among the spaces, helping to identify existing blockages or gaps. From a Triple Helix systems perspective, the articulation and the non-linear interactions between the spaces can generate new combinations of knowledge and resources that can advance innovation theory and practice, especially at the regional level.

Building a global information space and Knowledge Society, the European community is developing a priority area for research and innovation policy – the Open Science, which, among other things, provides open access to publications and research results. When developing this direction in Ukraine, it is expedient to take into account the experience of successful countries, global transformations and trends, digital progress, and historical lessons. The article’s purpose is to substantiate the periodization and determine the stages of evolution of open science tools and technologies in the world. The article presents some results of the research within the project «Cloud-oriented systems of open science in teaching and professional development of teachers» (registration number 2020.02/0310) implemented with grant support from the National Research Fund of Ukraine. Theoretical methods are used: historical-pedagogical method, generalization of scientific and scientific-methodical sources, analysis and systematization of concepts, works of Ukrainian and foreign scientists, experts in the field of digitalization of education and science. The periodization of the evolution of open science tools and technologies has been developed. The first stage was characterized by a sharp increase in data and knowledge flows, the emergence of the first initiatives to ensure the availability of scientific and cultural achievements of humankind. The second stage was characterized by the intensification of the process of transition of journals and scientific repositories to the open format, the development and dissemination of software to support open access, the development of cloud computing and Web 2.0 technology. The result of the third period was the intensive development of scientific-educational environments, due to the processes of digitization, increasing trends: open access, archiving of articles, data exchange.

This paper examines the concept of entrepreneurial ecosystems and the more established concept of systems of innovation and considers their application in Latin America, where many countries are currently experiencing political and economic upheaval. The paper finds that current entrepreneurial ecosystem literature is not directly applicable to most of Latin America, as it takes for granted features of an advanced economy, while the innovation system literature favours studies of well-functioning economies and innovation in high-technology sectors. Findings suggest that network and institutional perspectives may enrich both concepts in theoretical and analytical term and complementary innovation system and entrepreneurial ecosystem perspectives appear well suited in further defining the needs and demands of local production structures and existing resource and knowledge capabilities. The paper suggests the need for measurable transformations in Latin American production and support structures that include embracing social, organisational, and interactional innovation and socially oriented entrepreneurial activity. The paper encourages further research to identify the drivers and economic consequences of distinctive Latin American entrepreneurial ecosystems and for researchers to adopt an evolutionary perspective that acknowledges historical trajectories in different regions, where local social, political, and economic regimes will influence the trajectory and success of future innovation policy initiatives.

Every year, the importance of innovation policy as a part of economy’s sustainable development is growing. The state approaches this policy thoroughly enough and carefully searches for ways of the most effective formation of the national innovation infrastructure. In this regard, the "Triple helix" model must be considered as one of the most successful models of innovation development of mining regions’ economy. The analysis of the possibilities of its implementation in the mining region (on example of Kemerovo region, Western Siberia, Russia) should be based upon the experience of another mineral resource region – Tomsk oblast. Among the problems hampering the effective functioning of the triplehelix model in the Kemerovo region, the authors describe the reduction in the staff engaged in research and development, intellectual and business migration, low financial activity, lack of support from federal and regional authorities. Only by implementing a system of measures aimed at applying the "Triple helix" model as the basis for regional innovation system, Kemerovo region can change its way for sustainable development.

The article is devoted to the methodological aspects of assessing the sustainability of the regional innovation system and assessing the contribution of the triad participants (education / science, business, government) to the overall region innovative development based on the Triple Helix model. The system of indicators has been determined, which allows to study the region innovative development as a whole and separately pursuant to the blocks of indicators of the triad. Integral rating assessments of the innovative development of the northern regions of Russia of the resource type for the period from 2010-2019 were performed, on the basis of which the levels of innovative sustainability of the regions were calculated and the shares of the contribution of the triad participants in the overall region innovative developmental economy were determined. The authors believe that the proposed methodological approach (algorithm) based on the Triple Helix model adequately solves the assessment of the level of sustainability of the innovative development of regions and the assessment of the contribution of the Triad participants to the overall region innovative development. In order to identify the strengths and weaknesses of the activities of the participants of the triad, innovative profiles of the regions have been built, which allow the executive bodies of local government to make appropriate regulatory and managerial decisions aimed at improving the weak positions of the activities of the participants in the triad. The main advantages of using this method include the simplicity of performing numerical calculations based on the standard Microsoft Excel platform, the use of official statistics that exclude the effect of subjectivity arising from the use of various weight coefficients. The obtained study results may be used by regional authorities to adjust the existing program documents in the field of innovation policy, as well as by various economic and social actors for monitoring and predictive assessment of the innovative development of their industry.

The purpose of this work is to develop proposals for improving the methodology for assessing the innovative development of the socio-economic system of Russian regions based on the achievements of international theory and practice in this field of research. To accomplish the task, the authors considered both conceptual and empirical approaches to the assessment of regional innovation systems in modern conditions of development. The article presents a new structure of the integral innovation index of the regions of Russia based on a critical review of the results of well-known scientific research and approaches that are used by leading development institutions. The authors have proposed the grouping of primary indicators into subindexes, reflecting the potential, conditions for development, activity and effectiveness of the innovation system of the region. The calculation of the value of the final integral index is carried out by taking into account the weights of the subindexes, while the study presents theoretical and practical developments that largely shift the emphasis on the effectiveness and efficiency of innovation activities. Special attention is paid to the interpretation of assessment results. Based on the range of possible values it was proposed to group regions by the identified types of innovation systems. The authors have tested the developed method on the example of the subjects of the Central Federal District of Russia, the results of which are illustrated by the innovation map of the regions. Based on the clustering of assessment results, a typology of regional innovation systems has been developed reflecting their heterogeneity. The work substantiates the need for a differentiated innovation policy for different types of regions, taking into account the complex of identified barriers and weaknesses. This will allow to level the obstacles to regional innovation and industrial growth. Thus, we are talking about the need to form a “smart strategy” of the region’s innovative development.

The topic of the article is extremely relevant for modern Russia. The formation of an innovative economy begins with the creation of an innovative climate and the definition of a model for further development. To assess the innovation system of regions, the AIRR rating is used, based on the calculation of 29 indicators. The rating data shows managers the strengths and weaknesses of development and allows them to adjust the innovation policy of the regions. The article presents the data of the "rating of innovative development of the Russian Federation subjects" based on the results of 2017. It is shown that if you divide the regions into 3 groups (advanced, medium and lagging), the number of subjects of the Russian Federation in them is approximately the same. The article describes possible ways to coordinate relations in different types of economies. More attention is paid to partnerships in the post-industrial online economy. This economy is characterized by the interaction of three subjects in the network mode and thus forms a "triple helix". According to the "triple helix" concept, the formation and implementation of innovations should be based on universities that interact with business and government. In Europe, the "triple helix" model of innovative development is the main one in regional development. The article focuses on the problems of the formation of the "triple helix" in the regions of Russia. At the same time, successful examples of effective interaction of science with business and government are given. A continuation of the "triple helix" concept is the "quad helix" theory, in which the Quad element is the users of innovation, i.e. citizens who are the driving force of the innovation process. The forms of implementation of the "quad helix" model are aimed at the development of the region's human capital.

The article analyzes modern theory that explains the specificity of relationships among government, science and business in innovation systems - the "triple helix" concept. Factors that determine the appearance of new theory are systematized. The peculiarities of formation of "triple helix" in Russia are described, including the development of science, business and the system of government regulation in innovation sphere. The conclusion is made that currently in Russia only double linkages are formed.

Public libraries play a crucial role in the information and knowledge society. Their access and services in the fourth industrial revolution require review as well as the knowledge of the competency requirements for Library and Information Science (LIS) graduates to offer professional services. This paper presents the competencies LIS graduates require for work. It also seeks to examine the challenges they encounter in public libraries. The study is driven by the notion that a skills gap and a lack of training for LIS professionals are still daunting challenges in most public libraries. The post-positivism paradigm was employed through the triangulation of both qualitative and quantitative methodologies in data collection and analysis. Content analysis and a survey were employed as research methods. The study scanned job advertisements in four newspapers spanning a three-year period (from January 2015 to December 2017). Semi-structured interviews were conducted with assistant directors and structured questionnaires were administered to LIS graduates. Grade 12, one to three years of work experience, computer literacy and communication skills are the most required competencies to work at public libraries. There seems to be no balance between theory and practice offered in most LIS schools, which suggests the need for curricula revision. Employed LIS graduates are facing several challenges, which include lack of practical exposure or knowledge, lack of qualification recognition and individual promotions, and lack of ICT skills and knowledge.

A small-world simulation model of a regional innovation system combining the strength of the intersubject relationship of the regional innovation system with the loosely coupled system is constructed. We use a simulation to observe knowledge flow within the regional innovation system under relationships of varying strength. The results show that when the relationship between the subjects of the regional innovation system reaches a certain strength, the system will exhibit high module independence and high network integrity, forming a loosely coupled system. The knowledge flow in the system exhibits the emergence of a fast flow rate, a high mean value and little variance. When relationship strength is at other levels, the emergence of knowledge cannot be identified.

Guided by Deleuze's taxonomic theory and practice and his concepts concerning the body, literature, territory and assemblage, this article examines library classification as a technique of discipline and bibliographic control. Locating books written by and about Deleuze reveals processes of discipline formation and the circulation of knowledge, and it troubles the principles upon which the classification is based. A Deleuzian critique presents the Library of Congress Classification as an abstract machine that diagrams knowledge in many academic libraries around the world.
