The main problem of this regional autonomy research is the low competence of human resources in the New Autonomous Region of  Pangandaran Regency, which is caused by its suboptimal implementation. The purpose of this study is to describe the implementation of regional autonomy and its impact. The method used is a qualitative approach with observation, interview and library study techniques. This study concludes that the implementation of regional autonomy in Pangandaran is not yet optimal. The positive impact of regional autonomy can increase the efficiency and responsiveness of government in public services with public preference, and arouse the spirit of competition and innovation among local governments. The negative impact, the quality of public services is low, due to the transfer of authority which is often misunderstood or misused so that adequate and formal supervision and control is needed both formally and informally as well as synergy between local, provincial and central governments.

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Melalui kebijakan yang dikeluarkan pemerintah daerah dapat membantu peningkatkan mutu penyelenggaraan pendidikan di tingkat Madrasah. Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah

The government policy of disbursing Village Funds and Village Fund Allocation is a breakthrough that is able to provide new enthusiasm for the implementation of rural development, where village funds obtain a clear source, direction of implementation, supervision and reporting system, it is expected to be able to spur improvement in village governance and grow impact on improving the welfare of the village or village community. The research was carried out in the village in the scope of Batang Cenaku District, Indragiri Hulu Regency, Riau Province. The research objective is to get an idea of the extent of the impact of the implementation of village funds on village governance, the quality of public services, and the welfare of village communities. This study uses primary and secondary data with a quantitative descriptive approach, from questionnaires that have been successfully distributed and collected then conducted a descriptive analysis, to test hypotheses using SPSS program tools. The results of the analysis that have been done show that the implementation of village funds has a positive impact on governance, implementation of village funds and allocation of village funds have a positive impact on the quality of public services, and implementation of village funds and allocation of village funds have a positive impact on the welfare of the community in the village, however if viewed more closely, the impact of implementing village funds and allocation of village funds on village governance is higher than the impact of implementing village funds on the quality of public services, and the impact of implementing village funds and allocation of village funds in improving the welfare of village communities.

In addition to a positive impact, free schools also have a negative effect, such as a lack of operating funds because it is centered on the BOS funds, the declining quality of education, lack of motivation and enthusiasm to learn some students because of the effects of free, reduced awareness of parents will be the responsibility of financing education, opportunities misappropriation of budget funds if not closely monitored.

Abstract General welfare is the ideals of the Indonesian people as referred to in the 1945 Constitution of the Republic of Indonesia and one of the elements that must be realized by the government. One of the efforts to improve the quality of health both individuals and community groups by means of health services. The rapid advancement of technology has a positive and a negative impact, especially in the health sector. In addition to increasingly advanced tools, there are also online health services through the internet or online media which are often called Telemedicine. This study aims to analyze the juridical basis for doctors who perform online health services and physician responsibilities when negligent in the practice of health services to patients through telemedicine. Normative legal research is a type of research used. Approach to the concept and laws used. The technique of tracing legal materials uses document study techniques. The results showed that the legal basis for telemedicine was Article 42 by not forgetting the Good faith principle as the basis for its implementation. In the case of negligence the doctor in telemedicine responsible is the organizer of the system, explicitly stated in Article 15 of the ITE Law.     Abstrak Kesejahteraan umum merupakan cita-cita bangsa Indonesia sebagaimana dimaksud dalam Undang-Undang Dasar  Negara Republik Indonesia 1945 dan salah satu unsur yang harus diwujudkan oleh pemerintah. Salah satu upaya untuk meningkatkan kualitas kesehatan baik perorangan maupun kelompok masyarakat  dengan cara pelayanan kesehatan. Kemajuan ilmu teknologi yang kian pesat memberikan dampak yang positif dan juga dampak negatif khususnya pada bidang kesehatan. Selain dengan alat-alat yang semakin maju terdapat juga pelayanan kesehatan secara online melalui internet atau media online yang sering disebut Telemedis. Penelitian ini bertujuan menganalisis landasan yuridis bagi dokter yang melakukan pelayanan kesehatan online dan tanggung jawab dokter apabila lalai dalam praktik pelayanan kesehatan terhadap pasien melalui telemedicine. Penelitian hukum normatif merupakan jenis penelitian yang digunakan. Pendekatan dengan kosnep dan perundang-undangan yang digunakan. Teknik penelusuran bahan hukum menggunakan teknik studi dokumen. Hasil penelitian menunjukkan dasar hukum pelayanan kesehatan secara telemedicine ialah Pasal 42 dengan tidak melupakan Asas Itikad Baik sebagai dasar dalam pelaksaannya. Dalam hal kelalain dokter dalam telemedicine yang bertanggung jawab adalah penyelenggara sistem, secara eksplisit dinyatakan dalam Pasal 15 UU ITE.

Improved governance at this time is encouraged through the implementation of bureaucratic reforms program that has entered the second stage (2010-2014). One considerable area of change in the bureaucratic reform that needs to be improved is public services, especially in the current era of regional autonomy nowadays where the regions have opportunity to innovate, be creative, and create the best model to achieve improved quality of service to the community. One important effort suggested by the author to improve the quality of public services is to do public service management reform, to fulfill completeness of organizational development, and implementation of zero management in public service activities. If this can be implemented, it is expected that people's satisfaction is achieved, which together will show the better performance of the government, and in the aggregate will show the successful implementation of bureaucratic reforms.Keywords : Bureaucratic reform, public service, regional autonomyPerbaikan tata kelola pemerintahan yang saat ini digalakkan melalui pelaksanaan program reformasi birokrasi sudah memasuki tahapan atau gelombang kedua (2010-2014). Upaya penting yang disarankan oleh penulis untuk meningkatkan kualitas pelayanan publik adalah dengan melakukan pembenahan manajemen pelayanan publik, memenuhi kelengkapan pengembangan organisasi, serta penerapan manajemen zero dalam aktivitas pelayanan publik. Jika hal ini mampu dilaksanakan, maka diharapkan kepuasan masyarakat akan tercapai, yang secara bersinergi menunjukkan kinerja pemerintahan yang semakin baik, dan secara agregat menunjukkan keberhasilan pelaksanaan reformasi birokrasi. Service is an important factor for the government in serving the community if the services provided by the government are good, it will have a positive impact on government agencies and if the services provided are not good or bad, it will have a negative impact on these government agencies.The quality of Samsat Drive Thru UPC services can be seen from the services provided by the Samsat Drive Thru UPC officers who directly interact with the taxpayer community as for the quality provided by Samsat officers such as reliability, responsiveness to service speed, assurance, empathy and form. With the existence of the five quality standards These services can be assessed by the taxpayer community whether they are satisfied or not satisfied with the services provided by the Samsat Drive Thru UPC Officer.The purpose of the study is to find out how the form of services provided by the Samsat Drive Thru UPC officers to taxpayers, see how the quality of services provided by the Samsat Drive Thru UPC officers in increasing taxpayer satisfaction and knowing whether the taxpayer community is satisfied or dissatisfied with the services provided. given by the Samsat Drive Thru UPC officer. The method used in this research is qualitative with a descriptive approach.The results of the study show that the services provided by the Samsat Drive Thru UPC officers are good enough in serving the taxpayers, it's just that there is a lack of inadequate building facilities and it is not visible to the taxpayers that Samsat Rajabasa has Samsat Drive Thru UPC Assistant.

One of the aspects that central among the implementation of regional autonomy are related to segregation and amalgamation areas that aims to strengthen the relationship between government of regions and people in order growth democratic life. The practice of good governance the government the regions is an effort to strengthen democracy. It means, good governance good from the perspective of the community meaningful receive public services local governments quality .One segregation of the region is segregation of aceh barat into three areas, namely Simeulue, Nagan Raya and Aceh Jaya in 2002. At the time conflict aceh stirs that it demands the community not covered by local government services closest to the distric was segregated .In addition happened euphoria the act of regional autonomy. This study aims to analyze perceptions of Simeulue, Nagan Raya and Aceh Jaya to regional government performance in providing basic service after segregation of areas and whether there are differences between third the government the area. Survey used technique the random samples of 150 derived from three the district segregation. Of respondents about 150 terambil 58 respondents (38.7 %) of the Nagan Raya, 42 respondents ( 28.0 % ) of the Seumeulu and about 50 respondents (33.3 %) of the Aceh Jaya.Using analysis of variance (ANOVA) show services are equal treatment, there is no difference perception excessive rata-rata worth 2.1.This means public perceptions in local government services in those areas part aceh barat biasa-biasa course Keywords: Regional Autonomy, Segregation of the Region, Public Services, the Public Perception

This research is based on the competence of government apparatus in southern Sangatta kecmatan in hopes to improve the quality of public services.The purpose of this study is to determine whether the competence of the government apparatus affect the quality of public services at the district office very districts kutai east. The type of research or explanation used is descriptive kuanlitatif used to analyze the relationship between research variables. Types of data used are kusioner, observation, interview, and documentation.The result of partial test on the independent variable that is the Competence variable of government apparatus toward the variable of public service quality shows the result that have significant influence that is by showing from t count> t table, 3.304> 1675. With R obtained for 0.776, which means that 77.6% Competence the government apparatus has a positive impact on service quality and 22.4% is influenced by other factors not discussed in this study.

Abstract The study aims to determine the positive and negative impacts after Decision Number 20 / PUU-XVII / 2019, and how efforts can be made to minimize the negative impact of Number 20 / PUU-XVII / 2019. The approach method used in this research is normative juridical and analytical descriptive, namely describing the object that is the subject matter, from this description an analysis that is adapted to existing legal theories is taken and puts the law as a norm system building. The results of this study indicate that the Decision of the Constitutional Court Number 20 / PUU-XVII / 2019, there are several positive impacts including the voters registered in the Additional Voters (DPTb) did not feel disadvantaged because to take care of the administration moved to vote can be done before 7 (seven ) voting day. The government is also considered to have escaped the accusation of being the party most responsible for the fate of millions of voters unable to take part in the election because they do not have an e-KTP to use a Certificate. In addition to having a positive impact, it also has a negative impact, among others, by loosening the additional voter registration period up to seven days before the vote count is certainly an additional heavy workload for PPS and Regency / City KPU. Regarding their incentives, if they are not considered and there are adjustments for their welfare, it will have an impact on the loyalty and quality of work of KPPS and PTPS officers. The addition of the counting time will cause a number of new vulnerabilities. The suggestion from this research is that the government can anticipate the negative impact of the MK Decision by making several alternatives that have been answered in the results of this study.Keywords: Constitutional rights, Decision of the Constitutional Court, ElectionsAbstrak Penelitian bertujuan untuk mengetahui dampak positif dan dampak negatif pasca Putusan Nomor 20/PUU-XVII /2019, dan bagaimana upaya agar dampak negatif dari Nomor 20/PUU-XVII/2019 dapat diminimalisir. Metode pendekatan yang digunakan dalam penelitian ini adalah yuridis normatif dan bersifat deskriptif analitis yaitu menggambarkan objek yang menjadi pokok permasalahan, dari penggambaran tersebut diambil suatu analisa yang disesuaikan dengan teori-teori hukum yang ada dan meletakan hukum sebagai sebuah bangunan sistem norma. Hasil penelitian ini menunjukkan bahwa adanya Putusan Mahkamah Konstitusi Nomor 20/PUU-XVII/2019 ini, ada beberapa dampak positif diantaranya adalah bagi pemilih yang terdaftar dalam Pemilih Tambahan (DPTb) tidak merasa dirugikan karena untuk mengurus administrasi pindah memilih bisa dilakukan menjelang 7 (tujuh) hari pemungutan suara. Pemerintah juga dianggap lolos dari tudingan sebagai pihak yang paling bertanggungjawab atas nasib jutaan pemilih tidak dapat mengikuti pemilu karena belum memiliki e-KTP dapat menggunakan Surat Keterangan.  Selain berdampak positif juga mempunyai dampak negatif, antara lain dengan adanya kelonggaran masa pendaftaran pemilih tambahan hingga tujuh hari menjelang penghitungan suara tentu menjadi tambahan beban pekerjaan berat bagi PPS dan KPU Kabupaten/Kota. Mengenai insentif mereka jika tidak dipikirkan dan ada penyesuaian bagi kesejahteraan mereka, maka akan berdampak terhadap loyalitas dan kualitas kerja dari petugas KPPS dan PTPS. Penambahan waktu penghitungan suara akan menimbulkan sejumlah kerawanan baru. Saran dari penelitian ini adalah agar pemerintah dapat mengantisipasi dampak negatif dari Putusan MK tersebut dengan melakukan beberapa alternatif yang sudah terjawab dalam hasil penelitian ini. Kata Kunci: Hak kontitusional, Putusan Mahkamah Kontitusi, Pemilu
