In 2021, the world will enter the post-epidemic era. China is at the end of the 13th Five-Year Plan for the integration of urban and rural development and rural revitalization. At the same time, the internal circular economy brings opportunities for rural development and regional revitalization. This article uses interdisciplinary research methods, integrates various design models involved in cultural ecology, and strengthens the connections between them, combined with innovative thinking in rural design, art promotion, cultural inheritance, and industrial upgrading paths. The article intends to solve how to use environmental art and public Art, experimental art and other art forms are involved in rural design, and based on the theoretical framework of cultural ecology, the rural design method is constructed through the case analysis of the Xun Jiansi village, and the innovative and characteristic development path of art intervention in rural design is studied.

Nigeria has one of the countries whose experience of poverty and unemployment is on the high side makes this study to look into the effect of the economic lockdown during the global pandemic in the country, with the aim of making effort on how this effect can be translated into economic development. Survey research design method was adopted with self-administered questionnaire used to collect data. Findings revealed that in Nigeria COVID -19 outbreak effects was felt in almost all sectors and the aftermath greatly affected the country’s GDP and this adversely affect rural development in the country, which translated to a worrisome rate of poverty and unemployment. Hence, both individual and government have now seen that campaigning for economic diversification is not sufficient for economic development but rather a prompt swing into action by all is needed for sustainable development of rural areas to respond to the worrisome rate of unemployment and in turn high level of poverty caused by the COVID-19 lockdown in the country. It was recommended that government at all level as well as individuals and stakeholders should put in place actions that would gear up rural development and set policies at their various helms of affairs that would encourage economic participation of all citizens in all sector of the economy.

Combined with the development requirements of current environmental art mining system, the design method of environmental art design element mining system based on deep learning is optimized, and the hardware configuration of environmental art design element mining system is introduced. Combined with the principle of deep learning, the system software operation algorithm and function are improved, so as to improve the effect of environmental art design element mining, Ensure the operation effect of the system to the greatest extent. Finally, the experiment proves that the environment art design element mining system based on deep learning has high effectiveness in the practical application process, which can better guide the design of environment art and fully meet the research requirements.

AbstractSince the mid-2000s, the Chinese government has promoted village modernization under the banner of “building a new socialist countryside.” To explain the origins and outcomes of this policy, this article examines the case of Ganzhou city in Jiangxi province. Ganzhou became a national model for rural development known for involving organizations called peasant councils in policy implementation. The study found that despite an initial emphasis on rural participation and moderate change, the new socialist countryside evolved into a top-down campaign to demolish and reconstruct villages. Three factors shaped this process: the strength of bureaucratic mobilization, the weakness of rural organizations, and shifting national policy priorities. After obtaining model status, Ganzhou's rural policy became more ambitious and politicized, leaving little space for participation. This insight suggests there are both benefits and costs to China's policy process. Despite the advantages of policy innovation, scaling up local experiments may actually undermine their success.

The issue of financial autonomy has always generated a lot of interest amongst stakeholders and it continues to do so. However, opinions on the association between financial autonomy and rural development are diverse. Hence, this study is fixated on investigating the perspectives of stakeholders regarding the nexus between Financial Autonomy and Rural Development inselected local governments in Ogun State. The study adopted a cross-sectional survey research design method. Data were obtained through the administration of 400 copies of a 5-point Likert scale questionnaire in three-selected local councils in Ogun State, Nigeria. Descriptive statistics as well as the Kruskal-Wallis H test were the analytical techniques adopted. The study reveals a consensus in the different occupation/workgroups, i.e. that financial autonomy accelerates rural development in Ogun State Local Governments. The result suggests that local councils will be better positioned to contribute to the national economy if their resources are managed with little or no interference from the state government. The paper recommends the enactment of legislation that will give autonomy to local governments to generate and manage their financial resources without undue meddling by other tiers of government, and hence, engender better service delivery and rural development.
