The article aims to thoroughly study the compliance of the quality of educational services provided by vocational education institutions (hereinafter - VEIs) to the needs of the regional labor market in qualified staff and professional career development. The authors have tested the analysis system of professional success of vocational education graduates and developed technology for evaluating the effectiveness and quality of educational services provided by VEIs. By the above, the authors offer to organize activities of Advisory Committees and Professional Councils in the field as an innovative interaction form between vocational education institutions and employers in the professional educational environment.

The article is aimed at identifying the problems of the regional labor market and the market of educational services in order to improve the system of youth employment. The paper identifies the role of education as the most important institution for the formation of the internal socio-economic potential of the territory and the development of the local community. The relevance of the problem for the Irkutsk region lies in the imbalance of supply and demand of young professionals - generation Z - in the conditions of the resource nature of the economy. The study confirmed that young people aged 20-24 are the most vulnerable in the regional labor market. The main results of the work are as follows: 1) there is no effective interaction of market participants with the changed labor claims of modern youth; 2) educational services of the Irkutsk region are not relevant to the regional labor market. Uncertainty in the interaction of market actors does not give a clear understanding of the prospects for the formation of labor skills and activates the migration of young people. As a result, the territorial labor market lacks human and educational potential, and the return on the regional structure of the resource economy does not contribute to the transformation of potential into capital. The study emphasizes that the realization of the potential of the population and the activation of territorial unification cannot be effective without a clear understanding of the vector of development of the higher education system. It is necessary to supplement the regulatory and strategic documents of the region with reasonable indicators of employment of university graduates. The results obtained can be used by regional authorities, higher education, science and business structures in order to effectively interact the territorial markets of educational services and labor.

The need for appropriate providing the leading stakeholders of higher education with objective information about the local universities' status and development is justified, which is important for making managerial decisions. It requires continuous monitoring and forecasting of the changes at the regional educational services markets in higher education. A complex of studies should include analysis, assessment, and forecasting of processes in higher education of the region, as well as in the labor market. It is shown that effective monitoring is possible only under the condition of close interaction of local higher education institutions, state authorities, and local self-government. The role of the latter is to determine the directions of the regional labor market development and to forecast its changes. On the example of the Kherson region, it is shown that a research and development monitoring center, established by the state authorities, may be a possible organizational form that allows performing the necessary research.

The paper deals with comparative analysis of occupations in the regional labor market. Occupation is treated as a multi-dimensional space of characte- ristics, whereas a scalar form of a characteristic makes it possible to carry out a comparative analysis of occupations. Using cluster analysis of a pilot region indicators five meaningfully interpretable clusters of occupations were identified, reflecting their regional specificity.

Employment impacts, from a proposed solvent-refined coal plant, are examined by use of an adjustment model which departs from the more conventional export-base and input—output approaches. Adjustments in the regional labor-market are outlined through the use of a Markov-chain model of job vacancy transfers. Adjustments, in response to labor-demand shocks generated by the projects, are specified for disequilibrium gaps in the open labor market, with in-migration of workers absorbing job vacancies. Empirical estimates of key parameters are derived from previous studies of impacts in order to make a preliminary simulation of the system. Implications for an area in West Virginia designated as a regional labor-market are discussed.

The article deals with educational and qualificational features and disproportions of the regional labor market. The authors reveal and summarize the features of structural and dynamic characteristics of the labor market in an industrial region (Zaporizhzhya region), and professional and sectoral structure of the employed and unemployed population. The disproportionality between regional distribution of vocational education and demand for skilled labor is considered in the context of the uneven distribution of employees by professions and economic activities, which led to distortions in the quantitative and qualitative structure of the labor market and further aggravated the mismatch between the level of labor's skills and the needs of employers at the regional level. The paper substantiates the conclusion about the autonomy of the trajectories of vocational education development in the region and the labor market of worker professions, which shows up in the excessive qualification of the employed population in the region. Based on the results of analytical calculations, the authors identified and fully characterized the professional "core" of the Zaporizhzhya region, which covers no less than 80% of all employed in the worker professions and identified, in its structure, the most wide spread professions in the region. The comparative characteristic of the professional "core" with the need of employers and their salary offers allowed to identify the bottlenecks of the occupational structure of employment in the region. Since the training of workers in accordance with the policy of decentralization is a prerogative of local authorities, it is at the regional level that workers should be trained to ensure the replenishment of a professional "core". The authors prove that the system of worker training in Zaporizhzhya region is not able to bring the training of skilled workers in line with the needs of the labor market. It is the social dialogue with all stakeholders in the region that acquires particular importance for the modernization of the content of educational policy.

The example of Tashkent region classifies an effective method of effective management of the labor market based on the creation of cluster structures in the mecha market. Scientific proposals and practical recommendations have been developed to address the shortage of qualified personnel based on the formation of cluster structures in the development of the regional labor market.
