The challenges of future life have not been answered without any desire to make changes. These changes can be made by way of continuous improvement. Today the superiority of a nation is no longer identified with the abundance of natural resources available, but rather the superiority of its human resources, because the quality of human resources contributes positively to the quality of education. The quality of education is often assessed with good conditions, conditions that are met, as well as a complete component in education. These components are inputs, processes, outputs, education personnel, facilities and infrastructure, as well as costs.The discussion in this paper is based on facts in a society that is already aware of education. The implementation of the concepts and theories of the quality of education were analyzed using four elements contained in the quality theory, namely: Setting Standards, Mentoring Performance, Correcting for Deviation, and New Standards; which are the four researchers' reference in analyzing the concepts and theories of quality in their implementation in Unit 6 Great Child Reading Les Yogyakarta. Data collected using three methods, namely observation, interviews and documentation. Then it is packaged in a descriptive qualitative method. The results of this study indicate that the Great Children Reading classes, especially unit 6 Yogyakarta, have tried to implement the concept of quality education

As an effort to improve the quality of human resources, the development of human resources was important for the goverment to focus on improving the quality of education by provision learning processes with quality education personnel. This article aimed to discussed the principle management of educational staff of the Al-Qur'an perspective. This research was literature studies, namely by examining journals, books, research reports. The result showed that : (1) the Principle of Tawheed, covering the principle of unity of direction and unity of command; (2) Principles of justice and prosperity; (3) The principle of deliberation; (4) Principles of efficiency, effectiveness and productivity; (5) Disilpin principle, integrity and loyalty; (6) The principle of division of authority and responsibility; (7) Principle of Ukhuwah. An understanding of the management principle of the Al-Qur'an perspective in the management of Islamic education institutions will be able to contribute positively, including planning of education personnel, the process of recruitment, selection and placement, and the development of education personnel. This of the strategies developed in improving the quality of education in educational institutions is one with the establishment of integrated quality management. one model of improving the quality of education is based on integrated quality management theory. integrated quality management in the context of philosophy of education is a continuous improvement methodology that can provide a set of practical tools for every educational institution in fulfilling the absolute needs of customers for these improvements, there is continuous improvement, containing an understanding of continuous improvement that is shaken in the educational world. Meanwhile, everyone wants quality education. Understanding and views on the quality of education so far are very diverse. There are people who think that quality education is one that has quality and many students become human resources that can improve the nation and the country in the future and are seen with evidence of national and international levels. Quality schools are schools that provide foreign language subjects for their children.

The problem in this research is the head of the school can manage all the components or resources that exist in the school environment with good so thatstudent achievement continues to rise in academic and non academic. The purpose of this study is: (1) Describe and analyze so that the head of school in implementing managerial competencies in SMP Islam Al Azhar 15 Cilacap. (2) Describe and analyze the response of the teachers and education personnel  of the competence of the managerial head of school in SMP Islam Al Azhar 15 Cilacap. (3) Describe and analyze the contraints of the head of school in implementing mangerial competencies in SMP Islam Al Azhar 15 Cilacap. The results of this study are: (1) The head of the SMP Islam Al Azhar 15 Cilacap has been making efforts to utilize existing resources in the school environment both from human resources, school facilities and infrastructure, financial resources of the school, and the advancement of technology in the field of information and communication, which includes 16 type of competence; (2) support of personal is realized by setting up the school adminstration well in order to improve the quality of education, as for the support of educators is realized with:  create lesson plans, implement learning process and assesment and evaluation; The head of SMP Islam Al Azhar 15 Cilacap get the constrains in implementing  managerial competencies, namely limitations in manging the school’s finances.

The purpose of this research is to explain the authority of LPD financial management in Badung Regency, after the enactment of the Badung Regency Regulation No. 29/2013 and to find out the direction of the utilization of LPD coaching funds in Badung Regency. This research used normative legal research, with a statutory approach that specifically regulates the financial management authority of the LPD after the enactment of the Badung Regency Regulation number 29 of 2013. The data sources used were primary and secondary legal materials. The data were analyzed using descriptive qualitative method, namely the presentation by describing in detail certain aspects related to the problem being researched. The results showed that the authority to regulate the implementation of village credit institution activities in Badung Regency is still handled by the Provincial government because so far the Province has never handed over or delegated this authority to Badung Regency. Second, the utilization of village credit institution development funds is to provide guidance to LPDs in Bali and to improve the performance and quality of LPD management human resources.

The research used descriptive qualitative method. Service was said to be of quality if the service received more than expected, satisfying if the service received the same as expected and if the service received less than expected, the service was said to be of low quality. The results show that the service quality provided by the Fisheries, Agriculture and Fisheries Department of North Barito Regency was considered satisfactory in terms of dimensions of responsiveness, dimensions of assurance and empathy. While the dimensions of reliability and dimensions of tangibles are considered unsatisfactory. Based on the results of the study, it is expected that the Fisheries, Fisheries and Animal Husbandry Department of North Barito Regency will be able to improve the quality of services by improving the quality of human resources and making new breakthroughs in fish farming technology.

ABSTRAKManajemen sumber daya manusia adalah suatu bidang manajemen khusus yang mempelajari hubungandan peranan manusia dalam suatu organisasi. Manusia adalah tenaga kerja yang bekerja dalam suatuperusahaan. Salah satu faktor suatu pendidikan bisa berkembang adalah adanya manajemen sumber dayamanusia yang baik dan sesuai dengan nilai-nilai Islam. Dengan adanya sumber daya manusia yang berkualitasakan dapat berpengaruh pada proses dan kemajuan yang lebih baik dalam bidang pendidikan tersebut.Meningkatkan sumber daya manusia menjadi semakin penting untuk institusi yang digunakan untukmendapatkan kontrol yang lebih baik melalui lembaga mereka sendiri. Lembaga harus menunjukkan bahwamereka mampu memberikan pendidikan yang berkualitas untuk pelajar. Untuk setiap institusi, kualitas adalahagenda dan kualitas utama perbaikan adalah tugas yang paling penting. Salah satu yang harus di perhatikandalam Manajemen sumber daya manusia di Indonesia ini adalah peningkatan kualitas mutu pendidikan dengantujuan untuk mengubah institusi yang mengoperasikannya menjadi tim yang tulus, tanpa konflik dan persainganinternal, untuk mencapai satu tujuan, yaitu untuk kemajuan pendidikan yang lebih baik.Hasil penelitian ini menunjukkan bahwa: Perencanaan sumber daya untuk meningkatkan mutu pendidikanseleksi dan orientasi, serta penempatan sumber daya manusia secara profesional. With the existence of quality human resources will be able to influence the process and better progress inthe field of education. Increasing human resources is becoming increasingly important for institutions that areused to gain better control through their own institutions. Institutions must show that they are able to providequality education for students. For each institution, quality is the agenda and the main quality of improvement isthe most important task. One of the things that must be considered in human resource management in Indonesiais to improve the quality of education with the aim of changing the institutions that operate it into a sincereteam, without conflict and internal competition, to achieve a goal, namely for the betterment of education.The results of this study indicate that: Planning resources to improve the quality of education selection andorientation, as well as the placement of human resources in a professional manner. The quality of education of a nation is largely determined by the quality of human resources both educators and educational staff. Therefore, it is a necessity for every educational institution to improve the quality of teaching staff. Efforts to increase or develop it lead to one meeting point that is so that the school towards the ideals expected by all existing stakeholders. This study uses a qualitative approach to the type of case study, which research is carried out at Sunan Giri Islamic Middle School. Data collection is done using techniques: interviews, observation, and documentation. While the data obtained were analyzed through several stages namely: Condensation, data display, and verification of conclusions as well as checking the validity of the data. The process of developing human resources both educators and education personnel has been going well, but there are still shortages here and there both in terms of implementation and evaluation of the results of the development.

This article is written to discuss the currently low quality of Indonesian education. In fact, education is something that is agreed upon to be the main thing in any nation. The quality of education in a nation is one of the determinants of the nation's progress. In other words, the progress of a nation or country can be seen from the quality of education in that nation and country. Therefore, this paper describes what problems Indonesia faces that can hinder the realization of a good quality education. Then it also describes how solutions can be made as an effort to overcome the problems of education in Indonesia. This study the authors used a qualitative method, namely by conducting a literature review. The author collects data and information from trusted journals and books and is in accordance with the discussion of this article. With this paper, it is hoped that it will raise awareness from each individual to build a better and more advanced Indonesia in order to prepare quality humans
