Knowledge development within the nursing discipline requires an exploration of ethical, philosophical, and spiritual contexts to make nursing a unique discipline within a health-care system. Intersectionality theory as a philosophical paradigm has a potential contribution to the nursing discipline and public health. Moreover, intersectionality is inevitably intertwined with various dimensions of knowledge development in nursing where gender and culture are therefore seen as large categories of knowledge construction. Adopting an intersectional approach that encompasses health equity, social justice, and emancipatory perspectives helps the nurse to gain a better understanding of the life contexts and experiences of the members of a marginalized group, which ultimately helps to enhance their health and quality of life. Therefore, it appears axiomatic that an intersectional approach could yield fruitful insights into public health and knowledge development in nursing.

The work shows the importance of rational and efficient assessment of control and supervision in health care for society as a whole and for its individual members. Health care is part of the system that shapes the quality of life of the population, influences the development of human potential, economic performance, on the adoption and diffusion of innovations in Russia. Control and supervision in public administration reform received much attention. The Ministry of Economic Development of the Russian Federation has developed a methodology for assessing and comparing the activities of Supervisory authorities. However, there is a need for not only implementation of the standardized approach in assessing but taking into account the specific features of activity of Supervisory authorities. The article presents the system of socially significant indicators for assessing the activities of Roszdravnadzor and its territorial offices in the RF entities. Currently the authority spends a lot of tests (about 10 thousand per year), however, the effectiveness of control and supervision is low. The health of the population remains low, satisfaction with public health services is reduced. Researching foreign experience of health systems development in countries with socially oriented economy allows to draw a conclusion about the necessity of building a qualitatively new assessment system of control and supervision, which should be based on the interests of society. The author proposes to depart from the principle of "check for validation" and change over to socially significant indicators for the government activities. The article highlights such indicators for healthcare and proposes their decomposition for fractional quantitative and qualitative assessment of activities. This system of indicators is aimed at improving the efficiency of public health care management and growth of the citizens’ health and their quality of life in a whole. Trials have demonstrated improvement in patients’ quality of life through palliative care services (PCS). However, many of these trials are limited by their research methodologies. PubMed, Cumulative Index to Nursing and Allied Health Literature (CINAHL) were searched to conduct a systematic review of review articles related to PCS from January 2001 to December 2011. The paper examined evidence from studies on PCS that aimed to improve elderly patients’ end-of-life outcomes by i) systematically reviewing literature on models of palliative care (PC) delivery patients received; ii) exploring methodological issues surrounding recruitment of the patients, implementation of the studies and comparison of health care services; and iii) addressing the costs of care with/without a palliative program. Seventeen trials and three observational studies were selected from nine systematic review articles. Overall, early introduction of PC to patients following identification of their life-limiting conditions and needs re-quires an organized and coordinated care approach to ensure accessibility of these services. The ideal system that offers the potential of improving patients’ quality of life is one that is integrated, interdisciplinary and holistic. Dying is commonly institutionalized; however, providing outreach programs that allow patients to die at their place of wish, such as domiciliary care, offers the potential of addressing the issue of ever-increasing health-care expenditure for the aged. However, further investigation is needed to evaluate the cost effectiveness of these programs. Methodological problems and ethical issues surrounding the study of terminally-ill patients necessitate that researchers use a combination of observational studies and surveillance system over time. Abstract Aging without appropriate nutrition and provision of food services increases risk of malnutrition, weight loss, sarcopenia and lower functional capacity, quality of life and contribute to higher health care costs. It has been found that appetite, functional capacity and quality of life are closely related. New research and recommendations have been published, projects and rehabilitation programmes have been funded and new service models have been suggested, however there is still a need for adapting and implementing further public health tools in order to prevent costly care, this include a need for developing and implementing innovative ways of providing food services in combination with rehabilitation programmes. The aim of the workshop is collaborative learning, knowledge building and discussion on future actions that is needed in order to improve public health, quality of life among elderly and prevent rising costs of health, care by focusing on food and nutrition services. This include the opportunity to collect new ideas and experiences from audience cross-different countries. Furthermore, the aim of the workshop is to support future collaboration and project ideas as part of EUPHA Section on Food and Nutrition’s work on nutrition for aging people. The discussion will be based on an introduction of three innovative projects from Scandinavian. representing different groups of elderly. This include; 1) The young old, retired, home living, in good condition, and active elderly. 2) Community-dwelling frail old people, who need health care and meal services and 3) Residents in nursing homes with a high degree of lost food related functionality. The workshop is organized by the leaning café -method. This provides an opportunity for all participants to influence the outcome of the workshop. The topics will be: Young old: How to keep food related functionality in new life situation after retirement? What new food and nutrition services are needed? Frail old: How to improve food related functionality and prevent frailing? How to use meal services (Meals on Wheels) and nutrition services? Residents in nursing homes: How to involve residents in meal activities in order to improve or maintain food related functionality in elderly home and quality of life. Which co-operational actions could be implemented. Key messages New innovative food and nutrition services design to address risk of malnutrition and loss of functionality among a growing aging population. Different age-groups of elderly need different food and nutrition services.

Problem setting. The active development of the service sector contributes to the growth of scientists’ attention to the concept of marketing relations, the center of which is a customer-oriented approach. This concept is especially relevant for the field of medical services, as the quality of these services not only forms aspects of patient satisfaction, but also determines their quality of life and longevity. The Ukrainian model of health care and the provision of medical services has recently been in the process of reform. The changes affect key elements of the functioning of the medical sector: transformation of the structure of the medical services market, aimed at increasing the share of the private sector, changing the principles and conditions of financing, improving the system of medical education and quality of health care. The insurance mechanism in the system of medical services is being reformed and the system of legal regulation of state medical institutions is being changed. One of the key tasks of the reform is to ensure the orientation of the health care system to meet the needs of patients in treatment. This necessitates scientific research in the interaction of two key aspects of medical service – the patient (recipient of medical services) and the medical worker (institution of medical services). Recent research and publications analysis. Ukrainian researchers have devoted their work to analyzing the needs of patients in the system of patient-medical institution and finding effective mechanisms for managing medical institutions to meet these needs. The analysis of patients’ opinions on the availability, satisfaction with the provision of medical services and health care reform was conducted by scientists Shkrobanets, V. Galkin researched the issue of improving outpatient therapeutic care as an urgent task of health care. English scientists S. Cavanagh and K. Chadwick identified the basic needs of public health. They analyzed the needs, aspirations and goals: welfare, quality of life and public policy in the field of medicine, and conducted applied research on the quality of life. However, given the realities of the development of the medical services market in Ukraine, patient orientation issues need to be explored in more depth. Highlighting previously unsettled parts of the general problem. Ukrainian patients face significant difficulties in obtaining medical services. In addition to physiological problems, there are psychological problems associated with the implementation of the choice among the complex processes of diagnosis and treatment. The greatest responsibility for health care processes lies with physicians, heads of health care facilities, and other health care providers who are aware of patients’ needs and are responsible for the functioning of the system. Their ability to identify problems and respond appropriately to public demand is fundamental to working in terms of their competencies. Thus, the competence of health professionals is a systemic factor that contributes to the patient’s receipt of high-level medical services. Paper main body. Modern market relations are subject to economic laws that are specific to management and are in conflict with the methods of administration. Medical care within market relations is a specific type of intangible production, filled with economic characteristics. In recent years, Ukraine’s medical sector has achieved significant results in overcoming the crisis that arose during the establishment of independence in all spheres of society, and, as a result of global social, political and economic changes, continues to be reformed. The essence of the current stage of health care reform in Ukraine is characterized by objective conditions under which medical services become a commodity, and the relationship between doctor and patient in its content begins to be defined as marketing with the predominant role of the patient. The introduction of economic criteria in the activities of the medical sector in modern market relations is determined by the need to develop the health care system. At the same time, the reform of health care delivery is being transformed into a system that regulates supply and demand in the health care market. Conclusions of the research and prospects for further studies. According to the results of the research, it is established that Ukrainian consumers average the patient’s focus on medical services. Among the key, unresolved issues that hinder the introduction of patient orientation are the insufficiently comfortable conditions of patients’ stay in inpatient facilities and treatment, insufficient effectiveness of treatment in general and the results obtained. Weaknesses include low awareness of health services in public health facilities, lack of focus on patient health, lack of psychological support for patients during treatment and rehabilitation, late delivery of services, and problems with non-compliance. This creates a field for new research to address the identified problems.

The purpose of this article is to study the factors that have a direct impact on improving the quality of life through improving public administration in the field of health care. In the course of our research are considered the following aspects: significant economic and social aspects of the medical sphere that affect the quality of life; a list of public services that are of significant public interest and have the greatest impact on quality of life, methodological approaches to assessing the quality of life, the main problems and possible ways to improve public health policy to improve the quality of life. To achieve the objectives of the study, several statistical indicators were selected and a number of statistical methods of analysis were used: pairwise correlation, regression analysis, methods of comparison, synthesis and comparison. Statistical analysis was conducted according to the countries of the European continent, which belong to different social models. An economic-mathematical model of the dependence of the Quality of Life Index on the factors of public management of medical services has been built, which shows that the increase in the Quality of Life Index by 70.2% is due to the level of state funding, insurance and the number of hospital beds. One of the main conclusions is the fact that the Health Index, along with the Purchasing Power Index, have the greatest positive impact on the quality of life of the population. According to the results of the regression analysis, it was found that that the most statistically and practically significant factor of the linear dependence of the studied indicators of public health services management on the Quality of Life Index is public expenditures in the field of health care. In this context, public policy should be mainly aimed at addressing the problems of efficient allocation of resources and fragmentation of policies and strategies for the development of effective socio-economic systems for providing quality health services to ensure a high level of quality of life.

The article deals with current issues of financing Russian health care, the implementation of which will ensure the effective functioning of the system of public health protection. In the structure of a modern state, the security of any country is based on effectively functioning defense and health systems that ensure stability and a high level of quality of life for citizens. Therefore, the system for ensuring public health should not receive funding on a residual basis, and the mechanism for providing medical care and preventing morbidity should be based on market principles.

This chapter provides a comprehensive review of the personality domain of Neuroticism. Neuroticism is not only one of the more salient higher-order personality domains across different trait models, it also includes great public health care significance. We begin by describing the domain, including its facets. We then consider genetic and environmental influences for its development. We also consider developmental considerations, including evidence for stability and change across the lifespan. We then turn to the importance of Neuroticism for predicting consequential outcomes in several relevant domains of functioning: psychopathology, physical health, and quality of life. We then summarize and end with suggestions for future directions in research and public health care application.
