The traditional approach to the analysis of traffic accidents has mostly involved identifying omissions in vehicles and drivers, which led to the occurrence of a traffic accident. However, more recent EU directives dealing with this area emphasize infrastructure failures that may be the real cause of the accident. This approach refers to preventive action, ie the design of such infrastructure that will, in case of failure of the driver, "forgive" the driver his mistake and prevent the occurrence of a traffic accident or reduce the consequences of a traffic accident. To achieve this, a completely new approach to the problem is needed, ie to build, reconstruct and regenerate the road infrastructure according to its real function from the aspect of traffic safety. The realization of these concepts in our area implies primarily the education of all entities that have contact with road infrastructure (designers, managers, auditors, etc.), with emphasis on the fact that savings on the material are significantly less than the savings achieved by reducing the number of accidents, with injured faces and fatalities.

The groups of participants of the pedestrian and automobile flows, whose actions cause the greatest danger to the occurrence of conflict situations in the zone of unregulated transition, are identified. The factors determining the likelihood of a traffic accident at an unregulated transition are systematized, for which probability estimates of the occurrence of road traffic accidents are calculated. As an estimated parameter, the hazard coefficient of a conflict point of an unregulated transition is proposed, which is determined by the ratio of the probability of a traffic accident in the real-time hourly interval to the average annual probability of a traffic accident reduced to the hourly interval. The dependences of the hazard ratio of an unregulated transition are established on the most significant factors: the speed mode of transport in the area before the transition and the state of the road surface.

9238 traffic accidents data are collected in rural road of China. Through the data analysis, the main causes of rural road traffic accident are presented. The external environment, the participant features, road features and accident characteristics are involved. The regression analysis in SPSS is applied to find the relationship between the accident features. Overall, the rural road traffic accident was mainly due to in the rural area there are mass travel mode, lower grade roads, poorer safety awareness of traveler and the road is lack of traffic safety facilities and so on.

At present, China is in a period of steady development of highways. At the same time, traffic safety issues are becoming increasingly serious. Data mining technology is an effective method for analysing traffic accidents. In-depth information mining of traffic accident data is conducive to accident prevention and traffic safety management. Based on the data of Wenli highway traffic accidents from 2006 to 2013, this study selected factors including time factor, linear factor and driver characteristics as research indicators, and established the decision tree using C4.5 algorithm in WEKA to explore the impact of various factors on the accident. According to the degree of contribution of each variable to the classification effect of the model, various modes affecting the type of the accident are obtained and the overall prediction accuracy is about 80%.

Introduction. Undesirable consequences of fast increase of the vehicle fleet are an increase in the level of accident rate and the number of deaths and injuries in traffic accidents (hereinafter accidents). The positive experience of other countries shows that objectives indicators for reducing the number of traffic accident victims by implementing reasonable measures to eliminate the dominant causes of accidents is the most effective way to achieve the desired result in improving traffic safety. Problem statement. Considering the enormous economic lost caused by traffic accidents, improving of traffic safety has been a priority in the policies of many countries around the world in recent decades. In this regard, the international community pays considerable attention to the development of targeted programs and implementation of traffic safety measures directed at preventing the road traffic injuries. In particular, on March 2, 2010, the UN General Assembly adopted Resolution No. 64/255 «Improving Traffic Safety Worldwide», which proclaimed the 2011–2020 «Decade of Traffic Safety Actions» to reduce deaths from injuries sustained as a result of traffic accident — by 50%. Ukraine, through which seven international transport corridors run [1], did not stay away from solving the common problem and joined in 2011 to the UN initiative regarding reducing the death rate due to traffic accidents by at least 30 % [2]. For evaluation of the achieved result, it is important to analyze the accident statistics and determine whether the planned results were achieved through the implementation of planned measures to improve traffic safety. Purpose. The article considers the dynamics of accident rate and the number of traffic accidents victims in Ukraine for the period 2011–2020, as well as analyzes the main causes of traffic accidents on the public roads, including roads of state importance, to evaluate the outcome of the Decade of Traffic Safety Actions and providing the recommendations for further decreasing of mortality on domestic roads. Materials and methods. The study used the method of statistical processing of data on the number of accidents and their victims in Ukraine and the method of systematic analysis of risk factors that contributed to the accidents. Results. It is determined that the total number of fatalities in traffic accidents for the period 2011–2020 decreased in Ukraine by 27.8 %, and on the public roads — by 44.0 %. However, considering that since 2014 there are no data on traffic accidents in Autonomous Republic of Crimea and partly in Donetsk and Luhansk regions, the indicator of decreasing of deaths per 100 traffic accidents and the result shows more modest achievements: in Ukraine it was possible to reduce deaths by 100 traffic accidents per 100 14 %, and on the public roads — only 5.4 %. Conclusions. Accident rate analysis provides an information basis for understanding the scale of the problem of traffic injuries, evaluating the results of implemented measures to improve traffic safety, the dynamics of positive or negative developments, and allows to plan reasonably the measures to improve road conditions to reduce mortality on roads.

The issue of traffic safety becomes increasingly prominent and has attracted widespread attention from researchers and policy makers. Dhaka, the capital of Bangladesh, is the most vulnerable city both in terms of total number of accidents and accident rates. GIS technology has been widely applied to urban traffic information and safety management. This paper presents a geospatial analysis to identify the road traffic accident (RTA) hotspot zones in Dhaka Metropolitan Area (DMA). ‘Spatial analysis’ and ‘spatial statistics tools’ are used to examine spatial patterns of accident data. A systematic comparison of identified hotspot zones using Local Moran’s-I Statistic, Getis-Ord Gi* statistic and Kernel Density Estimation (KDE) carried out to examine spatial patterns of high cluster of traffic accidents. These analyses revealed a total 22 hotspot zones in DMA during the years 2010-2012. This kind of research would help generating new parameters for reducing road traffic accidents in Dhaka Metropolitan Area.

One of the measures to increase road traffic safety in Croatia is the introduction of obligatory use of daily lights on vehicles in road traffic during driving, regardless of the visibility and the time of day. The paper describes the new original technical and technological procedure of analysing automotive light bulbs in order to find the traces of glass particles of the broken glass balloon in the marginal cases of action of small inertia forces generated as result of a traffic accident. Investigations of light bulbs in traffic accidents had been rarely done before; therefore the subject of this scientific research is the analysis of the light bulb filament used in automobiles to light the road ahead and to give light signals, i.e. all the light signalling devices on the automobile using the new technical and technological procedure by means of SEM/EDX method. The scientific research has improved the investigation procedure in analysing the light bulbs on automobiles in determining whether at the moment of the traffic accident the regulatory lights were switched on. In determining the responsibility of participants for causing the traffic accident, such a fact may sometimes be of crucial significance. Heavy fog weather can increase traffic accidents and lead to freeway closures which result in delays. This paper aims at exploring traffic accident and emission characteristics in heavy fog, as well as freeway intermittent release measures for heavy fog weather. A driving simulator experiment is conducted for obtaining driving behaviors in heavy fog. By proposing a multi-cell cellular automaton (CA) model based on the experimental data, the role of intermittent release measures on the reduction of traffic accidents and CO emissions is studied. The results show that, affected by heavy fog, when cellular occupancy [Formula: see text], the probability of traffic accidents is much higher; and CO emissions increase significantly when [Formula: see text]. After an intermittent release measure is applied, the probability of traffic accidents and level of CO emissions become reasonable. Obviously, the measure can enhance traffic safety and reduce emissions.

This paper presents estimation of the traffic accident costs in Serbia, based on original dominant costs model. Dominant costs model uses human capital approach and this model is developed for simple and quick calculation of the traffic accidents costs, because other simple methods as 1 million rules, are not suitable for estimation of the traffic accident costs in the countries with a low GDP per capita. Knowing the costs of traffic accidents is of crucial importance for establishing traffic safety to the level defined by the size of costs made as a consequence of unsafely. So, politicians, decision makers and stakeholders in the field of traffic safety often need quick estimation of the traffic accident costs and economic effects of the particular measures which are applied for decreasing the number and severity of traffic accidents. The estimation of the level of the traffic accidents costs in Serbia, based on the official data (from the Ministry of Interior of the Republic of Serbia) about traffic accidents in Serbia for 2008 is shown in this paper and the comparison between predicted and calculated value of the traffic accident costs for 2009 is also presented.

Every year we lose many young road users in road traffic accidents. Based on traffic accident data issued by the Indonesian National Police in 2017, the number of casualties was highest in the age group 15-19, with 3,496 minor injuries, 400 seriously injured and 535 deaths. This condition is very alarming considering that student as the nation's next generation lose their future due to the accidents. This figure does not include other traffic violations, not having a driver license, not wearing a helmet, driving opposite the direction, those given ticket and verbal reprimand. To reduce traffic accident for young road user, road safety campaigns were organized in many schools in Jakarta. This activity aims to socialize the road safety program to increase road safety awareness among young road users/students including the dissemination of Law No. 22 of 2009 concerning Road Traffic and Transportation. Another purpose of this program is to accompany school administrators to set up a School Safe Zone (ZoSS), a location on particular roads in the school environment that are time-based speed zone to set the speed of the vehicle. The purpose of this paper is to promote the road safety campaigns strategies by considering various campaign tools.

Traffic accident cost analysis is needed to predict potential losses of nation due to the emergence of traffic accident victims. The cost of traffic accidents in Indonesia is based on the characteristics of the City of Bandung in 2003, and it is shown that the cost of traffic accidents can vary according to regional characteristics. This study tries to compare the analytical approach in Bandung in 2003 with the Consumer Price Index and Human Development Index approaches for an area with medium accessibility, namely East Lombok, West Nusa Tenggara Province. The location of traffic accidents greatly influences the cost of traffic accidents, because the costs on inter-city roads are relatively higher compared to those on roads in the city. This study shows that the cost of traffic accidents is related to accessibility of health facilities. This analysis can be developed for all regions in Indonesia, so that it can be used as a reference for traffic stakeholders in assessing the performance of the traffic safety programs implemented. Analisis biaya kecelakaan lalu lintas diperlukan untuk memprediksi potensi kerugian negara akibat timbulnya korban kecelakaan lalu lintas. Biaya kecelakaan lalu lintas di Indonesia dibangun berdasarkan karakteristik kota Bandung tahun 2003, dan diperlihatkan bahwa biaya kecelakaan lalu lintas dapat bervariasi sesuai dengan karakteristik wilayah. Penelitian ini mencoba membandingkan pendekatan analisis di Bandung tahun 2003 dengan pendekatan Indeks Harga Konsumen dan Indeks Pembangunan Manusia untuk suatu wilayah dengan aksesibilitas menengah, yakni Lombok Timur, Provinsi Nusa Tenggara Barat. Lokasi kecelakaan lalu lintas sangat mempengaruhi biaya kecelakaan lalu lintas, karena biaya di jalan antar kota relatif lebih tinggi dibandingkan dengan biaya di jalan dalam kota. Penelitian ini meperlihatkan bahwa biaya kecelakaan lalu lintas terkait dengan aksesibilitas fasilitas kesehatan. Analisis ini dapat dikembangkan untuk semua wilayah di Indonesia, sehingga dapat dijadikan acuan bagi pemangku kepentingan lalu lintas dalam menilai kinerja program keselamatan lalu lintas yang dijalankan.
