This article is devoted to the problem of correlation of the higher education system of the Russian Federation in accordance with the requirements of professional standards. The relevance of this problem is due to a radical change in approaches to personnel Museum policy and in the profile system of higher education. The most controversial issue in this study is the fragmentary implementation of professional standards in the field of Museum business and the dependence of the educational process on them. The article reveals the problems of determining the qualification requirements for a number of Museum professions, and assessing the possibility of their solution at the level of the education system. The main method of research is the method of comparative analysis, which allowed to determine the content load of the definitions used and to correlate professional and educational standards in the study area. The materials of the article can be useful for the formation of working curricula in the field of museology and protection of cultural and natural heritage.

The aim of the present study is to discover the optimal conditions, including organizational and legal conditions, for the introduction of blended learning in the higher education system. To achieve the defined objective, the authors analyze the legal regulations that govern the use of various forms of education in the higher education system in general and distance learning in particular and assess the need for the implementation of hybrid education in the Russian Federation at the present time. Based on the research carried out on normative acts, the authors conclude that distance education presents an educational technology and can, therefore, be used as a means of organizing the educational process in the realization of an educational program through any type of learning including the full form of time in accordance with the local regulations of the educational organization in question. It is demonstrated that the implementation of individual principles and approaches in international practice can contribute to the solution of the specific problems of implementation and use of blended learning.

This article analyzes the Federal State Educational Standards of Higher Education from the perspective of substantive component that contributes to the formation of civic qualities and civic position of the students. It is noted that in modern political and socioeconomic life, the Russian Federation gives priority to the development of youth activity in the conditions of building civilian, democratic and constitutional state. Young people should be competent in order to be engaged in the country’s socially useful events to the fullest and make conscious political choice.  Higher education institutions play a considerable role in preparing educated and critically minded citizens, who possess high level of responsibility and patriotism. The goal of this article is to establish the the pedagogical conditions for the formation of civic position of students of higher education institutions. Analysis of the standards and existing normative legal acts allowed outlining the key priorities vectors in the development of higher education system of the Russian Federation. One of the crucial tasks of higher education system is to improve competitiveness of higher education institutions of the Russian Federation, as well as develop general cultural and professional competencies of future specialists. However, despite legislative consolidation on the federal level of the importance of development of civic position, the direct requirements for the results of formation of civic position among students are indicated only in part of the Federal State Educational Standards for Higher Education.

The paper analyzes measures adopted by the Russian Federation on internationalization and globalization of the higher education system, its integration into the international scientific and education area. One of the initiatives of the authorities of the Russian Federation in this direction is Project 5-100, designed to increase the competitiveness of both a selected group of universities and the Russian higher education system as a whole. Among the successful practices of Project 5-100, one can identify the presentation of a single stand of participating universities at the international education exhibitions APAIE, EAIE, NAFSA. Within this study, we explore the cooperation of the universities participating in Project 5-100 with potential international partners at global educational exhibitions by means of network analysis with graphs. The effectiveness of such cooperation from the point of view of integration of the universities from this group into the international higher education area is determined through estimations of the usefulness of participation in such events made by the universities and through scientometric analysis. As a result of this study, it was revealed that active participation in international educational exhibitions including negotiating, establishing contacts with international partners, contributes significantly to the promotion of the universities participating in Project 5-100 in the international arena.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Education is considered as one of the main pillars of society. An educated society leads the development of a nation. Education is also one of the areas which is also strongly influenced by it and social change. The fact that the educational systems are in permanent change does not show instability. But rather on the other side, they serve to better adapt the society which is changing. Starting from the beginning the education system in Albania has experienced changes after the collapse of the communist system and the approach of society to these changes has been a sensitive issue. These changes were not very studied, since they were in a very unfavorable environments, in which our education system came from a widespread politicization, and they did not always have the right fruits which was often perceived by us as experiments. These changes have not passed without debate, not only by academics, but also by students and civil society. Methodology: The work is based on a comparative analysis over these three decades, relying also on INSTAT’s statistical data.Main results: In this paper, I will show the transformation of the higher education system and how today the Law on Higher Education after three years of implementation has encountered a number of problems where the state and universities are moving from one to the other and finally that those who suffer the consequences of this law are the Albanian young who are not finding themselves in the Albanian market.

Introduction. Currently, there are numerous discussions concerning a relevant issue – the impact of transformations of the higher education system on the quality of graduates of technical universities. It is important to analyze the advantages and disadvantages of modern higher education in construction in comparison with one of the Soviet period and to define the direction it should be developed in the future. The present article analyzes the changes that higher education in construction has undergone since 1955 to the present time. Materials and methods. The data used in the analysis include regulatory documents which regulated the implementation of educational activities in different years: orders, classifiers, model curricula and state educational standards. The requirements to the structure and results of the study of educational programs in the field of construction were analyzed. Results. The analysis showed that over the past decades, higher education in construction has undergone significant changes. Fundamental transformations took place at the turn of the millennium when changing from a disciplinary to a competence model of education, as well as from direct government management of the education system to the normative legal regulation of educational activities. If in Soviet times, training was delivered under model curricula of construction specialties, now training is mainly performed according to Bachelor’s and Master’s degree programs, the content of which educational institutions determine independently on the basis of educational standards. Conclusions. The performed analysis identified the deficiencies in the modern system of higher education. The imperfection of the regulatory framework, the deficiencies of the competence approach make it impossible to ensure quality training of specialists in the construction industry. This involves improvement of higher education system, including in the field of construction. It is necessary to establish more detailed requirements to the study results and the content of educational programs. It requires among educational standards, exemplary basic educational programs.

The article is devoted to the study of the problem of fundamental changes in the organization of the higher education system in connection with the transition to the fourth technological order, which is accompanied by the formation and development of digital technologies, the effective use of which presupposes that an employee has a system of modern knowledge and competencies. In these conditions, we can talk about the formation of the economy of knowledge. Only in this case an innovative version of the development of the national economy of Russia becomes a real. The article discusses various points of view on the qualitative and quantitative changes in the system of higher education in the era of the digital economy. The modern higher education system is the result of the classical industrial era, when mass standardization was considered the most important criterion for success. Traditional formal education was essentially a copy of the generally accepted model of factory production. The education model was designed in such a way that learners were passive recipients of information. The basic values of this system of higher education were control, standardization, compliance with generally accepted standards. However, this option has exhausted the possibilities of its development. It is noted that the digital transformation of the learning process should create conditions for the effective use of the latest technologies for the transition to a personalized and result-oriented educational process. In relation to Russia, this means the development of material infrastructure, the introduction of digital programs, the development of online learning, the development of new management systems for universities and learning processes.
