Position taking is an important legislative area that scholars have investigated extensively. Since one of the main roles of the opposition is to present an alternative to the government, the question is, how does the opposition establish its positions? To address this question, we analyze the use of One-Minute Speeches (OMSs) by opposition members in the Israeli parliament (the Knesset) during 2000-2013. There were four Knesset terms during these years, so we have the opportunity to study the opposition’s behavior over a period of time. We decided to analyze OMSs because they are considered an easy tool to use and as such can be considered a weapon of the weak. The study uses mixed research methods, beginning with a statistical analysis (both at the legislator level and at the OMS level) and continuing with a content analysis of the speeches and the interviews conducted with members and leaders of the opposition. The statistical analysis shows that opposition members use OMSs more extensively than coalition members. Among the opposition members, we also found different behavior patterns based on nationality and seniority. In addition, the qualitative analysis of both the OMSs and the interviews shows that opposition members are active in two ways. First, they react to government-initiated proposals. Second, they raise topics for the Knesset’s agenda, a move that the coalition generally does not appreciate. Third, members of the opposition consider OMSs an effective tool in that it allows them to create a relevant debate on current issues. Finally, ministers and other MKs often respond to the opposition’s OMSs that are controversial and provoke debate. Thus, we conclude that the OMS is a weapon of the weak.

Scientific research on the question of how happiness can be increased and then sustained has still a long way ahead. The authors have been developing studies in this field and have chosen the happiness initiatives of the Dubai and UAE government to elaborate a case study. This paper, extracted from the wider investigation, presents a study based on government communication on the creation of the Dubai and United Arab Emirates Ministry of Happiness. In the scope of this work we have chosen the National Happiness and Positivity Programme of the Dubai and United Arab Emirates Ministry of Happiness. Using the technique of content analysis, through the use of webQDA software, the aim was to understand how the government communicated its strategy for happiness and which are the most used concepts to capture the attention of institutions and citizens. Consequently, the aim was to understand what actions the government has advocated to implement the said programme. The results imply that the concept of positivity has a focus that is very close and complementary to that of happiness. It is also inferred that the government intends to promote 'happiness as a way of life’, and also to involve the private sector in the National Happiness and Positivity Programme. Finally, the author’s contribution to this research field is to demonstrate that this model of positivity and sustainable happiness can be extensively implemented, including in the academy.

Indonesia is currently faced with the challenge of the Covid-19 pandemic, in which the government urges the Indonesian people to stay at home. So that learning activities that were originally carried out face-to-face turned into non-face-to-face learning. This study uses descriptive research methods with qualitative analysis techniques. The purpose of this research is to reveal events or facts, circumstances, phenomena, variables and circumstances that occurred during the research by presenting what actually happened. This study uses descriptive research methods with qualitative analysis techniques. The instrument in this study was a questionnaire that was proposed to the sample. With a total of 20 questions, each question is given a score of 5 so that the highest score in this test is 100. The results of this study are the implementation of online learning in class VIII AD SMP Negeri 14 Medan is less effective, especially in learning Indonesian, because in the implementation of online learning students only given the task of working on evaluation questions and only occasionally practice, and the teacher does not know whether the students really understand or not. Considering that students study at home accompanied by their parents or guardians, it is possible that students' assignments are assisted by their parents or guardians.

The aim: The aim of the research is to group the consequences of the COVID-19 pandemic according to different criteria, which will clarify their scope, determine diversity, and, if necessary, take measures for further prevention. Materials and methods: The empirical basis of the study is the official statistics of the survey of citizens (2,388 people) and specialists in the field of economics and finance (116 people). The research methods were classification, questionnaire, statistical, analysis, and content analysis. Conclusions: The COVID-19 pandemic was classified according to a number of criteria; its significance for theory and practice in all its manifestations is outlined.

Law enforcement in Serbia concerning the offence of corruption is similar to a camera obscura: opacity prevails. This does not instil much trust in the population: surveys carried out by or on behalf of the UN reveal that only politicians and doctors are more distrusted than judges and prosecutors. Corruption is a very underreported offence, as victims have the feeling that the authorities do not care about corruption: why report? An extensive statistical analysis of corruption cases handled by the prosecution and the court showed that the camera obscura metaphor had to be refined: apart from being opaque, the law enforcement institutions behave like a random box. Neither in the prosecution service nor in the courts could a policy be discerned. The outcome of the judicial system in terms of prosecution and sentencing appeared to be statistically at random. A qualitative analysis of the most serious corruption cases demonstrated to what extent these cases occurred in all layers of society. In such cases the government was non-responsive to complaints of its own institutions. Also in other matters the authorities demonstrated a lot of foot dragging. Despite the anti-corruption strategies one may wonder whether the government really cares.

Development is mostly carried out in aspects of human life to develop the economy and improve people's welfare. This construction is build upon  permit in the form of a building permit issued by the government. The permit can also be canceled if it is deemed not in accordance with the applicable requirements.  The goal of this investigation is to determine the resolution of the case and to find out whether the legal considerations given by the judge are correct or not. This investigation utilize normative legal research methods. The origin of legal material used in the research are primary legal library materials, secondary legal library materials, and tertiary legal library materials. This investigation used qualitative analysis. Based on an analysis of the sources of legal material that has been carried out, the authors conclude that the lawsuit against the cancellation of the building permit was registered past the deadline for the issuance date of the permit or has passed since the permit was announced at the time of the first construction, then the perceived loss the plaintiff is considered not a material loss and only concerned with the interests of one of the plaintiffs. As well as the legal considerations that have been conveyed, it is considered appropriate and when looking at the spatial plan of the Bogor Regency area, the location where the hotel is built is included in the area that allows for hotel buildings.

RESUMO Este artigo descreve um estudo sobre o fenômeno da referenciação a partir de um corpus textual extraído do YouTube. O objetivo é verificar a utilização dos referentes em postagens positivas, negativas ou neutras, e como essa verificação contribuiria   para as técnica de análise de sentimentos automática ou semiautomática. Emprega-se a análise de conteúdo e do discurso como métodos de pesquisa, além de software de análise estatística para coleta de frequências de palavras. Conclui-se que a identificação de aspectos de comunicação e informação, tais como os referentes mais utilizados, a não pureza de postagens positivas e negativas, além, da necessidade de criar um critério para a interpretação de dados textuais, podem melhorar o processo de análise de sentimentos.Palavras-chave: Análise de Sentimentos; Análise de Conteúdo; Corpus; Referenciação.ABSTRACT This article describes a study about the phenomenon of referenciation  by using a textual corpus extracted from YouTube. The purpose is to verify how the referents appear in positive, negative, or neutral posts and how this verification can affect the techniques directed to automated or semi-automated sentiment analysis. We applied content and discourse analysis as research methods, and statistical analysis software for the collection of word frequencies. The conclusion is that the identification of communication and information aspects, such as the most used referents, the non-purity of positive and negative posts, and the need to create a criterion for interpreting textual data can improve sentiment analyses process.Keywords: Sentiment Analysis; Content Analysis; Corpus; Reference.

Tilaar’s perspective. The object of this research was H.A.R. Tilaar’s Perspective which concerns to the education based on culture.The approach of this research was literature review. The source of the data were a text book written by H.A.R. Tilaar and other literatures related to this research. The technique of analyzing data were the content analysis of the text book written by H.A.R. Tilaar and other literatures.The result of this research are : (a) H.A.R. Tilaar conceptualizes the education as an culturing processes; (b) the education process is an culturing process through the interactive process between teachers and students; (c) it is necessary to the Government of Indonesia to correct the National education concept by proposing several aspects such as ; (1) the basic value of education; (2) to notice the function of sociological education; (3) the relation between culture and education; (4) the education as The Agent ofChange, and (5) to get the equalization of education opportunity; and (d) to grow up the creative and adaptive thinking toward education phenomenawhich always move dynamically in the environment of the Indonesian community which has its complexity.Keyword: Education, Culture.

The soaring housing prices in Malaysia is not a recent issue. It is a global phenomenon especially in developing and developed countries, driven by factors including land price, location, construction materials cost, demand, and speculation. This issue demands immediate attention as it affects the younger generation, most of whom could not afford to buy their own house. The government has taken many initiatives and introduced regulations to ensure that housing prices are within the affordable range. This article aims to introduce a housing price control element from the Shariah perspective, as an alternative solution for all parties involved in this issue. It adopts content analysis methodology on policy from Shariah approved sources.

This study examined adaptive functioning, strategies used to develop adaptive functioning skills, and areas where additional services could benefit autistic young adults without intellectual disability. Participants were 21 autistic young adults and at least one parent of each young adult. Quantitative analyses replicated previous reports of an adaptive functioning disadvantage relative to intellectual functioning such that adaptive functioning standard scores were significantly lower than intelligence quotient scores. Qualitative analysis utilized grounded theory methodology and yielded a conceptual model describing the nature and development of adaptive functioning in this demographic. Together, findings provide a more nuanced understanding of the gap between intellectual and adaptive functioning in autistic young adults without intellectual disability. Lay abstract Adaptive functioning describes the age-appropriate skills necessary for independent living. Research suggests that autistic children, adolescents, and adults who do not have an intellectual disability demonstrate adaptive functioning challenges relative to their intellectual ability. Thus, even though many of these individuals have the intellectual capacity to excel in mainstream educational and vocational settings, their adaptive functioning challenges may serve as an obstacle to independence. The research on adaptive functioning in autistic adults is focused on statistical analysis of standardized assessments (e.g. parent-report on multiple choice questionnaires). Qualitative research that examines the narratives of young adults and their parents is needed to better understand adaptive functioning in young adults and their resulting service needs. This study combined statistical analysis of standardized assessments with qualitative analysis of interview responses from autistic young adults without intellectual disability and their parents. Findings replicated previous reports of adaptive functioning challenges and identified influences on adaptive functioning development, consequences of independence, and service needs. Taken together, findings indicate the need for interventions and services that facilitate adaptive functioning development in autistic adolescents and young adults and provide insight into potential intervention targets and strategies.

This article aims to build a network for the exchange of knowledge between the government and production, community and university sectors for sustainable local development. To achieve this, the authors relied on the concepts of sustainable local development, social capital, the relationship between sectors or intersectorality, networks and interdisciplinary and transdisciplinary knowledge. Regarding the methodology, the abductive method was used. Under a documentary design, the research techniques were a content analysis of theoretical documents and the deductive inference technique. The construction of a knowledge exchange network for sustainable local development stands out as the result. It is concluded that knowledge networks for sustainable local development have positive implications in the establishment of alliances and links between the sectors that make up society.
