Abstract The study aims to determine the positive and negative impacts after Decision Number 20 / PUU-XVII / 2019, and how efforts can be made to minimize the negative impact of Number 20 / PUU-XVII / 2019. The approach method used in this research is normative juridical and analytical descriptive, namely describing the object that is the subject matter, from this description an analysis that is adapted to existing legal theories is taken and puts the law as a norm system building. The results of this study indicate that the Decision of the Constitutional Court Number 20 / PUU-XVII / 2019, there are several positive impacts including the voters registered in the Additional Voters (DPTb) did not feel disadvantaged because to take care of the administration moved to vote can be done before 7 (seven ) voting day. The government is also considered to have escaped the accusation of being the party most responsible for the fate of millions of voters unable to take part in the election because they do not have an e-KTP to use a Certificate. In addition to having a positive impact, it also has a negative impact, among others, by loosening the additional voter registration period up to seven days before the vote count is certainly an additional heavy workload for PPS and Regency / City KPU. Regarding their incentives, if they are not considered and there are adjustments for their welfare, it will have an impact on the loyalty and quality of work of KPPS and PTPS officers. The addition of the counting time will cause a number of new vulnerabilities. The suggestion from this research is that the government can anticipate the negative impact of the MK Decision by making several alternatives that have been answered in the results of this study.Keywords: Constitutional rights, Decision of the Constitutional Court, ElectionsAbstrak Penelitian bertujuan untuk mengetahui dampak positif dan dampak negatif pasca Putusan Nomor 20/PUU-XVII /2019, dan bagaimana upaya agar dampak negatif dari Nomor 20/PUU-XVII/2019 dapat diminimalisir. Metode pendekatan yang digunakan dalam penelitian ini adalah yuridis normatif dan bersifat deskriptif analitis yaitu menggambarkan objek yang menjadi pokok permasalahan, dari penggambaran tersebut diambil suatu analisa yang disesuaikan dengan teori-teori hukum yang ada dan meletakan hukum sebagai sebuah bangunan sistem norma. Hasil penelitian ini menunjukkan bahwa adanya Putusan Mahkamah Konstitusi Nomor 20/PUU-XVII/2019 ini, ada beberapa dampak positif diantaranya adalah bagi pemilih yang terdaftar dalam Pemilih Tambahan (DPTb) tidak merasa dirugikan karena untuk mengurus administrasi pindah memilih bisa dilakukan menjelang 7 (tujuh) hari pemungutan suara. Pemerintah juga dianggap lolos dari tudingan sebagai pihak yang paling bertanggungjawab atas nasib jutaan pemilih tidak dapat mengikuti pemilu karena belum memiliki e-KTP dapat menggunakan Surat Keterangan.  Selain berdampak positif juga mempunyai dampak negatif, antara lain dengan adanya kelonggaran masa pendaftaran pemilih tambahan hingga tujuh hari menjelang penghitungan suara tentu menjadi tambahan beban pekerjaan berat bagi PPS dan KPU Kabupaten/Kota. Mengenai insentif mereka jika tidak dipikirkan dan ada penyesuaian bagi kesejahteraan mereka, maka akan berdampak terhadap loyalitas dan kualitas kerja dari petugas KPPS dan PTPS. Penambahan waktu penghitungan suara akan menimbulkan sejumlah kerawanan baru. Saran dari penelitian ini adalah agar pemerintah dapat mengantisipasi dampak negatif dari Putusan MK tersebut dengan melakukan beberapa alternatif yang sudah terjawab dalam hasil penelitian ini. Kata Kunci: Hak kontitusional, Putusan Mahkamah Kontitusi, Pemilu

<p>The Tegalsari village is the large village with the second largest population in Bruno District, Purworejo Regency. It makes Tegalsari village have several potentiality to become ecotourism place. The government wants to develop ecotourism in Tegalsari Village to boost the economy and the welfare condition that categorized as poor village. The first stage of ecotourism development is planning stage to know the public perception of the development of ecotourism in Tegalsari Village.This research aims to examine public perceptions of the development plan of Tegalsari Village ecotourism, Bruno District, Purworejo Regency. This research uses qualitative basic methods with interactive inductive data analysis methods. The research location was chosen intentionally or purposively. Determination of informants in this study using the snowball sampling technique. The number of informants is 14 informants. The validity of the data is obtained using data triangulation. The results of this study indicate that the community provides a positive perception of ecotourism development. Ecotourism development was initiated and welcomed by the local community. The community hopes that Bukit Sitetepan ecotourism development can improve people’s welfare. There are several supporting factors and obstacles to the process of developing ecotourism and ecotourism development also bring positive and negative impacts. According to the community, the positive impact caused is greater than the negative impact.</p>

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif-analitik. Teknik pengumpulan data dilakukan dengan menggunakan observasi, wawancara serta dokumen. Analisis data hasil penelitian dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan (verifikasi data). Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah

Abstract Between 1965 and 1980, the Indonesian government issued three religious policies. These had both positive and negative impacts on Christianity in Indonesia. As a positive impact, the Indonesian Council of Churches (DGI) and the Supreme Council of Indonesian Bishops (MAWI) were motivated to work together in lobbying the government. The policies also boosted the growth of local leadership in Catholic churches. However, the policies also brought a negative impact in that it became difficult for churches to obtain an IMB (Building Permit). In mid-eighties, Christianity could still perform religious services in churches without any disturbances, but after the 1990s, churches with no Building Permit were banned by some radical Islamic organizations. Preaching the gospel was considered violation of the law and a Christian could be sent to prison for performing this activity.

The main problem of this regional autonomy research is the low competence of human resources in the New Autonomous Region of  Pangandaran Regency, which is caused by its suboptimal implementation. The purpose of this study is to describe the implementation of regional autonomy and its impact. The method used is a qualitative approach with observation, interview and library study techniques. This study concludes that the implementation of regional autonomy in Pangandaran is not yet optimal. The positive impact of regional autonomy can increase the efficiency and responsiveness of government in public services with public preference, and arouse the spirit of competition and innovation among local governments. The negative impact, the quality of public services is low, due to the transfer of authority which is often misunderstood or misused so that adequate and formal supervision and control is needed both formally and informally as well as synergy between local, provincial and central governments.

Efforts to realize the education budget of 20% of the state budget.Free education program does provide a lot of positive impact on education in Indonesia, among which: the inequality of education in Indonesia, providing opportunities for children who are less able to be able to get an education bench, reduce the level of ignorance, unemployment, and poverty, education levels Indonesia will increase, generating qualified human resources, realize the ideals of the Indonesian nation that is participating educate the children of the nation, to promote education and the nation's economy. In addition to a positive impact, free schools also have a negative effect, such as a lack of operating funds because it is centered on the BOS funds, the declining quality of education, lack of motivation and enthusiasm to learn some students because of the effects of free, reduced awareness of parents will be the responsibility of financing education, opportunities misappropriation of budget funds if not closely monitored.

Abstrak Perkawinan Siri adalah salah satu bentuk masalah yang tejadi di Negara Indonesia saat ini . Permasalahn ini sangat sulit untuk dipantau oleh pihak yang berwenang, karena mereka yang melaksanakan pernikahan siri ini tidak dilaporkan pernikahan mereka kepada pihak yang berkompeten dalam hal ini yakni Kantor Urusan Agama (KUA) bagi umat muslim dan Kantor Catatan Sipil bagi yang Non Muslim. Pernikahan siri biasanya dilakukan dihadapan tokoh masyarakat atau ustad sebagai Penghulu, atau ada juga yang dilakukan secara adat-istiadat saja kemudian tidak dilaporkan kepada pihak yang berwenang untuk dicatatkan sesuai ketentuan undang-undang No.1 tahun 1974 tentang Perkawinan pada pasal 2 ayat (2) yang berbunyi “tiaptiap perkawinan dicatat menurut peraturan perundang-undangan yang berlaku. Adapun masalah pencatatan perkawinan yang tidak dilaksanakan tidaklah menganggu keabsahan suatu perkawinan yang telah dilaksanakan sesuai hukum islam . karena sekedar menyangkut aspek administrative. Hanya saja jika suatu perwainan tidak dicatatkan, maka suamiistri tersebut tidak memiliki bukti otentik bahwa mereka telah melaksanakan suatu perkawinan yang sah. Akibatnya, dilihat dari aspek yuridis, perkawinan tersebut tidak diakui pemerintah, sehingga tidak mempunyai kekuatan hukum. Dampak positif maupun negative juga menyertai praktk perkawinan siri diantaranya untuk dampak positifnya meminimalisasi adanya perzinaan melalui seks bebas. Namun disisi lain juga dampak negatifnya adalah merugikan banyak pihak terutama hak dan kewajiban wanita dan anakanak dari perkawinan siri tersebut. Akibat hukumnya bagi perkawinan yang tidak memiliki Akte Nikah, secara Yuridis suami atau istri serta anak yang dilahirkan tidak dapat melakukan tindakan hukum keperdataan berkaitan dengan rumah tangganya. Anak-anaknya hanya akan diakui oleh Negara sebagai anak diluar kawin yang hanya memiliki hubungan keperdataan dengan ibu dan keluarga ibunya. The revitalization of the Old Town of Semarang is to support the Old Town as a heritage tourist destination and to overcome environmental problems such as tidal flood, slums, old buildings that are not maintained, and street vendors. Revitalization efforts have positive and negative impacts on the people in it. The positive impact caused by the existence of tourism activities in the Old Town area is the developing economy of Semarang City. While the negative impacts caused are physical, economic, and social gentrification; and affect the quality of life of local people. So it is necessary to study the relationship between gentrification and the quality of life of the community. The analysis to achieve that goal is the identification of revitalization, gentrification, and quality of life of the communities. Data collection methods were questionnaires, field observations, interviews, and document review, and also analysis techniques in the form of spatial planning. Based on the results of the study, there is relationship between gentrification and revitalization. That is, the facilities in the Old Town area cannot reach all levels of the people who live there. Besides, the presence of gentrification worsens the quality of life of local people. The government is still only focused on the physical development of the Old Town but has not considered the community's economic and social revitalization.

The use of natural resources in coal mining has many positive and negative impacts. The positive impact is increasing economic and social development both for the community in terms of employment and the government of the Province of East Kalimantan and the Regency of the City of the Producer in terms of Regional Original Revenue (ROR). Negative impacts include the destruction of forests in the area around the mine, contamination of the sea, disease outbreaks for people who live in the area around the mine, even the real negative impact on mining that makes the loss of one's life due to ex-mining holes, legally the case of responsibility for loss of life the person in the coal mine pit is not one person responsible, but there are some responsible parties.The object of research is PT. Cahaya Energi Mandiri, and the Government and the police related to the loss of life of people in mining pits or Mining Business License (IUP) of PT. Cahaya Energi Mandiri. So the purpose of this first thesis is to know and analyze the Legal Responsibility to the Loss of People Life at the Coal Mine Hole Judging from the Perspective of Criminal Law, the second to know and analyze the elements of criminal acts associated with the field of coal mining.The research method used is the normative-empirical legal research method that is merging between the approach of normative law with the addition of various empirical element.From the results of the research can be seen that the loss of life of the pit hole people have met the elements in the provisions of criminal law, because the loss of the lives of people perforated mine has met the elements in Article 359 KUHP and article 112 of Law Number 32 the Year 2009 on Protection and Environmental Management. While the criminal law responsibility can be imposed on the holders of IUP and the Government as the party responsible for environmental monitoring by punishment in the form of imprisonment or restitution or compensation for the victim or his family by the perpetrator.

Electricity is one of the strategic commodities in Indonesia. The Increasing of electrical price (so called TDL stand for Tarif Dasar Listrik) administered by the government will be negative impact on Indonesian economic performance. Based on this research analysis, a rise of TDL will have negative impact on macro and sectoral economic performance. This study aims to analyze the effects of a rise of TDL and policy responses to minimize its negative impacts on Indonesian economic performance. The data which is used in this research areInput Output Table, Social Accounting Matrix (SAM) and SUSENAS data. Sources of data obtained from Board Central of Statistics. The analysis using Computable General Equilibrium (CGE) model is called INDOTDL CGE model. The simulation results show that a rise of TDL will have negative impact oneconomic growth, household consumption, export, employment and sectoral demand.  This study also shows that an increase of  efficiency in electricity sector by 10 percent is expected to decrease the electrical price.  In addition, a rise of  TDL which is followed by an increase of efficiency or decrease of value added tax (VAT) policy in all sector have positive impact on macro and sectoral economic performance on Indonesian. The most effective policy to economic improvementis to increase efficiency of electricity sector, so TDL doesn’t need to be increased.Keywords : TDL, CGE, Efficiency, VAT, Economic Performance
