Education is a basic right of people and everyone has the right to access to education. The right is stated in Clause 1, Article 26 of 1948 Universal Declaration of Human Rights (UDHR). In Vietnam, the Constitution passed by the National Assembly of the Socialist Republic of Vietnam in 2013 also stipulates that education is a right of people and the State, families and the society must protect, take care of and educate children. To ensure children’s right to access to education as well as to enable them to access to learning opportunities, Vietnam has promulgated many policies to create favorable conditions for all children in education, especially those from poor families and ethnic minority families in the past years. However, compared to children from well-off families, children from poor families in ethnic minority regions still face difficulties in education. Based on statistics, this article focuses on analyzing the opportunities to access to general education of children from poor families in ethnic minority regions in Vietnam nowadays.

One of the key concepts in the right to education is access: access to the means to fully develop as human beings as well as access to the means to gain skills, knowledge and credentials. This is an important perspective through which to examine the solutions to access enabled by Open Educational Resources (OER) and online learning. The authors compare and contrast OER and online learning and their potential for addressing human rights “to” and “in” education. The authors examine OER and online learning growth and financial sustainability and discuss potential scenarios to address the global education gap.

The process of socialisation and integration represents unity, and at the same time – a continuous controversy between two aspects: socialisation and individuality. Due to this, the process is a single upside stream – the entry of a child into the world of adults, in the social world. Every child is a unique personality with its individual qualities, interests, abilities and educational needs. Every child with special educational needs has the right to be taught on an individual schedule with content, matching its own necessities and capacity. The general education kindergarten, in which the authors work and teach pupils with special educational needs has established a tolerant community and guarantees schooling, tutoring and mentorship for everybody.

From the perspective of the transaction cost theory, this paper analyzes that the mandarin popularization in ethnic minority regions helps reduce the transaction cost, enhances trust, results in the "innovation and entrepreneurship" effect, and improves the action mechanism of the county-level innovation and entrepreneurship rate. Furthermore, based on the complete sample investigation results of rural residents within 0-3km in eight counties of Sino-Vietnam border, it constructs the quantitative model to conduct the empirical analysis of the significant positive role played by mandarin popularization in the county-level innovation and entrepreneurship in ethnic minority regions, which is that when the mandarin level is changed by 1%, the county-level innovation and entrepreneurship rate is changed by 0.397%.

Specialized training helps high school students choose the right path to continue their education in the future, providing pedagogical, psychological, informational and organizational support to students. Due to the fact that new elective courses are being introduced in General education institutions, there are still not enough regulatory and reference materials. Many teachers cannot create elective courses that will be interesting and useful for students, because the school does not provide detailed information about the goals and objectives of specialized training, types and methods of its implementation. Therefore, one of the most pressing issues today is the systematization of information about elective courses and the identification of methodological features of its implementation. The article presents the program of the elective course "Cultural geography" for mathematical students. In addition, the methodological structure of the course "Cultural geography"was developed.

In 2008, the Uruguayan General Education Law was enacted, stipulating the right to education and extending compulsory education from nine to fourteen years. This article analyzes the obstacles to design and implement educational policies to improve secondary education attainment rates during the governments headed by the Frente Amplio party from 2005 on. Using a qualitative approach, we employed a triangulation method that includes document analysis (laws and institutional reports) and 49 semi-structured interviews conducted between 2011 and 2015; the interviews covered government authorities, legislators, bureaucrats, experts and union leaders. We identified three potential causes of this policy gridlock: the institutional fragmentation of the educational system; the ideological disagreement between educational authorities and party members; and the teacher’s union veto. The educational policy stalemate in secondary education is explained by these multiple factors and their interaction.
