O texto apresenta considerações acerca da inevitabilidade do enfrentamento do caráter plural do contexto urbano na trajetória do aperfeiçoamento dos instrumentos de planejamento e gestão de cidades. Essa perspectiva aponta dificuldades oriundas da necessária abertura para um número ampliado de variáveis a serem consideradas, as quais, no entanto, se progressivamente integradas em programas mais flexíveis de organização e gestão do território podem vir a oferecer possibilidades para uma crescente inserção da população no trato dos espaços compartilhados. Considera-se indispensável a apropriação dos espaços urbanos pela sua população como senha para o êxito das políticas públicas de planejamento urbano. Notes on regional urban planning in the face of socio-environmental metamorphoses Abstract The text presents considerations on the inevitability of facing the plural character of the urban context in the path toward the improvement of city planning and management instruments. This perspective points at difficulties stemming from the need to open up to a large number of variables that must be considered and which, if progressively integrated in more flexible territory organization and management programs, may pave the way for increased general public participation in dealing with shared spaces. The appropriation of urban spaces by their populations is considered an indispensable password for successful public urban planning policies.

To improve the quality of life, human-oriented smart city planning and management based on time-space behavior was studied. First, the basic theory of time-space behavior and smart city was introduced. The relationship between public participation and smart city construction planning was analyzed, and the positive and negative significance of public participation in smart city construction planning was expounded. Then, the mechanism for public participation in smart city construction planning was proposed. Finally, public participation in smart city construction planning was analyzed from the perspectives of power balance, interest coordination and safeguard measures. The results showed that public participation in smart city construction planning was an important manifestation of the realization of public democratic rights. The scientific nature and feasibility of smart city construction planning was enhanced. The smooth implementation of smart city construction planning was an important foundation for promoting smart city construction. Therefore, public participation is an important way to safeguard social public interests and build a harmonious society.

Public participation plays a vital role for the developer and local government as this ensures the acceptance of the general public to the proposed project. However, the general public participation rate in the planning process in Malaysia is still at a low level. Hence, this study was conducted to study the use of augmented reality (AR) as a tool in promoting public participation in the planning process. In the study that was conducted, 77 respondents were selected from the general public to evaluate the effectiveness of AR. During this evaluation process, 37 of them were given AR material, and another 40 of them were given classic plan material. By using feedbacks from the public, statistical analysis was done to study the effect of AR and conventional plan material on the willingness for public participation process. The statistical test shows that the participant is more willing to participate in the public participation process when AR material is being used.Keywords: AR, Public Participation, Urban Planning

Urban cultural crisis becomes a common phenomenon under the background of current globalized wave and rapid urbanization; the traditional city planning emphasizes on shaping material spatial form and lacks deep understanding and respect towards city culture, leading to the loss of city characteristics. It mainly because the cultural values of the urban planning are not clear and the urban spatial planning is divorced from cultural planning seriously. This paper starts with the cultural duality of urban space, puts forward that it is inevitably logical to integrate the cultural planning into the urban planning system; It discusses the theories and methods of cultural planning for urban spaces from the target system construction, main content and operation system, stressing that the core of cultural planning for urban spaces is the combing of cultural spatial factors and spatial cultural structure, then propounds the way to melt it into existing city planning system to enhance urban planning to the new stage of cultural consciousness and initiative.

This article reflects on the challenges for urban planning posed by the emergence of smart cities in network societies. In particular, it reflects on reductionist tendencies in existing smart city planning. Here the concern is with the implications of prior reductions of complexity which have been undertaken by placing primacy in planning on information technology, economical profit, and top-down political government. Rather than pointing urban planning towards a different ordering of these reductions, this article argues in favor of approaches to smart city planning via complexity theory. Specifically, this article argues in favor of approaching smart city plans holistically as topologies of organized complexity. Here, smart city planning is seen as a theory and practice engaging with a complex adaptive urban system which continuously operates on its potential. The actualizations in the face of contingency of such potential are what might have the city evolve over time, its organization, its wholeness, and its continued existence being at stake from moment to moment.

The aim of the publication is to determine the prerequisites of and to elaborate on the foundations of the Exclusion Zone reintegration in order to address the issue of rational development of urban-planning documentation complex regarding the legitimacy of said territory exploitation. It is established that for the implementation of the «Radioactive waste management strategy» the production complex «Vector» is being constructed on the Exclusion Zone territory; a powerful park of renewable energy generation is being created to implement the «Chornobyl - a Territory of Change» strategy; a Chornobyl Radiation-Ecological Biosphere Reserve was established to support and increase the barrier function of the zone; in order to promote the Safe Chornobyl brand-name, the tourist traffic is being increased and the conditions for the visitors are improving. In the absence of developed and approved city planning documentation, the listed above causes the problem of legitimacy and rationality of the exclusion zone territory use. The paper for the first time raises the question of the need to elaborate the concept of functional planning of the Chornobyl NPP exclusion zone territory and the development of the design-planning complex (urban planning documentation): from the territory.

The authors set out the basics of urban planning policy and represent the capabilities of modern information and communication tools for an integrated way of fixing the material and intangible world for urban planning purposes in the living environment (material and spatial environment). Namely, the possibilities of communication in the field of urban planning development carried out in the context of many circumstances cover federal, regional, municipal and corporate levels of management, while taking into account political, economic, social and technological relevant factors, as well as historical and national special aspects and urban planning typology of territories. The authors describe the operation of the developed computer program Decision Support Solutions (DSS) for evaluating decision options by interested participants in urban planning activities for various urban planning types of territories. The relevance of the article is driven by the need for practical use and legalization of the presented communicative interaction. This will facilitate the identification and solution of conflicts at the pre-project stage of urban planning, as should help to consider the requirements of consumers and their support for ongoing decisions and actions of public authorities at all levels.

One of major factors of deterioration in a microclimate of urban development in the conditions of the Rostov region, is degradation of landscapes owing to violation of water balance of the territory. In article the main reasons for violation of water balance which included natural features of the region, a consequence of anthropogenic influence, climatic changes, etc. are considered. Examples from the world practice of urban planning, which show the relevance and effectiveness of compensation for the effects of anthropogenic im-pacts and climate change using planning methods, are given. The experience of the United States, the Nether-lands, Canada and other countries that use water-saving technologies in planning is considered. The rela-tionship of urban planning and the formation of sustainable urban landscapes is shown. The integration of water-saving technologies into the urban environment can be a means of optimizing landscapes and a means of creating unique urban spaces. Reclamation of the urban landscape of low-rise buildings is a necessary step in creating a modern and comfortable urban environment in the conditions of the Rostov region. Meth-ods are proposed to compensate for negative changes in urban landscapes that can be applied at the stage of urban planning. As well as the proposed methods can be applied in the reconstruction of urban low-rise buildings. The considered methods concern not only urban landscapes, but also agricultural landscapes that surround small and medium-sized cities of the Rostov region. In article the author's concept of the organiza-tion of the low housing estate on a basis Urban- facies is submitted. Planning methods of regulation of water balance of the territory on the basis of models the ecological protective of landscapes are offered: an ecolog-ical core, an ecological corridor and an ecological barrier and also analogs from town-planning practice are considered. The reclamation of urban landscapes based on urban planning methods for regulating the water balance of the territory will allow creating unique urban spaces that are resistant to local climatic conditions and the possible consequences of climate change.
