Scientific research on the question of how happiness can be increased and then sustained has still a long way ahead. The authors have been developing studies in this field and have chosen the happiness initiatives of the Dubai and UAE government to elaborate a case study. This paper, extracted from the wider investigation, presents a study based on government communication on the creation of the Dubai and United Arab Emirates Ministry of Happiness. In the scope of this work we have chosen the National Happiness and Positivity Programme of the Dubai and United Arab Emirates Ministry of Happiness. Using the technique of content analysis, through the use of webQDA software, the aim was to understand how the government communicated its strategy for happiness and which are the most used concepts to capture the attention of institutions and citizens. Consequently, the aim was to understand what actions the government has advocated to implement the said programme. The results imply that the concept of positivity has a focus that is very close and complementary to that of happiness. It is also inferred that the government intends to promote 'happiness as a way of life’, and also to involve the private sector in the National Happiness and Positivity Programme. Finally, the author’s contribution to this research field is to demonstrate that this model of positivity and sustainable happiness can be extensively implemented, including in the academy.

Abstract Due to the tradition of ‘Nordic openness’, and intensified by international trends, the norm of policy-making transparency is strong in Finland. Inspired by organizational institutionalism, the present article studies what this notion of transparency means in practice. A case study of a social security reform committee is presented. The consensus-building practices typical of Finnish corporatist policy-making significantly constrained the transparency of government communication during the lifetime of the committee. The government communicated actively in public to meet the demand for transparency; but in order to secure effective bargaining, the government communicated issues concerning the committee so vaguely that it did not inspire wide public discussion. Public discussion was instead mainly fuelled by leaks. These findings suggest that a strong norm of transparency can lead to ceremonial transparency, where government public communication is loosely coupled with policy-making practices. These ceremonies might strengthen the notion of Nordic openness.

Abstract The United Arab Emirates’ economy is transitioning to a knowledge-based economy by promoting innovation and research development. Supporting the UAE’s Vision at becoming among the best and most innovative nation in the world by 2071, the Government has developed frameworks that recognize the importance of innovation to an economy’s growth and development. This paper presents the results of a design research where the domain of architecture and engineering blend with economics and social studies to the serve the UAE’s vision, proposing urban solutions to launch the country in its ‘next 50’ years, with an eye for the preservation and revitalization of the exiting and valuable resources. The research project proposes a different geography of innovation and introduces urban regeneration strategies to stimulate innovative policies for the built environment of the entire UAE territory. With the intent of forming an intangible connection between the seven Emirates, the proposed intervention can be situated in every state. The study especially looks into the three neighboring Emirates or Dubai, Sharjah, and Ajman, and finally select the latter to test the introduction of strategically designed spaces in degraded (and disconnected) locations to encourage the community to innovate while at the same time reusing/refurbishing the existing resources/buildings/facilities. The specific case study involves the design of an incubator facility in an obsolete villa community in Ajman, formerly hosting locals (therefore luxurious) that now have left for better locations and cannot manage to resell their properties due to the decadence of the neighbourhood. The incubator, a building articulated in the interstitial spaces in between the villas, would reactivate the district by attracting young and innovative entrepreneurs, who settle there for both working and living, exploiting the incubator complex as a parasite of the existing villas. If successful, the project will revive the district, provide it a new brand, and create a new financial stream to self-support its gradual regeneration.

The article conceptualizes character assassination (CA) as a tactic of populist communication on social media by using the case study of Italian politician Matteo Salvini. CA consists of personal attacks aimed at damaging the reputation of individuals, used as political means to attack the “enemies of the people.” By means of CA, populists operate a shift from issues and arguments toward individual traits and behaviors. CA’s importance is linked to the features of social media communication (i.e. disintermediation, speed, virality, fragmentation, emotionality). The article uses content analysis of tweets, and qualitative analysis of relevant examples; it demonstrates the strategic nature of CA in Salvini’s communication and identifies five functions (i.e. polarizing, personalizing, symbolic, discriminating, emotional) of CA in right-wing populist communication. CA’s logic is unpacked, by showing how the delegitimization of individuals is used to reinforce a populist communication strategy. Potential implications and responses to CA are discussed.

<p class="1Body">This article is intended to reveal the socio-cultural values of traditional remote area communities of the Dayak in Central Kalimantan based on two legends and the existence of these communities. By applying semantics of sign systems, the expressions in texts showed connotative meanings referring to river communities, and the denotative meaning of living in forests for forest communities. While, expressions of migration could be related to cultural of <em>manamuai</em> ‘wander’ tradition and way of life as shifting cultivation farmers. Recently, the existence of these communities has contradicted government rules due to the laws in opening forests illegally. However, based on the characteristics, these communities can live in harmony with the government and forests investors through the empowerment programs for remote communities and CSR of forests’ companies (logging or palm oil).</p>

This paper presents the policy on prostitution existing in the last ten years of the period of the New Order Regime. By using qualitative analysis, in the frame of rationality and coherence, author describes of the policy on prostitution and its results. The practice that was done by the government to tackle the prostitutes tended to be unjust, while the implication of the Indonesian Criminal Codeas the one of the national law saved a discrimination. The spirit of the law saved a moral weakness to endorse the creation of good life for Indonesian having the way of life Pancasila. Linked  to the policy, the government tended frontally to tackle the prostitutes. As the policy made by the government was based on unhistorical and unsubstantial views, the governmental  intervention to them has been more bringing problems than solutions. The inconsistency of the local governtments in managing the localization of prostitutes has compounded the problem. The governmental policy could not grasp the goals: rehabilitation and resosialization. The policy has empowered the institutionalization of prostitution and pimps. The government has been tacitly the institution of serving pimps. Key words: policy, prostitution, pimps

AbstrakKepadatan penduduk yang terus meningkat akibat dari urbanisasi menyebabkan Kota Bandung menjadi kota termacet ke-14 se-Asia. Faktor dari kemacetan tersebut adalah meningkatnya jumlah pengguna kendaraan pribadi yang bertujuan untuk urbanisasi baik untuk tujuan kerja, pendidikan, atau berpindah tempat. Hal tersebut juga mendukung alasan Kota Bandung memiliki penumpukan dan pertumbuhan permukiman horizontal yang timpang dan tidak terencana. Superblok Gedebage merupakan suatu kawasan di konteks urban yang dirancang secara terpadu yang tata gunanya bersifat campuran yang diharapkan dapat menjadi solusi dari permasalahan di atas sebagai mana Gedebage direncanakan oleh pemerintah sebagai Kawasan Primer. Tujuan dari perancangan ini adalah untuk memberikan sebuah gagasan mengenai kawasan yang terpadu dan efisien tetapi tetap memberikan ruang, kenyamanan, dan dampak positif bagi pengguna dan lingkungan. Metode yang digunakan adalah analisis kualitatif deskriptif dan studi banding. Analisis kualitatif deskriptif digunakan pada literatur dan kebijakan yang berlaku. Analisis studi banding digunakan untuk membandingkan antara literatur dengan bangunan yang ada, dan membandingkan antara satu bangunan dengan yang lain. Contemporary Sustainable menjadi pilihan pendekatan pada perancangan ini yang diharapkan dapat memberikan rancangan yang sederhana tetapi tetap modern dan memberikan dampak yang positif bagi lingkungan dan penggunanya. Penggunaan green wall and roof, rain harvesting, kolam retensi dapat menjadi solusi dari permasalahan lingkungan.Kata kunci: superblok, kontemporer berkelanjutan, efisien, analisis kualitatif deskriptif AbstractThe increasing population density due to urbanization has caused Bandung City to become the 14th most congestive city in Asia. The factor of the traffic jam is the increasing number of private vehicle users aiming at urbanization for work, education, or relocation purposes. It also supports the reason that the city of Bandung has a build-up and uneven horizontal settlement growth. The Gedebage Superblock is an area in an urban context that is designed in an integrated manner with mixed-use that is expected to be the solution of the above permeation as planned by the government as the Primary Area. The purpose of this design is to provide an idea of an integrated and efficient area but still provide space, comfort, and positive impacts for users and the environment. The method used is the descriptive qualitative analysis and case studies. Descriptive qualitative analysis is used in the applicable literature and policy. Case study analysis is used to compare literature with existing buildings and compare one building to another. Contemporary Sustainable is the choice of approach to this design which is expected to provide a simple design but still modern and has a positive impact on the environment and its users. <p>ABSTRACT</p><p><br />Ettawa Crossbred (EC) goat farming in Purworejo regency dated back to the era of Dutch colonial <br />government. The Ministry of Farming was decided that EC as Purworejo’s local crossbred. But the <br />farmers judge that EC not to be Purworejo’s icon. The farmers was judged that government not serious<br />made EC as Purworejo’s icon. The aim of this research was to know how the government communication<br />system produce and reproduce information to solve EC as Purworejo’s icon. The theory used in this<br />research is communication system in the perspective of Niklas Luhmann. The research method used was<br />explorative case study. Population of this study was conducted in Purworejo regency as the center of<br />EC goat farming. The result of the study shows that government communication system was produced<br />information in encountering the environmental complexity of EC as Purworejo’s icon. The information<br />about statue of EC as signifier. Government communication system wasn’t produced the icons like EC<br />products and gifts. The farmers was judged that government not serious to solved EC as Purworejo’<br />icon. The farmers through farmers group was produced icons like EC’s signifier and EC’s products (milk<br />powder, caramel, yoghurt, and crackers).</p><p><br />Keywords: government communication system, complexity, icon.</p>

The article analyzes web portals and public pages of regional media, which help the media adapt to modern communication conditions. The material under study is texts published in the five media sources most popular in Mordovia and on their public pages on the VKontakte social networking service. We carried out a content analysis of more than 1,000 media texts and a qualitative analysis of about 500 materials. Basing on that, we ranked the media according to the activity of their subscribers and identified characteristics that allow the media to increase the number of subscribers and promote their activity, such as the expressiveness of materials, the use of various stylistic devices aimed at attracting the attention of the audience. Regional media are successfully using the platforms of all social networking services and messengers, the number of subscribers to each of them is regularly increasing. We have also identified the prospects for the development of regional media: a greater diversity in genres, in stylistic, thematic and multimedia presentation of information, a prompt response to the requests of the audience and subscribers will help to increase the competitiveness in the information market of the region. In conclusion, we offer criteria for the effective presentation of information on public pages and web portals that promotes a response of the audience.

The study "Role of Local Press in Conflict: A Case Study of Editorial' Contents of  Daily Chand and Daily Shamal during Militancy in district Swat, Pakistan" is basically a comparison of editorials, being published on the issue of militancy in both the local dailies of Swat to analyze that how these dailies treated government and militants’ agendas in their editorials. This study was conducted by content analysis of editorials of Daily Chand and Daily Shamal, publishing from district Swat while the media hegemony theory was applied as theoretical frame work for conducting the study. The findings made it clear that both the dailies had been given more coverage to militants' agenda, the ruling class during the unrest, than government agenda. Daily Chand had written total 84 editorials on the issue of militancy, it wrote 12 (14 percent) editorials against government but not a single editorial had been written against militants. Besides the daily had given only 06 percent supportive coverage to government agenda by publishing 05 editorials while the paper had, however, given more supportive coverage to militants by publishing 17 editorials in favor of their agenda with 20 percent of its total editorials, being published on the issue of militancy. Similarly daily Shamal had written 61 editorials on issue of militancy and of them only three editorials had been written with percentage of 05 percent in support of government agenda while it published two editorials in favor of militants' agenda, which reflect 03 percent of the total editorials, being written on the issue of militancy. Daily Shamal wrote o8 editorials (13 percent) against the provincial government, but it did not write even a single editorial to oppose militants' agenda or their any kind of act, meant to challenge writ of the government in district Swat, Pakistan.

Position taking is an important legislative area that scholars have investigated extensively. Since one of the main roles of the opposition is to present an alternative to the government, the question is, how does the opposition establish its positions? To address this question, we analyze the use of One-Minute Speeches (OMSs) by opposition members in the Israeli parliament (the Knesset) during 2000-2013. There were four Knesset terms during these years, so we have the opportunity to study the opposition’s behavior over a period of time. We decided to analyze OMSs because they are considered an easy tool to use and as such can be considered a weapon of the weak. The study uses mixed research methods, beginning with a statistical analysis (both at the legislator level and at the OMS level) and continuing with a content analysis of the speeches and the interviews conducted with members and leaders of the opposition. The statistical analysis shows that opposition members use OMSs more extensively than coalition members. Among the opposition members, we also found different behavior patterns based on nationality and seniority. In addition, the qualitative analysis of both the OMSs and the interviews shows that opposition members are active in two ways. First, they react to government-initiated proposals. Second, they raise topics for the Knesset’s agenda, a move that the coalition generally does not appreciate. Third, members of the opposition consider OMSs an effective tool in that it allows them to create a relevant debate on current issues. Finally, ministers and other MKs often respond to the opposition’s OMSs that are controversial and provoke debate. Thus, we conclude that the OMS is a weapon of the weak.
