"Competitive neutrality" rules are becoming the focus of attention of the new generation of international economic and trade rules. "Competitive neutrality" rules hinder state-owned enterprises from opening up international markets. It also will weaken the domestic competitive advantage of state-owned enterprises, and the public service capabilities of state-owned enterprises. Therefore, China needs to implement state-owned enterprise reforms to better respond to this trend.

The article deals with the issues related to the evolution of the use of women in the civil service at the turn of the 19th - 20th centuries on the example of the Maritime Ministry on the basis of previously unpublished documents stored in the Russian state archive of the Navy and periodical press materials. The study of gender issues can be of scientific interest on the basis of its documents, as practically not in demand in research related to the women’s issue. As a result of the struggle of the public, there were some concessions on the part of the authorities related to the expansion of women’s access to fill certain positions in a number of areas that experienced a lack of certain qualifications, including public service, in the conditions of intensive bourgeois development. The article analyzes the legal acts regulating the work of women, especially in the public service. it is shown how the changes that took place in the Russian Empire influenced the transformation of the socio-economic situation of women in General, and, also, became a reflection of the social policy of the state. The article reveals the attitude of the heads of departments of the Ministry to the admission of women to the public service, as well as their opinion on the degree of necessity for the service itself in attracting women to it. The article deals with the arguments of men - heads of departments of the Ministry, related to the impact of women’s work on home life, on the family and on itself, which differed largely by philistine assessments, rather than progressive views. In fact, on the part of the authorities, concessions to women were more imaginary and forced than the result of an objective assessment of their equal opportunity to serve in the public system.

Globalization is the increasing interaction of peoples, states or countries through the growth of the global trade, international flow of capital, ideas and culture. The paper discusses how privatization of public corporations and invention of information and communication technology (ICT) lead to the retrenchment and casualization of public servant. The aim of this study is to examines the impact of globalization on the public servant in Nigeria. The methodology involves the use of secondary data, through a systematic literature review which entails the document analysis of related matters. The findings reveal that globalization infringes on the right of a public servant by making them vulnerable without job security. The paper concludes that government must stop unfair labor practice such as retrenchment and casualization of workers, and improve good working conditions to make public servant more productive.

ICT advances will bring a new generation of ubiquitous applications, opening up new possibilities for the health sector. However, the social impacts of this trend have largely remained unexplored. This study investigates the public representation of future ICT applications in the outpatient health sector in terms of their social acceptance. Mental models of ICT applications were elicited from inhabitants of Berlin, Germany, by means of qualitative interviews. The findings revealed that the interviewees felt ambivalent about anticipated changes; only if ICT use were to be voluntary and restricted to single applications and trustworthy institutions did they expect individual benefits. Concerns about data transmission to unauthorized third parties and widespread technological dissemination forcing compulsory participation led people to feel averse to such technology. Implications for potential implementation of future ICT applications in the outpatient health sector are discussed.

With the development of the economy and science technology, global resource shortages and environmental pressures have become the focus of attention. More and more consumers tend to buy non-polluting and environmentally friendly green products, and many manufacturers and retailers are beginning to produce or sell green products to enhance their competitive advantage in the market. Considering the green preference attributes of consumers, the altruistic preference is introduced into the supply chain, and we establish four models: two cooperative manufacturers and one retailer are completely self-interested, one retailer has altruistic preference, two cooperative manufacturers have altruistic preferences, and two cooperative manufacturers and one retailer have altruistic preferences. We address the optimal greenness and pricing decisions of supply chain members, and analyze the impact of altruistic preferences on supply chain decision-making and profits. The results show that the altruistic preference coefficient can significantly affect the decision-making and the profits of supply chain members, and when two manufacturers and one retailer consider altruistic preferences, the altruistic preference coefficients adopted by the three parties are in the certain ranges, the supply chain members’ altruistic preference coefficients can increase the whole supply chain profit. Through analysis, in the three cases where the retailer has altruistic preferences, two manufacturers have altruistic preferences, and two manufacturers and one retailer have altruistic preferences, two manufacturers should adopt higher altruistic preference coefficients, and the retailer should adopt a lower altruistic preference coefficient, and the product greenness under the three altruistic preferences is higher than the product greenness when there is no altruistic preference.

Purpose The purpose of this paper is to statistically test if the public service motivation (PSM) measure operates in the same way across the public and private sectors of a municipal district in China. It also contrasts the relationship between PSM and workplace outcomes across sectors and employee age groups. Design/methodology/approach Survey data from independent samples of public (n=220) and private (n=230) sector employees in the Changsha Municipal District of China is used. The analysis tests for invariance across groups, before comparing mean values and regression weights. Findings Only in respect of one PSM dimension do findings show a significant higher mean in the public sector. No significant difference is found on the impact of PSM on employee performance across sectors, while it is in the private sector that PSM has the greater impact on intention to leave. Findings also show no marked impact of age upon outcomes. Research limitations/implications This study provides an initial set of results and further research will need to be undertaken to verify them. The limited sample size and narrow geographical focus, although in line with similar studies on China, means the ability to draw generalisations is limited. The reliance on self-reported measures means issues with common method bias cannot be ignored. Measures were taken during data collection to minimise issues of bias and a set of post-hoc test results are provided. Practical implications The recruitment of employees with higher levels of PSM can be expected to play a role in achieving better outcomes, regardless of sector and age profile. Originality/value The PSM measure has been applied by researchers across various economic sectors. This paper is one of the first to statistically test if the concept and its measure operates in the same way across sectors. The paper contributes to the on-going debate on PSM in the context of China and its relationship with a number of key output variables. Finally, the paper contributes to the emerging debate on changing workforce demographics and their role in shaping outcomes.

Denmark represents a noteworthy ‐ and rather successful ‐ example of where state-funded public service broadcasters have retained strong branding locally while asserting an online streaming presence and negotiating sustainable transnational partnerships for future collaboration, thus consolidating domestic and international markets. This article analyses the impact of the shift away from national broadcasting towards transnational production cultures on the Danish domestic market, historically dominated by local public service broadcasters: Danmarks Radio and TV2. Using the television dramas Ride upon the Storm, Liberty and Greyzone as case studies, the article examines the idea that trends towards harnessing global audiences and fostering transnational production collaborations may partially undermine the distinctive cultural and linguistic features of Danish television drama.

The public administration principles characteristic of many Commonwealth countries served as the foundations for building the Hong Kong civil service. These have continued to operate in line with the `one country two systems' concept under which Hong Kong has been administered, since 1997, as a Special Administrative Region (SAR) of China. Career employment, hierarchy and public service values combined to provide an overarching unity to a system that nevertheless has developed considerable differentiation over time. This article examines the developments that are currently modifying Hong Kong's public sector. The discussion draws on documentary sources and a recently completed qualitative study on the experiences and perspectives of senior Hong Kong managers working in a dozen government departments and agencies. The discussion addresses questions about whether greater differentiation across government departments, in combination with increasing differential within these organizations, will ultimately bring about the demise of the traditional civil service system.

Abstract. The highly accurate measurements of the hyperspectral Infrared Atmospheric Sounding Interferometer (IASI) are used in numerical weather prediction (NWP), atmospheric chemistry and climate monitoring. As the second generation of the European Polar System (EPS-SG) is being developed, a new generation of IASI instruments has been designed to fly on board the MetOp-SG constellation: IASI New Generation (IASI-NG). In order to prepare the arrival of this new instrument, and to evaluate its impact on NWP and atmospheric chemistry applications, a set of IASI and IASI-NG simulated data was built and made available to the public to set a common framework for future impact studies. This paper describes the information available in this database and the procedure followed to run the IASI and IASI-NG simulations. These simulated data were evaluated by comparing IASI-NG to IASI observations. The result is also presented here. Additionally, preliminary impact studies of the benefit of IASI-NG compared to IASI on the retrieval of temperature and humidity in a NWP framework are also shown in the present work. With a channel dataset located in the same wave numbers for both instruments, we showed an improvement of the temperature retrievals throughout the atmosphere, with a maximum in the troposphere with IASI-NG and a lower benefit for the tropospheric humidity.

Globalization led to tough competition among cities around the world to win the competition toattract visitors and increase investment. Therefore, not only the company, the cities are also struggling tocreate uniqueness to gain an advantage in competition. It is very important to communicate the competitiveadvantages owned by these cities to the public and all parties to ensure the achievement of objectives. Citybranding is a method used to re-brand the city as identification which is expected to reflect the advantages aswell as its uniqueness. Therefore, in 2013 Shining Batu was introduced as a city brand wich expected to bereflect the competitive advantage of Batu City. The purpose of this study is to reveal aspects of the competitiveadvantages Batu City; strategies that are used in communicating it; as well as how big the impact of thecommunication strategy for the visitors Batu City. The paradigm of this research is qualitatively by case studydesign. Data were obtained by interview and documentation. The results showed that the Batu City has threeinterrelated aspects superior to one another that supports the creation of competitive advantages: geographicand agricultural sectors are packed in the development of the tourism sector. At the same time, the governmentdeveloped the program as a means of communicating Shining Batu and reflects the benefits of the city to thepublic. Shining Batu communicated through various forms of promotion that utilizes a wide variety ofcommunication tools; a variety of Tour Package; and held aa variety of routine and incidental events.Questionnaire showed that aim to dominate the number of respondents traveled, which consists of a visitor,where recreational tourist attractions types over a favorite choice than any natural attractions. Hotel is a topchoice for a place to stay. Most visitors make a visit to Batu City more than once.
